    Australasian Port and Harbour Con erence.

    The Coasts and Ports con erence series is the pre-eminent orum in the Australasian regionor pro essionals to meet and discuss issues extending across all disciplines related to

    coasts and ports. Coasts and Ports 2011 will bring together engineers, planners, scientistsand researchers to ocus on the technological, scienti c, policy, planning and design issues related to our diverse anddeveloping coasts.

    We are pleased to include ve concurrent streams and a poster session at Coasts and Ports 2011 owing to the stronginterest in presenting papers at the Con erence. The paper topics cover a broad range o themes, including: coastalprocesses, coastal structures and acilities, port engineering, dredging, coastal planning, policy and management andenvironmental e ects.

    Coasts and Ports 2011 will be held in Perth, Western Australia, rom 28-30 September 2011. The con erence venueis Western Australias purpose-built and state-o -the-art, Perth Convention Exhibition Centre. The Centres locationbetween the city and the Swan River will allow attendees easy access to everything Perth has to o er.

    Dr. Thomas Wakeman is the Deputy Director o the DHS National o Center o Excellenceor Port Security (Center or Secure and Resilient Maritime Commerce), Deputy Director

    o the Center or Maritime Systems, and Research Pro essor in the Department o Civil,Environmental, and Ocean Engineering at Stevens Institute o Technology, Hoboken, NewJersey. Previously, he was employed with the Port Authority o New York and New Jersey

    or 14 years and was with the United States Army Corps o Engineers, San Franciscoand Sacramento Districts, or over 23 years. During his tenure in these positions, hisresponsibilities involved supervision, planning and project management o numerousin rastructure projects or both agencies including as General Manager, WaterwaysDevelopment, or the Port Authority, and Technical Director o the Bay-Delta HydraulicModel in Sausalito, Cali ornia, or the Corps o Engineers, San Francisco District. In 2004,

    Dr. Wakeman was the Senior Maritime Advisor or the Coalition Provision Authority whilestationed in Umm Qsar, Iraq. There he was responsible or the reopening, retro tting, andoperation o Iraqi ports to handle reconstruction cargo.

    Dr. Wakeman has extensive experience in navigation, port development, security, andreight transportation planning. In 2008 he was named the American Society o Civil

    Engineers (ASCE) New Jersey Educator o the Year. Because o long term service to theinternational navigation association (PIANC), he was award Fellow status by the US Sectionin 2009. In 2010, he was named a Distinguished Diplomate in both Port Engineering andNavigation Engineering by COPRI. His pro ession a liations besides ASCE and PIANCinclude the Transportation Research Board (TRB) and New York Academy o Sciences. Dr.

    Wakeman has a MS in Civil Engineering rom University o Cali ornia, Davis, MA in MarineBiology rom San Francisco State University, and a doctorate o Engineering-Science romColumbia University, New York.

    Dr Je erson Vianna Bandeira is a Senior Researcher o the Brazilian Nuclear EnergyCommission (CNEN), working at the Centre or the Development o Nuclear Technology(CDTN) (www.cdtn.br ) in Belo Horizonte City, Capital o Minas Gerais State, Brazil. Hegraduated in Mechanical Engineering rom the Federal University o Minas Gerais State Brazil (1968), MSc. in Nuclear Sciences and Techniques by the same University (1972),MSc. in Applied Hydrology by the Federal University o Rio Grande do Sul State Brazil(1974), Diploma in Hydraulic Engineering: Branch Costal & O shore Engineering by The

    International Institute For Hydraulic and Environmental Engineering (IHE) Del t, TheNetherlands (1986) and DSc. in Sanitation, Environment & Water Resources (Branch:Water Resources) by the Federal University o Minas Gerais State Brazil (2004).

    Dr Bandeira has over 40 years o experience in the elds o Coastal and River Engineering,Sur ace and Groundwater Hydrology, using tracer and correlated techniques includingsediment transport studies; coastal morphology, embracing evaluation and possibleremediation o erosion and accretion cases due to natural and man-made causes;optimisation o dredging works and studies o its physical environmental impacts; and studies

    or the discharge o industrial and domestic e fuents and re rigeration water o thermalplants. He has been a member o the Brazilian Water Resources Association (ABRH) since1979; was the ounder o the Technical Committees on Coastal and Sediment Engineeringo ABRH; expert o the International Atomic Energy Agency (IAEA) since 1988; member o the advisory council o the permanent secretariat o COPEDEC (1990-2003); and membero the PIANC acting in its Co-operation Commission CoCom (2003 to present).

    Pro essor Charitha Pattiaratchi holds Bachelors, Masters and PhD degrees rom theUniversity o Wales, UK. He has been at the University o Western Australia or over 20 yearsand currently holds the positions o Winthrop Pro essor o Coastal Oceanography and Heado the School o Environmental Systems Engineering. Pro . Pattiaratchi has supervisedover 30 PhD students and 100 honours students and has published over 300 articles/ reports on coastal oceanography, which include over 100 in peer-reviewed international

    journals. He has received more than $25 million in research unding. Pro . Pattiaratchisresearch interests are in coastal physical oceanography and coastal sediment transport,with emphasis on eld experiments and numerical modelling. He has played an active rolein examining climate change e ects in coastal regions o Western Australia, particularly inrelation to ocean currents, wind and wave climate, sea level variability, coastal fooding and

    beach stability.

    Steve Buchan is General Manager o RPS MetOcean Pty Ltd, a physical oceanographic

    consultancy which initiated in Perth in 1974. He joined the business in January 1979, andhas been involved in the development o operational and/or design metocean criteria orevery operational O shore Oil & Gas acility (and related coastal acilities) on the NorthWest Shel and in the Timor Sea.

    Steve has a BE in Mechanical Engineering rom The University o Western Australia, andan MSc rom the Fluid Mechanics Research Institute at the University o Essex (UK). He isa Member o The Institution o Engineers Australia, and has over 32 years o experience inCoastal and Ocean Engineering.

    Two Pre-Con erence Short Courses and a Workshop will be held on 26-27 September 2011 at the PerthConvention and Exhibition Centre. The courses will be ollowed by the Con erence Welcome Reception.

    You do not have to attend the Con erence to attend the Short Courses.

    Copep (eA) C u : The Engineers Australia (EA) WA Coastal, Ocean andPort Engineering Panel (COPEP) will be o ering twoone-day short courses targeted at Coastal Engineerswith between 5 and 10 years experience. Attendees canenrol in either one or both days however both courses

    will be in the area o sediment transport. The rst coursewill provide an overview o applied coastal sedimenttransport, identi ying simple and practical techniques toimprove modelling, through interpretation o coastal ormand dynamics. The second course will be based aroundthe XBEACH sediment transport modelling systemand its application within the Australian coastal zone.

    This course will be acilitated by both International and Australian experts who are involved in the developmentand application o the XBEACH system. XBEACH is anopen source so tware system which is gaining increasing

    application in the investigation o sediment transport andmorphological investigations worldwide.

    pIAnC Au alia W k :PIANC Australia is holding a dredging workshop priorto the commencement o the Coasts and Ports 2011Con erence Environmental Approvals and Management(Where are we today, where are we going and what havewe learnt). The workshop will be acilitated by Thomas

    Wakeman and will include presentations and discussionon current relevant issues in relation to dredgingapprovals and management in WA and nationally.Participation rom key stakeholders representinggovernment, industry, ports, contractors and consultantsis proposed to provide a wide selection o relevant andin ormative sessions. The workshop will present andinclude discussion on (amongst other topics) the newEnvironmental Assessment Guidelines or Dredging (WAEPA EAG7) and the recently released PIANC GuidelinesDredging and Port Construction around Coral Ree s

    (including one o the contributing authors). PIANC isthe global non-political and non-pro t organisationproviding guidance or sustainable waterborne transportin rastructure or ports and waterways.

    i ld t i 1 n B ac The coastline between Fremantle Harbour and HillarysMarina provides recreational acilities to over hal a millioncitizens o Perth. Managing the interests o recreationalboat owners, beachgoers (swimming, snorkelling,diving and shing), sports clubs, developers and theenvironment is a challenging task. The managementtask is shared between the State Government andseven Local Government Authorities.

    The environment along this coastline varies rom sandybeaches to rocky coast, with a range o perchedbeaches and structures. A range o managementresponses along these beaches have been required dueto the inconsistent coastal response to development,and modi cation to hydrodynamic orcing and sedimentsupply.

    This tour highlights the diverse coastal environments,along with the coastal in rastructure and beach re-nourishment projects that allow the coastline to beprotected and enjoyed. This tour will begin at HillarysBoat Harbour and head south, stopping at Watermans,North Beach and the recently redeveloped ScarboroughBeach.

    Fremantle Ports student award or the beststudent paper.

    i ld t i 3 a l p C ui The Fremantle Inner Harbour provides modern deep-water acilities or handling container trade, break-bulk vessels, livestock exports and motor vehicleimports. It also accommodates cruise ships and visitingnaval vessels.

    The Inner Harbour, designed by Irish-born engineer, C.Y.OConnor and opened on 4 May 1897, is located at themouth o the Swan River adjacent to the historic cityo Fremantle. The Outer Harbour, 20 kilometres urther

    south on the shores o Cockburn Sound was opened on11 January 1955. Its deepwater bulk port acilities weredeveloped to service the Kwinana industrial area, whichexpanded rapidly in the 1960s and 70s.

    This trip will look at the acilities and discuss theoperations o the Fremantle Port.

Established in 1989,the Swan River Trust is a State government agencycharged with protecting and managing the Swan andCanning river systems. In the role as caretaker o one o Perths most amed natural treasures, the Swan River

    Trust works with community, industry, local governmentand other State government agencies. As an area witha high public ocus and recreation on and o the water,many projects have been undertaken to maintain andimprove the amenity and the quality o the Swan River.

    Walking

    The PCEC is located next to the Swan River and its manywalking paths. From South Perth, the Perth Conventionand Exhibition Centre is a 20-minute stroll over theNarrows Bridge. From Perths Central Business District,the PCEC is between a 5-minute and 15-minute walk,depending on your starting point. And rom West Perth,

    just walk down Kings Park Road and onto St Georges Terrace be ore heading down to the PCEC.

    Cycling

    Perths cycle paths are superb and intersect the cityarea rom all directions.

    Taxi
