MANDATORY ELIGIBILITY CRITERIA:

1) For qualification "On-Line" submission shall be accompanied by attested copies ofa) Sales Tax Certificate (MVAT)

b) Income Tax Permanent Account Number

c) Valid Bank Solvency certificate for an amount not less than Rs.5.00 lacs

d) Last audited balance sheet and profit and loss accounts duly certified byCharted Accountant.

e) List of works executed in last Five years along with work completioncertificates issued by respective authorities & List of works in hand

f) Registration under Bombay Shop & Establishment Act, 1948.

g) PPF Registration.

h) Service Tax Registration.

2) The Bidder should have experience of similar type and nature of works completedduring the last 5 years. 50% valuation will be considered in case of workscompletion certificates issued by organizatons other than Govt.lGovt.Undertaking agencies.

3) Joint Venture/Consortiums are not permitted.

NOTES:1) For qualification, on-line submission shall be accompanied by attested copies

of, all documents mentioned in Mandatory Eligibility Criteria such as SalesTax certificate (MV AT), Income Tax Permanent Account No., valid Banksolvency certificate of minimum of Rs. 5.0 Lakhs, Last audited balance sheetand profit and loss accounts duly certified by Charted Accountant, List ofworks executed in last Five years along with work completion certificatesissued by respective authorities & List of works in hand, Registration underBombay Shop & Establishment Act, 1948, PPF Registration, & Service TaxRegistration.

The applicant should also produce original documents for verification if calledfor. Failure to attach requisite documents with application will renderapplicant not eligible for qualification of bid without any intimation.

2) In case of damaged documents / non openable documents / relevant balancedocuments of already uploaded documents not found after opening of technicalbids then the hard copies of that documents shall be accepted subjected to suchdocuments shall be possess by the bidder before the date of e-hand over ofprepared documents.

3) CIDCO reserves right to reject any or all Bids without assigning any reasonand the same shall be at the entire discretion of CIDCO. CIDCO's decision inthis respect shall be final and binding.

4) Conditional Bids shall be summarily rejected.

5) Bidder will not be eligible to participate for bidding if:i) The bidder is deemed by law unable to pay his debts as they fall due, or

enter into voluntary or involuntary bankruptcy, liquidation or dissolution(other than a voluntary liquidation for the purpose of amalgamation orreconstruction), or becomes insolvent, or makes an arrangement with, orassignment in favour of his creditors, or agree to carry out the biddingunder a committee of inspection of his creditors, or if a receiver,administrator, trustee or liquidator is appointed over any substantial partof his assets, or if, under any law or regulation relating to reorganization,arrangement or readjustments of debts, proceedings are commenced

against the bidder or resolutions passed in connection with dissolution orliquidation or if any steps are taken to enforce any security or interestover a substantial part of the assets of the bidder, or if any act is done orevent occurs with respect to the bidder or his assets which, under anyapplicable law has a substantially similar effect to any of the foregoingacts or events, then the bidder is not eligible to participate in biddingprocess.

ii) Blacklisted/debarred/convicted contractor (s) are not eligible toparticipate the bidding process. Intending bidders should furnish theaffidavit duly notarised on an appropriate value of stamp paper as perSr. No.5 of NIB.

6) The offer shall remain valid for a period of one hundred twenty (120) daysfrom the later date specified in the e-handover of the prepared document.

7) EMD to be paid via online Payment Gateway mode only. Theinformation of E-Payment Gateway available on E- TenderingWebsite http://cidco.maharashtra.etenders.in

The Bidder eligible on the basis of CIDCO's registration & having fixedEMD with CIDCO will have to upload EMD exemption Certificate / B.G.in the Technical Envelope. In case the agency who have fixed EMD for anamount less than required EMD, will have to pay the full amount of EMD(No part payment shall be allowed). The Bidders who are eligible for issueof Bid document on the basis of registration other than CIDCO registration,shall be eligible for availing the facility of EMD Exemption as mentionedabove.

1) All bidders are required to submit Undertaking for submission of Bid andoriginal Bank Guarantee towards EMD (if uploaded) within 3 working daysfrom the date of Financial Bid Opening during office hours in the office ofExecutive Engineer (Vashi-I), CIDCO Ltd., Old Administrative Building, 2ndFloor, Sector 1, Vashi, Navi Mumbai. The failure or omission to submit theoriginal documents as said above shall disqualify the bidder for this bid andalso debar the agency for issue of bids for further one year.
