3/Objectives and plans of IDELE/ACTA to
contribute to national objectives
In the frame of their missions of public interest, the ITA actually set up
their multi-annual program (2014-2020) in line with the « National
program of agricultural and rural developement » and the « agro-
ecology plan » under the aegis of the Ministry of Agriculture.
This program is based on 4 main axes in line with EAFRD priorities:
• Anticipating and adapting to global change dynamics
• Design and conduct of diverse and economically viable
production systems in all areas of production, based on the
principles of agroecology by enhancing the systemic approach
• Quality and value of products
• Generational renewal and renewal of types of farming

3/ Objectives and plans of IDELE/ACTA to contribute to
regional objectives
• However, the lack of experience, visibility and national frame must nuance the above commentary, due to the expected variability between the 22 French Regions.
• New for 2014- 2020 : Decentralization > Regions will be programing authorities instead of national administration located in regions.
• Regions actually sets up their own RRDP (Regional Rural Development Program) for EAFRD and their OP (Operationnal Program) for ERDF, in line with the EC guidlines but also the French Agricultural policy.
• The whole RDI (Research, Development, Innovation) actors, in cooperation with the whole stakeholders /end-users must gather their forces to set up multi-partership Operationnal Groups and implement collaborative projects in line with the regional priorities, on the crossing of the sectors of production and the territories, for a regional competitiveness, innovation, and sustainable growth.
• Despite the diversities of objectives among the regions, they should encourage stakeholders to set up ambitious (big) projects using differents EAFRD measures and even sometimes differents funds (ERDF, ESF).

• What is it ? • Collaboration of levy bodies & farmer organisations
• Formed under a MOU in June 2012
• Current members: France, Netherlands, GB, Republic
of Ireland, Sweden, Denmark, Northern Ireland, Israel
• Represent approximately 10m dairy cows
• Currently, for many SME’s may be the only route to
connect with R&D programmes
