The London Fit-Out sector is experiencing a fundamental change as a ‘perfect storm’ of events explodes around the market place and shifts it into new waters.

Mergers & acquisitions, reducing offi ce stock, increasing tender levels, new ways of co-working and a rapidly reducing supplier base. We shall talk about all of these issues today however maybe I could indulge you and take a look back to the birth of fi t-out in the UK.

Back in the day when Thatcher ruled the world with her handbag and sharp tongue, the City of London felt the shock waves from the ‘big bang’ in the fi nancial services as trading fl oors disappeared and technology took the place of trades across large open plan offi ce spaces.

Amongst all this change, a new construction niche was born in the UK. It travelled initially from the America in the shape of Nico and Structuretone which then morphed into companies such as StanhopeInterior and Overbury who satisfi ed the demand for fast-track and customer focused construction services, demanded by fi nancial sector clients.

Swish, fl ash and with a dash of showmanship, this new construction off er was set to stay and grow in this brave new world. A far cry from the dirty and grubby world of traditional construction methods with new terms such as shell & core, construction management, Cat A and design management, which delivered, improved margins and reduced risk. With low barriers to entry, companies grew and new companies were launched to satisfy this demand.

The design & build market grew in the shadows of the traditional market and since the 2007 fi nancial crash this trend has reversed to the extent where D&B is often the preferred route for projects as clients begin to question the usual approaches to procurement.

The Fit-Out Interview

The pace of change in the fit out sector in London may be

increasing but according to Perkins + Will Managing Director Jack Pringle, that’s what makes the industry so exciting.

Mr Pringle, a practising architect for almost 40 years, witnessed the

fit-out concept, then a largely American notion, taken up in a big way in London in the late 1980s. Now he says the Americans are poised to try to win back dominance of a sector the UK has led on in recent decades.

The future he says, is more an opportunity than a threat but admits there are factors the sector must stay aware of including the return strength of the US.

Other modern day pressures include the risk of getting your cost base wrong when operating within a framework agreement, something Mr Pringle called ‘a real threat because they are so competitive’. A further problem is finding upstream clients within a framework agreement wanting to stick with their own designers, but a more well-known issue inevitably having a major impact is the capital’s shortage of available land.

He said: “London continues to be a great hotspot, provided we don’t exit the EU, but London is just running out of space and there is going to be a lot more development going on around in the closest Boroughs to the City and Canary Wharf.”

But change has been central to the sector in London ever since its emergence when it was driven by Stuart Lipton’s development of Broadgate in the City with its large open floor plates, and the US-style space that started appearing at Canary Wharf.

Mr Pringle said: “Until that time the UK (market) had been quite parochial, quite small, quite boring, quite old fashioned.”

There followed the 1990s boom in offices, the deregulation of banks and a report by DEGW on how people used offices but perhaps most important was the formation of the BCO, bringing together a number of stakeholders and umbrella groups, providing a platform for debate.

Mr Pringle said: “That started the movement in Britain and remarkably we quite quickly overtook the states. Up until the 80s America was well ahead of us in their thinking but sometime in the early 1990s we really overtook America”.

Other factors then came together, all helping create demand for more unique styles of office space. Flatter, less hierarchical structures within companies, changes in technology and, especially the concept of

brands promoted the demand for creating compelling places to work.

Mr Pringle said: “Companies started working with us and others and were asking how they could use their premises to promote their brand or their brand values. There could be a large number of visitors and when you walk in the door, the design starts to tell you what the values of that company are. But more importantly it’s to the staff. If you work in there, you spend a lot of time there, then by osmosis you absorb what the design says about how you are meant to behave and what your values are.”

Change has extended to the ways of banks. Mr Pringle said pre-recession they were making so much money they didn’t care for office design but now they take a more sophisticated approach, based on technology.

“I suppose the crux of the issue is all companies are now technology companies. Banks are more like technology companies in the banking sector and they are fighting to attract more, young, technology people but they just won’t come to work in these dull buildings. They are moving to much more invigorating workplaces, healthier workplaces. Wellness is a big issue. Now they want to use space more efficiently and attract talent.”

He said he would have left the industry has it not continued to evolve and describes its role as ‘absolutely revolutionary’ over the last 20 years , a period he argues, when it has done more for change than all manner of companies, consultancies and politicians. Even so, the sector is armed only with persuasion rather than muscle.

“We need to know a client’s business really well before we can advise them to change the way they work. You’ve got to break down their natural resistance to change. But it’s like medicine, the doctor is handing out. You know it’s good for them, you have to persuade them. All architects have to be great persuaders. Architects and designers have no power, only influence. It’s how you use your influence to change things.”

Jack Pringle talks about the influence of the Americans in the fit-out market and how it is only the constant change of the sector that maintains his interest in the sector.
