A. PROJECT GOALS AND OBJECTIVES: (Provide list from your proposal)

To identify which products and sources of information coastal residential and emergency management audiences are currently using to understand, assess and make decisions about their coastal flood risk; and to delineate the network of information sources as an event approaches. 2. To document the challenges public and emergency management audiences face in navigating and understanding the forecast (i.e., suite of multi-media coastal flood tools) during a coastal flood scenario; and to assess the relative importance of forecast sources over time as an event proceeds 3. actions during a coastal flood scenario; b) how this influence differs between audiences; c) to document the influence of briefings on understanding uncertainty; and d) the situations in which such products are most helpful 4. To share these findings, as well as offer best practice recommendations on the use of briefings, with a broad audience of NOAA, National Weather Service and weather enterprise professionals.

B. PROGRESS: (Summarize progress relative to each of the project goals and objectives. Highlight outstanding accomplishments, outreach and education efforts; describe problems encountered and explain any delays.)

During this initial organizing quarter, Nurture Nature Center and its research and outreach team held an initial kick-off conference call with all partners to establish a work plan for the first four months of the project. During this and subsequent conference calls, as well as with input from Gary Szatkowski of NWS’ Mt. Holly, NJ WFO, the project team developed a two-part storm scenario. The first segment of this scenario includes a re-creation of Hurricane Sandy, and incorporates NWS coastal flood products from that storm; the second segment uses coastal flood products from the second, smaller, but more frequent in nature coastal storm that followed Hurricane Sandy approximately five days later. Together, these two storms offer a wide range of products that the WFO uses in forecasting and warning New Jersey coastal residents about impending coastal flooding. This scenario also includes two emergency briefings issued during each of these storm events. The project team also established dates and locations for three focus groups, which will be held on May 1 and 2, 2014. The first two focus groups, held on May 1, will be for residents of Ocean and Monmouth Counties. The third focus group, held on May 2, will be for emergency managers in these two counties. Recruiting flyers for these events are appended and referenced in the pictorial section. The project team also began making contacts with agencies and organization in Ocean and Monmouth Counties, which will assist in recruiting participants for the focus group sessions. During this quarter, the project team also developed content for the new project website, http://coastal.focusonfloods.org. This website includes a video with project PI Rachel Hogan Carr and the director of emergency management for Monmouth County, NJ, discussing the importance of improving public response to coastal flood warnings. Portions of this video were filmed on the boardwalk in Long Branch, NJ. Additionally, a significant body of social science research about coastal flooding and public response was gathered and compiled for inclusion in NNC’s online annotated bibliography. This bibliography is linked to the coastal.focusonfloods.org site via the socialscience.focusonfloods.org site, and the updated coastal content will be updated during the 2nd quarter of the project.

During this quarter, Nurture Nature Center consulted with Gary Szatkowski, Meteorologist-in-Charge of the Mt. Holly, NJ/Philadelphia, PA Weather Forecast Office of the National Weather Service, for assistance in procuring copies of coastal flood forecast products that were issued during Hurricane Sandy and the subsequent coastal storm scenario.

During this quarter, Nurture Nature Center developed the website, http://coastal.focusonfloods.org, as a resource for this project. This website contains a video featuring project PI Rachel Hogan Carr as well as the Office of Emergency Management Coordinator for Monmouth County, Michael Oppegaard, discussing the importance of improving public response to coastal flood hazards. This video was filmed on the boardwalk in Long Branch, New Jersey. Additionally, information about this project was also shared on socialscience.focusonfloods.org. Attached are flyers used to recruit participants for both the public and emergency management sessions.

FOCUS GROUP STUDY SEEKS PARTICIPANTS

Nurture Nature Center is recruiting participants for two focus groups, as part of a research project with National Oceanic and Atmospheric Administration, about the use of National Weather Service �ood forecast and warning tools.

Have you experienced coastal flooding? Do you rely on flood warnings and alerts to know when to prepare?

Do you wish you had more information about your flood risk?

Participants should live in the Monmouth or Ocean Counties and be at least 18 years of age. Participants will be asked to answer questions and provide input about various �ood warning tools and products issued by the National Weather Service.

Each participant will receive $30 for their time.Co�ee and light refreshments will be provided.
