CULTURAL PRECINCT PROJECT

Central Coast Council is moving forward with the Ulverstone Cultural Precinct Project and invites you to view and comment on the draft schematic design.

Formerly known as the Ulverstone History Precinct Project, the precinct at 48 Main Street, Ulverstone is a valued feature of the Central Coast area. As home to the Ulverstone History Museum and Research Library and Northwest Woodcraft Guild, the site showcases important local history information, artefacts and collections, and provides important educational resources to the community.

This multi-faceted community facility will house the Visitor Information Centre, History Museum with its research library as well as the new Science Centre and planetarium. It will also include art gallery spaces, café and special purpose workshop areas suitable for woodcraft and other activities. ARTAS Architects has been preparing the draft schematic design for the development of this vibrant community and cultural hub.

CULTURAL PRECINCT PROJECT

Site PlanThe Ulverstone Cultural Precinct Project is an example of a new form of community and civic building. With no single use or single facility, it is a hybrid form of public building, reflecting and embracing the diversity of Ulverstone and the North West Coast.

It is a local museum, a research library, a gallery, a place of making and learning, a place for public gatherings, a flexible and experimental space for events, celebration and collaboration. It is a help point and a place of navigation for visitors to the broader region of the North West Coast.

The civic space represents the dramatic geology of the Central Coast region through a ‘fault line’ that travels through the site represented in paving changes. This band acts as the arrival and forecourt to the building. The ‘Gathering Circle’ located on the south-western side of the building is a space for both teaching and performances. With ample seating, this space will host demonstrations, cultural events and school groups.

Precinct Landscape The landscape will have a strong focus on educational play. The central plaza space is the Science Courtyard, expressed in a circular form. This space will offer play with natural and geological themes such as sand dig, rock hop and geological climbing wall.

The dramatic geology of the Central Coast region is represented through a ‘fault line’ that travels through the site. On one side, ‘the calm’ is expressed through a broad and expansive pavement, similar to a forecourt of a civic institution such as a museum. This band acts as the arrival and forecourt to the precinct.

The landscaped zones will offer opportunities for artwork of various types including sculpture, projection, mural and performance. Located on the northern side of the building, the game courtyard offers a quieter place for people to meet and play a game of giant chess. While the Gathering Circle near the Reibey Street entrance is a community meeting area and outdoor classroom offering a sitting and standing area for large groups.

A range of public seating opportunities are located throughout the site including bench seats, timber deck platforms and the café. The site also offers ample bike parking, recycling and refuse bins and drink fountains.

Main Street entrance Strategically the Visitor Information Centre is the feature entry from Main street where visitors to the precinct enter via either vehicle or on foot. The large existing tree on site is retained and marks the entry of the Visitor Information Centre. It is also central to the courtyard offering shaded waiting areas and a quieter place for people to meet and play a game of giant chess.

A large awning at the entry to the Visitor Information Centre provides undercover access into the building, where visitors can discover a diverse array of exhibitions, working studios, information about the region and a café.

This unique site can be accessed from three locations and consideration has been made to design three entrances. The Main street entrance is for vehicular access, drop off, parking and loading. The car park includes car charging and wide bay parking for visitors. Reibey Street serves as the civic address, a key entrance from the street but also a significant address to the memorial Clock Tower and adjacent park. The Quadrant, a more discreet access known by locals, directly accesses the café and the sunny courtyard space with a variety of educational play and seating.

Ground Floor The public open space combines at ground level with three levels of internal circulation space. This is key to the design as it creates an inviting sense of entry and central orientation for access into the visitor information, workshops, café, museum, gallery, planetarium and science centre.

Located at the Main Street end of the ground floor, the Visitor Information Centre will welcome the local community and visitors, including an enhanced display space to feature the region’s visitor gems.

With a café at the other end of the precinct, users will be able to watch local artists and artisans at work in purpose built spaces and admire locally crafted items from the centre on the ground floor.

Level 1 Flowing up the stairs to Level 1 will find the new home for the Ulverstone History Museum with more space to tell the stories of the Central Coast region.

With a new dedicated space, our museum will provide new opportunities to share the stories of our history and the people who live, will live and have lived here.

A new gallery space on this level is designed to bring new opportunities for the region’s cultural needs by attracting visiting art exhibitions and displaying the creative work of local artists.

The building is set back from Reibey Street to provide community gathering space and a viewing terrace on Level 1 looks towards the Clock Tower with the story of the Shrine of Remembrance inscribed on the floor surface.

Level 2 The top floor of this precinct will be host the new Science Centre and Planetarium. This exciting new space will host displays that capture the imagination, and share the stories of the natural beauty and wonder of our region’s environment.

The new building elements are a combination of concrete, timber and industrial materials that reference the building as a place of making. Large expanses of glazing bring the public concourse into the ground floor circulation space and creates an openness between the Visitor Information Centre and the civic space. On the upper levels it provides fantastic views across Ulverstone to the Level River, the Dial Ranges and the ocean beyond.
