programme in Mineral Engineering at Indian School of Mines, Dhanbad. This facility is

the only one of its kind in the country. Headed this programme for over a decade

carrying out / guiding original research in the areas of coal and mineral processing.

Produced many graduates who are presently occupying high positions in India and

abroad.

Summary of the significant contribution and achievements

The career of Prof. Rao can be identified under three distinct phases

The first phase comprised of process development at Julius Kruttschnitt

Research Mineral Research Center (JKMRC), Australia as a part of his doctoral

programme in 1960s, which in fact could be termed as a phase of innovation.

In the second phase he tried to inject compassion into his work by teaching

and developing new areas at Indian Institute of Technology (IIT), Kanpur and

Indian School of Mines (ISM) Dhanbad, but still continuing his pursuit of

“some thing new” in R&D during 1970s and 1980s.

In the third phase i.e. during 1990s he brought about phenomenal changes at

Regional Research Laboratory (RRL), Bhopal through S&T management

efforts with passion.

Lifetime achievements of Prof. T C Rao can be grouped under the following two major categories

i. Research Excellence

ii. Teaching, Research & Development (R&D)

A brief description about each of the above achievements is outlined below:

i. Research Excellence

Dr Rao, being the first international student at JKMRC, during 1960s, at the Univ.

of Queensland, Australia, completed his Ph.D. programme in 1966. He is the first

in the world to come out with a ‘Mathematical Model’ in those days where

computers had not even been launched into the world, to “characterize

hydrocyclones operation. His research provided a totally new way of looking at

unit operations in mineral processing. A citation to that effect could be seen in

the World Mining Journal 1982 issue, which describes “Mineral processing

engineers have become familiar with the exemplary work of A.J. Lynch, T.C. Rao

etc., in simulation of cyclones.”

His mathematical model went through modifications and versions without losing

the original flavor of “simulate before operation.” The same was reemphasized

by Australia’s Mining Monthly in June 1998 as “Dr. Rao was instrumental in the

development of cyclone, now regarded as a standard feature of many separation

units.” The journey of his first model is still making rounds around the world as a

most commonly used classification model in grinding circuits.

Prof. T.C.Rao then moved into new areas of research in coal beneficiation. He

developed mathematical models for heavy medium cyclones, stub cyclones,

flotation, pelletisation and oil-agglomeration. These models are quite elegant

and are highly useful to understand the process. The work is quite unique as

indicated by a citation from an international journal, ‘Unfortunately little work

has been done relating the z50, to the physical setting of the vessel. An

exception is the work by Rao et al, who by such works are more desirable’

(International Journal of Mineral Processing, 29, 1990, p 166).

Dr.Rao’s work appears prominently (4 references out of 28 on page 30 – 59) in

SME Mineral processing Hand book Vol.1 & 2.

ii. Teaching, Research & Development (R&D)

Prof. Rao’s academic and research carrier started as an Research Officer at

Broken Hill Prop. Co. Ltd., Australia immediately after completing Ph.D. Later he

joined at Indian Institute of Technology, Kanpur as faculty member in the year

1967. He was teaching to under graduates and post-graduates in the

Department of Metallurgical Engineering with distinction.

His interaction with industry and academic institutions earned him membership

of various prominent decision making bodies (which can be evidenced from the

list presented under item No.9)

ISM, Dhanbad has recognized his zeal and potential and made him twice the

Dean of Academics and Research. During that period Prof. Rao’s ability to

interact with industry has brought in many research projects to ISM.

The hot pursuit for innovation continued in the subsequent years - as a teacher,

researcher, and an academician. His constant association with industry in

finding solutions for their technical problems earned him Government of India‘s

prestigious National Mineral Award for the year 1978. Later in the year 1985

with “National Metallurgists Day Award - 1985” for his work on beneficiation

characteristics of coal Washery slurries, industrial hydro cyclones, and

comminution circuits.

During his tenure as faculty member at IIT, Kanpur and as well as at ISM,

Dhanbad. Prof. Rao guided more than 50 M.Tech and 15 PhD students. Further,

he published wide number of scientific papers in International / National

Journals and Conferences (The list enclosed)

Dr. Rao’s work is well recognized worldwide, and he was chosen as regional

editor of international journals like Coal Preparation and Minerals

Engineering and many national journals.

He executed many research projects worth more than Rs. 100.00 millions

including two projects funded by National Science Foundation, USA.

His basic research on Hydro cyclones, Heavy Medium Cyclones, Froth

Flotation, Oil Agglomeration has been acclaimed worldwide as highly

original and is extensively referred to in International Journals.

As a part of manpower training in mineral engineering, he conducted several courses to

the plant engineers of coal and mineral industries as well as personnel in private and

government research organizations. He did not confine his work to coal only, but he

extended his theory of processing to other minerals like copper, lead, zinc etc. The

Mining, Geological and Metallurgical Institute (MGMI) duly recognized this effort in

1983 by awarding him “Indranil Award”.

Dr.Rao extended expert advice to companies like Hutti Gold Mines, HCL, HZL,

IREL, Coal India Ltd., TISCO, NMDC, Tega India Ltd., etc. for optimization of

their processes leading to increase in yield and cost savings.

In the year 1989 Dr Rao joined Regional Research Laboratory (RRL Bhopal),

CSIR, Bhopal, India as the Director, where he did not restrict his activities to

the administration but continued his pursuit of research in Mineral

Engineering in addition to the development of the entire RRL. When he

joined the RRL Bhopal the Mineral Engineering activity at that laboratory was

non-existent. He started the mineral engineering laboratory from the scratch

and today it is one of the best laboratories in the world.

Citations and assessment of the impact of the contributions made

While Dr.Rao was at ISM, Dhanbad, he was invited in the year 1989 to take

over as Director of Regional Research Laboratory, Bhopal which was on the

verge of closure. He took up the challenge and turned around the laboratory

and today it is one of the top ranking laboratories of CSIR. (In 1999 it was

ranked 5th out of the 40 laboratories of CSIR).

Prof. Rao is one of the contributors of an International Book titled "Mineral

Crushing and Grinding Circuits - Their Simulation, Optimization, Design &

Control,” (Elsevier).

He is also an author of the book titled "Ore Deposits of India - Their

Distribution and Processing" (Co- author: Dr. Gokhale). The latter was

published under subsidy from National Book Trust, India.

Additional information of relevance (in brief):

Progressive leadership

Regional Research Laboratory, Bhopal, set up in 1981, faced a period of

uncertainties after the mid-eighties (See the press clipping below) and 1986 to

1989 was a period which was characterized by sub-critical growth and the

resultant low esteem.

Prof. Rao has been able to prove his ability through establishment of new vistas

of higher learning, creative environment for research funding and building teams

of high quality manpower to serve the industry through compassion and vigor.

This phase can be attributed as a phase of management of Research &

Development and organizations, which demanded organizing skills, leading skills,

institutional building skills and controlling skills. His role during this phase could

be described as one of identity creating, enabling, and synergising, all rolled into

one.

Since 1989, there has been a spurt in the laboratory activities in terms of

consolidation and growth of R&D areas, fostering linkages to move towards

contract research, creation of opportunities for S&T interventions as regard to

regional problems and growth oriented development of the overall

infrastructure of the Laboratory. By the time of his super annuation from RRL,

the laboratory has cruised towards touching new heights in undertaking

significant projects and producing marketable products. The Mission Statement

of the Laboratory has gained new dimension as stated below in the current day

context.

Excellence in R&D on products/ processes in engineering materials,

minerals, and alternate building materials.

Extending consultancy, technical services etc. in core competent areas.

S&T inputs to societal missions in water, environment management and

rural technologies.

Prior to 1989 there was negligible External Research Funding (ERF).

During Dr. Rao’s stewardship the Laboratory has attained one of the

largest External Research Funding (ERF) per scientist within CSIR from Rs

17.01 to Rs. 419.20 in a span of 12years commencing from the date of his

joining.

Rural technology development

Rural Technology Development and Application Centres (TDC) & Block Level Technology

Resource Centres (TRC)

Development and Application Centre (TDC) and Technology Resources Centres (TRC)

network under UNDP-DST Govt. of India programme a component of Technology

Management Programme Support (TMPS) has been entrusted to the RRL, Bhopal. A TDC

at RRL and ten TRCs at selected block headquarters of Madhya Pradesh will be set-up.

These Centres would act as windows for technology sourcing and information

dissemination. This project is being executed by DST and implemented by RRL in MP,

thus making RRL one of the two implementing agencies selected under the technology

management programmes in the country. The project reflects aspirations of RRL in

implementing S&T based regional development programmes.

The programmes have many firsts in its manifestation as mentioned below:

a. Focus on Sustainable Human Development (SHD) objectives

b. Association of State Govt. of Madhya Pradesh at highest echelons in selection

of blocks for setting up TRCs and selection of community based organizations

(CBOs), and harnessing State/Central Govt. level development schemes for

the project.

c. A two pronged approach of lead implementation as TDC by a Research

Institution namely RRL, Bhopal and by a community based organisation SRI,

Ranchi respectively.

d. An opportunity of integration of several technologies/ know-how available

with CSIR laboratories and other agencies into TM (Technology Management)

packages for block level implementation.

e. TM packages aimed at development of enterprises for production and

employment generation at block/village levels.

f. Linkages in terms of micro credit, marketing and economic returns to enable

rural entrepreneurs generate value addition and improved quality of life.

g. A research institution RRL, Bhopal to co-ordinate implementation of TM

packages through community based organizations

Dr. Rao, during his tenure at RRL, developed a vibrant association with Madhya

Pradesh State Govt. agencies, particularly the Rajiv Gandhi Missions, on projects on

surveys and management of water resources for sericulture farms, watershed

management, fly ash utilization in agriculture, technical assistance to leather sector,

and training of women in rural/tribal areas in sisal fibres utilization, development of

improved farm implements, up gradation of traditional metal-craft and blacksmithy.

These activities gave credence and confidence to the Laboratory to embark upon field

level implementation of the project and interaction with user groups.
