Product Blueprinting & Domain ModelingA Product Blueprint is a high-level flow diagram that takes into account Federal/state

reporting requirements and captures the end-to-end process in each core digital service area.

A Domain Model describes how core child welfare concepts relate to each other and specifies

the business flows and rules governing their interactions.

Legacy Integration & SynchronizationCan CWS-CARES co-exist with legacy systems in a technically feasible, predictable, repeatable

and cost-effective way or not?

Key Components of the Acceleration Strategy

Platform-as-a-Service (PaaS) Proof of Concept (POC)A two-phase process for vendors to build and demonstrate a working application on a

commercial PaaS based on realistic scenarios (from the Product Blueprint).

Platform Market ResearchWorkshops and demonstrations with additional vendors to further understand limits and

capabilities in addition to costs and licensing. This will assist the project in identifying gaps;

understand how configuration and customization, in combination, might close those gaps

and assess the associated trade-offs and economic impacts.

What is blueprinting?? Why do it??

• ‘Child Welfare’ is a difficult term to describe on it’s own

• There are many areas, many jobs, overlapping entities

• Impossible to provide a visual, beginning-to-end representation

• Breaking down information into purposeful areas of a job allows for definitive work flows

• The work flow can be analyzed for ‘events’

• Events are the reasonable start and ending to one set of tasks

• This set of tasks is a ‘building block’

Analysis at each step of the way allows for a new focus on outcomes

• Does this work have regulatory or policy mandates to be considered?

• Does the Core Practice Model fit in this area? AFCARS? ICWA?

• Does this support a particular outcome measure? Can we facilitate easier tracking of meaningful outcomes?

• Thoughtful decision-making promotes new ways of identifying what can be accomplished

• Purposely resolving known pain points and obstacles that history has shown impede the flow of work

A building block can be a set of high level tasks that comprise a useful amount of work to undertake

Who is the Reporter?A deep dive with Hotline Screening subject matter experts could determine the following list of notable points:

• A person may call in anonymously or provide their name

• Various occupations fall under regulations that mandate child abuse reporting

• A ‘mandated reporter’ cannot report allegations anonymously, per regulation, so anonymous callers must be asked about their relation to the child

So….what’s next??

• All of the work done to date---namely, documenting the Business Process Packages, user research, site visits and ride-alongs---will factor into the blueprinting process. Historical work will both inform and inspire new ways of looking at and achieving outcomes

• The information gathered is going to drive not only the way we do work but also in the prioritizing of the work we do

• Blueprinting is a core tenet of the CWDS Acceleration Strategy; regardless of the Acceleration Strategy selected, blueprinting is identified as the manner in which software will be delivered

Business Intelligence

• Status updates and demos for the month of March will be provided

through bi-weekly BI meetings on 3/6/2019 and 3/20/2019. Check the BI

Portal for meeting agendas and minutes.

• The SAFE system, which is used to schedule reports, has a new fingerprint

key. The new key has been published to the BI Launch Pad. Existing

scheduled jobs have to be modified to use this new key.

• Contact Isabelle Moreaux if you need assistance in modifying your

scheduled jobs or if you have any questions.
