LETTER FROM THE PRESIDENT
Dear Fellow Chesapeake Beach Residents,
We have had a busy summer! June 3rd marked our neighborhood Summer Pic-
nic, held this year at Bayville Park. It was well attended by over 100 people.
Many thanks to Patti Robertson and Amy Oliver for chairing this event!
The Annual Low Rent 5K race was held on June 10, with special thanks to Chief
(Ret) Fred Quist of the Chesapeake Beach Fire Department who shot the start-
ing pistol! So glad to see him out and about! Congratulations to 16 year old
Nicholas Elfelt for being the first to cross the finish line! The race committee
worked long and hard to accomplish this and must be acknowledged: TJ Mor-
gan, Chad Hutchens, Maribeth Bowman (honorary CB worker bee!), Robyn and
Curtis Bailey, Melissa Pulling, and Kathy Damon. A huge shout-out to Jeramy
Biggie and Commonwealth Brewery for hosting the event! So many more peo-
ple in the ‘hood helped out, and for that we are very grateful. We will be work-
ing soon to get a handle on things for next year and hope to improve the event
for all. Please contact me if you have constructive suggestions and/or would
like to be on the committee for next year.
National Night Out was held August 1st at the Jr Market. Promoting community
awareness, honoring our local Police, Rescue, and Fire Department personnel,
and bringing neighbors together was the focus of the event. Thank you to
Melissa Pulling for coordinating the effort!

THE BEACH HAS A PLAN TO LOWER YOUR FLOOD INSURANCE
KEEP IN TOUCH
Let me introduce you to perhaps the only way we’re getting any flood insurance relief
around here using 3 letters…”CRS”
As we all know living in Chic’s Beach, standard homeown-ers insurance does NOT cover flooding. It is extremely diffi-cult to get flood insurance living on our side of Shore Drive. Most large insurers won’t even write policies for us any more, and when you find someone who will...you PAY for it. The Residents of Virginia Beach, for example, paid about twice as for much for homeowners insurance as their coun-terparts in Alexandria and Roanoke. That doesn’t even in-clude flood insurance. What we also know is that we have issues with flooding that are entirely preventable with some repair and maintenance. We want a change. We cannot be driven out of our homes by recurrent (preventable) flooding and high insurance rates. Do our voices go unheard? Does the City turn a blind eye to our community? Enter: The National Flood Insurance Program’s (NFIP)
Community Rating System (CRS). CRS was created in 1990 to provide certain flood insurance policy holders discounts on their premiums in exchange for local government poli-cies and programs that reduce community flood risk above the minimum NFIP requirements. Participation is volun-tary on the part of the local government with the criteria that these communities earn points for undertaking activi-ties in each of these four broad categories of floodplain management: 1. Public Information 2. Mapping and Regulations 3.
Flood Damage Reduction 4. Flood Warning and Re-sponse
Virginia Beach had previously voted to OPT OUT of CRS in previous years but has recently voted to move forward with the process of application. The level of discount will depend on the 4 categories of flood management. ...Continued on page 5

SUMMER RECAP CXB MEMORIES BY WALLY DAMON
…as I was saying!
As a nine-year-old kid, I always felt
that Chic’s Beach was much more
family-oriented than Buster’s Beach
was. While Chic’s was known for
the pull-up bars, the loudspeaker
blaring hits from the 50s and 60s,
and hot dogs, Buster’s was geared
more toward the adult muscle-
beach crowd. After school, kids
would say, “Meet you at the Log,”
which was the place to wait your
turn for a spin on the pull-up bars.
Dennis M, Mike G, and Bobby F
were the boys I remember being the
best on the bars. The bars and the
log were located about 100’ west
from the corner of Ocean View and
Fentress Aves, and at the time,
Ocean View Ave ended at Fentress.
The rest of the beachfront was enor-
mous sand dunes stretching to Lit-
tle Creek Base. Driving jeeps and
building bonfires on the beach were
allowed and frequent. Fishermen
stretched their nets out on the
beach to dry.
Before the Chesapeake Bay Bridge
Tunnel was built, Greenwell Road
led north from Shore Drive and
turned west to join what is now N
Greenwell and met Pleasure House
Road, the only road to the bay be-
sides Baylake Pines’ access. Chesa-
peake Beach‘s population was grow-
ing so fast that between 1957 and
1960, we kids went to 3 different
elementary schools in 4 years; Shel-
ton Park, then John. B. Dey and
then Thoroughgood.
Where the new fire station is on
Shore Drive, there was once Mr
Reese’s Ice Cream Shop and a mo-
tel. Across Greenwell Rd from
there was a sign that announced,
“Welcome to Chesapeake Beach.”
Across Shore Drive was a visitor’s
center and Atlantic Gas Station
where the transmission shop is.
And on the 4th corner was Scotty’s
Gas Station. Traffic on Shore Drive
was so sparse that in the middle of
the night, hardly a car would travel
through the intersection.

LOW RENT 5K: This year’s 5k event was the most successful yet! We put on a
great race for the benefit of our community with a LOT of help. Congratulations
to the first place men’s finisher, Nicholas Elfelt (16), who finished in 17 minutes
and 22 seconds and to the first place women’s finisher, Christin Newman (25),
who finished in 18 minutes and 42 seconds. Those are AMAZING times!
A very special THANK YOU goes to Chad Hutchins, the 5k Organizer. Without
Chad’s hard work, this event couldn’t have come together. Thank you to all the
CBCL Committee members who took on to much to help Chad out: TJ Morgan,
Maribeth Bowman, Kathy Damon, Wally Damon, Cami Best Jones, Melissa Pull-
ing, and Robyn & Curtis Bailey. Thank you to the Cox Football Team and all of
the wonderful volunteers who helped keep organized and running smoothly on

Wicked Good Summer BBQ: We had a blast at the annual summer BBQ!
There were games, music, GREAT food provided by one of our resident BBQ ex-
perts-Wicked Good BBQ, giveaways, and most of all– Great Company. Adults
and kids are welcome at our community parties and they are FREE for members
to attend. Look forward to meeting your neighbors at the next party this De-
cember 4. If you’re considering a membership, please come out to experience
the camaraderie a neighborhood organization brings.
National Night Out: National Night Out Day is observed annually on the first
Tuesday in August. It is a community police awareness-raising event in the Unit-
ed States. National Night Out was created to increase awareness about police
programs in communities. National Night Out in CXB featured our local First
Responders, who were there to answer questions and allow people to tour their
vehicles. It’s a great opportunity to meet the people who are so important to our
community’s safety and to help our children to feel safe and secure. National
Night Out in CXB was organized by Melissa Pulling. It’s her second year in a row
and we are so proud of everything she does for the community. If you have any

The Winner of this Spring’s Pride in
Community Award for the West side
of CXB has been selected! Neal and
Kathy Miller of 4829 Lee Avenue re-
ceived the award for a landscape that
features day lilies in a mix of annuals
and perennials. The Millers hail from
Upstate New York and seem to really
appreciate the longer growing season.
Neal meticulously maintains the
hedges and lawn, an area enjoyed in
neighborhood gatherings. Congratu-
lations and thank you to the Millers!

The Winner of this Spring’s Pride in
Community Award for the East side of
CXB has been selected, as well! Rodney
and Bonnie Orwick of 5012 Creek Cove
received their award for the attractive
collection of annuals and perennials.
The Orwicks moved to Virginia Beach
from Chattanooga, Tennessee area.
Bonnie’s horticultural talents are well-
known in the neighborhood, as she
assists many of her neighbors in plant-
ing and maintaining their gardens.
Bonnie’s great work extends to her
daughter’s garden, of which she is
quite pleased. Congratulations and
thank you to the Orwicks for an excel-
lent display!

EXERCISE & SOCIALIZE: ACTIVITIES IN CXB

The Chesapeake Beach Restoration pro-ject has been moved to high priority in the City’s Capital Improvement Projects list according to the Director of Public Works, Phillip Davenport. The sand re-plenishment will begin in January 2018 and the finish date is around June 2018. Realistically the dredgers will probably arrive early April. The width and height of the sand replenishment is still to be determined. (project cost $4.82M)
Thanks to the efforts of our civic league members, Becky Bump, Mark Walker, Karen Lundgren and Michele Zimmer-man projects to protect our properties from flooding will begin in September of this year. After Hurricane Matthew, the flooding in our area was massive and the homeowners damage was severe. Origi-nally, our area was low on the list of pri-orities to be surveyed for improvements. But we have moved to number 1! The Nider Ditch, which runs behind Wawa and into to Bradford and Chubb Lakes, will be cleaned out and maintained from Shore Drive to Little Creek to increase high water capacity. Improvements will include removal of accumulated sedi-ment and debris, tree trimming, bank stabilization and culvert stabilization.
The city will work along with the Army Core of Engineers at Little Creek. This project will begin in September through December 2017. (project cost $350.K)
Further city projects will include work on Lake Chubb and Bradford Lake. This is in the works and construction should begin in May 2020. These improve-ments are to address severe structural and roadway flooding in our area. (project cost $6.5M)
Future projects are in the planning stag-es to protect our pedestrians and cyclists on Pleasure House Road. From Shore Drive to Lookout Road they will be add-ing concrete sidewalks and bike lane ac-commodations. The start date for this project is July 2019. (project cost $3M)

CITY IMPROVEMENT PROJECTS FOR CHIC’S BEACH
Transition to Fall
CXB Eats Roasted Tomato,Squash &
Coconut Milk Bisque
Total Time: 45 Min
What You Need:
10-12 roma tomatoes, halved lengthwise
4 cups winter squash, peeled, seeded and roughly chopped
1 onion 2 cloves garlic
1-inch piece fresh ginger, peeled
1 13.5-ounce can light coconut milk
2 1/2 cups vegetable stock or water
Vegetable oil Lemon (optional)
Instructions:
Preheat the oven to 400°F. Place the tomatoes cut side up on a baking sheet. Drizzle with oil and sprinkle with salt. Rub oil over both sides of the toma-toes. Place the squash on an-
other baking sheet, drizzle with oil and sprinkle with salt. Rub oil over all sides of the squash. Roast the tomatoes and squash
for 30 minutes, flipping the squash halfway through. The tomatoes should be shriveling
but not bursting and the squash should look browned.
Chop the onion, mince the gar-lic and grate the ginger. When the tomatoes and squash are almost done, heat about 2 ta-blespoons of oil in a large pot over medium-high heat. Add the onions, garlic and ginger and cook, stirring frequently, until the onions are soft and
translucent. Add the tomatoes, squash, coconut milk and stock
and bring to a boil over high heat. Reduce heat and simmer for 15 minutes, or until squash is very soft. Taste and add salt
if needed.
Let soup cool slightly and pu-ree until very smooth with a
stick blender or in batches with a countertop blender. Taste
and adjust seasoning, adding a squeeze of lemon if soup needs a little brightness. Serve imme-
diately or let cool and freeze for up to 3 months.

Is safety important to you? It is certainly important to us at the CBCL. Safety
is a recurring conversation at our monthly meetings. We talk about incidents
that have occurred, bring in police officers, and assign liaisons to our commu-
nity precinct to ensure that we have a finger on the pulse at all times.
When you come to the meetings, not only can you
hear from neighbors, but you get the opportunity to
talk with the Police Officers who patrol Chic’s
Beach. They make a point to stop by once every oth-
er month to hear any concerns from the neighbor-
hood.
Recently, a wonderful couple, Jenny and Priestly
Williams, volunteered to restart our neighborhood
watch program. We can only maintain our safe and
comfortable environment when everyone is in-
volved and informed. Please consider joining CBCL
this year. Your membership is equally important whether you choose to show
up to be a PART of this community effort, or if you simply choose a member-
ship to SUPPORT the community effort!
