To embark on a journey of success one

needs the tools of preparedness, foresight

and strategy. As the Chairman of CII

Haryana State Council I would like to

elucidate my journey and experience of the

previous year as extremely satisfying and

productive. Chairing a dynamic state like

Haryana carries a great role of responsibility

and vision and I am extremely happy that

with the help of a strong council, we have

been able to perform this work efficiently to

a large extent.

Haryana is amongst the most prosperous

states in India, having one of the highest

per-capita income in the country.

Whether it is the State’s high productivity

in wheat and rice through its vibrant

agriculture sector or its highly innovative

manufacturing sector and information

technology industry, Haryana has marched

towards modernity with leaps and bounds.

The CII Haryana State Council in the year

2010-11 played a vital role as a catalyst

for thought, plan and action on issues of

concern to the Indian Industry and had

been regularly interacting with industry

and the government officials on various

economic and social issues to boost the

competitiveness of the industry.

Our bonding with the Government helped us

create a strong partnership, which enabled

us to resolve industrial issues and concerns,

put forward our suggestions and jointly

work on projects. This year we focused on

development of new growth hubs in the

state. CII Haryana recommended that a

balanced and systematic approach will not

only help evaluate the growth potential of

the districts but also explore the possibility

of creating several growth centers within

the state that would result in the creation of

several Gurgaons and Faridabads within the

prosperous State of Haryana.

On the organisational development front,

numerous workshops, seminars and

regular interactions were held to provide

our growing membership a cutting edge in

the fast pace growing economy.

One of the major events included the

Buyer Seller meet and Manufacturing

excellence mission where people from

Micro and Small Scale Units were given

opportunity to promote their businesses

and enhance their competitiveness.

Since the Haryana Membership has a strong

manufacturing base, training programmes,

workshops, seminars were organised for

the benefit of the membership. As 70 %

of the total industries in Haryana belong

to Small and Medium enterprises, we

organized a specially crafted session for

SME sector where issues pertaining to the

sector were raised.

Skill development is also another area

where we have tried to focus on, as rapid

industrial growth has resulted in increasing

the demand for constant supply of skilled

manpower. Looking at the huge skill gap

prevalent in the state we need to carry

a comprehensive skill gap study across

all the sectors. We would work with the

government of Haryana on a skill gap

study for the state.

The State Council worked throughout

the year towards the Up-gradation of the

ITIs for creating Centers of Excellence

in specific trades and skills through

Public Private Partnerships. The Institute

Management Committees of the respective

Industrial Training Institutes are working

towards its all round development.

To focus on the healthier and greener

ways of industrialization members were

encouraged to plant saplings in and

around their factory premises.

We have discussed and deliberated on

important issues such as power tariff hike

and review of certain labour laws with

the government and our industry partners

as well as civil society organizations.

We had also sent a comprehensive list

of recommendations for the Industrial

Policy of Haryana where several

recommendations given by CII have been

accepted. I believe that the forthcoming

years would witness a resolution of

most issues and would result in further

strengthening the bond between the

governing authorities and the governed.

Council has always been most forthcoming with regard to taking various Corporate

Social Responsibility (CSR) initiatives. Council addressed the urgent need of Dengue

Awareness at the time when it was spreading like an epidemic in the state and focused

on timely action on its prevention. Affirmative action project running in Sonepat was

also a noble initiative where students from marginalized groups were given computer

training apart from behavioral skills.

Membership has always been our focus area. I am proud to say that our membership

strength has grown to 416.

This is just a small glimpse of some of the initiatives, which we have taken in this annual

review. Needless to say these initiatives would not have been possible without the

unconditional support of Mr R M Khanna, Chairman (Northern Region) and Mr Vijay

Thadani, Deputy Chairman (Northern Region). A special thanks to our immediate Past

Chairman Mr Nirmal K Minda for his guidance, encouragement and constant support.

The work under the council would also not have been possible without the efforts

made by the panel and zonal convenors and their teams. I hereby thank Mr Neeraj

Munjal, Zonal Chairman Gurgaon; Mr Kamal Gupta Zonal Chairman Yamunanagar; Mr

Gagan Jain, Zonal Chairman Rohtak, Mr Mohan Aggarwal, Zonal Chairman Faridabad.

Nurturing New Growth Centers in Haryana, 4 March 2010, Gurgaon

In the panel discussion during the State Annual Session with

young Members of Parliament of Haryana, Mr Deepender

Hooda of Rohtak and Mr Ashok Tanwar of Sirsa, development

plan for growth centers in Haryana was discussed.

Infrastructural concerns on road connectivity, power and

water, setting up of an SPV and private sector participation

to develop growth centers were deliberated upon.

The young MPs outlined that the state aims to be a power

surplus state and the coming two years will be critical.

Opportunities in Sirsa, with the coming up of the first Nuclear

Plant post the Indo-US Nuclear deal, will be huge.

The industry demanded transparency & promptness in

fulfilling all permissions and procedures for the growth centers

& business centres. Each region in the state will evaluate its

strength & will leverage its strength & will be developed

accordingly like agriculture production and storage for Sirsa.

PPP arrangements in infrastructural domain will be a win-win

situation for society as well as business.

Buyer-seller meet: Fostering new linkages, 29 June 2010, Gurgaon

The Buyer-seller meet facilitated the business linkage between

Micro and Small Scale Units and Public Sector Undertakings

(PSUs) and Large Scale units.

should invest in research and development and use the latest

technology in order to achieve business excellence.”

One-to-one meetings with large companies were very

useful for the participating sellers and helped them build the

much needed linkages. The meet provided first hand vendor

information to the small enterprises and informed them about

the standards followed by the large companies to learn &

equip themselves with international production standards.

(DIAL); Engineering Projects India Pvt Ltd (EPIL); Whirlpool

The 9th edition of Agro Tech 2010,

brought with it plethora of opportunities

for the agro India. Striking the cord for

the discussions on new green revolution

in the country, India’s premier biennial

agro technology & business fair had

participation from 230 companies from 9 countries in 6500 sqm

exhibition area under 9 concurrent shows.

The fair was jointly inaugurated by Mr Sharad Pawar, Hon’ble Minister of Agriculture, Government of India, Shri Bhupinder Singh Hooda, Hon’ble Chief Minister of Haryana and Mr Sucha Singh Langah, Hon´ble Minister of Agriculture, Government of Punjab.

• Over 75 speakers and 400 delegates participated in the 5

focused international conferences

• Over 45,000 farmers from as far

as Kerala in the South, Meghalaya

in the East, Gujarat in the West and

J&K in the North along with farmers

from Afghanistan.

At the special interactive

sessions for farmers, the farmers learnt

about the latest agri-practices.

water conservation was launched in

association with Mahindra Swaraj.

At the Agro Tech 2010 platform for the first

time, Apple Fest 2010 showcased apples,

stone fruits and exotic vegetables from the

hill states of North India.

After the resounding success of CII Agro

Tech 2010, the 10th edition of CII Agro

Tech will be held from 1-4 December

2012 in Chandigarh.

policy pulsePolicy advocacy, as always, has been an area of focus at CII Haryana. in the year 2010-11, issues of Labour, power and infrastructure have been taken up prominently with the state government and response from the government was encouraging.

Labour

Labour unrest has been a major cause of concern since last year, affecting Gurgaon, Manesar and Rewari districts of Haryana. Group of persons had deliberately disrupted the peace in the industrial establishments of the manufacturing units based in Rewari and Gurgaon by indulging in acts of sabotage and misguiding the workforce in these companies. This unrest was curbed as timely intervention in the form of proactive steps were taken by organising meetings between workers, employers and the government authorities.

In order to avoid a recurrence of the labour unrest, the HR panel of CII Haryana prepared a comprehensive set of recommendations that comprised regulation of inspection of labour unions and flexibility in working hours for women.

The recommendations were submitted to Mr Sarbans Singh, Financial Commissioner & Principal Secretary Labour & Employment.

This was in continuation to the recommendations submitted last year on the acts such as Factories Act 1948, Apprenticeship Act and Standing Act, Industrial Disputes Act, Minimum Wages Act, Contract Labour (R & A) Act 1970, Building and other Construction Workers Act and Cess Act, Employment Exchanges Act 1959 and other important notifications.

Status:

Mr Sarbans Singh, Financial Commissioner and Principal Secretary Labour & Employment assured that state government will take utmost care in ensuring healthy industrial relations in the state. CII Haryana is pursuing the recommendations with the department.

Power: Opposing power tariff hike

Haryana Electricity Regulatory Commission (HERC) had increased the power tariff in the state which was considered unjustified by the industry and recommendations were submitted to the regulatory commission by CII Haryana under the leadership of Mr G C Narang, Convenor CII Power panel. These recommendations were also submitted to Mr Madhusudan Prasad, Financial Commissioner and Principal Secretary, Power, Govt of Haryana and Mr Sanjeev Kaushal, Managing Director, Haryana Power Generation Corporation Ltd.

For the second time there was a move to hike power tariff in the state for which joint recommendations were submitted to HERC by CII Haryana and other local associations. Some of the key recommendations are as under:

1. It was suggested that the Government should consider

privatisation of the distribution companies to improve the

power supply situation in the state.

2. Distribution companies to draw out a vision with a focus

on reducing T&D losses to bring down losses within a

stipulated time frame.

3. Anti theft legislation to be implemented so that the

Discoms get support in their efforts to reduce commercial

losses.

Status:

Haryana Electricity Regulatory Commission (HERC) has stayed the hike and the matter is under consideration.

Revision of Industrial Policy of Haryana

CII Haryana highlighted the need for revision of Industrial policy of Haryana. Some of the key recommendations submitted for the revision of Industrial Policy were as under:

• Effective one window service to be provided for SEZs

clearances from various agencies and incentives to be

given in a time bound manner

• State Government should encourage SEZs to be developed

in the state and help acquire at least 25% of the land for

this purpose, even in product specific SEZs

• Investment opportunities to be developed around NCR

region to decongest the industrial growth of Gurgaon &

Faridabad

• Promotion of SME clusters

• Transport requirements and linkage with NCR to be

improved

• Approval of building plans to be streamlined

• Need for self certification of building plans proposed in

Industrial Policy 2005

Status:

New Industrial Policy has been introduced by the state government. Majority of the recommendations related to development of SEZs, self certification of building plans, encouragement of investment in backward areas & promotion of SME sector in the state, have been incorporated in the policy.

CII Haryana submitted the Pre Budget Memorandum to the Finance Minister

CII Haryana submitted the Pre Budget Memorandum to the Finance Minister. CII members met Capt Ajay Singh Yadav, Minister for Finance and Credit Control, Government of Haryana, to present a pre-budget memorandum (PBM) to him ahead of the next state budget. The recommendations in the memorandum focus on infrastructure development, skill development and the rationalisation of taxes and procedures.

Leading the CII delegation, Mr Raman Saluja, Past Chairman, CII Haryana, said that focus on these areas is essential to sustain the momentum of industrial development in the state. Rationalisation of tax rates and the simplification of procedures would lead to better compliance and hence greater revenues. He added that there was also a scope for widening the base of tax collection in many sectors and suggested implemention of GST regime to avoid the complexities of taxation system.

Gearing up pivotal projects like KMP Expressway project and the DMIC project were the other focus points mentioned in the memorandum.

The memorandum also emphasised the need for improving the infrastructure at the existing and upcoming industrial estates. The memorandum lays stress on an IT-enabled Single Window System (SWS). It recommends the enactment of the Industries Facilitation Act to strengthen the SWS. The memorandum also suggested that a skill gap analysis should be done to understand the skills required viz-a-viz employment opportunities.

Other recommendations included certain points under the power, labour, infrastructure issues. The Finance Minister was positive and agreed to several points and assured that the recommendations would be studied thoroughly and several suggestions could be taken up in the Budget.

Though the Government had taken several initiatives for

improving power supply by augmenting generation capacity,

the erratic power supply faced by the State was a key

concern of the industry. CII delegation also emphasised on

strengthening the transmission and distribution system for an

efficient and reliable power supply.

The prevalent skill gap in Haryana was discussed and a

comprehensive proposal for skill gap analysis given to Mr P

K Gupta, Financial Commissioner and Principal Secretary

– Technical Education & Industrial Training Department,

Government of Haryana. Mr Gupta assured full government

support and also gave information of the ITIs adopted under

the Public Private Partnership by CII members.

CII members expressed the following areas of concerns for

making Gurgaon a truly global city:

• Need for better coordination between multiple authorities

like HUDA, HSIIDC and the Municipal Corporation

• Futuristic planning keeping in mind the growing

requirements in terms of infrastructure development

• Addressing security issues

Chief Secretary of Haryana.

Mr Khanna emphasised on the need for a Skill Gap study

to be conducted for the state which would help the state

understand the skills required viz-a-viz employment

opportunities. It was proposed that CII could work closely with

the State Government for conducting a Skill Gap Analysis for

the State. The Chief Secretary suggested sending the proposal

to Mr P K Gupta, Financial Commissioner & Principal

Discussing the key developmental concerns of the city with

CII members, Mr R K Khullar, Commissioner, Municipal

Corporation, Gurgaon, Government of Haryana, said that the

corporation was ready to work with the other authorities and

take up new roles for the betterment of the basic infrastructure in

the city. He informed that Rs 40 crore had already been spent on

laying of roads. Sewage maintenance work had also been taken

from the Public Health & Engineering department to improve

the sewage waste management in the city and suction pumps

have been purchased by the corporation for the same. The

Commissioner assured the members that Illegal encroachments

and sewerage issues of Gurgaon would be addressed.

Meeting with Mr Hardeep Kumar, Financial Commissioner & Principal Secretary – Animal Husbandry and Dairy Department, 20 January 2011, Chandigarh

A meeting was held with Mr Hardeep Kumar, Financial

Commissioner & Principal Secretary Animal Husbandry and

Dairy Department, Govt of Haryana, to discuss the issues

related to the dairy sector and engage farmers in this sector.

Mr Kumar mentioned the various research and development

projects running under Haryana Livestock Development Board.

Enhancing competitiveness through energy efficiency, 26 March 2010, Yamuna Nagar; 4 August 2010, Gurgaon

CII-BEE (Bureau of Energy Efficiency) workshops helped enhance

competitiveness through energy efficiency for SMEs in different

sectors like bricks, brass, chemical, rice and auto components.

Mr S S Prasad, Financial Commissioner and Principal Secretary,

Science & Technology, Govt of Haryana and Mrs Sumita Misra,

Director, Haryana Renewable Energy Development Agency,

addressed the participants at the workshop.

Various government schemes and role of BEE towards encouraging

various segments of industry to adopt various energy efficiency

techniques were shared with the local industry.

Haryana has the energy saving potential of 622.4 MW. Keeping

view of this, the state Government has established the State

Energy Conservation Fund for promotion of efficient use of

energy and its conservation within the state. Concept of green

building technology was suggested for the industry.

Developing Social Intelligence 26 May 2010, Gurgaon

The interactive workshop for the leaders in the SMEs

touched upon parameters such as emotional & social

expressiveness, regulating inappropriate emotions, public

speaking and team motivation.

Steering the workshop, Simerjeet Singh, a certified Neuro

Linguistic Programming (NLP) trainer from United Kingdom,

acquainted industry with the skills in role-playing, self-

presentation, healthy human relations and improving

professional atmosphere.

Learning by sharing: Manufacturing innovation mission, 8-9 September 2010, Gurgaon & Faridabad

“The CII mission provided us an opportunity to visit and

share the experience of the companies that focus on quality,

innovation and continuous improvement at each level

encompassing all business processes.”

During the two-day manufacturing mission, industry delegates

from NCR & Uttarakhand visited Honda Motorcycle & Scooter

India Pvt Ltd., Hero Honda Motors Ltd JCB India Ltd and

Whirlpool of India Ltd.

At Honda Motorcycle & Scooter India Pvt Ltd, the mission

delegates were shown the state of the art facility where the

scooters and Motorcycles were being manufactured. Hero

Honda Motors Ltd shared with the delegates their best

practices on two-tier vendor up-gradation and research and

development within the plant.

At the Faridabad plant of JCB India Ltd, the delegates were

briefed about the operational excellence within their plants

across the world.

The Mission delegates visited the plant of Whirlpool of

India Ltd in Faridabad, where the models for manufacturing

excellence, leadership behavior, operational excellence and

TPM are followed.

23rd Quality Circle Competition29 September 2010, Gurgaon

Now a yearly feature, CII has been organising Quality Circle

competitions ince 1986 to sensitise the industry on issues of

quality and providing them with appropriate tools, techniques

and management processes to enhance the quality.

At the preliminary rounds of the Quality Circle Competition,

over 140 workers participated in Gurgaon. The assessment

of the presentation was made on a weighted scale covering

different aspects of the Quality Circle activity. The evaluation

was based on factors like problem selection, analysis,

solution and presentation.

CII workshop emphasises that customer feedback is crucial for retaining customers, 24 February 2011, Gurgaon

The Workshop emphasised on the importance of customer

feedback and urged the participants to focus on the minor

details that could help organisations ensure customer loyalty.

Business opportunities in Hamriyah Free Zone, 21 September 2010, Gurgaon

The session highlighted the wide range of international

business opportunities available with the SME sector at

the Hamriyah Free Zone in UAE. The sector can provide

competitive incentives and unique opportunities to establish

a business in a tax-free environment, full company ownership,

exemptions from all commercial levies and repatriation

of capital and profits. Mr Ahmed Sultan Qassimi, Senior

Commercial officer, Hamriah Free Zone gave a presentation

on the vision and support of Hamriyah Free Zone for the vital

business sector. The Free Zone provides preferential economic

treatment for SMEs in terms of discounted lease rents. The

licence for business is available within 24 hours. 4500

companies, have already invested in Hamriyah Free Zone. The

HFZA has created a ‘Green Team’ whose role is to monitor

environment and make HFZA sustainable.

Welcoming the Indian Diaspora: 9th Pravasi Bhartiya Divas, 9-11 January 2011, New Delhi

The 9th Pravasi Bharatiya Divas was a multi-faceted event to strengthen the resilient bond between India and its diverse

diaspora. At a special plenary session on ‘Inclusive Growth’ with select Chief Ministers, Dr Montek Singh Ahluwalia,

Deputy Chairman, Planning Commission invited the overseas Indians to proudly come forward to discover, explore and

connect with the vibrant Indian economy.

Shri Bhupinder Singh Hooda, Chief Minister of Haryana invited investments in industrial estate and Green field projects for new

urban townships in Haryana at the State session with the Chief Minister.

Successful completion of Affirmative Action project in Sonipat 18 August 2010, Sonepat

CII, GlaxoSmithKline Consumer Healthcare Limited

(GSKCH), and the Foresight Society of Human Resource and

Development, successfully completed a year-long project

– ‘IT for the under privileged’, jointly undertaken under the

Affirmative Action initiative at Sonepat. The key objective

of this endeavour was to train the students in computer

programmes to help them become employable and financially

independent.

Under this initiative GSKCH sponsored 75 percent of the

computer training fee of selected students belonging to the

scheduled caste/scheduled tribe in Sonepat district and

reimbursed the remaining 25 percent fee to the successful

candidates at the valedictory ceremony.

Mr D S Aery, Site Director, GSKCH Sonepat, informed that

GSKCH had donated 14 computers to the Navprabhanam

Centre and would continue with this initiative by sponsoring

more students this year.

Dengue awareness campaign 20 October 2010, Gurgaon

Reckoning the need of responsiveness in the general public

for fighting dengue, awareness campaign was launched

in Haryana. The campaign on dengue awareness and its

prevention reached out to 200 youth of Industrial Training

Institute (ITI) in Gurgaon. It included interactive sessions

with doctors from civil hospital, where presentations and

films were run to explain the causes and preventive measures

of the disease.

The session advocated the need for

improving urban infrastructure. New

cities like Gurgaon need to consider the

practical part of planned development.
