Introduction To Our Annual Report

We are delighted to present the jointDurham Police Authority and DurhamConstabulary Annual Report for 2008-2009.

The past twelve months have beenchallenging but rewarding in terms ofperformance and delivery of service to thecitizens of County Durham and Darlington.We have reduced recorded crime by 2500,equating to a 5.1% fall. The impact of thisis not only significant from a statisticalperspective but because we have had2500 fewer residents suffering at thehands of criminals.

Throughout our consultation we havehighlighted the importance of providing acitizen focused approach to our servicedelivery which is responsive to the needsof the individual, ensuring that we engagewith the diverse communities withinCounty Durham and Darlington. Throughthe various consultative methods such aspolice community consultative groups(PCCGs), stakeholder events,independent advisory groups (IAGs) andneighbourhood forums we have soughtthe views of our residents. This allows usto secure and maintain high levels ofsatisfaction and confidence through theconsistent delivery of a first class policingservice that people value.

From our consultation with you we haveestablished priorities for policing whichform an integral part of our target settingprocess. In simple terms this means thatthe needs and concerns of citizens shouldalways be central to the way that policingis perceived, managed and delivered.

The Government Green Paper ‘From theNeighbourhood to the National: Policingour Communities Together’ sets out aradical new vision for policing in the 21stcentury. This is a significant report thatrecognises the valuable work undertakenby police authorities and we will continueto work in partnership with other agenciesto drive forward positive changes for thebenefit of our communities.

We welcome the Policing Pledge thatmakes clear our commitment on thevisibility of our neighbourhood policingteams, how we answer calls and deal withquestions, and how we take positiveaction. The policing pledge is bread andbutter policing across ourneighbourhoods. It is something we haveproved we are good at but it is somethingwe need to go on improving. There is stillwork to do and this is a sensible way totake things forward.

A Tribute to Councillor Jo Fergus (MBE)

New Independent Members of Durham Police Authority

Councillor Jo Ferguswho was a farmer'sdaughter, born inStaffordshire andeducated inShropshire came toTeesdale when shemarried. She startedher career as a

researcher with a Social ResearchCompany and ran the Northern Field Officefor 25 years and then became manager ofNational Recruitment and Training. Jo waselected to Durham County Council in 1981and was a member of the Police Committeebefore the inauguration of the PoliceAuthority, on which she served for 12 years.

Jo was a Teesdale District Councillor since1999, where she was the Lead Member forRegeneration. She was a member of

Mr Robert Glass

Robert Glass wasborn in the North East,was educated at alocal comprehensiveschool and has livedin the region all hislife. He has a Law

Degree and is a Master of Science,specialising in Strategy and ResourceManagement.

He is a retired senior DurhamConstabulary police officer, serving invarious posts between 1975 and 2006, hislast role being Head of Community

Darlington and Durham Fire and RescueAuthority and served on the RegionalManagement Board and was once aDirector of Teesdale DevelopmentCompany and Wear Valley and TeesdaleEnterprise Agency. Jo served on manylocal committees from Children's Sportsthrough to Guide Dogs for the Blind andwas awarded an MBE in 1988 for Publicand Political Service.

Jo brought a great deal of expertise toDurham Police Authority and was wellrespected as a senior member. She madea strong contribution and saw a lot ofchanges over the last two decades topolicing in this country and in particularhere in County Durham and Darlington.She will be a sad loss for the PoliceAuthority and will be dearly missed.

Relations. He now works as amanagement and training consultant.

He has wide experience in generaluniform duties, community relations,criminal investigation and multi agencypartnership working. During his career heworked closely with various multi agencygroups, including the North East Chamberof Commerce (Durham branch), NorthEast Retail Crime Partnership, North EastFraud Forum, North East Scientific SupportEffectiveness Group, County Durham andDarlington Racial Equality Council,Darlington Thematic Partnership, CountyDurham Youth Engagement Service andthe national Arson Control Forum.

He is a volunteer caseworker for theSoldiers, Sailors and Airmen FamiliesAssociation (SSAFA), a school governorand a Parish Councillor.

Mr Tony Thompson

Tony Thompson was born 3 December1943. He was educated locally gaining aDegree in Education Admin and has aDiploma in Physical Education and Biology.

He retired in 2004 as a CommunityEducation Officer for Durham CountyCouncil responsible for Durham CountyCouncil Adult Education Service andquality improvement of education in thecommunity.

Before embarking on his career atDurham County Council he taught at DeneHouse School in Peterlee and was alecturer at Hartlepool College of FurtherEducation leading on physical educationfor 7 years.

Since retirement he has been responsiblefor co-ordinating Durham County Council's'Learning at Work Day' in 2006, 2007 and2008.

He has been a magistrate for 37 yearsand is Deputy Chair for the North DurhamBench and was Chairman of DurhamCounty Probation Committee and ShadowBoard from 1994 to 1998.

His previous roles have been Vice Chair ofthe Northern Regional Gas ConsumersCouncil and Chair of the Wear Area GasConsumers Committee.

Mr Peter Thompson

Peter Thompson was born on 28 June1944 and was educated locally. He is aretired deputy chief officer of a major localgovernment department in the North East.Upon retirement from public service in1996, he embarked upon the pursuit ofpolitical interests and interest areas in theCriminal Justice System and has been aMagistrate since 1988.

He has been a lay justice member ofDurham Police Authority since 1998 andwas a member of Belmont Parish Councilfrom 1999-2003 and former chair. He wasa member of Durham County Council from2001-2005 and a member of the NationalProbation Service, Durham Countybetween 2003/2008.

He is also a member of the Unified CourtsBoard for Cleveland, Durham andNorthumbria, was a member of the City ofDurham Council in 2007/2008 and aMember of the Board ofVisitors/Independent Monitoring BoardMember at H.M.P Frankland 1999-2005.

He sits on the Boards of various charitableand voluntary organisations, is a schoolgovernor and a Member of the Board ofthe Association of Police Authorities.

He is Vice Chair of National Association ofIndependent Custody Visitors and is amember of the National Criminal JusticeBoard.

Durham Police Authority - What We Do

Durham Police Authority has a number of statutory duties which it must give considerationto in carrying out its business. The key duties are as follows:

• To secure an efficient and effective police service (Section 6, Police Act 1996).

• To secure best value i.e. continuous improvement in the way (their functions) are exercised having regard to economy, efficiency and effectiveness (Section 3, Local Government Act 1999).

• To make arrangements for obtaining (a) the views of local people about the policing of their area and (b) the cooperation of local people in preventing crime (Section 96, Police Act 1996).

In a nutshell, the ten things you need to know about Durham Police Authority are:

1 Durham Police Authority is a group of 17 local people that hold the police to account on behalf of communities.

2 Durham Police Authority consults with local communities to find out what you want from your local police.

3 Durham Police Authority’s job is to make sure that the Chief Constable delivers a police service which balances both national strategic priorities and the concerns of local people.

4 Durham Police Authority hires and, if necessary, fires chief constables and senior police officers – and also checks on complaints against police.

5 Durham Police Authority publishes an annual plan, based on consultation with local people, setting out the services your police force should deliver in the year ahead, and the targets it should achieve.

6 Durham Police Authority has a legal duty to promote equalities and good relations between different groups of people. As part of this, it ensures people know their rights if they are stopped or searched by police.

7 Nationally, around 10% of Police Authority members are from minority ethnic backgrounds and around 30% are women.

8 Durham Police Authority holds the police budget. It consults with local people before it sets police council tax to ensure you get value for money.

9 Durham Police Authority sets the strategic direction of local policing to ensure that everyone benefits from a better police service.

10 Durham Police Authority makes sure the police service does everything it can to keep improving policing for your community.

The 17 members on the Police Authority share a wide range of responsibilities, includingsetting the annual budget, agreeing policing priorities and monitoring police performance.

In the spirit of continuous improvement, last year the Authority reviewed the way it worksand agreed to a revised committee structure to help facilitate the efficient and effectivedischarge of its responsibilities.

As a part of this review, the Authority agreed that individual Scrutiny Panels should beappointed as and when required from within the membership of the main StrandCommittees to investigate and interrogate specific projects.

Lead Members are often appointed by the Authority to help assist and streamline the workof the committees and panels, for example by developing a close working relationship withConstabulary officers and Police Authority officers, they can resolve any contentiousissues, advise and update other members on key local and national developments andendorse recommendations made to the Authority.

Examples of major pieces of work undertaken by the panels and committees in 2008-2009include:

• The Partnership Working Committee monitored and reviewed the Joint Community Engagement Strategy.

• Continually monitor and review the Police Authority Business Plan to deliver its vision, priorities and future inspection regime.

• They ensured value for money and service improvements in the delivery of various policing programmes and projects.

• Police Authority members were proactive in aligning the work of the Authority with that of the CDRP.

• The Estates Panel worked jointly with the Constabulary to examine the provision of future Constabulary facilities.

• The Governance and Financial Management Committee have approved a revised code of corporate governance.

• The Effective Policing Committee has created a Grant Funding and Charging Policy for the Constabulary.

• The Equality and Diversity Panel agreed a refreshed version of the Race Equality Scheme in line with its statutory duty

• The Effective Scrutiny of the Constabulary’s Protective Services.

• The People Responsibility Committee negotiated and agreed a mechanism to monitor equality and diversity in recruitment, retention and progression of both police officers and police staff by setting employment targets for 2009-2010. These employment targets will be monitored by the Police Authority.

Durham Police Authority - YOUR POLICE, YOUR SAY

As a Police Authority we are firmlycommitted to engaging effectively with youto make your local neighbourhoods betterplaces to live, work and enjoy free time.We feel it is vital to ensure your views,thoughts and opinions are taken intoconsideration when developing policingpriorities for local communities. Over thepast year we have engaged in manydifferent ways, in order to gather viewsthat are representative and reflect a truepicture of the kind of service the publicwant from the police.

Joint Community Engagement Strategy

In collaboration with Durham Constabularywe have produced a joint CommunityEngagement Strategy which sets out howwe are going to jointly consult and engagewith our communities around policing andquality of life issues in neighbourhoods. Aspart of this strategy an action plan hasbeen produced which explains in detail thekey steps we need to take to ensure weare consulting and engaging as effectivelyas possible. This strategy along with thesupporting action plan can be found onboth the Constabulary and PoliceAuthority websites.

As a result of the work we have beendoing on our Engagement Strategy to mapout engagement activity in CountyDurham and Darlington, the CountyDurham Community Safety Board askedus to lead on mapping community safetyrelated engagement activity across thewhole of County Durham. This work hasprovided us with a picture of what forms ofengagement are taking place, and howorganisations are working withcommunities. We are now working withpartners to identify actions for ensuring weundertake engagement activity asefficiently and effectively as possible.

Engaging with Childrenand Young People

During this year, in partnership withDurham Constabulary, we hosted an eventfor children and young people who live inCounty Durham and Darlington. The eventwas designed to provide an opportunity foryoung people to meet some police officersand PCSOs, as well as members andofficers from the Police Authority. It alsoprovided an opportunity for the youngpeople to find out more about theConstabulary and the other jobs that arean important part of policing, but are notpolice officer roles. There were a numberof workshops such as ‘Police are Peopletoo’, beating the beat competition,mountain bike skills course and crimescene investigation.

New Links with Organisations

During the last year, as part of the jointEngagement Strategy, we have beenlooking at how we can engage morewidely by meeting with groups andorganisations. We have made very goodlinks with organisations such as AgeConcern and Neighbourhood Watchacross County Durham and Darlington,and we are very much looking forward toworking with these organisations in thecoming year. Our aim is to build on thisand forge new links with organisations andcommunity groups in the future.

Last year members and officers from thePolice Authority attended communityevents around County Durham andDarlington. This included the DurhamMiners Gala, Inside Justice Week,Bikewise and a number of communitybased carnivals and festivals. Police Community ConsultationGroups

For many years now we have held ourtwice yearly Police CommunityConsultation Groups (PCCGs) at differentvenues across the force area. Thesemeetings give us the chance to consultwith you about priorities for policing, andprovide an opportunity for you to askquestions about policing in your area.Meetings were held in the spring andautumn during the year.

Alongside this, in December we also helda PCCG Forum to vote on policingpriorities which attracted over 70 people,and a stakeholder event to gain additionalfeedback from partner organisations. We have also held 'Your Police, Your Say'sessions before our Police Authoritymeetings. These meetings are anopportunity for you to meet with the PoliceAuthority members and the ChiefConstable of Durham Constabulary todiscuss your policing priorities and providean opportunity to question our membersand senior police officers. We have alsoattracted some young people to take partin these sessions.

Independent Custody Visiting

Durham Police Authority administer a scheme to make sure that if you are detained inpolice custody you are treated properly, and you are aware of your rights and the facilitiesyou are entitled to.

During the year (January - December 2008), 42 volunteers were involved in the scheme.They observe, report and comment on the conditions under which persons are detained atpolice stations, and monitor the operation of the statutory rules governing their welfare,with a view to securing greater understanding and confidence in these matters.

Our Custody Visitors live throughout County Durham and Darlington are aged from early20’s to over 70’s, and are from a range of ethnic backgrounds. Some Visitors are in fulltime employment, some part-time and others are retired.

At those times when custody visits have taken place during the year, there have been 980people in custody, of which 743 people (76%) were offered a visit with 453 people (61%)accepting. Over the past year, 341 visits were made between the six designated policestations within County Durham and Darlington, and each station received more than theminimum number of visits.

Working with other Police Authorities

Association of Police Authorities

Mr Peter Thompson, Chair of DurhamPolice Authority represents the North EastPolice Authorities on the Association ofPolice Authorities National Board. This isan important role where a collective viewof the North East to the APA NationalBoard is provided to ensure that alldecisions made are informed andreflective of regional views. Northumbriaand Cleveland Police Authorities sit onother National Policy Groups andNetworks and also feed in views on behalfof the North East Police Authorities. Theseregional posts will be rotated across thethree Police Authorities in the North Easton a two year cycle.

Following these National Meetings thethree Police Authorities come together toshare information on good examples fromeach Authority and ways that we can worktogether.

Association of Police AuthoritiesNational Conference

The Association of Police Authorities(APA) held its National Conference inGateshead in November 2008. Workingwith both Cleveland and NorthumbriaPolice Authority and the APA we assistedwith the organisation of the conference.Working with Cleveland Police Authoritywe hosted a pre-conference event fordelegates at Durham Cathedral on the eveof the conference. The event was wellattended and a great many delegatesreported their enjoyment at visiting theworld heritage site.

Independent Custody VisitingAssociation

The Chair of Durham Police Authority, MrPeter Thompson represents the APA onthe National Independent Custody VisitorAssociation Board. Mr Thompson is theVice Chair of this board. The IndependentCustody Visiting Association (ICVA) is avoluntary organisation that promotes thecustody visiting process nationally,through advocacy, training, publicity andongoing support to all involved in theprocess. By providing a discussion forumon matters of mutual interest, theAssociation enables ideas and informationexchange on relevant issues. Ultimately, itaims to assist the Home Office, PoliceAuthorities and other interested bodies inthe formulation of best practice for custodyvisiting schemes - increasing publicawareness and understanding.

Reducing Crime and Disorder in communities is important to us and where we can we helpto fund community safety initiatives. You can apply to us for funding if you have acommunity based project that is crime preventative or of a community safety nature, andyou can supply details that outline how the project is sustainable in the long term.

We welcome all applications and priority consideration will be given to you if you candemonstrate that any funding will support one or more of the following….

• Help to prevent crime• Improve safety for vulnerable people• Reduce the fear of crime• Address issues involving young people

Funding will not normally be approved if….

• The application requires ongoing funding and none has been identified• The project is currently paid for by existing public funding• The application is made on behalf of commercial and profit-making organisation• The project is based/delivered outside of County Durham and Darlington

Last year, six Community Initiative Support Scheme grants were awarded

EDDY Project

We gave a grant of £3080 to the EDDY Project. EDDY offers a personal developmentprogramme to disadvantaged young people (aged 12-17 years), at risk of becomingoffenders. The aim of the EDDY project is to divert young people away from crime andanti-social behaviour, develop their individual social and citizenship skills throughenhancing a sense of personal and social responsibility. The grant will be used to fundactivities in August 2008.

Seaham Rock Bands

We gave a grant of £800 to this project to purchase new musical instruments. The aim ofthis project is to give quality tuition to young people who want to engage in learning music,they will then form several bands to perform in the local community.

Bowburn Youth Project

We gave a grant of £2750 to Bowburn Youth Project. This youth project is aimed at 13-19year olds in the Bowburn area to help get young people off the streets and engage inpositive activities to reduce anti-social behaviour in the area. The funding has been usedto purchase a variety of equipment for the centre which is based in Burn Street, Bowburn.

Cockfield Youth Shelter

We gave a grant of £3000 to build a Youth Shelter in Cockfield. The Youth Shelter will givethe young people of the village a purpose built place to 'hang out' together in a safeenvironment. The project is run by Cockfield Parish Council and aims to reduce reportsand incidents of youth related anti-social behaviour.

Ferryhill L.A.D.D.E.R Youth Group

We gave a grant of £2000 to Ferryhill L.A.D.D.E.R Youth Group to produce a DVD aboutanti-social behaviour in Ferryhill. The DVD will be used to highlight and educate youngpeople about the results of anti-social behaviour.

Seaham Youth Initiative

We gave a grant of £1500 to Seaham Youth Initiative to work with young people aged 11-25 within the town of Seaham. The Youth Initiative aims to divert young people away fromanti-social behaviour through workshops and residential.

Financial Review

The original 2008-2009 budget for Durham Police Authority was set at £116.117m. This isfinanced by a combination of government grants, business rates and council tax. Theactual expenditure, subject to audit, was £115.928m

Balance Sheet

The balance sheet shows the net worth of the Police Authority-the value of assets lessliabilities.

Assets owned by the Authority include land, buildings, equipments, vehicles as well asinvestments. Liabilities include sums of money owed to creditors. The value of the assetsless liabilities was (excluding the pensions liability) £61.725m as at 31 March 2009.

Financial Reserves

The Police Authority’s financial reserves at 31 March 2009 stood at £13.019m, of which£5.805m is a general reserve and £7.214m is set aside for specific purposes.

Capital Expenditure

Capital expenditure represents money spent by the Authority on purchasing and upgradingassets such a building and vehicles. The benefit of this type of expenditure is spread overa number of years.

Capital schemes during 2008-2009 financial year included buying vehicles and equipmentand works to buildings. The total capital expenditure was £6.169m.

Under the provision of the Police Reforms Act 2002, the Home Secretary is required eachyear to set out national policing priorities for the police service. These provide the nationalframework within which police authorities then set their local policing plans.

The national policing priorities for 2008 - 2009 are detailed below together with someexamples of how Durham Constabulary has delivered against them.

National Policing Priorities 2008 - 2009

Reduce crime in line with the nationalPSAs (23 and 25), including focusing onmore serious violence (particularlyinvolving the use of firearms and otherweapons), serious acquisitive crime(particularly prolific and other priorityoffenders and drug-misusing offenders),alcohol-related crime and disorder, andanti-social behaviour.

Increase public confidence in andsatisfaction with the police through anemphasis on the quality of serviceprovided to the public.

In line with PSA 24, work in partnership todeliver a more effective, transparent andresponsive CJS for victims and the public.

Work jointly to ensure that adequatecapability and capacity exists acrossEngland and Wales to deliver effectivepolicing to tackle serious and organisedcrime and to provide other protectiveservices.

In respect of counter-terrorism and violentextremism in line with CONTEST and thecounter-terrorism PSA, work with andthrough local communities as appropriateto disrupt terrorists and their operations;protect key sites and people going abouttheir daily lives; deter those who facilitateterrorism; stop people from becoming orsupporting terrorists or violent extremists;and be prepared to respond to a terroristattack and its consequences.

The tougher financial settlement for theCSR period requires both policeauthorities and forces to make the bestuse of resources, with a continuingcommitment to achieving significantcashable improvements in efficiency andproductivity. The Police Service shouldsee resource management as a coreresponsibility of delivering sustainableimprovement.

Our priorities are determined by consulting with key stakeholders and members of thepublic who live, work and visit within County Durham and Darlington. We have alwaysvalued the opportunity to engage with our customers and stakeholders and both DurhamPolice Authority and Durham Constabulary regularly gather views and perceptions aboutpolicing and community safety issues. Members of the public and stakeholders werepresented with a list of the seven priority areas (as listed below) and asked to rank them interms of importance by selecting their first, second and third priority.

The seven priority areas consulted upon were:

Reduce the harm caused to our communities by theeffect of alcohol and drug abuse••Our dedicated licensing units undertake a range of initiatives. Visits to licensed premises, test purchasing and the introduction of a ‘Bottlewatch’ scheme all target those premises selling alcohol to children. Polycarbonate glasses are being trialled in pubs throughout the area to reduce the risk of sever injury and to improve safety.

•• Introduction of Operation Nimrod to stamp out open drug markets across the county.

To assess its performance against each of these priorities, the force has developed aperformance framework which includes a number of indicators for each priority. Thisframework can be found within Annex 2 on Page 46.

StanleyOperation Cleftpoint:This was a proactiveoperation to target,and take positiveaction, against theperpetrators ofDomestic Violence inthe Stanley area.The operation wascarried out inDecember 08 andJanuary 09 and as aresult the number ofincidents for theStanley area fell from62 in Dec 07 to 21 inDec 08, a reductionof 66.1%.

Durham Constabulary North Area - Shout About It

ConsettOfficers in Consettadopted a partnershipapproach to tackle acase of disorder andanti-social behaviour inrelation to oneindividual. Warningswere issued to theindividual that furtherdisorder would lead toan application for aPremises ClosureOrder on the property.Following furtherreports of disorder, theowner was given 48hours to removehimself from theproperty. Members ofthe public werethanked in writing fortheir help.

PeterleeIn March 2009, PeterleeNeighbourhood PolicingTeam held an event torecognise the work anddedication of 11neighbourhood watch co-ordinators and communityvolunteers. Their work hasplayed a valuable part inreducing crime and disorderin the Peterlee area. Eachone of the volunteers waspresented with a certificateby Assistant ChiefConstable Michael Barton.

Chester le StreetPCSO Adrian Richards has beennominated for the National PCSO of theyear award. His nomination was basedupon some excellent initiatives, such asa free pet chipping scheme, council andpolice walkabouts and an innovativetree planting scheme to discourageindiscriminate parking on verges. Hiswork has received letters of supportfrom local residents groups as well asthe RSPCA.

DurhamProactive stop andsearch work by PCSO’sin Durham City led to therecovery of a laptop.Further enquiriesrevealed that a burglaryhad occurred nearby andthat the laptop was fromthat address. As a resultof forensic testing onemale was arrested andhe admitted to a series oflinked offences and waseventually sentenced to 4years imprisonment.

SeahamOperationNIMRODCommunitystakeholderswitnessed atfirst hand thetargeting ofdrug dealers. Inaddition, thepartnershipinitiative workedto ensurevulnerable drugusers weredirectedtowards supportorganisations.Excellentcommunityfeedback wasreceivedleading toincreasedpublicconfidence.

CrookOperation Buller (September /October 2008) and Braxton(November 08), which targetedalcohol related crime, led to a52% reduction in the seizure ofalcohol from young personsbetween December 08 & March09 in comparison to the sameperiod for the previous year.

SpennymoorAs a result of a successful operation to tackleracially aggravated harassment and anti-socialbehaviour, the Spennymoor NeighbourhoodPolicing Team have forged closer links with smallbusinesses in the area, particularly those run bypersons from a minority ethnic background.Responding to complaints of youth anti-socialbehaviour, officers used a range of methods togather evidence and subsequently arrest 13youths, of which 7 were charged.

Barnard CastleOperation FLINT hasseen police in Teesdaleworking with neighbouringforces to bring rural crimeunder control. SinceJanuary 2009, 41 peoplehave been arrested onsuspicion of a range ofrural crimes, includingfarm robberies, and thetheft of metal, stone, fueland vehicles. By usingcovert tactics, targetedpatrols, searches andFarmwatch operations,police have alsoidentified 49 suspects.

DarlingtonOperationRUBY-This wasset up inresponse toracialharassment ofmembers of theBangladeshicommunity TheDarlingtonNeighbourhoodPolicing Teamworked closelywith members of the Asian communityforming effective communication linksand providing reassurance to acommunity which felt extremelyvulnerable.

NewtonAycliffePCSOs withinthe Aycliffe,Shildon andSedgefieldNeighbourhoodPolicing Teamshave continuedto form strongrelationshipswith their localcommunitiesand muchpositivefeedback hasbeen receivedas a result.Their individualprofessionalismhas seen themhelp send anumber ofseriousoffenders toprison.

BishopAucklandThe issue of off-road bikerscausing anuisance to thelocal communitywas raised at aPolice andCommunitiesTogether(PACT)meeting.Workingalongsidepartneragencies, theBishopAucklandNeighbourhoodPolicing Teaminstigated thetemporarymeasure ofdeep ploughingthe field and re-routing thebikers toallocated landaway fromresidents. As aresult theincidentsceased.

What is Citizen Focus?

Citizen focus is about ensuring that we as the police and police authority, have a clearunderstanding and appreciation of what citizens living, working and visiting within CountyDurham and Darlington want from the policing service they receive. It is also aboutdefining what matters most to citizens and establishing the quality of service they expectfrom the police. This will enable us to design and deliver policing services that people findeasy to access and to use. We will endeavour to provide a policing service that is basedupon the needs of our citizens.

Citizen focused policing is also an area which has been given high profile by the HomeOffice and is subject to increased scrutiny.

The national citizen focus vision statement is:

The national steer is that it is essential that citizen focused policing be integral to the waythat policing is conceived, managed and delivered. It is not an addition to existing ways ofdoing business, but something that requires a cultural and operational change. It appliesnot only to the public facing parts of the organisation, but to everyone at all levels andwhatever their function or job role. Nationally, the five key principles of citizen focuspolicing has been defined as:

•• Improving the experience of those who have contact with the police.••Rolling out a neighbourhood policing approach across all forces by 2008.••Effective community engagement. This includes consultation and engagement, marketing and communications, and public involvement.••Public understanding and local accountability of policing.••Organisational and cultural change to bring about increasingly responsive services where feedback from frontline staff and the public is used to continuously improve those services.

Consultation we have carried out with citizens of County Durham and Darlington hasconfirmed the importance of providing a citizen focus approach to our service deliverywhich is responsive to the needs of the individual.

How are we delivering a Citizen Focuspolicing service?

Over the years, Durham Constabulary hassuccessfully provided a policing serviceusing a community based policingapproach. This approach wascomplemented by the implementation ofthe Neighbourhood Policing agenda whichaimed to provide a policing service at alocal level. This service is provided byNeighbourhood Policing Teams consistingof Police Officers, Police CommunitySupport Officers (PCSOs), SpecialConstables and local authority wardens.The aim of these teams is to providecitizens who live and work within aparticular neighbourhood with effectiveaccess to local policing services through amember of their local neighbourhoodpolicing team. They also aim to providecitizen’s with the opportunity to influencelocal policing priorities for theirneighbourhood. The neighbourhoodpolicing teams have the responsibility totake action alongside partners andmembers of the public to address localissues. It is also the responsibility ofthese teams to provide effective andsustainable solutions and to providefeedback to citizens around the solutionstaken. The neighbourhood policingagenda has been embedded withinDurham Constabulary since April 2008and provides us with firm foundationsupon which we can enhance and focusour ability to provide effective policingservices to individuals as well as allneighbourhoods within County Durhamand Darlington.

How well are we delivering CitizenFocus Policing?

In September 2008, Her Majesty’sInspectorate of Constabularies (HMIC)carried out an inspection of how wellforces were developing citizen focuspolicing. This inspection measuredperformance against specific gradingcriteria which the Government hasdeveloped for citizen focused policingservices.

Following a successful inspection DurhamConstabulary was graded as ‘meeting thestandard’ in relation to delivering a citizenfocused policing service. The inspectionconcluded that Durham Constabulary fullyunderstands the needs of its communitiesand that service improvementopportunities are identified andimplemented in order to improve localservice delivery.

Some areas for improvement wereidentified within the review and an actionplan has been developed in order toensure these opportunities forimprovement are realised.

One of the key ways in which DurhamConstabulary will provide a citizen focusedpolicing service is through the successfuldelivery of the ten points of the PolicingPledge.

Our Pledge To You

Durham Constabulary was one of the first forces nationally to publish its policing pledge.This pledge was introduced in December 2008 and outlines a ten point blueprint forimproved policing standards across County Durham and Darlington.

The constabulary has publicly pledged to support law abiding citizens and pursue criminalsrelentlessly to keep members of the public and their neighbourhoods safe from harm. Toenable this, the constabulary will:-

•• Answer 999 calls within ten seconds and arrive on the scene of immediate response incidents in urban locations within 15 minutes and rural locations within 20 minutes.

How We Deliver The Pledge…

Policing By Appointment -Your Police, Your Time

Durham Constabulary launched a policingby appointment initiative in the autumn of2008. The service was launched to ensureof the provision of a policing servicetailored to individual customer needs.Members of the public who report a non-urgent crime or incident can choose, insome circumstances, when and wherethey meet a police officer to progress theirinquiry. This means that the process,which they may not be familiar with, can fitin with their lives. They can choose toeither attend their local police station orhave an officer visit their home at theirconvenience.

This scheme has seen a 60% reduction inthe back log of incidents being dealt withby response police officers meaning theyhave more time to carry out proactive workin the community and to efficientlyrespond to more serious incidents.

In the spring of 2009 the scheme wasrolled out across the entire force area andthe feedback from the public has been extremely positive. The appointmentsmean that the public have at least an hourwith a police officer to discuss the incidentin more detail and any other issuesaffecting their quality of life. In a recentsurvey 95% of the customers weresatisfied with the allocated time offered tothem and 93% were satisfied with theoverall service.

A Name In Every Neighbourhood

In spring 2008 Durham Constabularylaunched its “Name in EveryNeighbourhood” Campaign. The main aimof the campaign was to raise the profile ofthe neighbourhood policing team usingvarious methods of communication. Everyhousehold received a leaflet whichdetailed the name, identity number andthe ways the neighbourhood policing teamcould be contacted. As well as this,posters were distributed to local shopsand community buildings. This ensuredthat each member of the public knew theidentities of the police officers and PCSOspatrolling their neighbourhood.

As well as this information being publishedat a station level on the website for thepast twelve months, Durham Constabularyhas just launched the ‘NeighbourhoodPages’ on its website. From February2009 every customer will be able to visittheir neighbourhood homepage whichcontains information on neighbourhoodpolicing teams, contact details, local PACTmeeting dates and how they can getinvolved, policing priorities, crime statisticsand action taken in their neighbourhood tocombat the issues that matter most to them.

Keeping Everyone Informed

A new Corporate Communication and Engagement Team was established in February2009. The team is working to ensure that the correct information is accessible to everyoneand that we engage with our staff and the public to find out the things which matter most.Our key aims are to:

•• find new and innovative methods of communication to ensure we reach all of our communities and staff in the right way•• undertake engagement activities to find out the issues which matter most and what you think of our services••work with relevant agencies to align partnership messages concerning issues such as drugs, alcohol etc.•• tell you about our performance and our successes•• ensure crime information is available to you

It is still early days for the development of this function but we have already achieved agreat deal.

The team has also worked with the Performance Branch to produce surveys which areaimed at finding out the views of the public and our staff. Communications Department

During the last 12 months the Force hasfocused on improving the quality of theresponse it provides to the communities ofCounty Durham and Darlington. An integralpart of our response is the speed withwhich we answer 999 calls. Improvementsin the speed of answering these calls, andthe subsequent quality of the call handlersresponse, have been the key workobjectives within the CommunicationsDepartment during the last 12 months.During 2008-09 Durham Constabularyreceived 94,275 ‘999’ calls, 90.5% of thesewere answered within 10 seconds. In thesecond half of the year 95.5% of all 999calls were answered within 10 secondsplacing Durham within the top 10 of policeforces in England and Wales.

In prioritising 999 calls we assume that thecaller is reporting an emergency. In aminority of cases callers are found toabuse this priority service by making callsof a frivolous or even abusive nature. Suchmisuse clearly impacts on our ability todeal efficiently with genuine emergenciesand where such abuse can be proved theperpetrator will face prosecution.

Although not an exhaustive list thefollowing circumstances would constitutegood and sufficient grounds for contactingthe police using the 999 system:

Delivering Value For Money Services

Durham Constabulary ProcessImprovement Programme (DPIP)

In October 2008, Durham Constabularycommenced a significant programme ofwork aimed at reviewing its majorprocesses to identify opportunities for‘leaner’ and more efficient workingpractices and service deliverymechanisms. This programme of workhas been entitled the DurhamConstabulary Process ImprovementProgramme (DPIP).

What is DPIP?

“A philosophyand practice ofongoingidentificationand eliminationof waste in thedelivery ofcustomer valueby everyone in the organisation.”

The objectives of the programme are to:

•• Improve citizen focus and service quality based on what the customer values and needs•• Improve outcomes, meet customer expectations and deliver results for communities•• Improve productivity & efficiency••Reduce unnecessary bureaucracyand costs••Reduce delays and barriers••Empower staff to lead innovation & improve morale•• Improve use of resources and deliver value for money (VFM)

DPIP is a new and more innovative way ofdoing our Financial Planning (RemodellingProcess or Decision Conferencing) whichthe constabulary has undertaken inprevious years. It is not just aboutrealising options which will createcashable efficiency savings. Instead itconsiders how we work, how long it takes,the processes involved, identifiesduplication, in other words it looks atfunctions in their entirety rather than inisolation.

This programme will offer us theopportunity to develop a betterunderstanding of our services and theirdesign in a new way that will enable us todeliver customer value within a value formoney framework. This will be essential inan environment with increasing policingand community safety challenges anddiminishing finances. The organisationneeds to put in place a long term planwhich does not solely depend uponidentifying ‘quick wins’ each year. Thefunctions / processes that were reviewedthis year were:

Mobile Data Project

In December 2008, Durham Constabulary successfully bid for a grant of £841,000 from theNational Policing Improvement Agency (NPIA) to support the introduction of mobile dataplatforms to operational police officers.

This project will initially result in 150 South Area response and beat officers receivinghandheld Personal Digital Assistant (PDA) devices by the end of September 2009, givingofficers access to a range of force and national information and intelligence systems. Thiswill effectively allow officers to access, view and update information and intelligencesystems whilst located away from computers based in police stations.

Further handheld PDA devices and vehicle based tablet personal computers will beintroduced within the North Area by April 2010.

Key benefits to be realised from this project include increases in officer visibility and timespent outside of the police station, thereby potentially supporting a more effective policingresponse to communities and delivery of the policing pledge.

New Facilities Project

At the start of 2009, a Programme Board was set up to consider the development of newfacilities within Durham Constabulary. Some of the current facilities are struggling to keeppace with changing demands of the policing environment and increased publicexpectations.

The case for building new facilities is currently being carefully assessed. This processinvolves the preparation of an extensive business case. The benefits, risks and costsinvolved for a range of options are being assessed, ranging from continuing to manage thecurrent estate without any significant improvements, to providing a new headquarters anda new station with custody facilities within each of the Areas. Other aspects such asprocurement routes and planning considerations are being explored to ensure that theproposed blueprint for the new facilities is both affordable and achievable in the long term.A Blueprint Team has also been set up to ensure that the proposed new facilities will meetoperational and business requirements.

Parkin Trophy

This trophy was presented to the force by CouncillorMrs Jenny Parkin on the occasion of her retirement asChairman of the Durham Police Committee in April, 1993.

The trophy is awarded annually to the member of staff (or team) whose idea is judged tohave the greatest impact on improving the performance of the force. Such ideas may besubmitted as a force suggestion, an efficiency saving or an item of good / best practice.

There has recently been an increase in the number of Polish people settling and lookingfor employment in the Durham Constabulary force area, particularly in Derwentside. As aresult of this, police officers found they were coming into contact with Polish people on amuch more frequent basis and that communicating with these members of the public couldbe difficult due to the language barrier.

Sergeant Paul Scott’s idea of producing a list of commonly used phrases in Polish, forPolice Officers to refer to when interacting with a Polish member of the community, is anexcellent solution to this problem and ensures Durham Constabulary offers a truly citizenfocused service based upon what out customers need.

Chief Constable’s Commendation - Faith HuntingtonA manager who faced a unique administrative task has been honoured by the chief constable.

Following the Community Justice Department’s disbandment Faith Huntington wasresponsible for devising and implementing support services for its two brand newreplacements, the Administration of Justice and Information Departments.

At the same time Faith, acting support manager for both of the new departments, wasdirectly involved in the drafting and implementation of extensive remodelling/modernisationplans for the administration of justice which affected almost half of the department. Shecarried out these activities in addition to her normal day-to-day duties while contendingwith high sickness levels, difficult and challenging inter-agency work with other criminaljustice partners and undertaking a key role in resolving the largest fairness at work enquirythe force has had to deal with to date.

Complaints

A recent Independent Police Complaints Commission (IPCC) Report showed a decrease of18% in complaint cases giving Durham Constabulary the second largest decrease acrossEngland and Wales. For every 1,000 Officers 177 complaints were received, the lowest ofany force in England and Wales with the exception of the City of London, which has a farsmaller resident population.

In addition, the proportion of allegations resolved at a local level has shown a substantialincrease of 50%.

Of the 72 allegations that required further investigation, none were found to besubstantiated.
