Our special edition of Daksha newsletter, delving into the steps taken by Rajasthan Skill and Livelihood and Development Corporation (RSLDC) to address the challenges of unemployment in Rajasthan, once again is delighted to explore the initiatives taken by RSLDC and various milestones achieved to promote and facilitate

large-scale livelihoods for the less privileged people of the State.

During the recent past we have added many feathers in the cap ---- to name a few, RSLDC on November 1, 2018, bagged diamond trophy at the ‘Skilling India Summit Cum Awards’ organised by ASSOCHAM in the category of the ‘Best State in Skill Development’. Earlier, Rajasthan won Best State in Skilling during the Skill India Summit jointly organised by the ASSOCHAM and Ministry of Skill Development and Entrepreneurship (MSDE) consecutively for three times in a row – in FY 2015-16, 2016-17, 2017-18. Moving ahead, the Department of Skills, Employment and Entrepreneurship, Government of Rajasthan, also won the prestigious Platinum Trophy at the 51st SKOCH Award Summit in New Delhi, earlier this year.

Our strategy at RSLDC is long-term growth by providing an impetus to skill training and livelihoods initiatives for the less privileged members of the society such as scheduled tribes and scheduled castes, migrants, and women. RSLDC has also taken up the challenge to ensure gainful and sustainable employment to the State’s youth. In this direction RSLDC has seen a phenomenal growth in the last five years and as a result of its skill-based endeavours the initiative has benefitted over 2.75 lakh youth and number is rising.

The Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) scheme, since its inception, has the placement based incentive mechanism. After the adoption of Common Cost Notification (CCN) by RSLDC, the Employment linked Skill Training Programme (ELSTP) and Pradhan Mantri Kaushal Vikas Yojana (PMKVY) schemes also have incentive parameters to encourage better placement opportunities for the trained youth.

The State Government has also established the country’s first Government Skill University (RISU) with Bachelor of Vocation (B Voc) and Diploma of Vocation (D Voc) training of level five and above. This will boost the skills and employability levels of the youth. Another private skill university – Bhartiya Skill Development University (BSDU) has been also established under facilitation from the State Government. The university is conducting Swiss dual model of training with major focus on hands-on experience and is conducting B Voc and D Voc courses and is also providing an opportunity for PhD programme. All these courses are designed to make a significant difference for the youth, helping them take up a better and sustainable employment in the times to come.

With a special focus on tribal areas and border districts of Rajasthan, RSLDC is also making education accessible to remote areas of Rajasthan to benefit youth. For Pakistani migrants, majority of whom are located in the border districts of Jodhpur, Barmer and Jaisalmer, a special circular has been issued under RSTP scheme and training partners have been directed to conduct the training programmes for their livelihood enhancement. RSLDC has also tied up with many industry players for better training and placement.

RSLDC is a ‘coat of many colours’ searching for perfection for a viable future. THE RSLDC of tomorrow is aiming to become a sensitive entity to achieve constant innovation and a commitment to the future. Our strategy is to grow, expand and improve accessibility of RSLD services every day by facilitating convergence and coordination among stakeholders and enhancing capacities of existing livelihoods intervention agencies.

An organisation reveals a lot of itself by the decisions it makes. Decisions are instruments of change and therefore indicators of direction. They provide not only an insight into how an organisation manages its

activities, but, more importantly, where it is going and how it intends to get there.

At Rajasthan Skill and Livelihoods Development Corporation the focus is long-term. RSLDC manages its activities for long-term growth of the under-privileged members of the society. The Corporation’s decisions and activities reflect this, and so does its performance.

It is well-known that the education system will have to continue to take the lead role to provide the youngsters required skills and training, especially to higher education students. RSLDC is focusing on skilling people and leaving no stone unturned in a bid to achieve its target of skilling the less privileged youth to fit into new market scenario by building a skilling system that embraces changing demands of job market.

Needless to say, the former heads of RSLDC and the present Director of RSLDC Mr. Ngikya Gohain and his team are leaving no stone unturned in promoting appropriate livelihood strategies for the State’s economically weak working population.

Caught between today and tomorrow, comprehending between the present and conceiving the future in a time of enormously involved socio-political and economic contradictions and fantastic scientific discoveries, one has, when speaking about employment and skilling prospects, to take into consideration the entire gamut of influences to which a organisation like RSLDC is exposed. In an experimental age like ours it is difficult and somewhat perilous to pass judgement on works and activities of people or people themselves who are still in the process of moving further.

Looking at the current achievement of RSLDC, however, and considering RSLDC’s consequent strategies one can say it is not depending on luck. It is a capable group of people and they understand too well the meaning of the slogan “success through work”

I hope you take delight in learning about some of the RSLD’s efforts in this direction through this newsletter. Your feedback, as always, is appreciated.

RSLDC WINS SKILL DEVELOPMENT AWARD FOR THE FOURTH YEAR; 2 MORE IN OTHER CATEGORIES

A special flexi MoU scheme is being run by RSLDC to promote innovation and

new ideas, in which industry specific skill training programmes are approved and run in industrial premises.

National Skill Development Corporation (NSDC) partners are also encouraged to participate and apply under various EOIs released by RSLDC. Such Partners are given a green channel in desk appraisal.

Rajasthan Government has forged creative and effective partnerships with various industries to set up advanced labs in

government ITIs and set up Centres of Excellence (CoEs) and run industry specific skill training programme. Many such CoEs have been established:1. Centre of Excellence for Tourism Training

(CETT), Udaipur2. Caterpillar Centre of Excellence,

government ITI, Jhalawar3. Samsung Centre of Excellence,

government ITI, Banipark, Jaipur4. Toyota CoE, Shahpura, Jaipur5. Cairn Centre of Excellence, Jodhpur

Along with CoEs, the Skilling Department has tied up with leading industries to

provide trainings to expose the trainees to the real work environment.

For the fourth year in a row, Rajasthan Skill and Livelihoods Corporation

(RSLDC) has bagged the country’s most prestigious diamond trophy award at the ‘Skilling India Summit Cum Awards’ organised by ASSOCHAM in New Delhi on November 1, 2018.

The Organisation has also won gold award for ‘Best Women ITI’ and Silver award in the category of ‘Best ITI-Skill Development through PPP Model’.

The award was given away by the Union Minister of State for Skill Development and Entrepreneurship, Mr. Ananth Kumar to Mr. Rajesh Yadav, Chairman, RSLDC and Mr. Ngikya Gohain, Managing Director, RSLDC.

Rajasthan Skill and Livelihoods Corporation has won the award in

the category of the ‘Best State in Skill Development’.

The award giving ceremony was attended by key individuals from the sector, including policy makers and regulators from Central and state governments, investors, industry leaders, vocational training experts and representatives from academic institutes.

RSLDC is a nodal agency for skill development and livelihood activities. The Mission of the organisation is to address the needs of rising unemployment in Rajasthan through formulating and promoting appropriate livelihood strategies for the State’s economically weak working population and fulfilling Government’s larger vision of attaining inclusive economic growth.

A MoU was signed between DSEE, GoR and BOSCH during Resurgent Rajasthan

Partnership Summit to set up Bosch BRIDGE Academies (BRIDGE-Bosch Response to India’s Development and Growth through Employability Enhancement) in all 33 District level ITIs of the State.

Under this initiative, which mainly focuses on dropouts and underprivileged youth and trains them towards mainstream

integration, more than 2688 youth, so far, have been trained, and over 2270 youth have been employed in different organisation.

More than 135 batches across 32 ITIs have been conducted under the initiative. The placement of Bosch has been excellent (around 84%).

Taking a leap forward in the similar direction, a new programme especially catering to creating high end and well equipped Wood Engineers in the State was launched at the BOSCH Artisan Training Centre located at Government ITI, Sanganer, and Jaipur. The Centre which is a collaborative effort of DSEE and Bosch will help provide advanced training to the youth in the fields of carpentry and plumbing through the use of advanced labs and latest technology.

Rajasthan Government has also forged creative and effective partnerships with various industries to set up advanced labs in Government ITIs and established Centres of Excellence (CoEs) that run industry specific skill training programme.

Many such CoEs have been created in the State with the support of renowned industries in the last four years.

The Bosch BRIDGE Academies is one such State of the Art infrastructure being set up by Bosch at Government ITI, Sanganer, Jaipur which through its latest technology is not only imparting quality training to the youth of the State in trades like carpentry and plumbing but is also ensuring quality placements in renowned companies.

Recognising the value of fostering acquisition of skills by youth to

enhance their ability to make informed choices with regard to life and work to empower them to gain access to changing labour markets, July 15 was designated as World Youth Skills Day by the United Nations.

To mark the celebration of this special day, the Department of Skills, Employment and Entrepreneurship (DSEE) with the support of Confederation of Indian Industry (CII) has been organising State level and District level events since 2015 with the active involvement of youth, employers/industry, industry associations, skill training providers and district administration.

To further the cause, the Department of Skills, Employment and Entrepreneurship having trained more than 7 lakh youth,

celebrated the World Youth Skills Day 2018 on 14th July, 2018 at State Level. The day was celebrated in districts on 15th July, 2018.

To make skilling more aspirational among the youth of the state, 9 Skill Icons were also felicitated and awarded with a sum of Rs.11,000 each along with a Certificate of Appreciation and Trophy. Also, a sum of Rs 5,000 was awarded to their respective training partners.

Thirty-three brand ambassadors (one from each district) were also felicitated and awarded with a Memento and Certificate of Appreciation.

One Skill Ambassador of the Year was also felicitated in which a youth is selected and awarded on the basis of his/her contribution in the field of self employment.

Among other highlights of the event, website of the First Government University ‘Rajasthan ILD Skills University’ (RISU) was also launched during the event. Literature such as Safaltaki Kahaniya - A Success Story Book of RSLDC and Brochure for RISU were unveiled.

In order to mobilise the rural youth, a Mobile Van was also flagged off for a 3-Day Awareness Campaign spreading the message of skill development among the rural masses of the State.

The World Youth Skill Day event witnessed the presence of senior dignitaries from the Government of Rajasthan, Department of Skills, Employment and Entrepreneurship, Industries, Confederation of Indian Industry, Industrial Training Institutes and training partners successfully skilled youths from all over the State.

World Youth Skills Day 2018, is a call upon the youth of Rajasthan

to participate in skilling and gain employment opportunities and

to make use of the manifold prospects that await them.

Awareness Generation on Migration and Pre-Departure Orientation Workshop was organised to train representatives

of District Administration and recruiting agencies with a purpose to disseminate knowledge and create awareness regarding safe and legal migration. During the two day workshop it was discussed

that dedicated Passport Centres are being set up in the districts of Rajasthan preferably from where large number of migration takes place. In the near future, it is expected that around five lakh passports will be issued through these centres. Also State Level Task Force shall be formed to stop

irregular migration and noose the illegal recruitment agencies. Besides Dedicated Training Centres will be set up in the State with the support of Ministry of External Affairs (MEA) to help train

these migrating workers keeping in mind the needs of the foreign employers so that these workers get better wages and get easily absorbed by other countries.

Rajasthan Pravasi Shramik Kalyan Prakoshth under the aegis of Rajasthan Skill and Livelihoods Development Corporation is acting as a Registered Recruiting Agent which is not only helping in creating awareness among the migrating workforce and safeguarding their interests but is also promoting safe and legal migration in the State thus successfully curbing the problem of illegal migration with the support of MEA.

Earlier, with the aim of reaching out to maximum masses and to promote safe and legal migration, the Department of Skills, Employment and Entrepreneurship conducted an Overseas State Outreach Conference with the support of Ministry of External Affairs last year. The main objective of the conference was to bring together all the stakeholders on one platform so as to make safe and legal migration a priority in the State. A preliminary meeting was held at Kaushal Bhawan for the same which was attended by officials from the MEA, Home Department, Regional Passport Office, Civil and Police District Administration of major labour sending districts of Rajasthan.

Adding to the Vision of Safe and Legal Migration in the State, OPB and RPSKP under the aegis of RSLDC have actively taken following Initiatives:

• Restoration of registration certificate of RSLDC to function as recruiting agent approved by MEA with validity up to April 10, 2022.

• Rajasthan Pravasi Kaushal Unnayan Yojana for organising domain skill training in market driven sectors/trades with the support of MEA, NSDC and MSDE, Government of India.

• Awareness camps and outreach programmes for safe and legal migration at major labour sending districts in collaboration with District Administration (Sikar, Jhunjhunu, Churu, Nagaur and Jaipur) and MEA.

• Awareness Generation on Safe and Legal Migration through electronic media (DD Rajasthan) and District Administration.

• RSLDC and India Centre for Migration, MEA New Delhi jointly organised Training of Trainers for Pre-Departure Orientation in the month of August this year (2018)

• Formation of task force by Home Department, Government of Rajasthan for developing an action plan against illegal migration and to evolve a proper monitoring mechanism in the state of Rajasthan.

• Formulate scheme for resettlement/rehabilitation of returnees from GCC countries.

RSLDC’S BEST PRACTICES HAILED BY NITI AAYOG

NITI AAYOG’S PUBLICATION:

SKILLING FOR EMPLOYABILITY

A book has been released by NITI Aayog titled Skilling for Employability stating the Best Practices in India. Out of the total 17 Best Practices mentioned in the book, three have been selected from Rajasthan:

• Participatory Identification of Poor (PIP)• Skilling of Jail Inmates and Persons with Special Abilities • Convergence Initiatives

The book was published in June, 2017.

MAKING MIGRATIONSAFE AND LEGAL

The State Government has established Overseas Placement Bureau under the aegis of RSLDC to facilitate best placement opportunities to the skilled youth of Rajasthan in Overseas Market and to promote ethical, reliable safe & well managed migration. To support them with welfare & protection activities so that they may feel safe and secure during and after the work tenure.

A two -day workshop on Awareness Generation on Migration and Pre-Departure Orientation was held by Rajasthan Skill and Livelihood and Development Corporation (RSLDC) with the support of Ministry of External Affairs (MEA), India Centre for Migration (ICM) and International Organisation for Migration (IOM) at Jaipur early this year (2018).

GEARING UP FOR NEW SECTORS OF SKILLING

In today’s times, the conventional courses are dying out and a change can be seen in the employment pattern of the market. The industry is reviving itself by adopting new trades

and offering better career opportunities and dropping out the old non suitable job roles. It thus becomes imperative to shift the paradigm of skilling from traditional jobs to demand-based jobs. Keeping this mission in mind, the Department of Skills, Employment and Entrepreneurship (DSEE) has taken big leaps to foster the growth of skilling in the State.

The inclusion of trades for women, transgenders, minority, persons with special abilities, jail inmates, ex-servicemen, LTV Pak migrants to enable mainstreaming of the marginalised sections has also helped the Rajasthan Government’s Skilling Department in its move towards helping rural and economically weaker section of the society to earn and establish livelihoods within their locality, village, districts and city without the need to migrate.

DSEE’s innovative step and special focus on local heritage and fine arts trades and skilling in novice sectors such as junior heritage mistri, purohitya prashikshan, phad painting, therapeutic spa and wellness, dialysis centres and R.O operators, environment friendly sectors and other such sectors the state is experiencing new kind of job openings and a big shift towards entrepreneurship.

The Federation of Indian Chambers of Commerce and Industry (FICCI) organised the 3rd edition of the HR Summit on 12th September 2018 to discuss the challenges in the field

of New Age Human Capital Management.

In the 3rd HR Summit, Ngikya Gohain, Manging Director, RSLDC and Director and Joint Secretary, Department of Skill Employment and Entrepreneurship and MD-Rajasthan Skill & Livelihoods Development Corporation talked about the current scenario of skilling in the State and how it can help to fulfil the increasing gap between the demand and availability of skilled labour and employees. He also highlighted the innovative skilling strategies adapted by RSLDC to meet the rapidly changing Industry and its requirements.

SCHOOL DROPOUTS ROPED IN FOR SKILL TRAINING

MoU Signing with Rajendra and Ursula Joshi Educational Society

An MoU was signed between the Department of Skills, Employment and

Entrepreneurship and Rajendra and Ursula Joshi Educational Society, Jaipur for a pilot project under the title “RUJ Skill Schooling” targeting the rural population of the State.

The project will work towards the skill education of the children, mainly the school dropouts and the underprivileged and will help them gain basic traits, important for earning a decent standard of living, thus curbing the problem of unemployment in the State and will also focus on preparing

and integrating the children in the future workforce and social infrastructure along with providing necessary basic school education and practical training of different vocational skills.

The project will have four stages and the skill training will later be extended to as many as 10 trades. All the courses under the programme will be NSQF aligned. Also the Department has joined hands with 24 Sector Skill Councils to assess and certify youth under different trades and courses.

PMKVY SCHEME UNVEILED IN RAJASTHAN

DDU GKY SCHEME6TH PHASE BECOMES OPERATIONAL

SKILL DEVELOPMENT CENTRES UNDER PMKVY & DDU GKY LAUNCHED BY SECRETARY, MSDE

Bringing scale and speed along with standard to the existing skill ecosystem, the State of Rajasthan, with due support from the Ministry of Skill Development and Entrepreneurship (MSDE), witnessed the digital inauguration of 10 new Skill Development Centres under the

State Engagement Programme of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and another seven centres under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU GKY). These were announced in the gracious presence of Dr. K.P Krishnan, Secretary, MSDE amongst other key dignitaries from the State.

In addition to these announcements, the State also saw the successful implementation and certification of students under the Propeller Programme in three Government Industrial Training Institutes (ITIs) of Jaipur. The programme focussed on developing English communication skills for employability based on the Common European Framework of Reference for Languages (CEFR).

One and a half month-long programme helped almost 75% of the students made a significant improvement in spoken English, while 33% of the students achieved one CEFR level progress. Also seven out of ten top performers on the widely used English learning App, “Hello English”, were Propeller students from Jaipur ITIs.

Rajasthan Skill Livelihoods Development Corporation signed MoUs with Project

Implementation Agencies (PIAs) on 17th September 2018 and marked the initiation of 6th Phase of DDU GKY Scheme in Rajasthan State.

Sh. Ngikya Gohain, Director and Joint Secretary, DSEE and MD-RSLDC said that after inviting proposals from all PIAs around

the country 36 have been selected for the 6th Phase out of which MoU with 31 have been signed already.

DDU GKY - A Centre Sponsored State Managed Scheme has shown a tremendous success in the past phases and has played an important role in the Skilling Arena of Rajasthan. The total target sanctioned for this phase under the scheme is 22,875

youths out of which as a mandate minimum 16,013 youth are to be placed as well. For the session 2018-19, the annual target sanctioned is for the skilling of 9,725 youth and 6,808 for the placement of skilled youth under the scheme.

Till Now 40,528 youths have been skilled under the DDU GKY Scheme and 3,999 are under training.

Team RSLDC with the Selected PIAs after signing of the MoU

Confederation of Indian Industry (CII) and Department of Skills,

Employment and Entrpreneurship (DSEE) jointly organised the 11th edition of the Skills & HR conclave early this year (2018) to discuss and understand the challenges and avenues in the field of skilling.

In the conclave, special emphasis was laid on creating a talent pool of youth who can bridge the gap between industries and human resources for which major paradigm shift is required in the prevailing formal and informal education system in India. It is at this juncture that imparting skill education becomes imperative.
