Safety Management System
• ICAO Annex 19• Safety management system
(SMS). A systematic approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures.
• Safety. The state in which risks associated with aviation activities, related to, or in direct support of the operation of aircraft, are reduced and controlled to an acceptable level.
5
Safety Management System
• Process regulation provides a minimum level of protection against hazards that threaten safety, with overall effectiveness limited by technical, organisational, environmental and human factors
• A safety management system provides a higher level of safety by supporting and extending the protection afforded through process regulation alone.

– includes specific guidance for MDOA holders
• safety assurance• safety promotion
8
Safety Management System• Organisation's safety policy and objectives:
– a nominated Accountable Manager, who will be accountable to the NMAA for the Organisation’s SMS
– the Accountable Manager’s commitment to the SMS– the appointment and responsibilities of key safety personnel– relevant third party relationships and interactions– the coordination of emergency responses;– SMS documentation.
• Safety risk management system:– hazard identification– risk assessment and mitigation processes for the mitigation of risk or identified
hazards.• Safety assurance system:
– safety performance monitoring and measurement– the management of change– continuous improvement of the performance of the SMS
• Safety promotion system:– education and training– safety communication

Safety Management System
• Assessment– ICAO based
– Safety Management International Collaboration Group (SMICG) based
– Uses responses from all levels of the organisation
• Note: A lack of rating in a indicator does not infer that an SMS is unsafe; it may mean that the associated SMS element is being implemented and/or developed.
