The Order of Collingwood is an annual time-honoured tradition recognizing exemplary volunteerism within the community.The Purpose of the Order of Collingwood is:To recognize exemplary volunteer achievements by people who improve social, well-being, natural or cultural environment, or recreational character ofthe Town of Collingwood. This awards program recognizes the vital role of volunteers whose contributions strengthen the Community Based Strategic Planthrough fostering the community’s goals, making Collingwood an enviable place to live, work, and play.Nomination Criteria:

1) Order of Collingwood• Must volunteer in the Town of Collingwood, to the primary benefit of the Collingwood community, and have received no remuneration or financial

benefit from the volunteer participation or service;• Nominees do not need to be a resident of the Town of Collingwood, as long as the volunteer contributions benefit the community and residents of

the Town of Collingwood;• Volunteer contributions of a nominee must have been made on a continuous basis over a period of time not less than two years with the

exception of youth volunteerism;• Must not be a member of the current Municipal Council;• Awards may be awarded/presented posthumously.

2) Companion of the Order• Same as above, however, only awarded to former Order of Collingwood recipients, who through their continued volunteer efforts improve the

overall character in Collingwood for a period not less than five years.

NoticesNOTICE OF PASSING OF A ZONING BY-LAW BY THECORPORATION OF THE TOWN OF COLLINGWOOD

TAKE NOTICE that the Council of the Corporation of the Town of Collingwoodpassed By-law No. 2018-083 on the 15th day of October, 2018 under Section 34 of thePlanning Act, R.S.O. 1990, c. P. 13, as amended.

Amending Zoning By-law No. 2018-083 (Town File No. D14718) pertains to severalparcels of land located immediately northeast of the High Street and Second Streetintersection and northwest of the Second Street and Elm Street intersection. The subjectlands have frontage of approximately 163 m on High Street, 128 metres on Second Streetand 93 metres on Elm Street and an overall area of approximately of 1.57 hectares. Thelands are legally described as Lots 4 to 16, 19 and 20 of Registered Plan 1541, Townof Collingwood, County of Simcoe and are currently, municipally addressed as 1 HighStreet, 4 Murray Court and 130 Elm Street.

THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to amendthe Residential Fourth Density Exception Seven (R4-7) to add a School and a Life SkillsCentre as additional permitted uses for the ground floor of the apartment currently underconstruction and municipally addressed as 485 Second Street.

EFFECT OF WRITTEN AND ORAL SUBMISSIONS ON DECISION: Public comments,as summarized in the Planning Report, were considered as part of the decision-makingprocess.

AND TAKE FURTHER NOTICE that any person or agency may appeal the By-law to theLocal Planning Appeal Tribunal by filing with the Clerk of the Corporation of the Town ofCollingwood, not later than the 14th day of November 2018, an appeal form setting outthe objection to the By-law and the reasons in support of the objection, accompanied bythe fee required by the Tribunal in the amount of $300.00 which must be in the form of acertified cheque or money order payable to the Minister of Finance. If you wish to appealto the Tribunal, a copy of an appeal form is available from the Tribunal website.

Only individuals, corporations and public bodies may appeal a by-law to the LocalPlanning Appeal Tribunal. A notice of appeal may not be filed by an unincorporatedassociation or group. However, a notice of appeal may be filed in the name of anindividual who is a member of the association or group on its behalf.

No person or public body shall be added as a party to the hearing of the appeal unless,before the by-law was passed, the person or public body made oral submissions atthe public meeting or written submissions to the council or, in the opinion of the LocalPlanning Appeal Tribunal, there are reasonable grounds to add the person or public bodyas a party.

NOTICE OF COMPLETE APPLICATIONCONCERNING A PROPOSED ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the Town of Collingwood has received anapplication for a Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O. 1990, c.P. 13, as amended. This application has been deemed to be a complete submission under Section34(10.4) of the Planning Act.

A public meeting to hear the planning merits of this application has not yet been scheduled.

The proposed Zoning By-law Amendment pertains to land legally described as Part of Lots 48,49 & 50, Concession 11, Town of Collingwood, County of Simcoe. The land is approximately37.2 ha (92 ac) in area and is municipally addressed as 11664 Highway 26. This project is calledBridgewater On Georgian Bay (Consulate).

THE PURPOSE of the Zoning By-law Amendment is to rezone the land from four (4) Residentialzones (R3-5, R3-12, R3-23 & R3-24) to one (1) Residential Third Density Exception (R3-E) zone.

THE EFFECT of the Zoning By-law Amendment is to create an R3-Exception zone for a residentialplan of subdivision with a maximum of 655 dwelling units. The dwelling types will be group orclusters of single detached, semi-detached, townhouses and one (1) apartment dwelling. Theapartment dwelling would also be subject to specific zoning setbacks.

The property is subject to a draft approved Plan of Subdivision (Town File No. CWT-2010-002)and an application has been received to revise and further extend that approval (Town File No.D1203118).

ANY PERSON may attend the future public meeting and/or make written or verbal representationeither in support of or in opposition to the proposed Zoning By-law Amendment.

If you wish to be notified of the decision the Town of Collingwood on the proposed Zoning By-lawAmendment you must make a written request to Ms. Sara Almas, Clerk, Town of Collingwood,P.O. Box 157, 97 Hurontario Street, Collingwood, Ontario, L9Y 3Z5.

If a person or public body would otherwise have an ability to appeal the decision of the Councilof the Town of Collingwood to the Local Planning Appeal Tribunal but the person or public bodydoes not make oral submissions at a public meeting or make written submissions to the Town ofCollingwood before the by-law is passed, the person or public body is not entitled to appeal thedecision.

If a person or public body does not make oral submissions at a public meeting, or make writtensubmissions to the Town of Collingwood before the by-law is passed, the person or public bodymay not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunalunless, in the opinion of the Tribunal, there are reasonable grounds to do so.
