Message to the Community:

Greetings! We are pleased to present you with this annual reporthighlighting the mission and services of your Community Foundation. Weexperienced many areas of growth in the Foundation in 2009 – buildingbridges across generations and connecting communities throughoutDeKalb County, which you will see reflected in the pages ahead.

Our board crafted a vision for the Community Foundation which is to bea philanthropic leader as we partner to build strong communitiesthroughout DeKalb County. Evidence of this in 2009 includes:

Endowments & Donor Services Several donors and organizationscontinue to embrace the value of endowment to meet their charitablegoals. With nine new funds and nearly $1 million in contributions in2009, our services to donors help to ensure that we have a strongphilanthropic resource for DeKalb County’s quality of life. We continue towork to meet the goal of raising $2 million in order to receive a dollar fordollar match of $2 million from the Grand Victoria Foundation as part ofour Vision for a Thriving Community Campaign. See page 21 for details.

Stewardship With the progress toward our overall economic recoveryand some stability, our investments gained 31% in 2009, helping raisefund balances back toward pre-recession levels. We formed aGovernance Committee of our Board of Directors that will overseeFoundation policies and focus on board and overall organizationaleffectiveness of the DCCF. Our board also went through a StrategicPlanning exercise in 2009. We are implementing the priorities of the plan,which can be found on page 22 of this report.

Grantmaking We continued to distribute over $1 million in grants andscholarships in 2009, despite coming off of lowered fund values. We arecommitted to continuing to meet needs throughout DeKalb County bygranting out of the charitable endowment funds established by our donorsover the years. We are thrilled that the 24 high school youth that servedas our inaugural Youth Engaged in Philanthropy (YEP) group awardedover $10,000 in grants to DeKalb County organizations that will partnerwith youth and build Developmental AssetsTM. This initiative builds bridgesacross generations by teaching youth the importance of philanthropy andhelping them expand their horizons.

Community Initiatives We continue implementing our CommunityWorks Impact Plan, in which we are supportingand promoting growth in the areas of child care, land use, and workforce development in DeKalb County. OurLand Use Committee, in particular, is connecting communities throughout the County by learning what their landuse priorities and planning needs are and positioning our resources to help meet those needs. We are gratefulto the many partners and funders who are giving of themselves for CommunityWorks to be successful.

We invite you to become a part of the Foundation….by seeking a grant to help you to serve DeKalbCounty….through a contribution to one of our existing funds that matches your charitable interests….or by settingup a fund yourself that helps leave your legacy in DeKalb County and sustains our quality of life!

Grantmaking is one of our key roles – matching donor intent withcommunity need! Over the years, our grant numbers have steadilyrisen, and, during each of the past four years, we have distributedgrants and scholarships surpassing $1 million. In all, your CommunityFoundation has granted $11.75 million since it began in 1993.

DeKalb County Sheriff’sDepartment“The ‘Care Trak’ project isdesigned, through voluntaryparticipation, to locate individualswho wander away from homebecause they suffer fromAlzheimer’s disease, Down’ssyndrome, Autism or other specialneeds,” stated DeKalb CountySheriff Roger Scott. The DeKalbCounty Community Foundationgranted $2,500 in the fall of2009 to assist in the purchaseof “Care Trak” technology.The technology providestransmitter bracelets for peoplevulnerable to wandering due tospecial needs. The transmittersallow specially-trained andequipped law enforcement andfire personnel to locate thosewearing the bracelet. The Sheriff’sDepartment received additionalfunds from other sources thatallowed for partnerships withDeKalb Police and Waterman FireDepartment to train and utilizetransmitters. “There has been apositive reaction to this project”stated Sheriff Scott.

Northern Illinois Food BankThe DeKalb County CommunityFoundation granted $7,000 in thefall of 2009 to the Northern IllinoisFood Bank to continue its BackPackProgram, which provides nutritiousfood for low-income children.At the end of each school weekfrom October through June,children at risk of chronic hungerreceive a backpack filled withnon-perishable, child-friendly foodto take for the weekend. TheBackPack program was firstimplemented at Chesebro andJefferson Elementary schools inDeKalb, but has expanded to five

other schools in DeKalb County.In late February, representativesof the DeKalb County CommunityFoundation watched students atChesebro Elementary crowdaround the backpacks to be senthome. The school staff and

administrators refer to this groupas the “backpack club,” whichhelps students feel like they arepart of something special and“cool.”

“It’s good to be here in person tosee where the rubber hits theroad,” DeKalb County CommunityFoundation Board Member TimDunlop commented as childrenclamored around the backpacks.“It’s a great experience.”

Each child receives a loaf ofbread and enough food for 3meals per day for 3 children. Thefood in the backpacks varies bythe week, but typically includesitems like rice, peanut butter,applesauce, jelly, spaghetti sauce,pasta and more. Thirty volunteersper week sort and pack the foodinto separate balanced andnutritious meals. From October toMarch, the program provided1,800 food-filled backpacks toDeKalb County children,amounting to over 32,000 meals.

When asked about which fooditems are the favorites, onestudent exclaimed, “Mac andcheese!”

“The kids feel good when theybring home food because theyfeel like they are playing a role inkeeping things going when timesare tough and we are struggling,”said a parent of one student.“It gives them both a sense of

responsibility and accomplishmentbecause this is something they dofor us as a family.”

DCCF’s 2009 grant to support theBackPack program comes on theheels of a Community Needsgrant in 2008 for $10,000 thatalso supported the program.“Our grants committee felt thatthis was an extremely worthycause,” said Deanna Cada,program manager at the DeKalbCounty Community Foundation.“That’s why they ultimatelydecided to continue support forthe (BackPack) program.”The Northern Illinois Food Bankexpressed gratitude for thecontinued partnership andsupport of the Foundation, statingthat without the grants, theprogram would not have beenimplemented in DeKalb County.

Shabbona-Lee- Rollo HistoricalMuseumThe Shabbona-Lee-Rollo HistoricalMuseum is committed to servingboth a local & global community,local students and volunteers.In the fall of 2009 the museumreceived a $15,000 grant fromthe DeKalb County CommunityFoundation to offset the cost ofbuilding a handicap-accessiblerestroom on the lower level of themuseum. According to KimberlyFreund, Curator, “Without thegrant the museum would losevaluable volunteers and patronswho are not able to maneuver thestairs to the upper floor restroomand research room.” The main

floor of the museum includes alarge exhibit area while theresearch and library are locatedupstairs.

The collection of records includesobituaries, cemetery books,marriage information, censusrecords, Shabbona newspapers,biographies, and much more.The construction of the bathroomallowed for computer space onthe main floor as well, giving themuseum efficiency in space andresearch areas.

Barb Hulseberg first heard about the Community Foundation throughnewspaper articles describing how Charlie and Mary Roberts establishedthis charitable resource for DeKalb County. She was further inspired bylearning about the Clifford and Marjorie Danielson Fund, established inthe mid 1990’s in honor of Mr. and Mrs. Danielson and their contributionsto DeKalb County. Mr. Danielson was a respected and admired friend ofher husband, Tom Hulseberg.

Barb visited the foundation office to discuss making a contribution to theDanielson Fund. A few days later, her husband Tom died suddenly.Despite the tragedy felt by Barb and her family, she decided to create afund to honor the memory of her husband.

Thomas A. Hulseberg was an extraordinary man. He owned a paintingand decorating business for 25 years in Sycamore; was a member of the

U.S./Illinois Snow Sculpting Team that competedsuccessfully in several countries, including representingthe USA at the 1994 Winter Olympics in Lillehammer,Norway by carving an abstract sculpture as ademonstration sport; he was an avid reader andcollected modern and rare first editions; was describedas “an art collector and enthusiast with an endlessknowledge and appreciation of the visual arts”; and

most importantly, Tom was a man who embraced people and ideas anddeeply loved his family.

The Thomas A. Hulseberg Fund is a Donor Advised Fund within theCommunity Foundation. It provides a payout every year, in which Barband her children John and Mary can advise/direct the grants distributedfrom the fund to charitable organizations of their choice. It provides aflexible way for donors to support the causes that mean the most to themand respond to changing community needs.

The Hulseberg family is grateful to be able to ‘pay it forward’ through thisfund. The Community Foundation is grateful and honored to hold acharitable fund for the Hulseberg family that not only pays loving tributeto a wonderful dad, but helps organizations in DeKalb County receivefinancial support to maintain quality services for our communities.

The trust and familiarity of the boardmembers of the foundation helped make itan easy decision, knowing that they will begood stewards of her gift.

In addition to NIU, Sally supports athletics,performing arts (especially music andtheatre), and education throughout DeKalbCounty. Unrestricted endowment fundsare the best vehicle for broad-basedcommunity philanthropy.

The power of endowment is that thesefunds grow through investment whiledistributing a portion of their value ingrants every year. They meet today’s needsand help sustain the quality of life of our community’s future. Sally’s giftof a $1 million endowment fund will distribute approximately $50,000in grants every year. Assuming certain financial conditions, in 25 yearsthat $1 million gift will have a market value of $2,033,000, distributeannual grants of $94,000, and will have granted a total of $1,458,371!

The Community Foundation is grateful to Sally for her foresight andgenerosity. Her fund will continue in perpetuity, in Sally’s name, to benefitfuture generations of DeKalb County residents, including many Huskies!

Sally Stevens is a Huskie through and through! Having worked forNorthern Illinois University as Secretary to the President from 1964-1996,NIU students have a special place in her heart. She invested early on inthe successful futures of NIU students by creating a scholarship fundto benefit university students. Sally is also part of the Cornerstone Societyat NIU.

As a childhood playmate of Mary Roberts, Sally had a great deal ofaffection and respect for the Roberts family. She watched with interest asthe Community Foundation was created by them and started providinggrants throughout DeKalb County in a variety of interest areas. Sally knewthe importance of a connection between a strong University and a strongCommunity.

In 2004, Sally took a bold step to ensure that DeKalb County’s quality oflife would continue to be enhanced by taking out an insurance policy for$1 million to benefit the Community Foundation. The annual premium istax deductible! The Sally Stevens Community Fund will be an unrestrictedfund, in which the annual payout will be used by the Foundation Boardto meet on-going needs in the areas of arts and culture, education,community development, and health and human services.

The Child Care Vision Committee’s primary goal is to increase thequality, availability and affordability of child care in DeKalb Countywhile increasing the support of the business community.

continued their partnership to fund the 4-C Quality Rating System(QRS) Specialist position held by Stephanie Saville.

� As a result of this work of, by the end of 2009, seven child carecenters received either a Star 2 or Star 3 rating, one centercontinues to work actively toward receiving a Star rating, and$182,239 in additional revenue was received by centers from thestate of Illinois as a result of their Star rating.

� $10,000 in Quality Enhancement Grants was awarded to six childcare centers to increase preparedness for star rating and/oraccreditation.

� In June 2009 co-hosted a DeKalb County Economic DevelopmentCorporation business roundtable with 4-C; “A Look at Quality ChildCare and its Linkage to Economic Development”.

The Land Use Committee’s primary goal is to provide tools for keyDeKalb County decision-makers so that future land use decisions areinformed, wise and serve the common good.

for teaching soft skills� The soft skills identified by the DeKalb County stakeholders align

educational community to identify strategies for developing softskills for all youth

� Creation of the Soft Skill Enhancement Committee to facilitatecommunication with middle school educators and businessrepresentatives. The committee is developing a new grant programs tosupport educators in enhancing soft skills.

Youth Engaged in Philanthropy kicked off in 2009 with 24 youth representing 6 area school districts. The YouthEngaged in Philanthropy (YEP) initiative is a youth program that teaches young people leadership skills andthe importance of community involvement and philanthropy. The youth meet on a monthly basis to learn aboutthe 40 Developmental AssetsTM, personality types, group consensus and grantmaking. The YEP membersparticipated in outreach activities such as the Altrusa Spelling Bee, Bowl For Kid’s Sake and the SycamoreCinco de Mayo celebration. The youth developed grant guidelines and application for the YEP Grants andaccepted applications starting in January 2010. 14 organizations applied for YEP grants requesting a totalof $29,206. The youth had $11,250 to grant, thanks to the inception of the DeKalb County Youth GrantmakersFund supported by the estate of Helen Bozivich, and generous donations from two private donors. The youthdeliberated thoughtfully and intelligently and determined the 2010 YEP grant recipients to be:

What is the CommunityWorks Endowment Fund?A permanent, endowed fund that provides grant dollars for ourCommunityWorks Impact Plan strategies in the areas of child care, landuse, and workforce development.

� The workforce development strategy builds soft skills (i.e. self-motivation, resolving conflict) in middle school youth, increasingtheir ability to compete in the global marketplace

� The CommunityWorks Land Use Committee meets with each DeKalbCounty municipality regarding land use priorities and designs toolsand resources to assist them in their land use decisions

What is the Administrative Endowment Fund?A permanent, endowed fund that supports operating needs.It’s a “financial foundation” for the Foundation.

Why is it important?� The Community Foundation’s pillars of service to DeKalb County

include Endowment & Donor Services, Stewardship, Grantmaking,and Community Initiatives

� Community Foundation staff provide support to the CommunityWorksinitiative and other projects in the community….which needs arevenue source

The Community Foundation board and staff spent much of 2009 reflectingon our identity, vision for the future, services, uniqueness, andopportunities. Foundation’s mission and services

� Encourage organizations to establish endowment funds to provide astable revenue source and vehicle for their donors to support them

� Provide professional advisors with information about the CommunityFoundation and options for charitable funds that their clients canestablish

� Attract contributions to CommunityWorks and AdministrativeEndowment Funds through the Vision for a Thriving CommunityCampaign as well as the DeKalb County Youth Grantmakers Fundto provide greater financial resources to advance our key initiatives

Stewardship� Create a Governance Committee to increase the DCCF’s

organizational and board effectiveness

� Increase communication and interaction with our donors, grantees,and community stakeholders to promote transparency and a greatersense of involvement

Grantmaking� Expand our ‘Grants In Action’ follow up and evaluation in order to

demonstrate the impact of grantmaking

� Support our Youth Engaged in Philanthropy group to develop grantguidelines and an application to facilitate their annual grant awards

� Assess the efficiency and effectiveness of our existing grant programsand make appropriate modifications

� Conduct a proactive grantmaking analysis and decide on futurepriorities

Community Leadership� Prioritize current community leadership activities and create a

decision-making process for future commitments

� Establish a donor education program to connect ourcommunity leadership work to donors
