APPL is pleased to welcome Hiawatha Interpretive Association as our newest
Standard member. The association serves the USDA Forest Service at Hiawatha
National Forest and the National Parks Service at Pictured Rocks National Lakeshore.
Their Board President, Danita Rask, will serve as APPL’s main contact.
APPL members – it’s time to renew for 2014. This year we have moved to an online
renewal system. To renew your organization’s membership for 2014 click here and enter
the user name and password provided in the email you received in early November.
As recognition of the unnecessary financial, human resource and public relations
obstacles many of our member organizations encountered as a result of the federal
government shutdown we are reallocating some of our resources to deliver two additional
member benefits in the coming months:
APPL members will receive a special rate of $400 for early registration to the 2014
APPL Partnership Convention and Trade Show – a $50 savings off our usual member
rate and $175 off the nonmember rate - when you renew by January 10, 2014.
APPL members are invited to participate in a free webinar series the week of December
9. These online sessions will focus on topics related to emergency preparedness and
will be based on responses to our post-shutdown survey.
Dues payment plans, allocated over three installments, are available upon request by e-
mailing [email protected]. Your membership also qualifies you to apply for scholarships to
the APPL Partnership Convention and Trade Show and other training programs. Learn
more by clicking here (username and password required). Please note that the deadline to
apply for scholarships to attend the 2014 Partnership Convention and Trade Show in
Albuquerque, NM is December 13.
If you have questions about your 2014 renewal or member benefits, please do not

Federal employees have until January 15 to support APPL through the Combined Federal
Campaign (CFC) with a pledge to #12051. Due to the government shutdown the Office of
Personnel Management has extended the campaign solicitation deadline. Your CFC contribution to
APPL will help us strengthen public land partnerships by providing training and resources to the
growing network of nonprofits working to build awareness and appreciation for America’s treasured
natural and cultural heritage. APPL participates in the CFC as a member of the Conservation and Preservation Charities of
America, a federation of America’s top organizations working to protect and restore the Earth's natural environment and
historic treasures. APPL is a proud recipient of the Independent Charities of America Seal of Excellence for quality
administration and program activity. If you have questions about donating to APPL through the CFC, contact your

In an effort to assist with organizational preparation in the event of another government shutdown, APPL is
offering a Webinar series, Preparing for the Future: Learning from Shutdown 2013, designed to explore best
practices and lessons learned from the most recent one. The series is free for all APPL member organizations.
Join us December 10–12 as we aim to counter the effects of another potentially damaging event and begin to prepare …
in case it happens again.
Webinar 1:
Building Your Operating Reserves
Tuesday, December 10, 2013, 1:00 - 2:00 p.m. ET
In these days of economic constraints, setting cash aside for
a "rainy day" may seem like a luxury. As recent events
have confirmed, however, operating reserves are a
necessity in preparing for the unknown. This webinar
outlines the best practices and processes for building
sufficient reserves.
Webinar 2:
External Relations (Communication & Planning)
Wednesday, December 11, 2013, 1:00 - 2:00 p.m. ET
To paraphrase the old adage, no organization plans to fail,
they just fail to plan. Through theory and real-life
situations, you’ll learn what to include on your “to-do” list
to prepare for the unexpected.

Webinar 3:
Advocacy
Thursday, December 12, 2013, 1:00 - 2:00 p.m. ET
The public lands community needs to speak out. Congress
needs to hear specifically about what public lands mean to
the American people and how its actions impact those
lands, its nonprofit partners, and surrounding communities.
Come hear what YOU can do to contribute to the cause and
how to engage your stakeholders in advocating on your
behalf as well.

APPL recently participated in the following capacity building activities:
NPS Northeast Region National Heritage Area Workshop: On November 20 and 21, APPL traveled to Pottstown,
Pennsylvania for a workshop, held in the heart of the Schuykill River National Heritage. The training, conducted in
conjunction with Liz Madison Consulting and LaSalle University, focused on organizational sustainability.
WMIA/NPS Partnership Assessment: On November 21–23, APPL traveled to Antietam National Battlefield to consult
with Antietam and Monocacy National Battlefields, and Western Maryland Interpretive Association, the nonprofit
partner. The intent of the assessment was to build on successes within the partnership with an eye on the future for all
involved.

Bridge To Tomorrow News
APPL’s Bridge to Tomorrow (B2T) program provides young leaders an opportunity to develop their
professional network and learn more about public land partnerships.
The Bridge to Tomorrow application deadline for 2014 has been extended until December 13.
APPL’s Bridge to Tomorrow (B2T) program provides young leaders an opportunity to develop their
professional network and learn more about public land partnerships. This two year developmental leadership program
seeks to include emerging leaders in the conversation about the value and future of public lands and public-private
partnerships. The program includes a signature project, convention presentation, convention networking, mentoring
opportunities, and career development resources by working with other B2T members throughout the year and attending
the yearly APPL Convention.
Begun in 2009 the program is funded jointly by APPL’s Next Generation Fund, members, and partners. Applicants
should be young professionals, college students, or volunteers (18-30 years of age) associated with a public land
organization, program, or land management agency.
Previous B2T participants are welcome to re-apply. Participants are responsible for their own expenses to attend and
participate in the Convention. Thanks to the generous donation of APPL member organizations and partners, scholarships
are available to applicants of APPL member organizations based on need and/or previous APPL scholarship awards. If
requesting scholarship funds, please complete the scholarship section of the application. Requests for a scholarship are not
a guarantee of funding.
The application can be found here. Contact Alex Vidal with any questions.
Do you know any young professionals/leaders involved in public lands? If so, please forward this information to them
for a chance to get involved in our newly redesigned Bridge to Tomorrow (B2T) program.

AGENCY NEWS
The Department of the Interior has completed its multi-year project to replace and integrate the acquisition,
financial, and management systems of the department and its bureaus. With deployment of the Financial and
Business Management System (FBMS) to the Bureau of Reclamation, all of the Department’s business operations are now
utilizing this enterprise management system.
The system creates a modern business environment by delivering integrated core financials, budget execution,
acquisition, personal property, fleet management, real property, travel, financial assistance, and enterprise management
information and reporting.
Full deployment marks successful conception and deployment of an enterprise-wide business management solution for
the entire department. Employees are able to more rapidly access information, reduce duplicative data entry, manage end-
to-end transaction processing, and support transparency of financial transactions, contracts and grants.
The FBMS has led to improved business operations. In the process of implementing the new system, the Department
identified 82 legacy systems for decommissioning. With each deployment, Interior has enhanced the capabilities of FBMS
and improved business processes in information management security and internal controls; transparency; cost
information, tracking and auditing capabilities; reporting capabilities; data integrity and retiring aging and unsupported
legacy systems.
Bureau of Land Management
President Obama has nominated Neil G. Kornze as Director of the Bureau of Land Management (BLM). Kornze
has led the BLM since March 1, as Principal Deputy Director, overseeing its conservation, outdoor recreation and energy
development programs.
The Bureau of Land Management (BLM) recognized two of their interpreters and educators from Idaho and
Wyoming for their outstanding work on employee-conducted programs that enhanced public appreciation and
understanding of the natural and cultural riches on our public lands, as well as management issues in the context
of the BLM’s multiple-use mission. The awards were presented at the National Association for Interpretation (NAI)
National Workshop, held on November 7, in Reno, NV.
BLM Nevada State Director, Amy Lueders presented the awards to Holly Beck, of the BLM Bureau Field Office in
Idaho; and Kathi Fine, of the BLM Rock Springs Field Office in Wyoming.

Each of this year’s winners did exceptional work with partners and communities to create meaningful interpretive and/or
educational experiences and materials for public land users. This was the 18th year for the Excellence in Interpretation or
Education Awards. Details on the winners are available here.
National Park Service
The National Park Service has begun the development of State of the Park reports to communicate complex
information about the condition of priority park resources and values to visitors, the general public, NPS
managers and staff, and partners.
Each report provides short summaries of the condition of the park’s natural resources, cultural resources, visitor
experience, and park infrastructure. The goal of Call to Action item 28, “Park Pulse,” is to produce 50 State of the Park
reports by the time of the Service’s centennial in 2016 in order to “assess the overall status of park resources and use this
information to improve park priority setting and communicate complex park condition information to the public in a clear
and simple way.”
The purpose of the State of the Park report is to:
Provide visitors and the American public a snapshot of the status and trend in the condition of a park’s priority
resources and values;
Summarize and communicate complex scientific, scholarly, and park operations factual information and expert opinion
using non-technical language and a visual format;
Highlight park stewardship activities and accomplishments to maintain or improve the state of the park; and
Identify key issues and challenges facing the park to help inform park management planning.
John Piltzecker has been selected as the next superintendent of Statue of Liberty National Monument and Ellis
Island. Piltzecker will replace David Luchsinger, who will retire on January 3rd.
Mary Risser, Superintendent of Dinosaur National Monument, has been selected to serve as Superintendent of
Natchez Trace Parkway. Risser is currently on assignment as Acting Deputy Regional Director and Chief of Staff for the
Intermountain Region of the National Park Service until the end of November. She also serves as the Chief of Staff for the
Intermountain Region.
Sue Masica has been named as the Service’s Intermountain regional director. Masica, who serves as the Alaska
regional director, assumes her new position in Denver in January.
Dennis Reidenbach will retire in early January after a 37-year career with the federal government. Reidenbach
spent 30 years with the National Park Service, the last six years as the Northeast Region director based in Philadelphia.
Deputy Regional Director Mike Caldwell will guide the Northeast Region until a successor is named by Director Jarvis.
Park Ranger Jane Farmer from Natchez Trace Parkway in Mississippi is the 2013 recipient of the National Park
Service’s Freeman Tilden Award for interpretive excellence. The honor recognizes Farmer for her role in connecting
American Indian students to their ancestral homelands in the park.
The new Mount Rushmore quarter was released at a ceremony in Custer, SD, on November 6th.
The Mount Rushmore quarter is the 20th coin in the America the Beautiful Quarters® Program, the United States Mint’s
12-year initiative to honor 56 national parks and other national sites across the country. The design of the Mount
Rushmore quarter was inspired by historic photos of men putting the final details to Thomas Jefferson's face.
Free lesson plans based on the America Beautiful Quarters Program are available at www.usmint.gov/kids/teachers/.
U.S. Army Corps of Engineers
The Volunteer and Partner Involvement in the National Wildlife Refuge System from the Community
Partnerships Implementation Team is now finalized and available here.
It was developed by the Community Partnerships implementation team to enhance the effectiveness of volunteer
programs, Friends organizations, and community partnerships within the Refuge System. The four major goals include
increasing volunteer management capacity at field stations, connecting with and engaging a wider cross section of the
American public supporting both active Friends partnerships as well as vibrant community partnerships. As an initial

Association of Partners for Public Lands News and Notes December 2013 page 6
effort, the plan recommends adding 40 full-time volunteer coordinators at highly visited refuges or at refuges located
close to urban areas. The 2010 reauthorization of the Volunteer and Community Partnership Act encourages and provides
authority for hiring additional volunteer coordinator positions.
USDA Forest Service
The U.S. Forest Service now offers access to a variety of visitor maps for people using Android and iOS devices.
The digital maps are part of USDA’s work toward reaching President Obama’s initiative to create a paperless government
that also provides the American public with better, more accessible information. Online customer surveys also indicated a
desire for more online products and information, such as maps. The Forest Service is currently working on the first phase
of a website redesign, expected to debut early in 2014, which centers on a map-based tool for planning trips to our
nation’s forests, grasslands and other special places.
The PDF Maps Mobile App, developed by Avenza Systems Inc., is available as a free download from iTunes and the
Android Play Store. The app provides access to Forest Service maps, such as motor-vehicle-use maps, which are free
while pages from national forest atlases are 99 cents and forest visitor maps are $4.99. Prices are pending for other agency
maps.
Paper maps are still available for purchase online at the National Forest Store.
CONVENTION NEWS The Art of Partnerships: 2014 APPL Partnership Convention & Trade Show, February 23-
27, Albuquerque, NM. Details are available at www.appl.org
In addition to the pre-convention sessions, APPL will also offer roundtables on Sunday, February 23 from 3–5 p.m.
offering in-depth exploration and discussion regarding various areas of interest to nonprofits and their agency
partners. Roundtables are included with attendee registration, however pre-registration is required.
Board Members’ Roundtable: Purposeful Boards, Powerful
Results
Susan Schroeder, Grand Canyon Association (APPL
Training Corps)
Christine Muldoon, Grand Canyon Association
Boards have issues and concerns that are unique to them.
Frequently, it’s beneficial to discuss those with others who
have walked in the same shoes. Come join in this
structured, facilitated roundtable forum to discuss front
burner board issues and troubleshoot your governance
dilemmas. Participants may provide input prior to the
convention about issues they would like to discuss, or come
equipped with questions or challenges your board is
experiencing to discuss with fellow board members.
Executive Directors’ Roundtable: Strategic Perspectives in
Nonprofit Management
Emilyn Sheffield, California State University, Chico
Successful organizations leverage turning points—in
leadership, economics, and culture—to become stronger,
more vibrant, and of greater service. This executive
directors’ roundtable is an opportunity for nonprofit staff
leaders in our community to come together and engage in
collaborative in-depth dialogue on practical issues,
challenges, and opportunities related to their roles. Join
your colleagues as we discuss strategies for creating change
that will benefit your organization and be embraced by your
supporters, visitors, staff, board, and agency partners.

Buyers’ Roundtable: Hot Topics in Retail
Kimberlee Riley, Orange County Regional History Center
(APPL Training Corps)
Join fellow buyers for a lively discussion of current issues
that might impact your buying process. Participants will
have the opportunity to weigh-in with their topics of focus,
in addition to those currently under consideration—trends,
sales forecasting, and shopping the trade show. This
roundtable is consistently a great forum to expand your
network, hear new ideas, and share your successes. Bring
your challenges to discuss and gain perspective from others
with experience in the industry.
Product Development Roundtable: Thinking Creatively
Within Your Box
Debbie Ketel, Mount Rushmore Society (APPL Training
Corps)
Outside of the same general retail goals, cooperating
associations have varying situations that affect product
development—budget constraints, scope of sales,
partnership relationships, and staff make-up. Each
organization has to be cognizant of its respective situation
while still thinking creatively. For this roundtable, bring
two books or products developed by your organization that
you deem a success in enhancing interpretation at your site
(with success defined as being profitable or effectively
relating the interpretive message to the visitor). Also, bring
a product that may not have enjoyed the same success.
Together, we’ll discover and assess those items other
organizations are producing, in order to stimulate ideas and
discussion between various associations.
For more information about any of the roundtables, please visit www.appl.org or contact Education Coordinator Chuck
Benjamin at.

Friends of Acadia and Acadia National Park invite artists and graphic designers nationwide to design a logo
celebrating the park’s 100th anniversary in the year 2016. The winning entry in the Acadia National Park Centennial

and elsewhere throughout the centennial celebration.
Acadia National Park’s Centennial will be promoted and celebrated throughout the park and surrounding communities

rich natural and cultural history, and inspire people to make a personal connection with the park and work for the best
possible future for this national treasure.
In order to put those plans in motion, a logo is needed for educational, promotional, and marketing pieces. To that end,
the Acadia Centennial Committee, which includes Acadia National Park, Friends of Acadia, and other partners, is
sponsoring the Acadia Centennial Celebration Logo Contest.

In such busy times of advanced technology and other high-powered machines, we often forget how magnificent
nature can be. Appreciating and connecting with nature should be a part of our everyday lives. While photographs help
you remember the beautiful places that you have seen, they do not provide a tangible, dimensional memory. A proud
APPL Vendor Support Program participant, Beach and Nature Company promotes the conservation of nature while also
offering a way to bring it home with you. Their Nature kits encourage you to fully immerse yourself in the great outdoors.
In their Nature Trax kit, they supply you with the necessary tools to identify and cast animal prints. It is important to leave
nature just as you have found it, leaving only your own footprints behind. With their Nature Trax kit you are able to create
a unique and personal memento to be kept as a constant reminder of the natural, unseen beauty all around us. Feel inspired
to explore all of their nature kits here and be sure to read their blog for other ways to embrace the wonderful outdoors.
Enjoy the adventure!
