1.0 INTRODUCTION

This report presents a summary of activities and results of a Phase II Environmental Site Assessment (ESA)

conducted for the following property:

Auto Body Shop PropertyLocated at 806, 810, and 820 Northwest 10th TerraceFort Lauderdale, Broward County, Florida

The report presents the information gathered during the assessment, the methodologies utilized, and an

evaluation of the information. It also includes our conclusions concerning environmental conditions at the

above referenced property, and our recommendations for further environmental assessment, if necessary.

Unless otherwise noted, the above referenced property will be referred to as the “subject property”

throughout this report. This section presents a description of the subject property, the project background

and objectives, and the scope of work performed.

During December 2017, LandScience was authorized by The Eire Companies to conduct a Phase II ESA of

the Subject Property. The Phase II ESA was conducted in accordance with LandScience’s Proposal Number

21781869, dated December 14, 2017, and in general accordance with the American Society for Testing and

Materials document Standard Practice for Environmental Site Assessments: Phase II Environmental Site

Assessment Process (ASTM Standard Practice E1903-11).

Figure 1 is a portion of the U.S. Geological Survey (USGS) topographic quadrangle map, dated 2010, that

shows the location and topography of the Subject Property. Figure 2 is a site plan that shows the

approximate soil boring and temporary well point locations.

1.1 Site Description

The Subject Property (Folio No. 4942-3406-6290, 4942-3406-6320, 4942-3406-6360), situated on the east

side of Northwest 10th Terrace, consists of three (3) single-story commercial buildings. It is located in Section

4, Township 50 South, Range 42 East, in Fort Lauderdale, Broward County, Florida.

According to land calculations information obtained from the Broward County Property Appraiser’s Office,

the Subject Property measures approximately 37,125 square feet (i.e., approximately 0.37 acres) in size. The

Subject Property buildings, according to data obtained from the Broward County Property Appraiser’s

Office, contain approximately19,200 square feet of area. Remaining portions of the Subject Property

consisted of paved/gravel parking areas and minimal landscaped areas. At the time of the site visit, the

subject buildings were occupied by Ram & Sons Paint and Body Shop. An interior inspection of the building

indicated the interior consisted of office/warehouse, paint spray and auto repair spaces.

1.2 Project Background

Information obtained by LandScience indicated that the Subject Property has operated as various automotive

body/paint facilities since the 1960's. During the site investigation, LandScience identified a suspect oil/water

separator along the western portions of the 820 building. In addition, information obtained by LandScience

indicated that the Subject Property may have maintained a septic tank/drainfield along the eastern central

portions of the 810 building. The presence of these subsurface structures constitute an on-site recognized

environmental condition since it is possible that hazardous chemicals or petroleum products, typically

utilized by automotive body shop facilities, may have been improperly handled or disposed of which in turn

may have impacted the surrounding soil and/or groundwater of the Subject Property.

Based on this information, a Phase II ESA was recommended in an effort to assess the current soil and

groundwater quality of the Subject Property in order to determine if the automotive body shop activities have

impacted the soil and/or groundwater of the Subject Property at levels which would require further

assessment and/or remediation.

A Phase II ESA was conducted at the Subject Property during December 2012. The results of the Phase II

ESA indicated that petroleum hydrocarbons constituents were detected in the soil samples collected at levels

which slightly exceeded the Florida Department of Environmental Protection (FDEP) Soil Cleanup Target

Levels for residential properties. However, per information obtained from the Broward County Property

Appraiser’s Office, the municipal zoning code is “B-3 - Heavy Commercial/Light Industrial Business”. For

this reason, LandScience did not recommend any additional assessment at the time. However, LandScience

recommended that the User take this information into consideration should the land use change in the future.

Based upon these findings, the client requested that a Phase II ESA update be conducted to evaluate the

current soil and groundwater quality of the Subject Property.

1.3 Objectives and Scope of Work

The objectives of the Phase II ESA were to assess the current soil and groundwater quality in the vicinity of

the automotive repair areas to evaluate the current soil and groundwater conditions.

The scope of services for the Phase II ESA consisted of the following:

Septic Tank/Drainfield Area:

< The placement of up to one (1) soil boring and one (1) temporary well point in the vicinity of the

suspect septic tank/drainfield system using a truck-mounted Geoprobe unit (i.e., direct push

methodology).

< The collection of soil samples in two-foot intervals to the soil/groundwater interface from the soil

boring for field screening of organic vapors using a photoionization detector (PID).

< The collection of one (1) representative soil sample for laboratory analysis of volatile organic

compounds (VOCs) by EPA Method 8260C, polynuclear aromatic hydrocarbons (PAHs) by EPA

Method 8270C, total recoverable petroleum hydrocarbons (TRPHs) by the FL-PRO Method, and 8

Resource Conservation Recovery Act (RCRA) metals by EPA Method 6020.

< The collection of a groundwater sample from the temporary well point for laboratory analysis of

VOCs by EPA Method 8260C, PAHs by EPA Method 8270C, TRPHs by the FL-PRO Method, and

dissolved 8 RCRA metals by EPA Method 200.8.

Oil/Water Separator Area:

2.0 PHASE II ASSESSMENT ACTIVITIES

This section is a discussion of soil and groundwater assessment activities conducted at the Subject Property

on December 19, 2017.

2.1 Soil Boring Placement

On December 19, 2017, a representative of LandScience supervised the placement of two (2) soil borings,

SB-1 and SB-2, in an effort to assess the current soil quality in the vicinity of the septic tank/drainfield and

oil/water separator areas at the Subject Property. The approximate locations of the soil borings are shown

on Figure 2.

2.2 Soil Sampling, Field Screening, and Analysis

Soil borings, SB-1 and SB-2, were advanced to the soil/groundwater interface, a depth of approximately four

(4) feet below land surface (bls). Two discrete samples were collected at the zero to two-foot, and two-foot

to four-foot intervals from each boring using a four-foot Teflon sampling tube. The soil samples collected

from the soil borings were screened in the field using a PID. Prior to the collection of the soil samples, the

sampler was decontaminated to reduce the potential for cross contamination. Soil samples were removed

from the sample collection equipment and placed into clean, unused, plastic “ziplock” bags with a minimum

of two (2) inches of space to allow head-space analysis. One (1) sample was screened for the presence of

total organic vapors and one (1) sample was screened for the presence of methane/ethane vapors using a

carbon filter. The difference between the two (2) measurements indicated the level of total non-

methane/ethane in the head space.

Discrete samples were collected at the two-foot to four-foot interval from soil borings, SB-1 and SB-2, using

a four-foot Teflon sampling tube. The soil samples were introduced into pre-cleaned sample containers,

placed on ice, and transported to Jupiter Laboratories for analysis. The soil samples collected from soil

borings, SB-1 and SB-2, were analyzed for VOCs by EPA Method 8260C, PAHs by EPA Method 8270C,

TRPHs per the FL-PRO Method, and 8 RCRA metals by EPA Method 6020. Chain of custody

documentation accompanied the samples to the laboratory.

2.3 Temporary Well Point Installation

On December 19, 2017, LandScience observed the installation of two (2) temporary well points, TWP-1 and

TWP-2, to assess the current groundwater quality in the vicinity of the septic tank/drainfield area and

oil/water separator located at the Subject Property. The approximate locations of the temporary well points

are shown on Figure 2.

In order to reduce the potential for cross-contamination, installation equipment and well materials were

decontaminated prior to the installation of the temporary well points. The one-inch diameter temporary well

points were advanced by a state-licensed well driller using a Geoprobe (i.e., direct push technology).

Groundwater was encountered at approximately four (4) feet bls. Temporary well points, TWP-1 and TWP-

2, were advanced to seven (7) feet bls with a screened interval set at threex-feet to seven-feet bls

[approximately three (3) feet into the water table].

2.4 Groundwater Sampling and Analysis

On December 19, 2017, a representative of LandScience collected groundwater samples from the newly

installed temporary well points, TWP-1 and TWP-2. Prior to sample collection, the well points were purged

of a minimum of five (5) well volumes of groundwater using a low-flow peristaltic pump to promote

collection of representative groundwater samples from the shallow saturated zone.

Groundwater samples were collected by means of a peristaltic pump and introduced into pre-cleaned sample

containers, placed on ice, and transported to Jupiter Laboratories for analysis. The collected groundwater

samples from temporary well points, TWP-1 and TWP-2, were analyzed for VOCs by EPA Method 8260C,

PAHs by EPA Method 8270C, TRPHs by the FL-PRO Method, and for dissolved 8 RCRA metals by EPA

Method 200.8. Chain of custody documentation accompanied the samples to the laboratory.

3.0 PHASE II ASSESSMENT RESULTS

3.1 Soil Field Screening Results

The results of the soil screening for the soil samples collected from SB-1 and SB-2 were compared to the

Florida Department of Environmental Protection (FDEP) “non-contaminated” criteria of less than ten (10)

parts per million (ppm) as described in the FDEP’s Guidelines for Assessment and Source Removal of

Petroleum Contaminated Soil document, dated May 1998.

The results of the field screening indicated that the OVA readings for the soil samples collected from

borings, SB-1 and SB-2, were below the FDEP clean soil criteria of 10ppm.

3.2 Soil Analytical Results

The concentrations of the constituents analyzed in the soil sample collected from SB-2 (2'-4') were either

below the method detection limits, or the soil cleanup target levels as established by the FDEP in Chapter

62-777 of the Florida Administrative Code (F.A.C.), Table II, Soil Cleanup Target Levels (SCTLs) for

residential and commercial properties.

However, the soil samples collected from SB-1 (2'-4') exhibited detectable concentrations of carcinogenic

polynuclear aromatic hydrocarbons (PAHs); therfore, the Toxic Equivalent Factor (TEF) approach was used

to evaluate the risks from direct exposure in accordance with FDEP guidelines. As carcinogenic PAHs have

a common toxicity mechanism, but display different toxic potencies, the TEF approach was used to convert

individual PAH parameter concentrations into a single concentration of the index chemical, benzo[a]pyrene,

(BaP). BaP, benzo[a]anthracene, benzo[b]fluoranthene, benzo[k]fluoranthene, chrysene,

dibenz[a,h]anthracene, and indeno[1,2,3-cd]pyrene concentrations were used to calculate the BaP equivalents

in order to determine if theses equivalents are above the residential or commercial/industrial SCTL.

The TEF calculations indicate that the soil sample SB-1 (2'-4') exhibited a total BaP equivalent concentration

above the residential SCTL, but below the commercial/industrial SCTL.

A copy of the laboratory data report including chain of custody documentation is included in Appendix A.

The BaP equivalent results for SB-1 (2'-4') are summarized in Table 1.

3.3 Groundwater Analytical Results

The laboratory analytical results indicated that the concentrations of all constituents analyzed in the

groundwater samples collected from temporary well points, TWP-1 and TWP-2, were either below the

laboratory method detection limits or the groundwater cleanup target levels established by the FDEP in

FAC 62-777, Table I, Groundwater and Surface Water Cleanup Target Levels (GCTLs). A copy of the

laboratory data report and chain of custody record are included in Appendix A.

4.0 CONCLUSIONS AND RECOMMENDATIONS

This section summarizes conclusions based on the information obtained during the Phase II ESA of the Auto

Body Shop Property located at 806, 810, and 820 Northwest 10th Terrace, Fort Lauderdale, Broward County,

Florida.

The laboratory analytical results for the groundwater samples collected from temporary well points, TWP-1

and TWP-2 indicated that the groundwater at the Subject Property in the areas tested has not been impacted

by VOCs, PAHs, TRPHs, or 8 RCRA metals at levels that will require further assessment.

The soil laboratory analysis indicated that the soil at the Subject Property in the area of SB-1 (2'-4') has been

impacted by PAHs at a level slightly exceeding the BaP equivalent residential direct exposure SCTL of 0.1

mg/Kg, but well below the commercial/industrial SCTL of 0.7 mg/Kg.

However, based on the results of the analysis of soil sample SB-2 (2'-4'), which indicated that the

concentrations of the constituents analyzed were either below the method detection limits, or the FDEP

SCTLs, it appears that the soil impact in the vicinity of SB-1 is localized.. Furthermore as per information

obtained from the Broward County Property Appraiser’s Office, the municipal zoning code is “B-3 - Heavy

Commercial/Light Industrial Business”. Therefore, because the calculated benzo(a)pyrene equivalent

concentration in soil sample, SB-1 (2'-4'), is below the commercial direct exposure concentrations as

established by the FDEP, and because the overall concentrations detected in the soil samples collected from

SB-1 and SB-2 are less than the concentrations detected during the December 2012 Phase II ESA,

LandScience does not recommend any additional assessment at this time. However, LandScience

recommends that the User take this information into consideration when undertaking redevelopment

activities, or when replacing/repairing the oil/water separator, if needed.

6.0 LIMITATIONS OF STUDY

The assessment procedure was based on the client's agreement in a level of investigation considered to be

prudent from a risk management philosophy and guided by common sense, professional judgment, and

evaluation techniques being developed and used by governmental agencies for the investigation of properties

subject to possible contamination. LandScience exercised the same degree of care and skill generally

exercised by environmental professionals under similar circumstances and conditions. No other warranty

is expressed or implied.

Observations and conclusions presented are not scientific certainties, but are solely professional opinions

based upon the information available to us which may be incomplete or inaccurate. The services provided

herein are in no way intended to be legal advice and should not be relied upon in any way for legal

interpretations.

This study and report were prepared on the behalf of and exclusively for The Eire Companies, solely for their

use and reliance in the environmental assessment of the site. In the event this report and the findings herein,

in whole or in part, are to be disseminated or conveyed to any other party or entity or used or relied on by

any other party or entity, The Eire Companies and LandScience will require an agreement on the part of said

party or entity as to the provisions of the Limitation of Professional Liability and Limitation of Action found
