  • The new death is Thailand’s 61st coronavirus fatality. The latest number of

    infections raised Thailand’s total number of cases to 6,285 cases.

    Rayong recorded 56 new cases yesterday, raising the total tally of confirmed cases to

    141, according to the Centre for Covid-19 Situation Administration (CCSA). Most of the

    cases were traced back to the suspected gambling den. However, Rayong governor

    Channa Ieamsang came out to dismiss the CCSA’s report of new cases in his province,

    saying that his province only sees the number of 7 new cases, raising the total confirmed

    cases to only 85.

    To make matters worse, Samut Sakhon governor Veerasak Vichitsangsri yesterday tested

    positive for the virus, sparking fears that those who have been in close contact with him

    including Deputy Prime Minister and Public Health Minister Anutin Charnvirakul and

    high-level officials of the ministry when visiting the province.

    Anutin himself, is identified as one of the Samut Sakhon Governor’s close contact

    when he visited the province on December 27th

    to visit a hospital in Samut

    Sakhon to follow up on the Covid-19 situation in the area. People who had been

    in close contact with the Samut Sakhon governor are:

    Permanent secretary for public health Kiattiphum Wongrajit

    Dr Suwannachai Wattanayingcharoenchai, director-general of the Disease

    Control Department.

    Anutin said he is now putting himself in self-isolation for 14-days for safety of

    others although his initial Covid-swap test result turned out to be negative after

    exposure to the infected provincial governor.

    Prime Minister Prayut Chan-o-cha has ordered police to investigate illegal gambling in

    Rayong province, where an illicit casino is thought to be the source of a serious Covid-19

    outbreak.

  • “The first punishment will be for ignorance and the next step will be to investigate

    who owns those casinos,” the premier said on Monday.

    Despite the order to shutter illegal gambling dens, late yesterday evening a illegal

    gambling den in Chaengwattana Soi 14 was raided and 89 people were

    apprehended.

    Meanwhile, national police chief Pol Gen Suwat Jangyodsuk yesterday signed an order to

    transfer Rayong police chief Pol Maj Gen Paphatdet Ketphan to an inactive post at the

    Royal Thai Police Office over the surge in Covid-19 infections in the province, all linked

    to the illegal gambling den in question.

    Earlier, Pol Maj-Gen Paphatdet had claimed that there were no permanent illegal

    gambling dens in the province, adding that only seven people, linked to illegal

  • gambling, were infected and that it could be a small gambling group which

    changes location regularly to avoid police detection.

    The national police chief afterwards signed another order to remove other 4

    Rayong police officers commanders including Pol Lt Col Kiattipong

    Kromkhuntod; Pol Lt Col Kosol Kerdmanee; Pol Lt Col Khamphan Khwanthong

    and Pol Maj Thana Wisetchai.

    To make matters worse a person from Rayong who attended the House’s sub-panel on

    online gambling’s meeting at the parliament on December 21st has been identified as son

    of a man who owns a gambling den in Rayong.

    The man in question, 26, is a member of the House’s sub-panel on online

    gambling and also a member of a team of high-level officials at the parliament.

    The news prompted parliament speaker Chuan Leekpai to ask 29 at-risk

    parliamentary staff to seek tests after meeting the infected man.

    New clusters of infections that hit the country swiftly has prompted the Bangkok

    Metropolitan Administration (BMA) to impose a ban in the capital on betting businesses

    and midnight closures for its bars, nightclubs and music venues until Jan 4, 2021.

    The BMA’s meeting yesterday issued a shutdown order of all high-risk venues

    from December 29, 2020 to January 4, 2021 in an attempt to curb the outbreak.

    The 4 venues are horse race tracks, cock-fighting rings, cow fighting and fish

    fighting as well as pubs, bars and other entertainment venues.

    Government House reporters have finished their annual list of nicknames for the

    government, its leaders and some cabinet ministers.

    The Prayut Chan-o-cha-led government is “very ku” (borrowing a lot) while the

    phrase of the year is “I won’t quit. What did I do wrong?” “Ku” means borrowing

  • and this government has borrowed record sums to revive the Covid-19-hit

    economy.

    This year, reporters have dubbed embattled Prime Minister Gen Prayut Chan-o-

    cha “Tu mai roo lom”. “Tu” is Gen Prayut’s nickname and the words “mai roo

    lom” means “never falls.”

    Deputy Prime Minister Gen Prawit Wongsuwon was labelled “Pom mai roo

    roei”, the phrase is used to describe his quality "Like the flower, he blooms for a

    long time and never withers. Besides, mai roo [I don’t know] is a standard phrase

    he uses when asked by reporters about most things.

    Deputy Prime Minister Wissanu Krea-ngam was labelled “Haiter service”. The

    deputy prime minister’s nickname refers to a well-known local brand of bleach

    for his outstanding ability to find an answer to every problem faced by any

    cabinet minister by expertly exploiting a legal loophole.

    Deputy Prime Minister and Public Health Minister Anutin Charnvirakul was

    dubbed “Thinner” which refers to a substance which affects the nerves and

    causes delusion when inhaled. This is because Anutin’s actions and speeches

    which often backfire on himself, the government and his own credibility. E

    Deputy Prime Minister Jurin Lasanavisit earned the nickname “Chao sai, bai

    claim” The phase is used to describe Jurin who is often late for meetings. He also

    remains tight-lipped on issues that might adversely affect himself or his

    Democrat Party. However, for issues that potentially boosts his popularity, he is

    exceptionally quick to claim the credit. Hence the nickname, which means “late

    in the morning, claim [credit] in the afternoon”.

    Deputy Finance Minister Santi Prompat earned the nickname “Outstanding at

    Finance” as he has yet to reach the star; here means the finance minister post. Even

    though the position was reshuffled twice this year, he remained off the radar

    despite his show of dedication to the PPRP and his readiness to lead.

  • Transport Minister Saksiam Chidchob was dubbed “Saksabai Sai Kieo”. The

    nickname refers to the Green Line (sai kieo in Thai) and several projects under

    the supervision of the transport minister which are in conflict with the works of

    other agencies. Yet the prime minister’s support for him remains unwavering. His

    role in the Bhumjaithai party is also easy, with the backing and protection from

    his brother Newin.

    Buddhipongse Punnakanta was labelled “Pang PORN”

    The nickname is a combination of pang (destroy or collapse) and PORN,

    short for PornHub. It refers to the digital economy and society minister’s

    failure to do what he was assigned to — blocking local access to online

    content deemed detrimental to the government and national security. His

    recent effort to shut down the porn website drew protests.

    Nataphol Teepsuwan was labelled “muted whistle”. This nickname is linked to

    his role when he was a co-leader of the People’s Democratic Reform Committee

    (PDRC). Back then, with a whistle hanging down on his neck, he led the

    successful rallies to unseat the Yingluck Shinawatra government and to call for a

    military coup. The nickname refers to his failure to make any meaningful change

    at the Grade-A ministry, leading to students’ rallies to remove him as the

    minister.

    Narumol Pinyosinwat earned the nickname “Triathlon champion” since she

    multi-tasked as a minister and treasurer of the Phalang Pracharat Party (PPRP).

    Narumol is also seen as an expert in using connections. A former protégé of

    former deputy PM Somkid Jatusripitak, she was accused of being ungrateful

    when she left his wing to join PPRP. Despite criticism, she ploughed on until she

    became a minister, a rare feat for a 1st time MP.

  • Pro-democracy protest leader Arnon Nampha vowed to bring political exiles homes.

    Arnon, also human rights lawyer, said on his Facebook that next year will be

    the year of change as he aims to bring political exiles homes to celebrate New

    Year 2022 together on Ratchadamnoen Avenue. Arnon’s message received

    many likes. Arnon’s fan club members asked him to bring former prime

    ministers Thakins and Yingluck Shinawatra home as they said Arnon is their

    hope.

    Korkaew Pikulthong, co-leader of the United Front for Democracy against Dictatorship

    (UDD), came out to voice opposition to UDD chair Jatuporn Promphan’s plan to

    dissolve the movement, saying that the UDD is not Jatuporn’s personal belongings. He

    said the movement belongs to all democracy advocates around the country.

    Korkaew said the UDD has gained acceptance for its fight for democracy at

    the local and international levels. He is puzzled by Jatuporn’s idea.

    Korkaew wants UDD co-leaders to hold a meeting to set political objectives

    for the movement. He said the movement should allow the younger generation

    to help driving the movement if old-generation leaders felt discouraged or too

    tired.

    Srisuwan Janya, secretary-general of the Association for the Protection of the Thai

    Constitution, yesterday submitted a petition to the National Anti-Corruption Commission

    (NACC) asking it to probe into Progressive Movement leader Thanathorn

    Juangroongruangkit’s list of assets and liabilities following reports of a December 23 fire

    incident on his “Silvretta” yacht at Ao Po Grand Marina in Phuket.

    Srisuwan accused Thanathorn, who is a co-owner of the yacht in question, of

    trying to conceal assets. This fire incident drew attention to the yacht and

    preliminary investigation revealed the owners are Thanathorn and his brother

  • Sakulthorn Juangroongruangkit. It was also discovered that the luxury yacht is

    registered at Cook Islands, New Zealand’s autonomous region in the southern

    Pacific. Initial estimate says it is worth 80 to 120 million baht. However,

    Thanathorn informed the anti-graft body that the yacht is worth 10 million baht.

    Srisuwan wants the NACC to check the facts about this yacht to find out if

    Thanathorn registered the luxury yacht in Cook Islands to evade taxes.

    Economic News

    The Ministry of Finance (MoF) has downplayed the impact of ongoing 2nd

    wave

    infections on Thailand’s economy in 2021, upbeat on an economic recovery.

    Wuttipong Jittungsakul, adviser on financial at the Fiscal Policy Office (FPO) and

    FPO spokesman, is upbeat on Thailand’s economic conditions in 2021 as he said

    Thailand’s economic recovery will continue to gain momentum in line with the

    global economic recovery based on several economic indicators including the

    progress on Covid-19 vaccine.

    The FPO is scheduled to review Thailand’s economic growth forecast in January

    next year including tourism growth, oil prices and exports.

    Wuttipong said exports have improved for many countries around the globe

    despite continuing outbreaks and Thai exports could catch this rebound trend.

    The FPO forecasts Thailand’s economy will contract by 7.7 per cent this year

    before recovering to 4.5 per cent growth next year.

    The Covid-19 outbreak has deprived Thailand of 1.93 trillion baht in tourism receipts in

    2020, according to a report from the Tourism and Sports Ministry.

  • Thailand’s tourism revenue plunged by 1.93 trillion baht or 71.75 per cent to 760

    billion baht in the first 11 months from January to November 2020, according to

    the ministry’s report.

    The number of international arrivals dropped 81.38 per cent year-on-year or

    29.27 million to 6.69 million, compared with 35.96 million foreign arrivals.

    International arrivals to the Kingdom totalled 3,065 in November, up 2.5 times

    from October. However, tourism revenue plunged 80.59 per cent to 332 billion

    baht.

    Average land appraisal prices on 34 million land parcels nationwide are expected to

    increase by 8.81-10 per cent when the new evaluation comes into force on January 1

    next year.

    Tananpong Suksomsak, director of the Property Valuation Office at the Treasury

    Department, said the increase is not a drastic change due to the sluggish

    economic conditions.

    However, the appraised price of land that will see significant changes are plots

    located on new roads, motorways, electric trains and the Eastern Economic

    Corridor (EEC) provinces as well as high-speed train projects in Korat, Khon

    Kaen, Chiang Mai and Chiang Rai.

    The new evaluation price of land in Bangkok increased 2.69 per cent.

    The average land prices on Silom Rd, Ploenchit Rd, Wireless Rd, Rama 1 Rd

    recorded at 1 million baht per square wah; followed by Sukhumvit 750,000 baht

    per sq w; Krung Thonburi and Ratchadaphisek 450,000 baht per sq w while the

    lowest price is recorded at 500 baht per sq w for plots that do not have exit to the

    Taksin road.

  • Of 76 provinces, the appraisal price of land in Kamphaeng Phet province surged

    the most by 118.86 per cent to 45,000 baht per sq w.

    The share price of Delta Electronics (Thailand) Plc rose to a new high of 838 baht

    yesterday before dropping 33 per cent from the peak it hit to close at 560 baht yesterday.

    As DELTA shares peaked to 838 baht, resulting in its market cap of 1.04 trillion

    baht, up from 853 billion baht on December 25 when its shares closed at 560

    baht.

    Pakorn Peetathawatchai, President of the Stock Exchange of Thailand (SET),

    said the SET has continuously monitored the movement of DELTA stocks every

    day. After the price rose sharply but there is still nothing abnormal. He said the

    drastic surge in DELTA share price is because of the company’s high

    performance with low free float, causing DELTA share price to change quickly.

    The Energy Ministry outlined its 2021 mission to strengthen Thailand's energy sector.

    Minister Supattanapong Punmeechaow said the ministry would ask the Cabinet to

    approve a national energy plan that sets clear directions for private investment.

    The ministry will also set a clear policy to reduce the electricity reserve, as well as

    further liberalising the natural gas and power sectors. It will also promote more

    investment in electric vehicles and prepare a new bidding round for petroleum

    exploration concessions. The ministry will stimulate sales of B10 diesel and set

    E20 gasohol as base-grade fuel. The plan will also hasten establishment of

    community power plants with capacity totalling 150 megawatts.

    The minister added that energy policies next year are expected to generate

    investment of 127.932 billion baht.

    General News

    Kasikornbank (KBank) yesterday put up a notice confirming that its employee at its head

    office in Rat Burana district has been infected with the Covid-19; however, the bank said

    the infected employee has nothing to do with customer services.

    The notice said the employee in question showed symptoms since December 24

    and is currently seeking treatment at a hospital. Other employees who had been in

    close contact with the infected employee were asked to self-isolate at home.

    Thailand discovered 144 new Covid-19 cases - 115 local infections, 14 migrant workers

    and 15 quarantined arrivals - raising the total to 6,285, according to the Centre for Covid-

    19 Situation Administration (CCSA).

    CCSA spokesman Dr Taweesilp Visanuyothin said local infections linked to the

    outbreak in Samut Sakhon were reported from Sukhothai province (1 case),

    Pathum Thani (2), Nonthaburi (2), Nakhon Nayok (2), Nakhon Pathom (17),

    Samut Sakhon (1), Samut Prakan (5), Bangkok (10) and Lop Buri (1).

  • Local infection cases linked to gambling in Rayong province consisted of 21 new

    cases in Rayong, one in Chon Buri and another in Chiang Mai.

    The 15 new infections among quarantined arrivals came from Switzerland, the

    Netherlands, Nepal, the United States, India, Germany, Japan, the United

    Kingdom, Denmark and Turkey.

    The Interior Ministry is seeking the cabinet's approval to allow up to a million illegal

    migrant workers from Cambodia, Laos and Myanmar to register for legal employment in

    its bid to contain the spread of Covid-19, a ministry source said.

    The ministry is expected to ask for the cabinet's approval at a weekly meeting set

    for later on Tuesday.

    If the cabinet approves the plan, the ministry would invoke Section 17 of the

    Immigration Act to make the registration of illegal migrant workers possible.

    There are between 2.3-2.5 million legal migrant workers in Thailand, while up to

    a million more are believed to be living and working illegally in the country,

    according to experts' estimates.

    The road safety and accident reduction centre was launched on Monday ahead of the New

    Year exodus of holidaymakers.

    The opening coincides with the government-directed seasonal road safety

    campaign during the so-called "seven dangerous days" around the New Year.

    This year, the period runs from today to Jan 4, while the long weekend officially

    lasts four days and starts on Thursday. Many people have been heading out of

    town since the beginning of the week and this year, fewer people are expected to

    take public transport due to the fear of contracting Covid-19.
