VII . HEARING SESSION

G.C. 54954.3 provides that, before of during the Board's consideration of an item, the public may address the Board directlyon any item of interest that is within the Board's purview, provide that no action shall be taken on any item of interest that iswithin the Board's purview; provide that no action shall be taken on any item not appearing on the agenda unless otherwiseauthorized by G.C. 54954.2 (b). Further, to ensure the intent of G. C. 54954.3 (a) is carried out, the Board may imposereasonable regulations including limiting the amouni of time allocated for public iestimony on particular issues and for eachindividual soeaker. Hence. each oerson is limited to three minutes unless the Board provides direction to the
