    Influential people dominate decision making. It often results into conflict of interest

    duplication and inconsistencies in the national

    and local level plg The lack of strengthening of naitonal unity

    since each sub-division concentrate on theirown development to the neglect of others

    Non partisan district level elections includingthe election of DCEs

    Increase DA Common Fund from 7.5% to
