1 CEN/TC 19

DECISION 17/2016 taken by CEN/TC 19 on 2016-09-26

Subject: 3 year time-frame for the development of ENs, TRs and TSs – 9 month Tolerance Request

CEN/TC 19, Gaseous and liquid fuels, lubricants and related products of petroleum, synthetic and biological origin,

• noting the information from WG 33 as discussed during its recent teleconference that the ILS schedule and the draft method are ready and agreed upon by WG 36, but that the project leader is still negotiating on the funding which is almost but not completely covered;

• noting that it looks like WG 33 will be able to start the ILS within 2016 so that we are optimistic to present a enquiry text within an extended period;

• considering Resolution BT 34/2002 by which BT decided that any work item to result in an EN, registered after 2002-10-31, shall normally result in an EN after 3 years and set maximum times between well identified stages, as well as Resolution BT 42/2003 deciding on variant timeframes;

• considering Resolution BT 42/2008 allowing the CEN/TCs, for well identified and justified reasons, to claim one tolerance of 9 months, applicable to the target dates for submission of a draft to CCMC for the relevant procedure (i.e. CEN Enquiry and/or Formal Vote);

• considering that for the work items 00 019 509, Liquid petroleum products - Determination of aerobic biological degradation of fully formulated lubricants in an aqueous solution - Test method based on CO2-production and 00 019 510, Liquid petroleum products -

Determination of aerobic biological degradation of fully formulated lubricants in an aqueous solution - Test method based on CO2-production, it proves impossible to provide a draft for CEN Enquiry by 2016-10-15;

• claims a tolerance of 9 months (i.e. a postponement of 9 months of the deadlines for all the stages not yet reached) for the two work items for the following reasons: the interlaboratory study to determine method precision is ready to start but the funding has not yet been completely arranged for which is essential for labs that perform this type of longer tests

• confirms that the drafts will be sent to CCMC (or ISO/CS in case of Vienna Agreement – CEN Lead) for submission to CEN Enquiry by 2017-07-15 at the latest.

The decision was taken by 11 positive votes, 0 negative votes and 22 abstentions.

CEN/TC 138/WG 7 - Acoustic emission testing

4. Title Non-destructive testing - Acoustic emission testing Application of AE within the scope of in-service (periodic) inspection and requalification

5. Scope This standard specifies the application of acoustic emission testing (AT) on metallic pressurised structures during in-service (periodic) inspection and requalification. The objective is to integrate AT with the standard set of testing (internal/external visual testing, thickness measurements, hydrostatic/pneumatic tests, etc.) in order to allow its application either alone or in combination with other methods in the course of inspection and/or requalification procedures. It demonstrates the capability of AT to ensure at least the same level of safety of the pressurised structure compared to the conventional inspection and requalification procedures.

CEN/TC 138/WG 1 - Radiographic testing

4. Title Non-destructive testing - Radiographic inspection of corrosion and deposits in pipes by X- and gamma rays - Part 1: Tangential radiographic inspection

5. Scope This European Standard specifies fundamental techniques of film and digital radiography with the object of enabling satisfactory and repeatable results to be obtained economically. The techniques are based on generally recognized practice and fundamental theory of the subject. This European Standard applies to the radiographic examination of pipes in metallic materials for service induced flaws such as corrosion pitting, generalized corrosion and erosion. Besides its conventional meaning, pipe as used in this standard should be understood to cover other cylindrical bodies such as tubes, penstocks, boiler drums and pressure vessels. Weld inspection for typical welding process induced flaws is not covered, but weld inspection is included for corrosion/erosion type flaws. The pipes may be insulated or not, and can be assessed where loss of material due, for example, to corrosion or erosion is suspected either internally or externally. This part of EN 16407 covers the tangential inspection technique for detection and through-wall sizing of wall loss, including: a) with the source on the pipe centre line, and b) with the source offset from it by the pipe radius. Part 2 of EN 16407 covers double wall radiography, and note that the double wall double image technique is often combined with tangential radiography with the source on the pipe centre line. This European Standard applies to tangential radiographic inspection using industrial radiographic film techniques, computed digital radiography (CR) and digital detector arrays (DDA).

4. Title Non-destructive testing - Industrial computed radiography with storage phosphor imaging plates - Part 1: Classification of systems

5. Scope This European standard specifies fundamental parameters of computed radiography systems with the aim of enabling satisfactory and repeatable results to be obtained economically. The techniques are based both on fundamental theory and test measurements. This European standard specifies the performance of computed radiography (CR) systems and the measurement of the corresponding parameters for the system scanner and phosphor imaging plate (IP). It describes the classification of these systems in combination with specified metal screens for industrial radiography. It is intended to ensure that the quality of images - as far as this is influenced by the scanner-IP system - is in conformity with the requirements of Part 2 of this standard. The standard relates to the requirements of film radiography defined in EN 584-1 and ISO 11699-1. This European standard defines system tests at different levels. More complicated tests are described, which allow the determination of exact system parameters. They can be used to classify the systems of different suppliers and make them comparable for users. These tests are specified as manufacturer tests. Some of them require special tools, which are usually not available in user laboratories. Therefore, simpler user tests are also described, which are designed for a fast test of the quality of CR systems and long term stability. There are several factors affecting the quality of a CR image including geometrical unsharpness, signal/noise

4. Title Paints and varnishes Coating materials and coating systems for exterior wood Assessment of tannin staining

5. Scope This European Standard specifies a test method for assessing the discoloration of coatings on wood by tannin staining due to wood extractives. The method uses an extract from Merbau wood as an indicator. Bleeding of wood extractives is assessed at two specified stages firstly after coating application and secondly after cyclic climate exposure. A qualification of colour differences that can be attributed to three different causes, bleeding of extractives, low opacity of the coating film or general yellowing in climate exposure, is included. This document does not specify acceptance values for colour differences that can be tolerated and it is not applicable to staining caused by knots for which there is a different test method (e. g. CEN/TS 16359).

5. Scope This European Standard specifies a test method for determining, under standard conditions, whether a single-coat film or a multi-coat system of paints and varnishes on wood after a specified drying period is sufficiently dry to avoid damage when two painted surfaces or one painted surface and another surface are placed in contact under pressure and subsequently separated. The method is intended to simulate the conditions when painted articles come into contact which each other. In comparison to EN ISO 9117 2, the conditioning and parameters which influences the behaviour of wood coatings are more specific. NOTE In some countries, the test is called a “block or blocking resistance” test.
