Welcome!June 5-6, 2016

Welcome to the 110th District Assembly of the Southern California District. Our General Superintendent, Dr. Eugenio R. Duarte, is in his first year of a two-year jurisdiction of the Southern California District and the Southwest Educational Zone.

He and his wife, Maria Teresa, are greatly loved across the Nazarene denomination. Dr. Duarte has significantly influenced our denomination and in response, was elected General Superintendent at our General Assembly in 2009. We are so grateful for this couple and welcome them as they direct the business of this district assembly.

For this assembly, we are delighted to be back in beautiful San Diego. Thank you to Dr. Bob Brower, President of Point Loma Nazarene University, and his staff for making this possible. Specifically, Kim Riddle of PLNU Conference Services, and Debbie Edwards of the PLNU Center for Pastoral Leadership were the key players in making this weekend a reality, and we thank you for your guidance. In addition, we are indebted to Dr. Sheldon Kelley, his staff and San Diego First Church for making room for us in their busy lives.  Thank you, Dee, for generously offering your time and talents to help out with various assembly assignments.

Throughout our time together at this assembly, please assist me in extending thanks to some very critical operatives for this event: Our new District Secretary Rev. Steve Rodeheaver, his wife Vonda, and District Executive Assistant Bettina Powell who have labored long hours to assemble the reports, statistics, and financials for your interest. We also thank Our District Treasurer Rev. David DiFalco, District Financial Secretary Amy Ryland, District Communication Assistant Rev. Rodney Kilgore, District Latino Coordinator Rev. Joel Guerra, District Filipino Coordinator Rev. Oni Plantilla, and Dr. Roger Bowman who is influencing Black initiatives as well assisting in district matters. All have worked to keep the things running smoothly throughout the year.  The office is indebted to your servitude.  We are grateful for the SoCal District Prayer Team, directed by Terry and Joan Reed.  We also thank our District Assembly Coordinator Rev. Melissa Tucker, District Assembly Worship Coordinator Rev. George Williamson and all the worship teams who willingly offered the extended organizational efforts this assembly requires.  A special thanks goes to Shelli James (District Choir Director) and Rev. Karisa May (District Children’s Director) for not only helping us to worship, but also reminding us of the precious individuals who are constantly watching us do so!  And thanks go to each of you, the many officers, board members, team members, counselors, directors, laity, members, and pastors who helped with all the activities, accounting and events celebrated at this gathering.  Finally, thank you to my partner in ministry from the beginning to now: my wife Debbie Taylor whom I dearly love for numerous reasons.  

Join me in asking our Father to help us with our morale, our motivation, our methods, and our clarity of mission. I invite you to make a friend, encourage a neighbor, celebrate victories, and worship God in His fullness.

Dr. Eugenio R. DuarteGeneral Superintendent

Dr. Eugénio R. Duarte was elected general superintendent in the Church of the Nazarene at the 27th General Assembly held in Orlando, Florida, USA, in 2009.

At the time of his election, Dr. Duarte was serving as theAfrica regional director for the denomination. Prior to that assignment he was the Africa West and French Equatorial field strategy coordinator, where he facilitated the expansion of the church into Sierra Leone and the Réunion Islands and developed a strategy to enter Guinea Bissau.

Dr. Duarte has also served as strategy coordinator for the Africa Lusophone Field, directing the start of our work in Equatorial Guinea, and as strategy coordinator for Central Africa. Before this, he was a teacher and the director of the Seminario Nazareno de Cabo Verde (SNCV), superintendent of the Cabo Verde District, and pastor of the Porto Novo and Mindelo Churches of the Nazarene.

Dr. Duarte was born in Brava, Cape Verde, and accepted Christ under the ministry of the Church of the Nazarene at the age of 12. He received his call to preach shortly after his conversion, was mentored by his pastor, and was ordained by Orville Jenkins Sr. in 1981. He studied at SNCV and received his Master of Arts degree from Azusa Pacific University, California, USA. In 2012 he received his master’s in business administration from Northwest Nazarene University, Nampa, Idaho, USA. He was bestowed an honorary Doctor of Divinity by Africa Nazarene University in May 2006.

Dr. Duarte and his wife, Maria Teresa, moved from Johannesburg, South Africa, to the Kansas City area in the fall of 2009. They have three sons, Sergio, Francisco, and Richard, and two grandsons, Gabriel and Ben Amar.

We, your Nominating Committee, submit the following nominations and recommendations based on Manual paragraphs 203.23, 301.1—1.3 and 812.VII.Section 2; and the guidelines from our General Church leadership, regarding the election of delegates for the 2017 General Assembly and General Sunday School and Discipleship Ministries Convention:

Specifically, Manual paragraph 203.23 provides the outline for the election of General Assembly delegates and alternates. These procedures should be followed by all Phase 3 districts:

1. The District Assembly Nominating Committee shall submit a nominating ballot to the district assembly containing at least six times the number of eligible delegates from the district, ministerial and lay.

2. From the nominating ballot, the number of names will be reduced to three times the number of delegates to be elected.

3. The electing ballot will be by plurality and will determine delegates and alternates according to the order of their election.

4. The district assembly may authorize the district advisory board to elect additional alternates, if necessary.

As a phase three district with 8,001-12,000 members, we are allowed six total delegates to the General Assembly. Three are to be ministerial: two ordained ministers and the District Superintendent. Three are to be laypersons. In accordance with the above procedure, the Nominating Committee submits the following ballot consisting of twelve ministerial nominations for the two ministerial delegates and eighteen lay nominations for the three lay delegates.

A single ballot containing the names of three times the number of delegates needed is offered (six ministers and nine laypersons). Delegates will be elected by a plurality vote. In the order of votes received, alternates equal to two times the number of delegates will be named.

Advisory Board 2016

The Advisory Board of the Southern California District has met regularly throughout the 2015-2016 assembly year, and also for special meetings at the call of our district superintendent, Reverend Thomas Taylor.

We have given special care to the many responsibilities which are assigned to the Advisory Board under the provision of the 2013-2017 Manual of the Church of the Nazarene, paragraphs 221-225. All actions of the board have been properly recorded and are on file at the district office in Temecula, CA.

1. On June 1, 2015, elected the following officers for the 2015-2016 church year: President (ex officio as District Superintendent): Thomas Taylor; Vice President: Steve Rodeheaver; Secretary: Todd Renegar; Treasurer: David DiFalco.

2. On June 1, 2015, approved changing the district fiscal year to April 1 through March 31.

3. On July 27, 2015, approved (via email vote) the lease between the Yucaipa Church and the Yucaipa School.

4. On July 27, 2015, approved (via email vote) the COMMERCIAL PROPERTY AGREEMENT AND JOINT ESCROW INSTRUCTIONS for the sale of Santee Property to Calvary Chapel for $625,000 with down payment of $500,000 plus a carry back loan of $125,000 for 2 years at no interest and no payment. 

5. On July 27, 2015, approved (via email vote) the COMMERCIAL LEASE AGREEMENT BETWEEN SOCAL DIST. ADVISORY BOARD and the SPRING VALLEY COMMUNITY CHURCH.  The agreement stipulated that $30K of the lease payment will be used to remodel the space needed before September 1, 2015.

6. On July 27, 2015, declared (via email vote) the Twentynine Palms Church of the Nazarene in crisis.

7. On August 13, 2015, gave approval to D.S. Taylor to create and fill ministry coordinator roles designed to help us reach new people groups within our district.

8. On August 13, 2015, approved the sale of the Santee property to Santee Calvary Chapel for $625,000 and carry back anywhere from $100,000 to $125,000.

9. On August 13, 2015, approved to have an asset optimization study done for the district at no cost by Eric Knowles.

10. On August 27, 2015, the DAB met with the Hemet Church Board, the Hemet congregation, and representatives from ACCU to negotiate a payment plan for the church and district during the period of forbearance awaiting the sale of the Hemet church property. The church board, the DAB, and ACCU accepted an arrangement whereby the interest rate would be lowered to 2%, the monthly payment would be lowered to an interest only $9,500 per month. The DAB authorized the district to pay ACCU $5,500, while the Hemet church will pay $4,000, until the property is sold.

11. On August 27, 2015, approved to prioritize payments in the following order upon the sale of the Hemet property: (1) ACCU, (2) Personal Loans, and (3) the District.

12. On September 17, 2015, declared Spring Valley Hispanic in crisis.

13. On September 17, 2015, approved to pay a $57,000 shortfall for Hemet to ACCU.

14. On September 17, 2015, approved the hire of Rodney Kilgore as district communications director.

15. On September 29, 2015 approved (via email vote) to partner with the Nazarene Theological Seminary and the Headquarters Church of the Nazarene - Hispanic Strategy Committee to pay both tuition and

expenses (approximately $9,600) associated with the Spanish DMIN Program through the Nazarene Theological Seminary for both Nef and Gladys Trejo. Neff & Gladys direct and teach in the SELA (Seminario Evangelico Latino Americano) school for training Hispanic pastors. Investing in Neff & Gladys in such manner is an investment in developing and equipping pastors for the planting of Latino churches.

16. On October 29, 2015, approved (via email vote) up to a $45,000 increase of the principle loan between the Wesleyan Investment Foundation and San Bernardino First COTN for a total of $363,000 loan balance, with a maturity date of 15 years (180 months) from July 1, 2016 to July 1, 2031, and at 4.75% for 3 years.  The purpose of the funds is to address the insurance mandated repairs to the former DBA Cornerstone property on Third Street in San Bernardino. 

17. On November 12, 2015, approved the adjustment of the financial year from 12 to 11 months for this year.

18. On November 12, 2015, approved to adjust the foundation investment fund to reflect a re-designation of the District Office Fund to a Home Mission Fund.

19. On November 12, 2015, approved moving the NMI Convention to the Saturday before District Assembly (June 4, 2016) and holding the convention at Murrieta Gateway.

20. On November 12, 2015, approved Rev. Wink Davis as the record keeper of CEU Life-Long Learning Credits.

21. On November 12, 2015, approved $10,000 Hope Grants to the following new works: Grace and Peace, Renew, Banning Hispanic, Highland Iglesia Communidad, Menifee Valley Iglesia del Nazareno, and San Diego Southeast church plant.

22. On November 12, 2015, approved the adoption of the following policy regarding church plant grants. Sponsoring church must register with the district its interest in a church plant, identify a potential

church planter for training and assessment, and begin the exploratory process. Planter must complete the three courses from DCPI and be assessed and

approved by the district. Planter and sponsoring church develop a first-year budget and a three-year plan for success in four

areas: viability, sustainability, multiplication and theological faithfulness. Upon DAB approval of the first-year budget and three-year plan, and upon demonstration of up to

$10,000 committed to the plant by the sponsoring church in the first year, the District will match the sponsoring church’s financial commitment up to $10,000 year one and also recommend the church plant for a one-time $10,000 Hope Grant from the General Church.

At the close of year one and upon the receipt of the first-year financial statement and a viable second-year budget, the DAB may allocate an additional matching contribution up to $10,000 to funds committed to the church plant from the sponsoring church in year two.

This policy applies to all plants except those sponsored by Carlsbad, Vista and Southeast which were already in process before the new policy adoption date.

23. On November 19, 2015, approved (via email vote) to not require Santee Calvary Chapel to subordinate their carry back loan of $125,000 to a construction loan. This action was taken upon realization that requiring no subordination could impede escrow from closing.

24. On January 14, 2016, approved the request of Riverside Arlington to sell a portion of their property in order to fund needed maintenance and to pay off debts.

25. On January 14, 2016, declared the San Bernardino Samoan church in crisis and authorized District Superintendent Taylor to close the church subject to notification of the General Superintendent.

26. On January 14, 2016, approved the appointment of Steve Rodeheaver as the District Secretary and Secretary of the District Advisory Board.

27. On January 14, 2016, approved the following replacements of departing Advisory Board members: Tim Hickson replacing Ken Baruth (term to expire in 2017) Jeremy Peugh replacing Dwayne Edwards (term to expire in 2016) Becky Pape replacing Todd Renegar (term to expire in 2017)

28. On March 10, 2016, authorized the acceptance of an offer of intent to purchase the Hemet property at $5.5 million.

29. On March 10, 2016, declared San Bernardino Samoan to be “out of crisis.”

30. On March 10, 2016, approved the requirement that associate pastors submit a questionnaire and resume to the DAB before the DAB considers granting approval to the church board to consider the associate pastor as a candidate for the lead pastor position.

31. On March 10, 2016, approved the plan of Oni Plantilla, director of district Filipino ministries, to create a COS District School in partnership with Philippine Nazarene College, charging $100 per course.

32. On March 10, 2016, approved contributing $500 annually to the Wesleyan Holiness Consortium (an annual conference sponsored by Azusa Pacific University).

33. On May 5, 2016, approved (via email vote) a one year rollover of a $38,000 ACCU loan to Hemet that was scheduled to mature on May 24, 2016.

34. On May 12, 2016, approved the request of Chula Vista Parkway Hills to sell their parsonage as a means of bringing current a loan from the Wesleyan Investment Foundation.

35. On May 12, 2016, authorized District Superintendent Taylor to meet with the Parkway Hills board to explore possible ways forward through their financial struggles.

36. On May 12, 2016, approved San Bernardino First borrowing an additional $54,000 from Wesleyan Investment Foundation, refinancing their current WIF loan in the process. This additional funding will be used to repair and re-stucco their facilities.

37. On May 12, 2016, approved Mike Seewald as a candidate for the lead pastor role at Bloomington the Bridge.

38. On May 14, 2016, affirmed (via email vote) the policy of the District Ministries Board to not grant appeals after the March meetings and before the district assembly of that year.

III. Plan of Examination

INSTRUCTIONS TO STUDENTSEligibility

The District Ministerial Board (DMB) serves only students who are properly enrolled in the Course of Study. Enrollment is open to local ministers; local lay ministers(Manual 408.1), Sourcebook for Ministerial Development [SMD]; and deacons who qualify according to Manual 402.

CoursesThe DMB oversees the preparation of both elder and deacon candidates as well as lay ministry certificates. Ministers will not be ordained without having completed their respective courses.

The COS records (educational records) are to be kept on the district where the licensed minister is actively serving (438.6). Once a candidate graduates, the ordaining district will hold and preserve the COS records in their archives.

Modes of StudyThe recommended mode of preparation for full-time Christian service is by attending a Nazarene liberal arts college or university and, if possible, the Nazarene Theological Seminary in Kansas City, Missouri. Other approved modes are the Nazarene Bible College in Colorado Springs, Colorado (on campus or online), District Training Centers in Alliance with Nazarene Bible College, Northwest Nazarene University Online Directed Studies Program, and the Modular Course of Studies provided by the general church. The modular course of studies is under the immediate supervision of the DMB and requires written approval from the district superintendent.

If a student applies for directed studies, it is preferred that the student will take advantage of the Modular Course of Studies offered online by Nazarene Bible College’s Ministry Preparation Program or Northwest Nazarene University’s Online Course of Study. In certain circumstances, and with written approval by the district superintendent, a student may do directed studies under the tutelage of an approved mentor.

Except for level one (local ministers), ministerial preparation programs are subject to written permission of the DMB.

The courses required of the college/university students are listed in Manual 424.3. The competency statements for ministerial education are listed in Manual 424.3 and the SMD 437.33. All college/university/district programs must meet these competency statements.

The course listing for the Directed Studies Program is found in the SMD 439.37. But note: You must go online to www.usacandaregion.org/clergy-education for the most up-to-date information. Be aware that major changes were instituted as of the 2005 General Assembly.

Regulations for the Directed Studies Program1. Each candidate is instructed to download a Sourcebook for Ministerial Development (SMD), in order to become familiar with the details of the entire program.

2. Directed study courses have all been re-written, and are now available online from Clergy Development via www.usacandaregion.org/clergy-education. Please note that all students using the self-study modules require: (1) written approval by the district superintendent approving the use of the self-study plan, and (2) that a mentor meet with you regularly as you work your way through the course.

3. Candidates should plan to meet the District Ministerial Board each year before district assembly. Dates for these meetings will be given in advance to the local churches.

College StudentsAll college students should contact the chairman of the religion department at the Nazarene College or University they are attending for guidance in meeting Manual requirements for the ministry.

CONTINUING EDUCATION CREDITS (CEUS)The Church of the Nazarene expects all ministers to be involved in life-long learning as a part of ministry responsibilities.

424.6. Once a minister has fulfilled the expectations of the educational foundations for ministry he or she will continue a pattern of lifelong learning to enhance the ministry to which God has called him or her. A minimum expectation is 20 contact hours each year (2 accredited continuing education units [CEU’s]) or the equivalent determined by the region/language group and stated in their Sourcebook for Ministerial Development. All assigned ordained ministers shall report on their progress in a program of lifelong learning as part of their report to the district assembly. An up-to-date report on his or her lifelong learning program will be used in the pastoral review process and in the process of calling a pastor. The Sourcebook for Ministerial Development for the region/language group will contain the details of the accrediting and reporting process. At least 20 contact hours or its equivalent is recommended annually (115, 121, 413.25, 433.15).

The District DMB will work closely with the district superintendent and Point Loma Nazarene University in promoting and providing for continuing education credit courses (438.36) for ordained elders and deacons.

SDMI Report 2016 To our assembly delegates: This year we brought two major events to our district to help make disciples. 

October was “To Tell the Story” with Dr. Woodie Stevens and his wife Cheryl as the trainers at the Arlington Riverside Church. Forty people received a great tool to equip people in bringing the gospel stories to people with the goal of them interacting and developing their confidence in the Bible. I recommend every church having at least one person trained in this area. It also works as a great avenue for those looking to be involved in Church planting. You can find upcoming training times at nazarene.org/ministries/ssm/tellthestory/display.html

February was “Fresh Start” with Dr. David Busic and twenty-two other presenters of discipleship material for all ages. We had 410 in attendance at the Bridge Church. A big thanks to Derek Taylor and the NYI who partnered with us on this event that brought a great energy level to the whole gathering. Our council is filled with anointed people in every area. I want to thank them for the excellent work with the children’s, youth camps and the women’s, men’s and senior adult retreats. We are truly blessed. We say a sad goodbye to Vonda Rodeheaver who has done a great job on the women’s district retreat and they actually ran in the black this year. (Yeah) 

Our world is questioning the value of a religious experience and whether it helps or hinders a person’s spiritual development. We must bring greater clarity to the issues of our times. We must find the language that opens the doors for conversation and yet reinforces our Biblical truths. Pray for us, for it is so easy to be critical of any path we take to present holiness message that gives authority and confidence in the Word of God. Respectfully submittedKevin O’Connor, chair

It has been another exciting and successful year in the NYI department.  We have experienced, encountered and engaged God through multiple mediums.  Here are a few of the highlights from this past year. Elev8 2016 – We began the new church year with a trip to Elev8 2016 where our teens had a variety of opportunities to not only play and enjoy healthy competition together, but also seek and encounter God.  The seminar and plenary sessions brought real insight into the lives of our teens.  A number of our teens participated in poetry, talent, preaching, ultimate Frisbee, short story, quizzing and many other activities.  And while this event is a Southwest Field NYI event, our So Cal District NYI leaders are deeply involved in the planning, strategizing and execution of this event. They worked hard to create the space for the 1500 in attendance to draw closer to God. Camps – Mid-High and Senior High Camps were once again incredible. Our teens continue to walk away with both a fresh understanding of and commitment to the Lordship of Jesus Christ.  At Mid-High Camp, campers were encouraged to be “Rock Solid” in their faith, as they focused on Matthew 7.  Daniel Spaite, Youth Pastor at Visalia First Church of the Nazarene, brought a lot of energy and insight to the task. At Senior High Camp, special speaker Megan Purdue, theology student at Duke, challenged our teens on a deep level to think critically about their identity in Christ. Senior High Camp hosted 181 students and 29 sponsors for a total of 210. Mid-

High Camp hosted 115 campers, 15 high-school helpers and 29 sponsors for a total of 159 in attendance. Please join me in thanking the directors (Jeremy Schultheiss and Wally Yeager) and their leadership teams for great work with both camps. Quizzing – I’m pleased, proud and excited to report to you that our teens are studying Scripture, committing it to memory and submitting themselves to the subsequent formation that takes place.  Moreover, the competition that serves to provide incentive remains healthy and uplifting to all teams that participate. This year we had 3-4 teams participate in monthly competitions at our various churches on the district, all centered on the memorization of the books of Galatians, Ephesians, Philippians, Colossians, and Philemon. Elev8 2016 brought to a close this year’s focus and we are preparing ourselves for the study and memorization of Luke in the 2016-17 year.  If you are struggling to engage your teens in the very formative discipline of Scripture memorization, let’s talk about your church starting a local NYI quizzing team. A brand new season starts in a few months. In addition, please join me in thanking Jerry Goodwin, our District Youth Quizzing Director, who makes this ministry possible through passionate commitment and sacrifice. Third Annual Youth Leader Retreat – This year we hosted our third annual So Cal NYI Youth Leader Retreat.  We gathered in Big Bear for a time of fellowship, praying and playing together. Our So Cal NYI Leadership continues to grow together as a family and we anticipate how this intentional gathering of our leaders will continue to contribute to the completion of this objective.  If your local NYI leader is not connected to our information lines, please make contact with one of our NYI leaders. Most of our information is sent out via our Facebook group, although we use other mediums as well. Whatever the method, we want to see you connected. NYI Convention – This year we had a great turnout at our NYI Convention, which was held at The Bridge Church of the Nazarene.  We heard an inspiring message from AJ Wolf, Youth Pastor as Las Flores Nazarene, elected a new tier of leadership and general convention delegates (Congrats to our newly elected NYI President Jeremy Schultheiss!), built community through games and fun and worshiped together as a district NYI.  As a result, our teens walked away with a better understanding of the global church of which they are a part and a greater awareness of their role in it. These events and so much more would not be possible without the strategic, gifted, Spirit-filled leadership of our So Cal NYI team.  To the NYI team (too many to list): Thank you all for your collaborative style, your focus on unity and the way you allow God’s love to take up residence in your lives.  Respectfully submitted, Rev. Our theme emphasis this year has been The Power Of ONE – Finding Your PASSION. All of us have many things we are passionate about. I am so glad that for so many of you, missions is one of those. In response to that passion, each ONE of you as churches... each ONE of you as individuals... learned, and prayed, and gave, and sent... and many even went. God bless you for your clear demonstration of Finding Your PASSION. Let us passionately recognize these…

First and foremost we recognize my heroes… our Local NMI Presidents, who lead us to greater heights and depths of passion for missions. Next we say thanks to those Senior Pastors who support and promote missions. And of course, we could not accomplish anything for missions without ALL those who give themselves, at so many levels, to fulfilling our call to missions. Join me also, in thanking those who have gone the extra mile (literally) to various parts of the world on a variety of “Work & Witness” Teams. Each one of these has proven The Power Of ONE – Finding Your PASSION.

If you ever wanted to experience a passion for missions in FULL display… just attend one of our District NMI Council meetings. I am sooo blessed to get to pray, and think, and dream, and plan, and experience Spirit filled creativity along side of these amazing servants. They truly understand The Power Of ONE – Finding Your PASSION.

Two others play a critical role in fueling my PASSION. No words could EVER express how blessed I am for my wife, Jennifer. I give God thanks every day that He helped her say yes to me 44 years ago. Jennifer supportively listens to my dreaming and passion for missions, and encourages me to be and do what God has called me to. And OF COURSE, I give God ALL the glory and honor for His calling on my life. He guides me into and reveals to me The Power Of ONE – Finding Your PASSION.

I believe God has so much more for us. What could happen on the Southern Cal District if we caught GOD’s VISION for our missions efforts? In 2016-2017, please join me in looking to discover The Power Of ONE UNIFIED VISION.

And why all this “Missions Effort”? There is only one reason for me… because there is always one more, somewhere, who needs to hear about Jesus.

1 Finance and Pastoral Care Committee 2016

The District Finance and Pastoral Care Committee is charged with the general oversight of the financial policies of the district, with special emphasis on the budgeting process, and with providing guidelines and recommendations regarding pastoral care and compensation. The guidelines by which we operate have been established by the District Assembly. We recommend that this Finance and Pastoral Care Committee report, as adopted by the District Assembly, be reviewed by each local church board at the first regular board meeting following the District Assembly.

Purpose1. To give direction to financial policies of the Southern California District in order to best fulfill the stated purpose of the district as it applies to financial matters.2. To offer financial guidance to the district auxiliaries and local churches as delineated in the Bible.

Responsibilities1. To monitor and advise in the preparation of all operating budgets on the district.2. To determine the formula for the budget base for all budgets.3. To receive and provide study for annual audited reports from the district treasurer and all district auxiliaries (NMI, NYI, SDMI, etc.) and any others that receive funds from the district budget and/or local churches.

I. Concerning the Allocation of BudgetsWe recognize the principle of shared ministry through denominational budgets, making it possible to more effectively promote the gospel of full salvation around the world. We recommend that the following principles be the basis for the allocation of budgets:

1. To provide channels through which every church participates in the Great Commission through giving to denominational budgets.2. A church’s allocated budgets should be proportionate to its financial strength.3. To encourage newer and growing churches in their participation through recognition of their unique and economic needs and limitations.4. To recognize the family-hood of churches on the district by providing help in times of special need to those churches struggling. 5. To recognize our responsibility in giving to others by accepting our fair share in denominational budgets.6. To conduct a periodic review of the budgeting process in applying the above principles.

In accordance with the recommendations adopted by the General Board, we recommend:1. That the base for calculation of all budgets be amount raised for all purposes, for which a tax deductible receipt is allowed, minus money sent for the World Evangelism Fund and approved 10% specials. 2. That the following percentage of the budget base be used in calculating the respective budgets for all churches on the Southern California District:

World Evangelism Fund 5.5%P & B 2.25% District Unified Budget 7.25%

3. That all churches become familiar with and follow the “Funding the Mission” guidelines at the website www.fundingthemission.org.

II. Concerning the District Unified Budget

We recommend:1. Proposed District Budget2. That the District Unified Budget be allocated as follows:

Education (PLNU) 31.04% (2.25% of Budget Base)* District Operation 64.00% (4.64% of Budget Base) Home Mission Fund 4.96% (.36% of Budget Base)

* This percentage was established by the General Board.** The annual budget for SSM, NMI, & NYI are budgeted by auxiliary funding for the 2016-2017

fiscal year, the proposed budget reflects this change in funding.

We recommend:1. Denominational budgets paid monthly.2. World Evangelism Fund budget be paid through Faith Promise giving.3. World Evangelism Fund and Pensions and Benefits Budget sent directly to Global Treasury Services. The preferred method for remitting funds to the General Treasurer is to utilize the electronic fund transfer at www.fundingthemission.org; otherwise, mail check with remittance form to Church of the Nazarene, P.O. Box 843116, Kansas City, MO 64184-3116. 4. The District Unified Budget be sent directly to the Southern California District Office. 5. Local churches should not consider acceptable the practice of accumulating budget monies toward the making of lump sum payments at the end of the year.6. Local churches encourage 10% special giving for World Missions.7. Churches utilize the Church of the Nazarene Foundation to facilitate planned and deferred gifts from their members to any Nazarene ministry, including gifts to the local church, and to use the Foundation to manage investment accounts, endowments, or charitable trusts. Churches utilize the resource of Point Loma Nazarene University’s Planned Giving Department to educate their congregation in the importance of estate planning and the tax advantages of trusts. Contact University Advancement at 619-849-2302 or go to: www.pointloma.edu/plannedgiving.9. That no church may lease any of its facilities without written approval of the District Superintendent. After approval a church may pay expenses directly related to the cost of leasing the facilities out of the money received. 10. That each church provide a TSA for their pastor, which is at least 10% of the combined amount given for salary and housing.

IV. Concerning the DepartmentsWe recommend:1. That each department prepares and submits to the District Finance Committee Chairperson by March 31st each year, a proposed budget for the following fiscal year.

V. Concerning Point Loma Nazarene UniversityWe recommend:

1. That local churches find a variety of ways to support Point Loma Nazarene UniversityThrough the sending our young people, prayer and paying the District Unified Budget, a portion of which goes to support the University.2. District continue to give full support to the PLNU grant-in-aid program for Nazarene young people from our district as follows:

A. General Grant - That an amount of $2,600 shall be allocated from the District Educational Budget for each eligible, full-time, undergraduate Nazarene student attending PLNU.B. Matching Grant - That we encourage our local churches to participate in the PLNU Matching Grant program, in which the church contributes up to a maximum of $250 per student per year, and the university, in turn, matches the amount, for a total of $500.

VI. Concerning Pastoral Care and CompensationWe recommend that each church review and consider the following items when considering salary and benefits for pastor and associates:

1. Review the salaries at the beginning of each assembly year, considering both cost of living and merit increases.

2. Provide a parsonage or full reimbursement for housing, utilities, and all of the Social Security. We recommend that churches reimburse pastors their Social Security on a quarterly basis. Information is available from Pensions and Benefits or the District Office.3. Reimburse the full ministry-related costs involved in the operation, maintenance and depreciation of the pastor’s and associate’s automobiles. We recommend that the reimbursement amount be that which is established by the IRS. This is a local church expense and is not to be considered as part of the pastor’s or associate’s salary or benefits.4. Provide health insurance coverage for pastors and families and a medical/dental reimbursement fund to reimburse pastors and all full-time church employees for deductible and out-of-pocket expense. Contact the District Office for information regarding the district group medical insurance provider.5. Pensions and Benefit considerations: That each church pays in full its assigned Pensions and Benefit budget. The Pensions and Benefit Office urges every church to have a signed Employers Participation Agreement. This should be on file with their office as this is a basic requirement to make your pastors eligible for the many benefits provided by the denomination. 6. That each church provide a TSA for their pastor, which is at least 10 percent of the combined amount given for salary and housing. Any questions should be directed to the Pension and Benefits Office in Kansas City, Missouri.7. Provide time and expenses for their pastor, staff and/or lay employees to participate in continuing education activities. These opportunities will increase skills of ministry, furnish new ideas for leadership and refresh their spirit and outlook to the benefit of the church.8. Reimburse the pastor and staff members for ministry expense including: the full cost for church supplies, hospitality expenses, gifts to parishioners, professional books and magazines and dues to professional or service organizations.9. Establish a pastor’s minimum vacation at two full weeks, including two Sundays with full pay for pastors with less than five years in the ministry. After a pastor has completed five years in the ministry, up to fifteen years full-time ministry, extend the vacation to a minimum of three full weeks, including three Sundays with full pay. For those with more than fifteen years in full-time ministry, vacation time should be extended to a minimum of four full weeks, including four Sundays with full pay. Accumulation of vacation should not exceed six weeks in any one year. Communication between the pastor and church board regarding vacation issues is important. The time spent at district and general functions is not to be considered vacation. A supply pastor is to be paid by the local church. Churches with staff need to set a vacation policy with a minimum of two weeks per year.10. Churches should be sensitive to the needs of their pastors who face growing stress in their ministries and increasingly are burning out of the ministry. Following a biblical plan of a sabbatical, we recommend that after seven years of service in the same local church, and each additional seven years of service in that same church, the pastor is granted a sabbatical of seven consecutive weeks beyond his or her vacation time. This will provide for personal renewal. The pastor will return refreshed in spirit (referenced in our Manual 129.10).11. Each church needs to develop a set policy on sick leave for pastors if long-term disability occurs. Disability income insurance also is a protection for the church.12. Providing group term life insurance (a $50,000 policy is allowed by IRS as a non-taxable benefit).

Southern California District Church Properties Board 2016

We, the District Church Properties Board, submit the following report:      The District Board of Church Properties exists to give advice and direction to the local church relative to the purchase, sale, or lease of real estate, or the building of churches and parsonages. The policy of this board is to evaluate each local situation so as to be able to determine the need and the financial ability of the church involved.     The building plans, financial plans, and or leases, are carefully considered. It is board policy to limit total indebtedness of the church to three times its annual income. In cases where the church is unable to meet its District, Educational, and World Mission allocations, it is assumed that the church would be unable to finance a building program, or service a larger debt.      The board has carefully considered all matters that have come to it during the year and has acted in each case in line with its stated policy under the direction of the District Superintendent. We have given guidance and direction to the following churches and ministries in the past church year:Colton, Chula Vista, Hemet, Oceanside (Renew), Oceanside (Grace and Peace), Santee, Spring Valley, San Bernardino First, San Bernardino Cornerstone, San Diego (Living Waters), San Jacinto, Twentynine Palms, and Yucaipa.      Respectfully Submitted,Pastor Matthew Palm, SecretaryJanet Parks, Chair

Camps Board 2016

Dr. Duarte, Rev. Taylor, Members, and Friends of this Southern California District Assembly:

It is my pleasure and honor to be giving this, my first report on behalf of the Children’s and Youth Camping Ministry for the Southern California District.

We have a rich history of camping on the district and it has been a privilege to work with many amazing volunteers and co-laborers in regards to camping ministries. Our camps offer “God Moment” experiences that not only impact our kids at camp but we pray will influence them for a lifetime. Will you take just a moment right now to pray for the impact that these camps will have on students and families this coming camping season.

We had three amazing camp experiences this past summer:

Children’s Camp was directed by Karisa May, and even with a lower camper turn-out than the previous year, there were still many successes. The camp ended up with 13 (plus Hawaii) churches participating at some level. There were 117 campers and 31 staff, 1 profession of faith, 15 total commitments or responses to God, and 11 individuals with felt calls into Missions. These are the experiences that will impact a lifetime for the individual and others around them. The camp finished with $900 in the positive and they are looking forward to another

great camp next year. Would you please take a moment and specifically pray for our Children’s Camp, its leaders, and the children and adults who will be participating in The Quest Children’s Camp for 2016.

Mid High Camp was directed by Jeremy Schultheiss. There were 17 churches that participated with a total of 165 participants (29 staff/counselors). The theme, Rock Solid, focused around Matthew 7 and empowered students to build their lives on Jesus and find their identity in Him. One of the goals was to encourage conversation that would continue “down the hill” between staff and students. Jeremy shares an experience throughout the week where students would use the words “district family”. This is encouraging and I was humbled and blessed by the ways they embraced their identity as members of the family of God. Although financially the camp took a hit (down $2,392) I believe the week was a great experience for both student and staff. Will you take a moment right now to pray for Jeremy and the staff as they are preparing for “Illuminate” and the experience that will come with Mid High Camp 2016?

Sr. High Camp was direct by Wally Yeager. This was my first year directing a camp for Socal NYI. What an experience it was. There were many amazing experiences but I will share just two. There were 181 campers with 47 staff/leaders that joined us for the week. One of the things that grabbed my attention was the community and ability of the staff and leaders from SoCal NYI. This group of people came together to create an environment for students that allowed the Holy Spirit to move in ways that impacted students that week and for weeks to come. One student, a young lady, shared with me how she felt unwanted and not loved by anyone and had considered taking her life. While at camp, through a variety of experiences and encounters, she felt God calling her to not see herself but to see Him in her. She has taken her experiences with her into her situations and life and God is continuing to speak into her life. Although Sr. High Camp took a financial hit ($1800) there were many victories that were won that week and the weeks that were to come because of the experiences at Camp. Would you take a moment right now to pray for the leadership of Sr. High Camp and the theme Hand Crafted?

As you can see Camping Ministry is alive and well in Southern California BUT we cannot continue without you! We need all of our camps to be bathed in prayer. Will you commit to pray each week for each camp? Pray that a moving of the Holy Spirit will infiltrate the campuses and lives of each student and staff as they interact in the life of camp for one week and then continue to live out life the other 51 weeks as the Holy Spirit empowers them.

Thank you to all the directors, staff, and counselors who have made and continue to make camps possible. Thank you for being used by the Holy Spirit to engage students in the life saving power of Jesus Christ. Thank you to a district who believes and supports the camping ministry. Thank you to each of you as you continue to pray for the camping ministry of the Southern California District Church of the Nazarene
