FEBRUARY-MARCH 2017 VOLUME 57 ISSUE 1
As winter is finally upon us, one might think that boating would be pushed to the back of our minds. The bridge and executive com-mittee, however, have been hard at work teaching boating and planning boating events and having fun! In this issue you will find a full year’s worth of boating and other activities on the calendar so that you can save the dates for your favorite events.
This is also the time of year for boat shows. There are several coming up, including one in Baltimore at the end of January and Atlantic City in early March, and District 5 is always in need of a few good people to man the United States Power Squadron booth if anyone would like to lend a hand. I would be happy to set you up with whomever is in charge if you find yourself inter-ested in going one day.
For those of us who are thinking happy thoughts of spring al-ready, the D/5 conference is just around the corner with all of its weekend activities. There are classes for bridge members to help us learn to better support our squadron, old friends, new friends and, well, let’s face it, a whole lot of food and fun! Cyrus and I are attending and will host a commander’s reception prior to Friday night’s hospitality suites, plus we will be down there in a few weeks looking for some new fun places for lunch.
Our own Change-of-Watch is coming up soon as well. We have a new location set up and will be out on an enclosed, heated patio. It is a great size room for our size group and much more pleasing to the eye than the usual banquet room. I hope that you are planning to come out and join us for this event, and I apolo-gize in advance for boring you with my speech, it is a fact of life that I am unable to spare you from!

vided by Cdr Nowroozani and

Delhigh’s Annual Christmas Party
Delhigh ended 2016 in style at our annual holiday
party 17 December. The event was held at
McCarthy’s Red Stag Pub in Easton. This was the
first time we have held a social event at this loca-
tion.
The room size was perfect for the twenty-six mem-
bers and guests. We had the entire second floor
and our own private bar, which was well utilized by
many!
Our D/5 guests were D/Lt/C C.M. Kohlenberg and
his wife, Judy. We thank them for making the long
trip to spend time with us and speaking to the
group at the event. After dinner we had an intense
Pollyanna gift exchange facilitated by Lt/C Keith
Knoblach and Nikki Lebeduik
There were a few items that were stolen multiple
times. We can only hope that P/C Rendish will
bring the three foot troll back next holiday party to
have someone else enjoy it for a year. It seems
like the gift that will keep on giving! Thank you to
all that attended. Special thanks to P/C Lebeduik
for the center piece donations and to Commander
Nowroozani and Assistant AO Lt Chris Ellis for
planning this fun and successful event!

on exercises!
Delhigh also just finished the ABC course and all
the students passed, will receive their safe boat-

month free membership to Delhigh! Many thanks
to Kathleen Nowroozani and Keith Knoblach for
doing such a great job teaching!

VESSEL SAFETY CORNER P/C Michael Lebeduik, JN
DELHIGHLIGHTS
It is the time of year when everyone is getting cabin fever
and looking forward to getting back on the water. This love
of water and boating gives us a common bond. Now is the
time to think about how we can prepare our boats for a
Vessel Safety Check.
What is a Vessel Safety Check?
VSC is a program to help boaters better understand and
voluntarily come into compliance with the federal and indi-
vidual state recreational boating safety regulations. Con-
ducting a VSC by an examiner allows a one-on-one con-
tact with the owner or operator, in hope that they will
maintain and operate their vessel in a safe manner. It is
also a time when boating education is introduced into the
conversation, making the public more aware of the
classes available to them to help increase their knowledge
and on water boating skills and promote safe boating as
well as respect for the waterways which we enjoy.
A Vessel Safety Check includes and is not limited to;
checking Life Jackets, Visual Distress Signals, Fire Extin-
guishers, Ventilation, Back Flame Control, Navigation
Lights, Sound Producing Devices and more.
Your Vessel Safety Examiners are getting ready for an-
other successful year. For a VSC contact anyone of our
VE’s: Cdr. Kathleen Nowroozani, Lt/C Keith Knoblach, P/
C George Kelchner, P/C Michael Lebeduik, III, P/Lt/C
John Kudera or Lt Richard Garnjost.
Last, there is still time to sharpen your boating skills or
refresh your knowledge by taking a course or elective
course.
Anyone interested in becoming a Vessel Examiner,
please contact: P/C Michael Lebeduik, III at Phone:
(610) – 691 – 3348 , or email: [email protected]
Comparing Boat Insurance Coverage
After shopping for yacht insurance, I thought others might benefit from what I learned. First off, if your vessel is over 26 feet, you should shop for a yacht policy rather than a boat policy. Determine which company is actually underwriting the risk and issuing the policy. Most insurance agents represent multi-ple underwriters and can recommend a policy appropriate for you. Get price quotes and sample policies from at least three different underwriters. Be aware that standard yacht or boat policies don’t exist. Each policy is different, and underwriters write their own con-tract language. You cannot ask three companies to quote you a policy with $75,000 agreed hull value and try to compare apples to apples. You must read the entire policy to discover what the insurance covers and what it doesn’t. Look for the following provisions in the fine print. Named storms. Some policies exclude all claims resulting from any named storm for vessels over 10 years old. Other policies cover the damage or partial loss subject to a higher deductible (most have a 10 percent of agreed hull value). Some policies offer reimbursement of expenses incurred for storm preparation (moving or hauling the vessel). Consequential damages. Most policies exclude any cover-age of components that fail as a result of wear and tear or gradual deterioration. When that seacock or through hull fails, insurance won’t cover replacement. What’s more, if that failed seacock causes your boat to sink at the dock, your insurance may not cover the loss unless your policy includes a conse-quential damage clause, which costs more. Marina contracts. Nearly all marinas want you to sign some-thing and provide liability insurance to lease a slip. Be careful: You may be personally liable if your yacht policy doesn’t pro-vide coverage for risks you assume by signing another con-tract. Also be aware that if underwriters provide liability for marina contracts, the liability could be limited to $10,000 if damage occurs due to a named storm. Although the marina and you may both think you have the $300,000 liability re-quired by the marina contract, you may have just assumed a personal liability for $290,000. Depreciation. Most of you know that claims for canvas, din-ghies and the like will be depreciated, with a “useful life” of around five to seven years. But major electrical or mechanical equipment can be depreciated as much as 85 percent. One policy I examined excluded coverage for mechanical equip-ment older than 15 years. If you have an older vessel, you may not have the insurance you think you have. Long story short: Read your policy thoroughly. –Jim Kuemmel Reprinted from USPS Compass

Ice strength depends upon thickness, snow cover, changes in temperature, depth of the water under the ice, water flow (current), and water level. Schools of fish under the ice also affect the ice’s integrity. Familiarize yourself with the following guidelines for ice skating or ice fishing on ponds or lakes.
1. Avoid ice that’s clouded with air bubbles. Although it appears solid, it’s typically weak. Ice must freeze to a uniform depth of at least 4 inches before it’s firm enough for group skating or ice fishing.
2. Identify and avoid areas with partially submerged obstacles such as stumps and rocks where the ice is usually weaker.
3. Avoid ice over moving water, which is most likely unsafe.
4. Examine ice for man-made hazards such as where ice has bro-ken or been cut. Clearly identify these hazards for the benefit of others.
5. Never permit solo skating or ice fishing. Children should skate in clearly defined areas and only with adult supervision.

REVISED EDITION OF BASIC WEATHER AND FORECASTING SEMINAR Newly revised, the 2016 edition of the Basic Weather and Forecasting seminar has a well-deserved reputation for deal-ing with the complex (and critically important) subject of weather. Fun to take and teach, the 2016 edition comes with enhanced graphics and, for the first time, video and audio clips. The new edition continues a broad approach that covers basic weather dynamics and observation but with more emphasis on modern sources of professional marine forecasts. Instructors can order Basic Weather Kits for their students. An Onboard Weather Forecasting Quick Guide is also avail-able.
CALL FOR VOLUNTEERS Several USPS national committees are looking for volunteers with these technical skills: graphic design, desktop publish-ing, technical editing, proofreading, marketing and social media. We need volunteers who have expertise in Adobe Crea-tive Suite (InDesign, Illustrator, PhotoShop), Microsoft Office (Word, PowerPoint, Excel, Publisher) and CorelDRAW. Boating expertise is not required. This is a great opportunity to learn while sharing your technical skills to help USPS de-velop products and services that benefit squadrons and the boating public. Committee chairs will work with you to ensure assignments are clear and respect your time availability. Contact Nominations Committee chairman Bill Selden V at [email protected] or 804-240-1401.
NEW POLICY ON EDUCATIONAL SEMINARS To eliminate the confusion concerning the administration of educational seminars, the Educational Department leader-ship is issuing a new policy effective Jan. 1, 2017. In summary, an authorized copy of United States Power Squadrons seminar materials should be distributed to all students, with the exception of members of the same household wishing to share materials. The course information and CD are proprietary materials, and squadrons aren’t authorized to present seminars without these materials. In addition, every student should be registered in the HQ-800 system, so the record is available in future years.
