1. Introduction
The Western Australian Government continues to pursue as a priority the provision of full, fair and
reasonab le opportunity for competitive local suppliers to participate in the state's mineral and energy
projects. To achieve this objective in an increasingly complex environment, in July 2011, the
Government introduced the Western Australian Local Industry Participation Framework. The
Framework conta ins a number of initiatives designed to enhance the capacity of the state's industries to
supply.
Framework outcomes are captured in the bi-annuallocal content reports.
This is the sixth report to be tabled by the Minister for Commerce to provide the Parliament and people
of Western Australia with a description of contemporary local industry participation trends and issues.

The Western Australian economy continues to perform strongly and the outlook remains positive. The
areas of iron ore and natural gas remain particularly strong points of demand.
This ongoing buoyancy in the May 2013 to November 2013 period is demonstrated by the increase from
$43 billion to $57 billion in the value of publicly announced, locally awarded contracts, which has
occurred since July 2011 (the date of the introduction of the State Government's Local Industry
Participation Framework). It is estimated that this aggregated figure represents 202,920 employment
positions (direct and indirect) created or maintained.
High levels of local content are also a continuing feature of the reports submitted over the last six
months by projects operating through State Agreement Acts.
Section 5 of this document also outlines examples of other forms of benefit accruing to Western
Australia from these resource projects.
This local content report also details the impact of the assistance provided by the State Government to
local companies aspiring to extend supply to major projects. Sixty eight local companies have provided
reports on assistance outcomes through the Industry Facilitation and Support Program of $143 million
of contracts won. The value of assistance provided to these companies was $1.4 million thereby
representing a leverage ratio of $1: $94.

2. The Resource Sector - Trends and Implications
Previous reports have emphasised the direct relationship between global investment and trading
conditions and the performance of Western Australia's resource sector. Since the downward
movement in commodity prices, which began in September 2012, there has been a host of commentary
regarding the demise of the so called "resources boom".
The Western Australian Government has not subscribed to the "boom" concept and therefore considers
that as commodity prices stabilise and Asian economies maintain significant rates of growth the outlook
for the State remains positive.
Although a number of mineral and energy projects have recently moved from the construction to
operational phase there remains $141 billion of projects either committed or under consideration.
Projects moving from the construction phase include the North Rankin and Macedon Gas projects and
the Tropicana Gold Mine.
The prognosis of continued expansion is supported by the Bureau of Resource and Energy Economics
September 2013 Quarterly Report. The Bureau believes that capital expenditure is currently peaking
and that as it slows there will be a compensatory rise in production and exports.
The Bureau has identified LNG, iron ore and coal as the basic contributors to the sectors' ongoing
expansion. For example, of the 12 LNG projects under construction globally, half are in Australia. The
Bureau forecasts that gas production nationally will increase by 22 per cent per annum to 2017/18.
In terms of iron ore, the Pilbara region is identified as having particular capacity to take advantage of
expansions and demand due to attractive grades, competitive production costs and increasing
realisation of advanced technologies.
In this latter regard, in July 2013, the Premier opened BHP Billiton's Integrated Remote Operations
Centre. The Centre will enable real time management of its entire iron ore operations from pit to port
encompassing seven mines, 1600 kilometres of rail and two port loading facilities. The company regards
the Centre as fundamental to maintaining its international competiveness. At the same time progress
continues to be made on the implementation of the $5.2 billion Rapid Growth 5 expansion.
The Premier offiCially opened Cape Lambert B as part of Rio Tinto's 290 mt/a expansion celebrations in
October. The 290 Mt/a milestone was reached ahead of schedule and under budget. Studies to further
expand Pilbara capacity beyond 290 mt/a are still underway, a number of options for mine capacity
growth are under evaluation, including incremental tonnes from further low-cost productivity
improvements, expansion of existing mines and the potential development of new mines. Rio Tinto has
become the world's largest owner and operator of autonomous haulage system (AHS) trucks.At the
Yandicoogina mine Rio Tinto has 13 Komatsu AHS trucks in operation moving both ore and waste in the
Junction South East pit. During 2013 17 autonomous trucks were introduced at the Nammuldi
operation and a further three are being utilised to trial the latest version of the AHS system. Hope
Downs 4 is also gearing up to commence autonomous operations in 2014. These technologies are
revolutionising the way large-scale mining is done, creating attractive hi-tech jobs, and helping to
improve safety and environmental performance and reduce carbon emissions

Further, in May 2013, Fortescue Metals Group opened its Firetail iron ore mine representing the first
stage of the Solomon project which will provide an output of 20 million tonnes per annum (mt/a). The
second stage of the project, entailing 40 mt/a, should be completed by the end of 2013. FMG also in
August 2013 opened its US$2.4 billion expansion offacilities in Port Hedland.
Roy Hill is letting a range of major contracts related to its $10 billion project which will see production of
55 mt/a of iron ore with first shipment scheduled for late 2015. A mine life of more than 20 years is
anticipated.
Atlas Iron has also been active with the opening of the Abydos Mine in June 2013 which is the
company's fourth in the Pilbara.
When the above activity is combined with the ongoing construction of the Gorgon and Wheatstone
projects and the commencement of the Prelude project, the basis for forecasts for ongoing expansion
by the Western Australian economy is apparent.
Western Australia is also estimated to have the fifth largest resource of shale gas in the world. While
significant build-up and investment in equipment and infrastructure will be required, there is potential
for a new energy source for the State. For instance, a State Agreement Act has been ratified between
the State and Buru Energy Limited, Diamond Resources (Fitzroy) Pty Ltd, Diamond Resources (Canning)
Pty Ltd and Mitsubishi Corporation relating to the evaluation, development and exploitation of natural
gas resources in the Canning Basin region of the State, and for incidental and other purposes. Amongst
other obligations, the Act includes a future requirement for the project proponents to produce a Local
Industry Participation Plan that will articulate avenues for prospective local supply.
The State's economy grew by 4.9 per cent in 2012/13 with economic commentators including the
Chamber of Commerce and Industry of Western Australia predicting further growth of 5 per cent for
2013/14. This contrasts markedly with national trends. For example, Westpac anticipates Australian
economic growth of 2.5 per cent in 2013 falling to 2.3 per cent in 2014.
However, as has been noted in previous reports, Western Australia's integration into the global
economy also presents stringent challenges. The companies investing and operating in the resource
sector utilise international best practices and benchmarks in undertaking research, selecting
technologies and engaging with suppliers.
The advent of modular construction, entailing utilisation of global centres of excellence for engineering
and design and Asian manufacturing for the supply and fabrication of steel, is a pervasive example of
this aspect of the relationship. The Bureau of Resource and Energy Economics has pointed to floating
LNG and remote and automated mine management as further illustrations of this theme.
The role of Western Australian industry in the development and application of these advanced
technologies will be a crucial determinant of the type and level of future stimulus derived from our
resource developments. It can also be argued that the traditional relationship between government
and developer in terms of the benefits generated in return for access to a non-renewable asset has
been disrupted and a readjustment of this relationship is thereby required.
The work undertaken by the Industry Participation Branch of the Department of Commerce in the
period covered by this report has continued to highlight the need for close and effective communication

between project proponents and their Tier 1 contractors and local suppliers if optimal contract
outcomes are to be achieved. There is a significant diversity in approach to procurement by project
proponents. Variations can include the degree to which purchasing is retained in-house or contracted
out, the extent of local purchasing autonomy, the location of decision makers for different aspects of
the construction and operation of complex projects and to the extent to which qualitative factors such
as safety and quality management are emphasised.
There is considerable evidence that small to medium enterprises often experience difficulties in how to
approach proponents and in understanding the functioning of the developers' business and
procurement models.
It is in this context that the Department will continue to encourage proponents to give greater emphasis
to educating and explaining their approach to sourcing through workshop seminars and electronic
media. Equally, suppliers should give an appropriate weighting to market research in this competitive
and multi-dimensional field.
3. State Government Actions: Post Local Industry Participation
Framework
Through the Minister for Commerce, the State Government continues to progress the implementation
of the Framework initiatives.
Since May 2013, this has entailed:
• The first round of the Industry Facilitation and Support Program (IFSP) closed at the end of June
2012. A second round of the IFSP, funded by Royalties for Regions, closed in September 2013.
Some 148 applications for assistance were approved in both rounds, representing a State
funding commitment of $2.926 million
It is a requirement of the IFSP that beneficiaries of assistance report outcomes from their
projects, six months after completion. To date, 68 reports have been received, representing
assistance of $1.4 million.
These reports indicate that the company projects, assisted by IFSP, have resulted in resource
contract awards of over $143 million (leverage $1:$94). Other benefits reported include
employment gains and increased engagement of apprentices, productivity growth, market
diversification and improvements to quality and safety standards.
It is estimated that IFSP assistance has also generated significant investment by these
companies. The relationship of government funding to private sector expenditure is 28 per cent
to 72 per cent.
Appendix 1 provides a summary of IFSP reports received so far.
Reports from IFSP round 2 have begun to be received. To date, two reports have been received
demonstrating that for grant assistance of $25,825 contracts valued at $870,000 had been
acquired.

Recipients of assistance that have reported positive outcomes operate in industry areas
including steel fabrication, engineering, construction, electrical, information technology,
logistics and marine services.
Companies accessing the IFSP reported positively to the Department of Commerce on the ease
of the application and the reporting processes.
• Currently, a third round of IFSP is open. This round is focused on assisting businesses based in
Onslow to enhance their capability to supply to the Chevron Joint Venturers $29 billion
Wheatstone project. A budget of $200,000 has been determined with equal contributions from
the State Government and Chevron. Since opening in September 2013, five applications have
been approved for projects including equipment acqUisition, site works and infrastructure
upgrades.
The demonstrated ability of IFSP to lift the competitive capacity of local suppliers has attracted
a Significant level of interest from resource project proponents. The Department of Commerce
is currently negotiating with a number of major proponents on joint funding exercises. These
proponents acknowledge that the IFSP outcomes very often have mutual benefits for the
supplier and the market.
• Ongoing monitoring of publicly announced, locally awarded, resource sector contracts show
approximately $57 billion has been allocated since July 2011 (Appendix 2 provides a listing of
these contracts).
Based on input-output tables, developed by the Australian National University, it is estimated
that this flow of contracts has resulted in the maintenance or creation of approximately 202,920
positions in the Western Australian economy.
The makeup of contracts, referred to in previous Parliamentary reports, of a diverse range of
activities encompassing both manufacturing and service industries has been maintained.
• Supported by Royalties for Regions, the Department of Commerce completed its schedule of
regional workshops in June 2013. These eight workshops, held in regional centres across the
State, were attended by over 450 businesses. Speakers provided information on relevant
government policies and assistance in supporting local involvement in the resource and
government purchasing markets.
A particular feature was the ability to involve various relevant Commonwealth agencies,
consequently raising their profile and increasing regional awareness of industry assistance
programs.
Initial exit surveys indicated high levels of satisfaction with the workshops' content. The
Department of Commerce is now following up with attendees to determine if further benefits
were realised such as accessing of assistance, or increased contract award.

• In October 2013, Rio Tinto participated in a seminar held at Henderson organised by the
Department of Commerce, outlining its future supply requirements and the opportunities
presented for local industry.
Over 100 interested companies attended the event. It is the intention to maintain a program of
"how to do business" seminars with a range of major proponents.
• The Department of Commerce has made a written submission to the Economics and Industry
Standing Committee Inquiry into floating LNG. The submission gives a particular focus to the
perceived implications of FLNG for fabrication and manufacturing, engineering and design and
construction companies.
A further dimension to this issue is Shell's decision to establish a formal dialogue mechanism to
identify and pursue opportunities for local suppliers during the operational phase ofthe Prelude
project. Membership will include the Department of Commerce.
• The feasibility and planning of the proposed Pilbara Fabrication & Services Common Use Facility
Project at Lumsden Point, Port Hedland has reached an advanced stage. A business case for
government's consideration is anticipated by the end of 2013.
• The Department of Commerce has worked closely with Woodside and other consortium
members on progressing the concept of Western Australia becoming the focus of an industry
and innovation offshore energy precinct.
• In October 2013, the State Government determined that after some 28 years of support it
would cease funding the vendor identification service, provided by the Industry Capability
Network of Western Australia (ICNWA). Since inception, this service has received over $20
million from successive governments. In recent years, the ICNWA has entered into funding
arrangements with project proponents including Woodside, Chevron, Shell and Roy Hill. The
State Government considers that this fee for service model can be maintained.
• The Department of Commerce has entered into discussions with the Chamber of Minerals and
Energy to consider development of a code of practice covering members' approach to the
principle of full, fair and reasonable opportunity and the use of Industry Participation Plans.

4. Liaison with the Commonwealth Government
The election of a new Commonwealth Government, in September 2013, opens up existing
policies, programs and Commonwealth State relations for possible reconsideration and revision.
At this point in time, the new Commonwealth government is undertaking its audit of activities
and programs in the context of budget priorities. As such, a variety of initiatives are on hold.
These include the Industry Innovation Precinct Program. It had been announced in August 2013
that a consortium led by Woodside have been successful in securing Commonwealth funding of
$20 million over five years to establish and operate an oil and gas technology precinct,
headquartered in Perth.
Amongst the features of the Woodside proposal was the capacity for enhanced communication
on exploration, development and production with various segments of the Australian supply
chain.
There are more than thirty consortium members including Chevron, Shell, GE, Thiess, Apache
and the University of Western Australia and Curtin University.
Another comparatively relevant introduction is Resources Connect, an offshoot of Enterprise
Connect. Resources Connect is designed to provide small to medium size enterprises with a
detailed grounding on the different aspects of supply to major proponents. Sessions are
designed in specific modules covering topics including managing cash flow, prequalification,
understanding contractual terms and conditions and how to identify appropriate contacts
within a proponent's organisation.
The recently reformed Skills Connect program has also been of interest to WA's suppliers. Skills
Connect offered part funding on a company specific basis to design and implement tailored
training programs for up skilling.
Finally, as referred to in the May 2013 report, there is the broader question of the future of the
proposed Australian Industry Participation Authority.

5. Local Content Reporting
Local content reports are submitted by companies that operate under State Agreement Acts. These reports are submitted quarterly during the construction/expansion phase and annually throughout operation to demonstrate the outcomes of sourcing decisions. These aggregated figures and corresponding percentages are presented in the table below.
In addition to reports received under State Agreement Acts, Chevron has voluntarily reported for the Wheatstone Project provided through the Wheatstone Local Content Steering Committee, chaired by the Department of Commerce. These figures have been aggregated into the below table.
The table shows an amalgamated 76 per cent operational local content during this period. This percentage remains relatively unchanged from the previous reporting periods, representing a consistently high level of local content. Of interest is the high value of awarded contracts, compared with previous periods, totalling $18.65 billion; with a $14.11 billion as the estimated value of work carried out in WA.
Levels of local content for the expansion and construction phase have remained constant at 74 per cent
(May 2013 and November 2012 were reported at 77 per cent and 65 per cent).

An important element of the Local Industry Participation Framework has been to expand the definition
of local content to gain a comprehensive picture of benefits delivered to Western Australia aside from
the award of local contracts.
Companies that operate under State Agreement Acts were recently invited to include information on
broader contributions to Western Australia.
The activities reported to date include, research and development; grant funding for local community
groups and organisations; environmental rehabilitation programs; and directly led community programs
and initiatives.

A specific example of the generation of these types of benefits is the Gorgon project. As part of this
development the Chevron Joint Venturers have committed approximately $190 million in
environmental offsets and Net Conservation Benefits, including $62.5 million to establish the North
West Shelf Flatback Sea Turtle Conservation Program.
Program and initiatives supported under the Gorgon Social Impact Management Plan include:
Karratha and Districts Chamber of Commerce and Industry (KDCCI) Business Excellence Awards;
Pilbara Pulse Economic Summit incorporating the Karratha Business Expo and Career Central;
Karratha NGO Incubator
Pilbara Small Business Development Series and Pilbara Women's Network
Pilbara Aboriginal Contractors Association
Gorgon Entry Skills Training Program -linked with employment outcomes at Henderson (AMe)
Gorgon Trades Assistant Training Program
Aboriginal Quarantine Inspector Training Program
Support has been provided to develop local business, including:
Micro-financing through Many Rivers
Small business development and facilitation through the Small Business Centre West Pilbara
Aboriginal business support and mentoring through RSM Bird Cameron
In October 2013, BHP Billiton reported a further $10 million contribution to the Australian Indigenous
Education Foundation to fund an additional 90 secondary and tertiary scholarships for Indigenous
students. The program is funded through the BHP Billiton Community Development Program which
invested $58 million in the 2012/13 financial year.
Also of interest is the September 2013 report commissioned by the Minerals Council of Australia,
entitled "The Value of Community Contributions in the Australian Minerals Industry". The study outlined
the various forms of industry spending within the community. The Department will continue to work
with project proponents to gain a clearer understanding of other benefits that flow through to WA
communities. This information will improve the State Government's capacity to support local industry
and to further recognise contributions to the local community.

6. Conclusion
The scenario presented by this report is one of ongoing growth and stimulation.
However, realisation of opportunities by Western Australian based businesses will remain on the basis
of competitive performance against international benchmarks. This cha llenge is compounded by the
rapid and expanding use of new technologies containing far reaching consequences.
The future will also be influenced by the yet to be established relationship between the State and the
new Commonwealth Government.
As such, this is a period of important long term decision making.
