The Department of Information Technology (DIT) was created in the year 1999 vide

notification No. GAD (CC)-5-2/71 dated 18th November, 1999 and was merged in

Industries Department in the year 2002. Information Technology Department was delinked

from Industries Department & merged in Science & Technology Department including Bio-

Technology in the year 2004. The subjects of Biotechnology and Science & Technology

were delinked from Information Technology on 13th April 2007 and an independent

Information Technology Department came into existence. At present, Principal Secretary

(IT) is the head of the Department at Government level and Director (IT) is the head at the

Department level.

As per the allocation of Business Rules for the Department, following functions are being

carried out:

1. Formulation and Implementation of the Information Technology Policy in the state.

2. Introduction of automation and cybernation control systems so as to ensure faster

information processing within Government, including projects and activities relating

to e-Governance.

3. Promotion of investment in Information Technology Sector (hardware, software and

services-particularly ITES and BPO) and related activities and creation and

upgradation of Information Technology infrastructure in the State.

4. Assistance in development and implantation of software packages for monitoring of

key parameters and computerization of thrust areas in different departments and semi

Government organizations.

5. Creation of Government-Public Interface through unified service delivery channel by

using Information Technology and Information Technology enabled infrastructure

and also to launch awareness campaigns on the advantages of the use of Information

Technology and related technologies in enhancing the standard of living and

improving quality of life.

6. Standardization of hardware/software platforms for the departments/organization and

to ensure dynamic monitoring of their prices and minimization of wasteful

expenditure.

7. Administrative control of Himachal Pradesh State Electronics Development

Corporation.

8. Formulation of strategy for a State wide Internet.

9. Development of Information Technology related communication infrastructure.

10. Assistance to the departments/semi government organizations in creating and

updating websites.

11. Promotion of Information Technology Education and training in educational

institutions and government departments/semi-government organizations and

facilitation of development/dissemination of educational software and promoting

programs in Information Technology enabled education.

12. Organization of various promotional activities like national/international

conferences/seminars and participation in the same.

13. Follow up of Information Technology related projects/schemes posed to government

of India and its agencies and also other players in this field in India as well as abroad.

14. Facilitating establishment of Venture Capital Fund by financial institutions for growth

of Information Technology industry in the state.

15. Maintenance of database for all Information Technology related material and human

resources available in the state.

16. Identification of laws and rules which need to be modified or enacted to enable legal

validation for transaction and also to develop specific Cyber-Coding for ensuring and

maintaining secrecy and also to act as nodal agency/authority on behalf of the State

Government for matters relating to Information Technology Act and similar other

central and state legislations.

17. Establishment of Software Technology Park/IT Park Habitats various e-Governance

Project. Formulation of IT Projects, Formulations and implementation of IT Policy in

the States & Rules/Acts, NeGP (Capacity Building) i-COSC and Community Service

Centres. Implementation of special projects (like Telemedicine, HMIS,

Administrative Tribunal, HP Sectt., MC, Treasuries, Local Bodies). Technical advice

to various departments etc.

Himachal Pradesh has been ranked second after Tamil Nadu in an independent survey

conducted by Dataquest-IDC for using IT in delivering Government to Citizen Services

during the year 2008.

The Projects funded by Government of India required creation of an implementing agency

within the structure of the department and in compliance the HP Society for Promotion of IT

and e-Governance (SITEG) has been created under the Chairpersonship of the Hon‟ble CM.

The Society has been designated as the implementing agency on behalf of the department.

Computerization is being taken up in the State in following three modes:

A) Under National e-Governance Plan, Government of India is providing funds

directly for projects which are being implemented through Department of

Information Technology.

B) Some Projects are being implemented by respective departments funded by

Government of India through concerned line ministries. And;

C) Computerization in some of the departments is being taken up from State

Government funds.

Department of Information Technology and National Informatics Centre (A Central

Government Agency) are providing technical assistance to all the departments in

implementation of various e-Governance Projects. Apart from this, department is also

providing technical advice to line departments regarding procurement of hardware, software

and allied accessories.

1. HIMSWAN (Himachal State Wide Area Network)

Project Introduction

To accelerate the growth and use of Information Technology, HIMSWAN has been

established to provide connectivity not only to Government Offices across the State but also

to the Citizens, over a period of time, rapid narrowing of digital divide and promoting all

pervasive use of IT in all matters of the State. The State Wide Area Networks (SWAN)

Scheme is one of Core Infrastructure Components. It has an estimated outlay of Rs. 95.88

Crores for Himachal Pradesh and was approved by the Govt. of India in March 2005 (DIT

Share of Rs 50.21 crores and State Share of Rs. 45.67 crores. The objective of the Scheme is

to create a secure Close User Group (CUG) Government Network for the purpose of

delivering Government to Government (G2G) and Government to Citizen (G2C) services.

Project Status

1. Total 132 Points of Presence (PoPs) were to be established in HIMSWAN. Status of

PoPs is as follows:

130 POPs have been commissioned.

2 POPs (Spiti at Kaza , Pangi) are technically non feasible from BSNL end.

2. Till March 2012, HIMSWAN connectivity was provided to 1284 government offices

across the State.

3. Third Party Audit Agency (TPA) is monitoring the Service Levels being adhered by

HIMSWAN Operator.

2. Common Services Centres or Lok Mitra Kendra (CSCs)

Project Introduction

The Lok Mitra Kendra (Common Service Centres) scheme in Himachal Pradesh proposes to

establish 3366 e-Governance centres at Panchayat level in the state. The scheme, as approved

by the Government of India, envisions CSCs as the front-end delivery points for Government,

private and social sector services to rural citizens of India, in an integrated manner. In order

to setup LMKs, the State Government has selected two Service Center Agencies (SCAs) i.e.

Zoom Developers Pvt. Ltd. for Kangra division and Consortium of Tera Software Ltd. and

GNG Trading Co. Pvt. Ltd. for Shimla and Mandi division after a tender process. These

companies are called as Service Centre Agencies (SCAs).

Project Introduction

Under National e-Governance Plan (NeGP), State Data Center (SDC) has been identified as

one of the core supporting components to consolidate services, applications and infrastructure

to provide efficient electronic delivery of Govt. to Govt. (G2G), Govt. to Citizen (G2C) and

Govt. to Business (G2B) services. These services can be rendered by the states through

common delivery platform seamlessly supported by core connectivity infrastructure such as

State Wide Area network (SWAN) and Common Services Centre (CSC) connectivity

extended up to village level. DIT HP is building the State Data Centre for the Govt.

SDC Building is being constructed at Shivnagar near Mehli, Shimla and foundation

stone for the same has been laid by Hon‟ble Chief Minister on 24-11-2009

RFP for the selection of SDC Operator has been floated and SDC operator is expected

to be finalized by year end 2012. SDC Operator will setup SDC and operate &

maintain the same for a period of five years.

M/s 3i-Infotech is the consultant for SDC Project

A composite team of NIC and DIT shall be constituted to run SDC

4. Capacity Building- Setting up State e-Governance Mission Team (SeMT)

Project Introduction

Capacity Building Scheme for the State of Himachal Pradesh was started in the year 2008.

Total outlay of the Project is Rs. 736.60 lakhs (Rs. 375.30 Lakhs as GIA & Rs. 361.30

Lakhs as ACA). As per the Guidelines for Capacity Building, the Roadmap for the Capacity

Building Project has been deployed through by M/s Wipro and the document was finalized

and released in the NeGP workshop on 15th

July, 2009.

Project Status

Expenditure incurred upto 31.03.2012 under the Capacity Building Project was Rs. 190.16

Lakhs. Upto 31st March, 2012 an amount of Rs. 68.012 Lakhs was utilized under ACA and

there was balance of 93 lakhs available upto 31st March, 2012. An amount of Rs. 122.15

Lakhs was utilized under GIA. The detail of the expenditure is given below for reference:

Till March 2012, 2168 employees trained, out of which 1201 employees trained in

Mandi Training Centre and 967 employees trained in Dharamshala Training Centre.

Department of Electronics & Information Technology (DeiTY) has given extension

for deployment of only 3 resources through M/s Wipro as temporary staffing under

SeMT till September, 2012.

Out of the total requirement of seven resources under SeMT, till March 2012, two

resources were deployed through M/s Wipro and five through NeGD.

SeMT prepared about 87 documents/reports for different departments under different

e-Governance project.

SeMT is currently working on the following e-Governance projects:

DSJE Automation: Review and Monitoring of DSJE Automation project of

Welfare Corporation.

HRTC IRTS Project: Reduced BOM Estimation and Contract Preparation for

SI appointment.

5. AGRISNET

Project Introduction

AGRISNET is a Mission Mode Project under National e-Governance Plan funded by

Ministry of Agriculture, Government of India. AGRISNET Project will bring farmers,

researchers, scientists and administrators together by establishing online information for

Agriculture, Animal Husbandry, Horticulture and Fisheries departments. Ministry of

Agriculture, Government of India has provided total funds of Rs. 7.03 crores to the State. As

per the guidelines of Ministry of Agriculture, Government of India, these funds have been

utilized for providing Hardware, Software and networking to the block level. The

AGRISNET Portal was inaugurated by Hon‟ble Chief Minister on 28.07.2011.

6. State Portal and State Service Delivery Gateway (SSDG)

Project Introduction

The National e-Governance Plan (NeGP) of the Government of India aims to make all

Government services accessible to the common man in his locality through common service

delivery outlets and ensure efficiency, transparency & reliability of such services at

affordable costs. State Portal and State Service Delivery Gateway (SSDG) being the core

components in e Governance infrastructure under the NeGP, can simplify this task by acting

as a standards based messaging switch and providing seamless interoperability and exchange

of data across departments for providing services electronically. Main features envisaged

from this project are:

1. To enable Web based service request using e-forms on State Portal.

2. The physical forms presently available for various government services to be

converted into E forms and made accessible to the citizens through the state portal

to be accessed anywhere, anytime.

3. Citizens can access these e-forms either on internet or through nearest Citizen

Service Center (CSC).

4. The submitted e-forms will be routed through State Service Delivery Gateway

(SSDG) to the respective field offices of the concerned department. Thus

Departmental workflow will become more effective.

5. This is the first step towards the eventual computerization of the processes that

involve G2C service delivery and will make the foundation for all e-initiatives in

future

M/s Infosys was selected as Implementing Agency for the project. The main components are:

E-forms - These are electronic forms which can be accessed over internet and can be

submitted online by attaching supporting documents as scanned copies from

anywhere, anytime.

State Portal - The front end for all government activities and common touch point for

e-interaction between Departments and Citizens. Citizen can access e-forms on State

portal and status tracking of submitted request.

SSDG- State Service Delivery Gateway will act as a common hub routing all service

requests to respective nodal officers. It will also have other features like time

stamping, payment and generation of unique application number for every request.

CDAC is developing the gateway framework to be implemented in all the states

In phase I, out of total 49 services, 15 services of six departments will be made

available to citizen through SSDG portal.

Rest of the services will be covered in phase II & phase III accordingly.

Accordingly, 14 services were planned to be rolled out in Phase-I, which have been

rolled out since 1st May, 2012 and there is some delay in the roll out of the services of

Phase-II and Phase-III because for some services, integration with NIC is required

and payment is involved with the services regarding which integration is in process

with the Centralized Payment Gateway.

Draft notifications and process flow of the services have been issued to the

departments whose services are to be rolled out in Phase-II.

7. E-Dispatch

Project Introduction

E-Dispatch is an electronic means to dispatch official letters. It is a web based software

designed & developed specifically for the dispatch section of the government departments to

send letters electronically through Fax/ E-mail/ and store online for future reference. SMS

alerts also can be generated through this software to intimate field offices in advance to check

their email/ e-Dispatch portal for urgent message/ order. The advantages of the e-Dispatch

software are:

Fast delivery and instant receipt of letters

Reduction in stationery and printer consumable costs

No postage costs

Archival of data/ letters online on server

Reduced labour cost

Elimination of Human Error

Project Status

Purchase Order has been released to OCAC on 29th January, 2011 to design and

development of e-Dispatch software for HP Govt. Secretariat

Purchase for procurement of hardware (PCs. Multifunctional Printers) has also been

released on 29th March, 2011

e-Dispatch started in Secretariat of H.P on 2nd Sept, 2011 for sending and receiving

the letters

e-Dispatch is being used in all the Departments/ Boards/ Corporations/ DC‟s for receiving

letters and in Secretariat of H.P for both sending and receiving the letters. 45,988 letters were

dispatched through e-Dispatch portal till March, 2012

8. Computerization of 5 Welfare Corporations (DSJE Automation)

This project aims at Computerization of the activities being carried out by five corporations

under Department of Social Justice and Empowerment and to facilitate the citizens to get all

the information regarding the welfare schemes as well as to apply for the same. Five

corporations under Department of Social Justice and Empowerment are as follows:

1. Himachal Pradesh Scheduled Caste and Scheduled Tribe Development Corporation,

2. Himachal Backward Classes Finance and Development Corporation, Kangra

M/s Corpus Software was awarded the project by way of tender process on 23rd July,

9. Integrated Community Service Centre (i-CoSC) now named as SUGAM

Project Introduction

As a pilot for ICTD project total of 16 Sugam centres have been set up in Shimla district.

State of the art Sugam Centre has been set up in DC office, Shimla for providing about 40

services under one roof to the citizens. Out of these services, 29 are web based and remaining

11 are transaction based services. The centers setup under this project provides one-stop shop

information resource and service centre for the common man. It acts as a front end integrated

delivery point for government services to the citizens. The services are provided across the

counter which eliminates the requirement of people to visit each officer/ official in the

process chain for marking of the documents.

10. Computer Labs for Colleges

Project Introduction

The Govt. of Himachal Pradesh is providing Computer labs to approximate 72 Govt. colleges

of the State. The purpose of the project is to impart requisite IT skills to the students of

various Government Degree /Post Graduate Colleges in the State. These computer labs are

meant for basic awareness of computers to the students and for computer based assignments

in scientific courses as well. These computers are also being used for imparting BPO/ITES

training under e-Bits project. However, such specialized trainings are being imparted only

after college hours

In the Phase-I computer labs in 26 colleges have been set up and in Phase-II

Computer labs in 13 colleges have been set up, in Phase-III 13 and in Phase-IV labs

have been setup in 4 colleges

Internet connectivity has been provided in 57 colleges through HIMSWAN

Computer labs are being set up in 4 additional colleges where space has been made

available. Remaining colleges do not have appropriate space available for setting up

Computer Labs.

Hardware and software has been provided in the district and state libraries of

education department along with the site preparation and networking.

11. e-BITS

Project Introduction

The Project is about providing Business Process Outsourcing (BPO) and Information

Technology Enabled Services (ITES) training to the students of Colleges & Schools where

Computer labs have been established. The training is to be provided by a private party which

has been identified through a tender. The training will enhance BPO & ITES Skills of the

students and increase their employability. The training on BPO & ITES Skills for Students

will be imparted before/ after normal college/school hours or holidays when these computer

labs are not in use for providing regular computer training to the students. This training

programme which includes 4 courses having duration ranging from 52 to 162 hours will help

in enriching the skill sets of the youth of the state & provide them with high level

employment opportunities and to ensure high quality delivery of BPO & ITES services.

A tender was floated and awarded to M/s Dewsoft. The agreement was signed with the

company on 6th June, 2009 for implementation of the project in the colleges of Shimla and

Kangra Zones. The company has prepared batches for courses and enrolled approximately

150 students.

The Agreement for Mandi Zone colleges has been signed with M/s GTT on the same terms

and conditions as signed with M/s Dewsoft. The company has visited various colleges for

assessment of the hardware and the infrastructure provided in these colleges by DIT. It has

been conveyed by the company that they are initiating the project by starting the basic

computer awareness courses in the colleges as there is a lack of even basic computer use with

these students. The batches for the same have been prepared by them and enrollment of

around 210 students for the courses has been done by the company.

12. Electronic Government Procurement (e-Procurement)

Project Introduction

E-Government procurement (e-GP) has been identified as one of the Mission Mode Projects

as a part of NeGP. This MMP is being implemented to ensure that government procurement

becomes simplified, transparent and result-oriented. Ministry of Commerce, Government of

India has selected HP as a Pilot State under Mission Mode Project at the National Level.

Project Status

E-Procurement was commissioned on 27th June, 2011. It is a common comprehensive

facility available to all departments. In the initial phase it has been implemented in

three major procuring departments as PWD, IPH and Industries.

In the second phase, training was imparted in the month of December 2011 and

January 2012. In this phase, following department were selected for the rollout of e-

GP: Forest, Health Department, Police Department, HPSEDC, Civil Supplies, DRDA,

Excise & Taxation, HIPA Temple Trust (Naina Devi, Deoth Sidh, Pinjar, Kali Bari,

Deji Sahib) Printing Store & Stationary Department, Planning, HP Agriculture

Marketing Board, Women & Child Development, Revenue Department, HPSEB,

HPSIDC and HRTC. Out of these Departments, HP Agriculture Marketing Board has

started using the e-GP Portal.

13. IT Park (Information Technology Park)

Project Introduction

An integrated IT Park over the land measuring about 64.73 acres near Waknaghat is proposed

to be set up. Private party will develop the ready to occupy IT facility by incurring

expenditure for the tune of Rs. 500 Crores approximately. Companies will setup their IT

related business in this ready to occupy facility. IT Park will provide employment to about

25,227 people and 2505 dwelling units for IT professionals of different levels.

Project Status

IT Park is being proposed to be setup by way of Auction of total 64.73 acres of land

in Waknaghat in Solan District

Matter has been forwarded to Industries Department to declare IT Park as Industrial

Area to get exemption under HP Ceiling & Land Holding Act, 1972.

14. SMS Gateway Services (M-Governance)

IT Department has established SMS Gateway for sending messages to citizens and

government employees regarding services and meeting notices etc. A web-based application

has been implemented which can be used for sending messages regarding status of the

services to the individual applicant or sending bulk messages like meeting notices,

information etc. to group of people and communicate with sub-ordinate offices. The facility

would help in saving Government resources and facilitating the citizens by efficient service

delivery.

There are three types of facilities available for sending the SMSs. These facilities will be as

under:

Facility to send bulk messages to group of users (citizens or Government Employees)

in one step. This facility may be utilized for sending notices for the meeting and

information to general public.

Facility to send SMSs regarding the specific service to individual users (citizens or

Government Employees) as per requirement. The Departments can use this for

sending SMSs regarding status of the service when the same is ready for delivery or

there is some deficiency in the documents submitted by the citizen.

Facility for the citizen where they can get some information out of the database of

the department (if available) by sending SMS using a pre-determined code on 56300.

For example result of examinations, information about Government services

(procedures and requisite documents) etc. If the database is not available information

may be provided to the service provider by creating the same.

The SMS Gateway services are running successfully in order to send notices for the

meetings to officers in the districts. The officers can send notices/reminders to their

subordinate offices on click of a mouse. This type of communication will helps in reducing

paper work in sending routine notices and reminders. Messages can also be sent to the

citizens regarding status of service for which they have applied. For example, SMS is being

sent to the applicant when his Driving License is ready for delivery, requesting him to

collect the same.

“e-Shastr” application (Online Arms Licensing System) is integrated with SMS Gateway in

which following types of SMS would be sent to the citizen:

SMS when the Arms License is generated by Authority and sent for Printing.

SMS when the Arms License is READY for delivery

“e-Samadhan” application (Grievance Monitoring System) is integrated with SMS Gateway

and citizens would get the SMS when:

15. Jan Seva Kendra

Project Introduction

The Jan Seva project was implemented in Gandhinagar, Gujarat. Keeping in view the success

of project in Gujarat, Department of Administrative Reforms and Public Grievances

(DARPG), Govt. of India decided to rollout a model of Jan Seva Kendra project in the other

states, too. • In this regard, a meeting was held on 29th May, 2009 with Secretary (IT) to

Govt. of Himachal Pradesh in which Deputy Secretary, Department of Administrative

Reforms and Public Grievances (DARPG), Govt. of India was present along with other

officers of the Department. In the meeting it was decided that this project will be

implemented in Himachal Pradesh in Public Private Partnership (PPP) mode in line with Jan

Seva Kendra Project already implemented in State of Gujarat. DARPG, GoI accorded in-

principle approval for pilot implementation of this project in Kangra district. M/s UTI

Technology Services Limited was selected as the consulting agency for the same for

preparation of Detailed Project Report (DPR), Request for proposal (RFP) and monitoring of

project. The total cost of consultancy is Rs 10, 40,000/- which has already been provided by

DARPG, GoI.

• Exposure visit of representatives of District Administration, Kangra and consultants

was conducted in collaboration with DARPG, GoI to Gandhinagar, Gujarat, in the month

of April, 2010.

• Accordingly, DPR was prepared and sent to DARPG, GoI and a presentation was

made by consultant and representatives of District Administration, Kangra on 14th

November, 2010.

• DARPG, GoI approved the project for the implementation in Kangra district for `1.17

Crore and first installment of ` 93.6 lakh has been received.

• The project has been named as “Sugam Plus” in Himachal.

Rollout in Kangra district:

• This project replicates Jan Seva Kendra model in PPP mode vide which infrastructure

of Sugam centres will be augmented by providing modern look to it in line with Sugam

centres in Shimla and Hamirpur.

• The project will not replace Sugam centers, in fact the existing 8 Sugam centers in

Kangra district will be upgraded by adding more services to the Sugam portfolio. These

locations are: i. Dharamshala, ii. Kangra, iii. Jwali, iv. Palampur, v. Jaisinghpur, vi.

Nurpur, vii. Baijnath and viii. Dehra.

• The services that are currently being provided under the Sugam Centers in Kangra

are: Different types of certificates like Caste, Unemployment, SC/ST, Income, Bonafied

and Character; Application for issuance of Arms License and renewal of Arms License;

Senior citizen card; Transport services: Vehicle Registration & Driving License.

Following additional services will be provided through Sugam Plus:

Vahan and Saarthi are being given in subdivision office. Under Sugam Plus project, the

services will be integrated through a single Sugam Plus centre.

• Infrastructure and hardware equipment will be procured through the funds provided

by DARPG, GoI.

• In addition to the infrastructure augmentation, all the applications will be tracked by

using Application Tracking software to be provided by Implementing Agency (IA). A

computerized smart token counter system and barcode scanners of applications will be

installed for the better service delivery at front end.

• The Front-end operation of the centres will be done by IA by providing adequate

manpower. IA will be paid service charges per application to be decided after price

discovery mechanism.

• SMS Gateway will be used for providing the applicant status to citizens.

16. Survey Equipment Procurement for Settlement Department

Project Introduction

Department of Information Technology prepared the RFP for Settlement department. The

same was floated for procurement of Electronic Total Station (ETS) and Global Positioning

System (GPS) for carrying out settlement survey in 45 villages of District. M/s Aimil Ltd has

been selected as the executing agency for this project. This project will help in preparing

accurate Cadastral maps along with RoR using the modern survey equipment i.e. global

positioning System & Electronic Total Station. After the implementation of this project, the

citizens will be able to access naqal of jamabandis etc. through various service delivery

points e.g. Sugam centres, Lok Mitra Kendra‟s at once.

17. Digitization of Cadastral Map

Project Introduction

The Revenue Department in consultation with the Department of Information Technology is

selecting the agency for the digitisation of Cadastral Maps. The prime objective of this

project is to preserve the existing cadastral maps and RoR (Record of Rights) and future

updation will be done using software. Thus, copy of naqal of jamabandis etc. can be obtained

through various service delivery points e.g. Sugam centres, Lok Mitra Kendras at once.

Project Status

Tender has been evaluated. M/s RMSI & M/s PAN India has been awarded the work of

digitisation of Cadastral Maps in District Chamba and Sirmour in Pilot basis. The prime

objective of this project is to preserve the existing cadastral maps and RoR (Record of

18. Content Service Provider (CSP)

Project Introduction

Government of India has launched a National Portal with an objective to provide a single

window access to variety of citizen services being provided by the Indian Government across

sectors and States/UTs. M/s Samtech has been selected as Content Service Provider (CSP)

and Agreement has been signed on November 6, 2008. Contract period is 2 years from the

date of signing of Agreement. CSP will identify the State specific contents to be contributed

to the National Portal of India (NPI), compile the same and publish it on the National Portal

and also maintain the content contributed to the NPI during the period of contract in liaison

with the concerned Government Departments.

Project Status

70 Forms, 30 services, 105 schemes of various departmental and 17 departmental websites

Project Introduction

Department of IT, HP has developed a generic software for monitoring of court cases. Using

this software, Secretaries/ HoDs can easily monitor the status of the court case with regard to

pending cases, timely reply filing, present status, personal presence required etc. A seperate

module has been developed for ADG office. The LMS has been implemented in all the major

departments e.g. Education, Home, PWD branches of HP Secretariat etc.

Project Status

Data entry work complete and 27,019 cases have been entered in to the software.

The Advocate General Office has requested the services of DEOs for another 15 days

to streamline their library data.

20. Revenue Court Management System (RCMS)

Project Introduction

Revenue Court Case Monitoring software is developed by IT Department, HP for the use of

Revenue courts at Division, District, SDM, Tehsil level. The system has been implemented in

Divisional Commissioner Shimla, DC office Shimla & Tehsil Shimla (Urban). The system is

very useful as it captures the routine proceedings of routine courts and Judgments; details of

the cases are made available online for the general public. About 20 reports as per the

requirements of Revenue courts can be generated at once which used to take more than 6

months or so earlier.

21. Video Conferencing Based Learning Project for HIPA

Project Introduction

The project aims at creating Video conferencing facility for providing training to panchayat

secretaries and elected members at block level & HIPA. M/s Airtel Services Ltd. has been

selected for implementation of the project by way of tender process. All the blocks covered

under this project will be provided Video conferencing endpoint, TV, AC, Switch and Rack

for Switch.

Project Status

Agreement signed with M/s Airtel on February, 2011 for the supply, installation,

operation & maintenance of the project for a period of 5 years

The project was commissioned on March 20, 2012.

22. Common Payment Gateway

Project Introduction

The State Government envisaged to setup online Payment Gateway facility for the payment

of various government dues using electronic payment gateway. This facility would be made

available not only to government departments, even utility organizations like HPSEBL/ MCs/

ULBs/ Boards/ Corporations can make use of this facility. The Citizens as well as

Government Departments/ Boards/ Corporations would be benefitted using this facility. The

Citizens would be able to pay their bills/ dues online from anywhere and anytime. At the

same time, the Government Departments/ Boards/ Corporations will receive their dues at a

much faster rate. All the departments must use State Electronic Payment Gateway, instead of

creating their own facilities, to pay government dues online.

Internet Banking Charges - Free

Credit/Debit Charges - 1% (plus services tax)

Payment Gateway testing is going on with PNB

UCO Bank and SBI has yet to match the offer of PNB

23. Computerization of HP Board of School Education

Project Introduction

This project aims at automating the activities of HP Board of School Education. The schools/

candidates can submit online applications for various examinations conducted by the Board.

The generation of roll numbers, allocation of centres, processing of examination and

preparation of result would be done through this software. Human intervention would be

minimized to speed up the whole examination process and reduce errors. The Project is being

implemented on turnkey basis using Public Private Partnership (PPP) model.

Project Status

Agreement has been signed with M/s Vayam Technologies on 1st March, 2011

SRS prepared by M/s Vayam Technologies Ltd.

Software development is in progress.

24. Video Conferencing Facility at 4 Courts & 4 Jails

Project Introduction

Department of Information Technology established video conferencing facility at 4 courts

and 4 jails on so that trial of accused can be held via video conferencing. The project was

inaugurated on 31st August, 2011 by Hon‟ble Chief Minister and Hon‟ble Chief Justice, High

Court Himachal Pradesh. The facility would not only bring down the cost of taking a prisoner

to the court but also have reduced the chance of prisoner escaping in the transit. The facility
