My name is Hans O. Nielsen and I am writing on behalf of the Executive Committee of the Hawaii section of the American Industrial Hygiene Association (AIHA Hawaii) to offer our full support of Mr, Joaquin Diaz in his nommation by Governor Neil Abercrombie to serve as a continued member of the State of Hawaii's Hoisting Machine Operators AdviSOry Board (HMOAB). We hope that his nomination is welcomed by this committee and he is again confirmed to the HMOAB.

Mr. Diaz is the current President of AIHA Hawaii and brings a wealth of academic and practical knowledge & experience to the HMOAB. Among his many professional qualifications, he is a Certified Safety Professional (a highly respected designation in his professional domain) & has over 16 years of occupational health and safety management experience in Hawaii. He is currently the Safety Director at Hawaiian Dredging Construction Company, responsible for the company's development and oversight of health, safety and environmental systems. His breadth and depth of knowledge as it relates to general and construction safety in Hawaii, particularly of hoisting machines, makes him an excellent continued member of the HMOAB.

In additional to hiS roles with AIHA Hawaii and Hawaiian Dredging, Mr. Diaz also actively participates in other community·based and safety related efforts in the state of Hawaii, including being a member/past Chair of the Hawaii Occupational Safety Health (HJOSH) Advisory Committee, Chair of the Construction Leadership Council for the General Contractors of America, member and past Executive Committee member of the American Society of Safety Engineers, and instructor for the Occupational Health and Safety Training Institute for the University of California, San Diego (local class delivery).

Mr Diaz is the epitome of what it means to be a safety professional. He is dedicated to his work, his family and the community. He is a leader in our industry in the state, not only through of his application of technical knowledge, but also the professional integrity and aloha that he brings to work each and every day.

The GCA is an organization comprised of over six hundred (600) general contractors, subcontractors, and construction related firms . The GCA was established in 1932 and is celebrating its 80th anniversary this year; GCA remains the largest construction association in the State of Hawaii whose mission is to represent its members in al1 matters related to the construction industry, while improving the quality of construction and protet:ling the public interest.

GCA is in support of GM 649. the nomination of Joaquin Diaz to serve on the Hoisting Machine Operators Advisory Board (lIMOAB). Mr. Diaz currently serves as the Safety Director for Hawaiian Dredging Construction Company. Inc. and has over 16 years of occupational safety and health management experience. He is always ahead of new evolving techniques to ensure health and safety is of top priority in construction. Mr. Diaz also currently serves as the Chair ofGCA 's Construction Leadership Council where he plays an important role in educati ng upcoming leaders in the construction industry by initialing hands on workshops on new industry developments. Mr. Diaz's expertise in safety is recognized by colleagues and he is well respected by peers.

The Hoisting Machine Operators Advisory Board (HMOAB) was created in 1998 by the Hawaii Siale Legislature to focus on public and worker safety in the cenification of hoisting machine operators. The HMOAB developed and adopted Chapter l2~48 (HAR). Hoisting Machine Operators, which became effective on December 6, 2002. Under these rules. certification is required for operators using equipment covered by American Society of Mechanical Engincers (ASME) B30.5 Mobile and Locomotive Cranes. having a lifting capacity of more than five tons and that arc used to perform construction work as defined by Section 12·50·2 liAR. The HMOAB and its members play an important role in the construction industry and their involvement has a broad affect on the health and safety of the public. Mr. Diaz's experience and commitment to safety makes him well qualified in continuing to serve on the HMOAB.

GCA supports GM 649 and the appointment of Joaquin Diaz to the IIMOAB. The GCA respectfully requests this Committee confi rm his appointment.
