Board of Trustees Charter Township of Northville 44405 Six Mile Road Northville, Michigan 48168 Dear Members of the Board of Trustees: I am pleased to provide you with the Department of Public Services Annual Report for the year 2018. The Building Division processed 3,384 permits in 2018 compared to 2,908 in 2017. We performed 8,448 inspections compared with 6,413 inspections in 2017. In 2018 we issued a total of 162 single family and multiple family permits, 72 more than the 90 permits issued in 2017. We estimate there are 298 single/multi-family building sites with developed infrastructure available for construction in 2019. The quantity of water purchased by the Township remained consistent with 2017 at approximately 1,047,049,000 gallons. Although water sales seemed to reach a low point in 2014, they have rebounded during 2016, 2017 and 2018 such that they are not impacting the GLWA rate setting process as they have in the past. As a result of this, improvements to the system and operational changes we will see only a slight increase in the rate from GLWA during the period July 1, 2019 through June 30, 2020. Therefore, the rates our residents pay are not anticipated to change. Our solid waste customer base increased again by a little over 1% in 2018. We saw an increase in rubbish collections and recycling collections while yard waste decreased. Major accomplishments for the department are identified under the, Summary of Significant Events, section of this report. The Building Department is responsible for administering the Michigan Building Code. They review all construction plans, issue permits, and perform inspections to ensure construction is performed in compliance with the code to ensure safety.

ACCOMPLISHMENTS &HIGHLIGHTS

BUILDING DEPARTMENTProvided continued support to the Northville Township Fire Department, as needed for commercial fire alarms and fire suppression, and change of occupancies.

During May, the Building Department presented the sixth successful Building Safety Month with the full support of Northville Township Administration.

The Building Department processed and collected $10,050 in expired permit fees during the year.

Provided administrative and technical support to the Planning and Engineering Departments, and performed field inspections for ongoing projects during the year.

Completed the ISO Review and Evaluation for the Building Code Effectiveness Grading Schedule, maintaining a classification grade of 3 out of 10, 1 being the highest possible grade. Please note that Michigan has an average grade of 4 and no other participating state has received a 3 or better grade.

Teamwork with the Ordinance Division of the Public Safety Department, assisting with complaints and investigating work without permits or other building related Ordinance violations.

By year end there were 298 vacant residential lots available in the platted subdivisions / condominium associations through-out Northville Township, which includes 61 sites added by new residential developments. Nine older residential properties were purchased and demolished to make way for new homes.

Continued growth of the business sector is represented by 100 Certificates of Occupancy / Changes of Occupancy during 2018.

In 2018 we saw a spike in new developments, especially in multi-family units. We had 101 finished homes in 2018 that obtained certificate of occupancy.

In 2018, permits and inspections were up considerably. Building permits increased by 400 and include pools, decks, additions and remodels. This resulted in an increase of inspections by nearly 2,000.

Public Utilities encompasses the Water and Sewer Division, which is maintained by Northville Township.Delivery of safe and reliable drinking water and collection and transportation for treatment of sewerage flows remain our top priority.

ACCOMPLISHMENTS &HIGHLIGHTS

PUBLIC UTILITY DEPARTMENT

Suspended use of over 1800 ft, of 12 inch cast iron water main that was causing aesthetic water quality issues. 5 customers were reconnected to newer C-900 pvc water mains. 2 on Country Lane and 3 on Thornapple.

Cleaned 33 miles of Sanitary sewer, meeting criteria for SAW grant conclusion.

Removed unstable soils and installed drainage system at Police Dept parking structure.

Inspected and exercised approximately 900 gate valves throughout water system and painted over 500 fire hydrants.

Repaired water system at former state hospital property in preparation for building demolitions.

Implemented radio read change out program to convert to Flex Net system for water meter reading (preparing for automated tower readings).

Relined 700 feet of 10 inch cast iron water main from Fermanaugh Court east to Fairbrook.

ACCOMPLISHMENTS &HIGHLIGHTS

FACILITIES MAINTENANCE

Coordinated & supervised the Police Department HVAC Reno-vation Project from start to completion.

Worked diligently to get all of the backflow preventers into code compliance.

Maintained custodial services for all Township facilities, efficiently & effectively with only a part-time staff.

Facilities Technician attended and completed a specialized training session at the AAON Technical Academy – HVAC in Tulsa, Oklahoma to learn how to maintain and service the new HVAC system at the Police Department.

Installed new LED lighting in the DPS building garage.

Evaluated, recommended, coordinated & supervised the replacement of the A/C units on the west side of the Township Offices.

OVERVIEW &HIGHLIGHTS

PLANNING COMMISSION

The Planning Commission consists of seven community members who are appointed by the Board of Trustees. One of the commissioners serves as a liaison to the Board of Trustees and another to Zoning Board of Appeals.

The Planning Commission is responsible for reviewing and approving development plans for compliance with Township ordinances, or in some instances, making recommendations to the Township Board. The Planning Department, Township Engineer, Fire Department, traffic engineering consultant and lighting consultant provide technical staff reviews to the Planning Commission to assist in their decision making process. The approval process ensures all projects meet local and state regulations, and our community receives the best looking and functioning project possible.

The planning commission met nine times in 2018. The activities of the planning commission, as well as administrative reviews completed by township staff, are summarized in the attached report.

OVERVIEW &HIGHLIGHTS

ZONING BOARD OF APPEALS

The Zoning Board of Appeals (ZBA) consists of seven community members who are appointed by the Board of Trustees. The Planning Commission and the Township Board each have a representative that serves as a liaison to the ZBA.

The ZBA is a semi-judicial body which is established to hear and act on the following matters: appeal of an administrative decision, variance from the standards contained in the zoning ordinance, sign variances, use variances and zoning ordinance interpretations.

The ZBA met 11 times in 2018. The petitions reviewed by the ZBA are summarized in the attached report.
