DEPARTMENT WIDE INFORMATION First Responder Testing

Two Walmart locations have been setup for testing of first responders and medical professionals in Illinois. First responders can be tested with or without symptoms, but they should have a reason to be tested (as described below). Each testing site can only handle about 70 vehicles for testing each day. You should only be tested if you need to. Walmart is asking to be responsible and if you don’t need to be tested, please don’t. This will allow for other first responders who are showing symptoms or who’ve had direct close contact with someone who has tested positive.

Guidelines:

COVID-19. Close contact is described as: Being within 6-feet of someone with a confirmed case of COVID-19 for more than 10

PATROL Patrol Ready Time

Clarification regarding Patrol Ready Time: You only need to be available to respond during your squad’s assigned 12-hour shift (days or nights) on your assigned Patrol Ready Time day.

Van/Squad Disinfection

It is the responsibility of the driver of the van and/or squad to disinfect their vehicle after transporting an arrestee or utilizing the squad. For wagons, disinfecting germicide spray has been placed in each wagon. After each transport, the prisoner transport area of where the arrestee was seated in the wagon should be sprayed down by the driver of the transport wagon. The spray will foam up on the area and should be left with the wagon’s doors open for 10 minutes, so it can air dry.

Disinfecting Wipes

Disinfecting wipes have been placed in all squad cars to help with disinfecting. Please use these sparingly, we only have a limited supply of wipes and we do not know when more will come in.

PATROL Stay at Home Order:

On Saturday, the Governor’s issued a Stay at Home order for all Illinois residents (details below). APD’s guidance is educate individuals that they should stay at home to protect everyone’s safety and stop the spread of COVID-19. City of Aurora Legal is working on Cease and Desist orders for any businesses still operating. More guidance on their use is expected on Monday.

The order requires all individuals currently living in the State of Illinois to stay at home or their place of residence. Individuals may only leave their residence to perform essential activities. Under the order, “essential activities” are: for health and safety; for necessary supplies and services; for outdoor activity; for certain types of work; and, to take care of others. The order provides that all non-essential business and operations must cease. “Essential Businesses and Operations” that may continue include: stores that sell groceries; food production and agriculture; organizations that provide charitable and social services; media; gas stations and businesses needed for transportation; financial institutions; hardware and supply stores; critical trades; mail, post, shipping, logistics and delivery services; educational institutions (for the purposes of facilitating distance learning); laundry services; restaurants for off-premises consumption; supplies to work from home; supplies for essential businesses and operations; transportation; home-based care and services; residential facilities and shelters; professional services; day care centers for employees exempted by this order; manufacturing, distribution and supply chain for critical products and industries; critical labor union functions; hotels and motels; and, funeral services. Essential businesses and operations are mandated to take proactive measures in maintaining social distancing. These measures may include, where possible: designating six-foot distance; providing hand sanitizer and sanitizing products; separating operating hours for vulnerable populations; and, providing online and remote access for employees. The Governor’s Executive Order is available via this link. The order is effective at 5:00 p.m., Saturday, March 21, 2020, through the duration of the Gubernatorial Disaster Proclamation, which currently extends through Tuesday, April 7, 2020. As an additional resource, the Governor’s Office has provided FAQs regarding the ‘stay at home’ order (available via this link).

Per Deputy Chief Keefe Jackson #900, the following updates to the COVID-19 Operational Plan take effect on 3/21/2020 at 06:00 hours. All new changes are listed below. All other operational changes remain in effect and can be found after the divider sheet.

DEPARTMENT WIDE INFORMATION PTO and A Days Canceled

All PTO and A Days have been canceled until further notice department wide. This includes sworn and civilian staff.

Emergency Operations Center

The City of Aurora will active the Emergency Operations Center at 0930 hours on Saturday 3/21/2020.

PATROL

Emergency Staffing Schedules Emergency staffing schedules take effect 3/21/2020 at 06:00 hours. OSL will not be used to track time during the alternate work schedule.

Squad Car Assignments

Squad cars have been assigned until further notice due to the alternate work schedule. See email from Lt. Mike Abbs or PDF in the COVID-19 folder on the APD Portal.

Disinfecting Wipes

Disinfecting wipes have been placed in all squad cars to help with disinfecting. Please use these sparingly, we only have a limited supply of wipes and we do not know when more will come in.

Parking Tickets

Per City Hall, there is a moratorium on parking tickets. No parking tickets should be written until further notice.

Hesed House Hesed House will be attempting to spread out their people more for social distancing by moving some people over to the warehouse portion of their Comprehensive Resource Center at 680 S. River St. This should occur over the weekend.

Dispatch should be verifying the exact location of where incidents at Hesed House are occurring, as they could be at either location. Also, officers should be aware when responding that there will now be two different locations.

FTOs/Recruits

To clarify from an earlier Ops Plan, FTOs will still rotate per the training schedule. Recruit officers field training days will be adjusted to hours to properly document required time per training block.

PATROL (continued) Deferred Response – Reports via Telephone

Effective on Saturday 3/21/2020, APD will implement a Deferred Response procedure for certain reports that can be taken over the telephone to limit interaction. Examples of types of calls that can be handled in this deferred way include:

o Criminal Damage to Property with no suspect on scene and no video footage or evidence present. o Theft calls with no suspect on scene and no video footage or evidence present. o Identity theft and deceptive practice calls with no suspect on scene and no video footage or evidence

present. o Tip field information reports with no video footage or evidence present. o Any other call for service where it is not clear if an offense was committed and where there is no

allegation of anyone being at risk of danger of any kind.

For Deferred Response reports, telecom will take the call and open a Call for Service with the run type DFR (Deferred Response). The operator should gather the address and a callback phone number from the caller and advise them that they will receive a call back from an officer. Light duty officers will be assigned to take Deferred Response and will go in-service as Lincoln units (L1, L2, L3). Radio will dispatch a call over the air to available Lincoln units, the officer will call the complainant back and take the report over the phone. Once the officer has completed the report, ask radio to change the call type from Deferred Response to the correct report and then clear.

Light duty officers will:

Checkout a laptop computer (Squad MDT) from the Sgt’s office (West end)

Choose a clean work space that meets the social distancing guidelines near a phone

Sanitize the laptop and phone

Have your work radio on and with you

Go in-service and L1, L2 or L3

Take the reports sent your way. If while taking the report, you discover that an officer should respond then you should contact Dispatch to arrange a police response.

At the end of shift wipe down and return the laptop

PATROL (continued) Guidance on Misdemeanor Warrants in Kane County

Lt. Thomas spoke with the Kane County State's Attorney's Office over the past few days and they have agreed to screen misdemeanor warrant arrests for possible recognizance. This screening shall only be done through Priority Prosecution and only between the hours of 6am - 11pm. The Booking Sergeants have also been involved in the implementation of this temporary process. So before notification is made to the ASA, please contact a Booking Sergeant and notify them of your intent. If no Booking Sergeant is available, please notify your supervisor. After your Arrestee has arrived in Booking, and a Booking Sergeant has been notified, contact Priority Prosecution at (630) 940-4341. Again this is only for Kane County misdemeanor or local warrant arrests. The ASA fielding the call will then contact the Judge and a decision will be made on the appropriate bond. If a recognizance bond is issued, the Arrestee will be given his/her respective paperwork along with a new court date and released. Lt. Thomas appreciates everyone adhering to the hours set forth by the KCSAO. They are willing to work with us on minimizing the amount of time we have in contact with Arrestees, so please be respectful to their wishes. Also Lt. Thomas would anticipate a line of questioning about the subject's criminal history as it pertains to prior contacts, arrests and other qualifiers. Please be prepared when you make the notification. Lt. Thomas will track the success of this temporary process, so please email [email protected] the subject's name/DOB if he/she qualifies for this screening. DEPARTMENT WIDE INFORMATION Daily Update Bulletin (DUB)

The Office of Public Information will distribute a Daily Update Bulletin (DUB) to all APD personnel with the latest information locally and statewide regarding the COVID-19 pandemic. This will be distributed in the afternoon/early evening. Any Operational Plan updates will occur in a separate email and Everbridge notification.

Tow Sheets and LEADS Sheets

In order to minimize airborne and surface contact, please turn all Tow Reports and LEADS Sheets in to a supervisor. The supervisor will then fax the respective report to dispatch at (630) 256-5909. The supervisor should contact dispatch either via radio transmission or via phone and confirm receipt. The Tow Report will still be placed in Traffic's mailbox, and the LEADS sheet can be destroyed as long as confirmation of receipt was given.

County Court Updates

PATROL For calls of a non-violent or non-priority nature, if the complainant needs an officer to respond to a residence or a business, telecom has been advised to ask the caller to watch for the officer and step outside and meet the officer outside. Sex Offender Registration Fees

We will be unable to accept yearly $100 registration fees from registrants for the time being. If you have a registrant who asks about paying the fee, simply explain to him/her that they can return to pay after 4-1-20.

Suspension of Expiration Dates for Vehicle Registrations, Driver’s Licenses, Permits, and Identification Cards

Suspension of expiration dates for vehicle registrations, driver’s licenses, permits, and identification cards issued by SOS for the duration of the disaster proclamation and thirty days after its termination. It also suspends hearings under the Illinois Vehicle Code and Secretary of State Merit Employment Code. SOS will be filing emergency rules in conjunction with this EO.

BOOKING In an effort to minimize airborne contact, we will be suspending CDT in-services until further notice. Additionally, please limit the amount of time spent in the booking area once your relief arrives. There should be minimal to no overlap of shifts. Simply ensure the pertinent information is passed from shift to shift by utilizing the pass along checklist. The incoming shift should utilize the entrance in the booking garage. The outgoing shift should utilize the exit in the atrium. If there are any questions or concerns, notify your supervisor.

RECORDS The Records Counter will be closed from now until 4/1/2020. A sign has been posted at the Front Counter directing people to submit their FOIA requests through the NextRequest site and to call or email with questions. This means everyone will need to assist with answering phones and assist with answering emails that are questions from the general public. As long as we are able to obtain the equipment, starting Monday, March 23rd, some people will start working from home. This will be split into 2 groups. The groups were selected at random. Group 1 will work from home 3/23 - 3/27 and Group 2 will work from home 3/30 - 4/3. Laptops will be brought home by Group 1 on 3/20 and will need to be returned to work by the end of their shift on 3/27. Make sure the laptops are cleaned. Group 2 will then bring the laptops home on 3/27 and will need to return them to work by the end of their shift on 4/3. Again, this is IF we are able to obtain the necessary equipment by the end of this week.

TELECOM Updated screening protocols have been issued for all telecom operators. The following protocol has been issued in conjunction with departmental operations, local EMS systems and the Illinois Department of Public Health (IDPH) concerning the COVID-19 Coronavirus infectious disease. The following questions are to be asked of all callers, as directed below. Dependent on the status of the virus over time, additional or modified questions may become necessary. COVID-19 (NOVEL CORONAVIRUS) SCREENING QUESTIONS

1. Medical Calls for Service a. Life-priority calls (i.e., cardiac arrest, choking, and child birth), where lifesaving instructions and actions

are the priority, callers will be given pre-arrival instructions first. When possible during the call, the All Calls Screening Questions will be asked.

b. Document it on the call ticket and notify responding medics if the screening questions cannot be answered due to lifesaving activity (i.e., CPR in progress).

c. For calls other than life-priority calls, after determining the chief complaint, the All Calls Screening Questions will be asked. Begin pre-arrival instructions after the screening questions have been answered. Do not delay pre-arrival instructions unnecessarily.

d. Should a caller refuse to provide any information or have no information for the screening questions, document it on the call ticket and notify responding medics that screening questions cannot be obtained from the caller.

2. All Calls Screening Questions

a. Do you have any breathing problems? i. If yes, consider this a Positive Response.

b. Do you have a fever, nausea, sore throat, cough or flu-like symptoms? i. If yes, consider this a Positive Response.

c. Have you had any contact with others who have breathing problems? i. If yes, consider this a Positive Response.

d. Have you had any contact with others who have a fever, nausea, sore throat, cough or flu-like symptoms?

i. If yes, consider this a Positive Response. e. Have you traveled outside the United States within the last 14 days, or have you had contact with

anyone who has traveled outside the United States within the last 14 days? If so, where? i. If yes, consider this a Positive Response.

f. Have you been in contact with someone who has a confirmed case or is being tested for Coronavirus, COVID-19?

i. If yes, consider this a Positive Response. g. Document on the call ticket that you have asked the COVID-19 screening questions. Document any

question(s) that result in a Positive Response. Also document on the call ticket if you could not, had a refusal, no information or did not ask the COVID-19 screening questions.

h. If the caller and/or patient responds positively to any one of the above screening questions, responding personnel will be advised to “take full precautions”.

Please see the following update to the operational changes per Chief Kristen Ziman #999 as a response to the COVID-19 pandemic. This update is as of 21:30 hours on Tuesday, March 17th, 2020. Most of this operational changes in this documents took effect on Friday, March 13th, 2020 at 05:00 hours, but there some new updates that take effect immediately, as of receipt of this document. Any updates are highlighted in yellow. To make sure we have one clear message internally as a department, the Office of Public Information has been given the responsibility to disseminate and update all communications department wide regarding our COVID-19 response and operations. If you have a message that needs to be distributed to the department regarding COVID-19, please email [email protected] so it can be added to the updates that are occurring on a regular basis. On Monday afternoon, the City declared a State of Emergency to help the city better respond to the COVID-19 pandemic. While there are no confirmed COVID-19 cases in the City of Aurora, the declaration allows the City flexibility in rule making and financial expenditures, as well as activates the City’s emergency operation plan. Many of you have shared your comments, suggestions and concerns to your supervisors, by emailing the COVID email address or by using the anonymous form. Thank you for sharing them. Each one is appreciated and being addressed. One topic that has been brought up is requests for more disinfecting wipes and hand sanitizer. We know this is a big concern and APD has been working on procuring more cleaning supplies every day. Those have been placed in various locations around the police department, but they are in extremely short supply. We’ve been trying to get more each day, but retailers only have so many in their supply chain and are limiting the amount of packs that we can purchase. COVID-19 INFORMATION

The virus is thought to spread mainly from person-to-person.

Between people who are in close contact with one another (within about 6 feet).

Through respiratory droplets produced when an infected person coughs or sneezes. These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs. What Law Enforcement Personnel Need to Know about Coronavirus Disease 2019 (COVID-19) Take steps to protect yourself:

Clean your hands often o Wash your hands often with soap and water for at least 20 seconds especially after you have been in a

public place, or after blowing your nose, coughing, or sneezing. o If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Cover

all surfaces of your hands and rub them together until they feel dry. o Avoid touching your eyes, nose, and mouth with unwashed hands.

Avoid close contact o Avoid close contact with people who are sick o Put distance between yourself and other people. This is especially important for people who are at

higher risk of getting very sick.

Stay home if you’re sick o Stay home if you are sick, except to get medical care. Learn what to do if you are sick (Link from CDC)

Cover coughs and sneezes o Cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow. o Throw used tissues in the trash. o Immediately wash your hands with soap and water for at least 20 seconds. If soap and water are not

readily available, clean your hands with a hand sanitizer that contains at least 60% alcohol.

Wear a facemask if you are sick o If you are sick: You should wear a facemask when you are around other people (e.g., sharing a room or

vehicle) and before you enter a healthcare provider’s office. If you are not able to wear a facemask (for example, because it causes trouble breathing), then you should do your best to cover your coughs and sneezes, and people who are caring for you should wear a facemask if they enter your room. Learn what to do if you are sick.

o If you are NOT sick: You do not need to wear a facemask unless you are caring for someone who is sick (and they are not able to wear a facemask). Facemasks may be in short supply and they should be saved for caregivers.

Clean and disinfect o Clean AND disinfect frequently touched surfaces daily. This includes tables, doorknobs, light switches,

countertops, handles, desks, phones, keyboards, toilets, faucets, and sinks. o If surfaces are dirty, clean them: Use detergent or soap and water prior to disinfection.

APD COVID-19 INFORMATION Additional Contingencies

APD has been meeting on a daily basis with our law enforcement partners, the fire department, city officials, our four health departments, the State of Illinois, hospitals and others to create contingency plans. This information will be updated as it becomes available and our operational plan may change as we learn more about COVID-19. Over the weekend, APD requested a number of PPE items through the Illinois Emergency Management Agency (IEMA). We are still awaiting guidance from the state and we don’t yet have a timeline on where the supplies will arrive. Additionally, to be prepared to potential provide or receive mutual aid, we’ve programmed and setup a cache of Harris OpenSky radios at APD. A cache of ILEAS Starcom21 radios was also requested and delivered to APD on Tuesday 3/17.

DEPARTMENT WIDE CHANGES

Every sworn police officer must have a patrol uniform in their locker and ready at any time. Every effort should be made to limit social interactions within APD. Hand Sanitizer/Disinfecting Wipes:

One topic that has been brought up is requests for more disinfecting wipes and hand sanitizer. We know this is a big concern and APD has been working on procuring more cleaning supplies every day. Those have been placed in various locations around the police department, but they are in extremely short supply. We’ve been trying to get more each day, but retailers only have so many in their supply chain and are limiting the amount of packs that we can purchase. Over the past four days, we’ve been working with our local Target stores and other retailers to obtain a small amount of disinfecting wipes each day. We do also have a confirmed large order of disinfecting wipes on order to the police department. We currently have a limited supply of hand sanitizer at the police department and we are working on acquiring more. On Tuesday afternoon, we confirmed another large order of hand sanitizer that is expected to arrive later this week or early next week. Please use these items sparingly. While we might be used to using three or four wipes as at a time, we only have a limited supply of these items and once they are gone, we don’t know when we will get more.

Additionally, please have a small bottle to be able to refill for while you are out in the field (Like the ones we received from CPAAA as a holiday present).

Cleaning:

Please take extra time to clean and disinfect your workspaces, equipment, and squad cars.

Clean AND disinfect frequently touched surfaces daily. This includes tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets, and sinks.

If surfaces are dirty, clean them: Use detergent or soap and water prior to disinfection. APD’s janitorial team has been instructed to focus on hard surfaces and contact areas. Cleaning Electronics:

Please use caution when cleaning electronics like laptops, cell phones and radios.

Use a disinfecting wipe (For Example: Clorox Wipe). If you need to use a cloth, make sure it is damp but not wet.

Always turn off the device before you start cleaning. Wipe it first with a dry cloth to remove dust and dirt.

For laptops and computer screens, take extra care to avoid too much pressure. Use a smooth, steady pressure on your laptop keyboard to avoid dislodging the keys as you wipe.

For cell phones, make sure you remove the case and give that a good cleaning too.

For Harris radios, make sure the radio battery is dry before placing it back in the charger or it can potentially explode.

DEPARTMENT WIDE CHANGES (continued) Doors:

Most interior doors (within the secure area) will propped open to avoid contact with surfaces. Please leave these doors propped.

Fitness Room:

The fitness room will be closed until further notice. Training:

All training (in-house, external and out-of-state) has been suspended for at least 30 days. o Exception for recruits due to temporary shutdown of academy (see below).

Community Events/Tours:

All community events and tours have been suspended until further notice. Radio Batteries:

Radio batteries will be available on both floors of the squad garage vestibule. These should be used whenever possible instead of entering the Sergeants’ office.

Cell Phones:

As part of APD’s 2020 city budget, smartphones were approved for all officers to allow for better integration with new technology, an easier ability to take pictures of evidence and also to protect officer’s personal phones from being subpoenaed. This process was already being worked on prior to the COVID-19 pandemic and is still being worked on. More guidance will be forthcoming when the phones become available.

PATROL

Until further notice, patrol will be modifying in-services, equipment/building access and arrest procedures. Officers are requested to utilize their squad cars to write reports, the report writing room should not be utilized. Whenever possible, video and audio interviews should be completed in the field and outside of the squad car to limit the amount of outside people being brought into APD HQ.

IN-SERVICE:

A. Personnel will not report to the in-service room for in-service. B. Personnel will call the remote in-service conference call phone number at 630-256-3440 at the beginning of

their assigned in-service time (early or regular car). To join the conference, enter access code 41609015. Assignments and urgent or officer safety-related pass-alongs will be given here. While on the conference call, to mute or unmute yourself, dial *6.

The messages will be sent out at approx. 1330 hrs for day shift, 2130 hrs for afternoon shift, and 0530 hrs for the midnight shift. Officers who do not receive this Everbridge notice are to assume that they are regular car for the following shift.

D. Personnel will check the pass-along Powerpoint and work email daily from their squad car or front desk (if assigned to the front desk). Not all pass-alongs will be given at the remote in-service telephone meeting.

PATROL (continued)

EQUIPMENT AND BUILDING ACCESS:

A. If extreme weather – heat or cold – is not present, AED cases will be placed into assigned squad cars instead of being checked out daily.

B. Radar units and tint meters will not be checked out. C. Taser units will be checked out with the regular procedures. Officers should attempt to “stagger” the times they

obtain their Taser unit to avoid the potential of congregating. D. All reports shall be completed from the squad car and not inside the station. Use of the report writing room

should be avoided. E. Radio batteries will be available on both floors of the squad garage vestibule. These should be used whenever

possible instead of entering the sergeants’ office. F. Personnel should implement the good practice of wiping down their squad interior at the beginning and end of

their shift. ARREST PROCEDURES:

A. Officers should avoid custodial arrest when possible. Felonies, domestic batteries, and DUI, of course, will require a custodial arrest.

B. In other cases, when custodial arrest is not necessary, personnel should use NTA procedures. PPEs

All squad cars have a N95 level respirator and two pairs of examination gloves in a sealed clear package. They will be located in the glove box of the squad car. If you feel the need to use a respirator please dispose of the used equipment after use and replace it with a new sealed package located in the equipment room. Deluxe infection kits in the truck of area patrol squads only. They will be located in the trunk on the right side of the pull out compartments. The vans will also have the kits behind the passenger seat. Due to the limited number of kits area patrol squads and vans will be the only ones to have these kits. There are some spares in case you need to use one. They will be in the storage area in the parking garage.

P-Tickets/Paperwork

Every effort should be made to collect tickets and other paperwork from officers individually in the field so it doesn’t have to be brought in PDHQ. Officers should contact their supervisor to find a location to meet them in the field.

Wagons

Disinfecting germicide spray has been placed in each wagon. After each transport, the prisoner transport area of where the arrestee was seated in the wagon should be sprayed down. The spray will foam up on the area and should be left with the wagon’s doors open for 10 minutes, so it can air dry.

Hesed House Van

Hesed House van has been suspended until at least March 31st.

Per the Governor’s Executive Order on March 16th, 2020, all alcoholic liquor license holders shall cease the sale and service of all beverages and food for the consumption on the licensed premises from 9:00 pm on March 16, 2020 through the end of the calendar day on March 30, 2020. Such license holders include: on-premises and combined retailers, brew pubs, distilling pubs, wine-maker premises, all manufacturer class licenses with on-premises retailing privileges, special events retailers, special-use permit holders, and craft distilling tasting permit holders. If a restaurants/bars/social location is in violation of the Governor’s Executive Order, inform them to cease and desist and fill out a report. Please notify city attorney Deb Lang via email at [email protected] or via phone at (630) 256-3062 with any reports and the report number. The city attorney’s office will gather the reports and work with the local health department (they are the ones to initiate the case with the State’s Attorney’s office). Roadside alcohol delivery – If an officer encounters a restaurant delivering beer, make a report and contact Deb Lang with the report number. The city will check their license to see if they are allowed to have packaged sales and if not, the city can issue a violation.

C.O.P. C.O.P. will be staggering shifts to limit the amount of people in the C.O.P. office. Whenever possible, office work should be limited.

INVESTIGATIONS In-service suspended until further notice. When possible, detectives will alter how they conduct traditional business to limit the amount of outside people coming to APD HQ.

EVIDENCE

All exterior doors will remain closed and secured. This includes the door from the intake to the hallway, the door from the garage to the hallway, and the exterior doors to the building. Of course, the evidence storage room doors / locker door from the hallway will remain secured. Please take a minute during the day to wipe the handles to keep things tidy. We will leave the door from the hallway to the office propped open.

NO ACCESS to the hallway or office area of evidence to non-essential personnel. Evaluate the need for the person to enter the hallway / office area before allowing access. Each of us shall maintain and enforce this rule until further notice. Bag & Tag Room / Request by Sgt. Worcester:

All officers utilizing this area are asked that they do so in a timely manner and that they do not congregate here with other officers if their entering of evidence is completed. This area should only be used for packaging and entering evidence. All report writing should be completed in the officer's squad car. TELECOM

Due to the obvious COVID-19 concerns, we determined it prudent to split Telecom staff in to two squads. Squad A will only report to, and dispatch from, the main PDHQ 911 center, while Squad B will only do likewise from the backup center at Station 8. It is our hope that in the unfortunate, but not unlikely, scenario that a dispatcher contracts COVID-19, it will not take down all the dispatchers. Dispatching under these circumstances will be difficult at best, as call taking, fire dispatching, and police dispatching are best conducted in concert with constant communication from the same room. Therefore, I extend my appreciation for any and all patience with our dispatchers during this time period of adjustment. The four county health departments will notify our dispatch center of any person who becomes infected with the virus. Dispatch will flag the person’s address to inform us of the potential danger associated with the address. Dispatch will also be asking screening questions during the call taking process to illicit any potential danger to first responders.

Until further notice, 6-8 Telecom staff members and 1 Supervisor will be assigned to work out of the backup center at Station 8.

o The centers at 1200 and Station 8 will work in tandem for call-taking and dispatching. o Telecom staff members will remain there for any and all their shifts worked until further notice. o At times there may be only one staff member working at the backup center as a call taker at a time.

There will be a minimum of two staff members working at the 1200 location for Fireboard and LEADS at all times.

If there is a quarantine of staff members at either location, we would at least have some staff that are not exposed. They will be assisted by outside resources (mutual aid) to dispatch until the isolation phase is over or other solutions are formed.

For LEADS, we will be looking at making a policy or workflow to eliminate officers having to bring paperwork up to Telecom. IT has been asked to see if the forms can be put on the network so the officers can enter info from their squad and then advise dispatch and we can pull them up and print.

Officers and personnel should refrain from coming into the primary or backup telecom center, if possible. Following questions are being asked by telecom operators of 9-1-1 callers reporting flu-like symptoms or respiratory illness:

1) Has the patient traveled within the last 14 days? If yes, where? a. Consider this to be a positive response if the travel was to an affected area.

2) Has the patient had contact with anyone who has traveled to an affected area within the last 14 days? If yes, where?

a. Consider this to be a positive response if the travel was to an affected area, as listed above. 3) Has the patient had contact with someone having flu or flu-like symptoms?

a. If yes, consider this to be a positive response. If the patient responds positively to any one of the above screening questions, responding personnel should be advised to take "full precautions."

BOOKING CDTs will utilize the updated CDC Screening Questionnaire for incoming prisoners in Booking and updated procedures for anyone who answers yes to the questions. CDTs will utilize their supply of PPE’s for anyone suspected of carrying a communicable disease (no operational change). Raised awareness to include flu like symptoms. Lt. Thomas has an open line of communication with county jails.

CIIC / SPECIAL EVENTS No operational changes at this time.

TRAINING Macon County Academy has been shut down and the recruits are being brought back to APD for in-house training.

TRAFFIC Photo enforcement hearings scheduled for Thursday, March 19 and Thursday, April 16th have been postponed.

CRIMINAL CASES IN COUNTY COURTS

Majority of cases having a court date between March 18th and April 17th shall be continued to a future date at least 35 days beyond the next court date.

APD has not been made aware of changes in DuPage or Will County courts at this time. Aurora Branch Court has been closed until April 20th.
