Procurement points to note

• The Tender-securing declaration (last page of Booklet 1) must be completed on the company’s letterhead and signed.

• The form of tender document in Booklet 5A must be completed by hand and signed.

• The technical and commercial proposals must be clearly identified and submitted separately in sealed envelopes.

• All requests for clarifications must be made in writing to procurement@bvirecovery.vg

• Late tender submissions will NOT be considered.

Timeline• 17 May 2019 at 10am: Bidders Conference / Site Visit at

Pockwood Pond

• 10 June: Last day to request clarifications

• 24 June 4:00 pm: Tender closes

• 25 June to 12 July: Evaluation and clarifications

• 9 August: Expected contract award

• 2 September: Mobilization and Works Commence

Derelict Boats Waste Stream: Disposal Solutions

• Seeking environmentally sustainable, efficient and cost-effectiveproposals for the use and disposal of the waste streams.

• The waste streams must be transported and disposed of through in a transparent and accountable way.

• Must strive to achieve high environmental standards and make use of local capacity.

Other Options Considered for Waste

• Co-processing of fiberglass waste: No cement manufacturer locally, potential US based capability

• Fiberglass incorporation into concrete: wood content of the waste streams means the structural integrity of the concrete is compromised

• Incineration to generate electricity: Pyrolysis

• Entombment into concrete (cost prohibitive)

Evaluation process for tender returns

Requirement Guide

The Tenderer shall demonstrate an overall understanding of the following:

a. The Project Requirement/Scope of Work.

b. The Contract deliverables.

c. The Agency priorities, including Contract completion date.

d. The Contractor’s liabilities/obligations.

e. The Agency’s requirement to carry out concurrent activity throughout the whole Contract.

10 marks - Fully compliant/demonstrates a comprehensive understanding of the requirement.

8 marks - Compliant and demonstrates a substantial understanding of the requirement.

6 marks - Compliant.

4 marks - Non-compliant in significant aspects/fails to demonstrate a satisfactory understanding/suspect mitigation proposals.

1 mark - Non-compliant in virtually all aspects/demonstrates a poor understanding.
