This statement provides additional information in support of the full planning application for 40 new houses on the National Grid site, located south of Derwenthorpe Phase 4. Included are details of the appearance, scale and layout of the proposed houses, as well as details of the landscaping strategy. A comprehensive set of drawings has also been submitted with this application.

Other material in this document is included as background material and / or for illustrative purposes only and is not for the approval of the Local Planning Authority. It reflects the development of the masterplan for the site as a whole, which is currently under construction.

The overall site description, location and context have been set out in material submitted with the planning application.

The National Grid site previously formed part of the Derwenthorpe Phases 3 and 4 reserved matters application (Ref no. 12/01878/REMM). The site is now in the ownership of the Joseph Rowntree Foundation and, as addressed in the full application made for Phase 4 (Ref no. 16/00342/FULM), it is no longer financially viable to remove or underground the existing overhead power lines. The layout for the National Grid site has therefore been revised to allow the power lines to be retained.

The National Grid site forms the final phase of the Derwenthorpe masterplan and is located south of Phase 4 (currently under construction) and adjacent to the public access land, Field 9. Situated to the north of the site are two Northern Power Grid pylons. The extent of development proposed is, therefore, influenced by the easement distance from the centre of the HT power lines in accordance with NPG guidance, as defined during the development of Phase 4.

The proposed layout provides 40 houses of various typologies, all of which are synonymous with those developed and constructed in previous Derwenthorpe phases. The scheme adopts a material palette consistent with previous phases to continue the strong sense of unity across the wider scheme.

While the National Grid phase is a self-contained area with vehicular access limited to only one point of entrance and exit via Phase 3, strong connectivity is maintained with neighbouring phases through cycle routes and pedestrian paths.

Building on the successes of previous phases, the National Grid site completes the masterplan by adopting the urban design principles characteristic of Derwenthorpe. These include a simple arrangement of houses, legible structure to the roads, active street frontages, and clearly defined public amenity space.

The layout has been developed to achieve the quality and variety of spaces distinctive to Derwenthorpe within the constrained site. The existing pylons, the historical hedge to be retained and not in JRHT ownership to the western boundary, and the neighbouring Grid Cottage with its associated Metcalfe Lane access, all impose limitations on the parameters of the development. Design iterations explored ways to overcome spatial constraints while preserving generous areas for landscaping and outdoor amenity, pedestrian-priority areas, and well-defined streets with active frontages.

The resulting arrangement of houses and landscape provides a simple and legible residential environment that benefits from a variety of streetscapes and house types. Each residence is allocated parking in overlooked and convenient proximity to the houses, with the majority situated on-street to further encourage active street frontages.

In line with previous phases, the landscape strategy proposes tree planting between dwellings, with shrubs interspersed between parking spaces and along pedestrian routes to provide high levels of visual amenity for the neighbourhood to enjoy. In addition, privacy strips of planting or amenity grass are provided to the front elevations of every residence, enhancing the sense of structure within the streetscapes. The landscape materials and planting proposed in the submission are consistent with those utilised throughout Derwenthorpe.

The perimeter ‘green lane’ and central homezone are carefully designed to give priority to pedestrian and cyclist movement and to passively control car speeds, largely by reducing forward visibility, tree planting, carriageway narrowing and varying road surfaces.

The historical hedge located at the western boundary of the site is maintained and enhanced, as are those to the southern edge of Field 9. An ecological report describing the existing ecological habitats, and the constraints these pose on the development has been submitted to City of York as part of this application (Ref no. 2337_EC_001).

National Grid retains the vision and principles successfully established for Derwenthorpe in creating a vibrant, supportive and sustainable community that offers a potential blueprint for families and includes:

• A mixed income, mixed-tenure community;

• High-quality, environmentally friendly, energy efficient, well managed and maintained homes with private gardens;

• ‘Lifetime homes’ that are accessible and flexible for people of all ages;

• Priority for pedestrians and less dependency on private cars;

• Well-managed and maintained open space and park land;

• Play and recreational opportunities for young people, children of all ages and adults.

• An inclusive community fostering close links with surrounding areas.

• Long term stewardship by the Joseph Rowntree Housing Trust.

In terms of the overall design approach, the materials and character of the National Grid houses reflect those established in preceding phases, as do features such as projecting window surrounds. The distinctive steeply pitched roofs prevalent in previous phases similarly appear in National Grid to punctuate the streetscape at key locations, and provide variety to the residential environment.

5.0 Access and Pedestrian Movement

The single public vehicular access to the National Grid site is an extension of Derwent Way, connecting Fifth Avenue to Derwenthorpe Phase 3. The ‘green lane’ layout forms a loop within the National Grid site, which does not connect to the neighbouring Phase 4 site. Extending off the loop road, adjacent to dwellings numbers 35-40 towards the entrance of the site, is a ‘private drive’ and associated turning head, as well as a pedestrian path to Phase 4. Bisecting the loop is a pedestrian priority road ‘homezone’ terminating at the northern end adjacent to the LAP. The paved surface and narrowing of the road width are designed to signify the pedestrian nature of the space and to reduce the speed of cars.

Pedestrian pathways provide good links between the National Grid site and its neighbouring phases: Phase 4 to the north, and Phase 1 to the south. Throughout the scheme, pedestrianised areas are clearly demarcated by the landscape and external lighting design. To the south of the development, the existing Sustrans Route 66 of the National Cycle Network is maintained and unaltered by the proposed scheme. The cycle path adjacent to Metcalfe Lane has been rerouted to join the perimeter road, before re-joining the path bordering Field 9. This route links the National Grid site to Phase 4, and Meadlands beyond.

On street visitor parking and car club spaces are provided predominantly towards the north of the scheme in order to utilise the area within the development clearance zone of the pylons.

Grid Cottage’s existing vehicular access from Metcalfe Lane is maintained for private use only, with the introduction of a manual lockable gate in order to prevent public use.

Lifetime Homes are homes which are designed either to meet the changing needs occurring throughout one family’s lifetime - raising small children, accommodating the teenager with a broken leg, having grandparents to stay, mobility difficulties in old age - or to meet the changing demands of the occupier within the same home.

All of the houses within the National Grid site have been designed to the Lifetime Homes standard.

To integrate within the existing development, the houses adopted are as those constructed throughout Derwenthorpe, and provide well-crafted, distinctive homes that are environmentally friendly, and economical to run.

Some of the key elements of the homes are:

• living spaces designed to benefit from the heating potential of winter sunshine and protected by trees from overheating in summer;

• homes designed to JRF ‘Lifetime Homes’ standards, which enable accessibility and adaptability to changing needs, today and in the future;

• a mix of tenure and house sizes to support the growth of a diverse community;

The house types implement the same material palette as previously established in preceeding phases.

8.0 Materials

The house types implement a similar palette of materials to previous phases. Two varieties of red clay brick are proposed throughout the scheme, with upper storeys of some units painted white. At key locations within the streetscape, larger units adopt york stone at the base and painted brick above.

In line with previous phases, a selection of three red clay tiles is proposed for the roof in order to introduce subtle variety across the scheme. The integrated PV panels sit flush with the clay tiles to provide a neat and considered approach to the site’s energy and heating strategy.
