ANNEXURE – 1.1: INDENT SPECIFICATIONS
1. Description of trailer : AIR SUSPENSION SEMI-TRAILER
2. Payload carrying capacity : 10 tons
3. Tractors considered for mating with proposed trailer

4. Quantity required : 1 no (One)
5.
Utilization: The proposed trailer will be used for the transportations of SSLV sub-
systems like customer spacecrafts, satellites internally, Inter stages, Instrumentation
racks, Propellant carts, Nozzles and Base shrouds
6. Loading scheme
The detailed configuration of trailer, loading scheme and indicative brake system
schematics are provided in Annexure – 1.2, 1.3 & 1.4 respectively.
7. Un-laden weight of the Trailer : around 8t
8. Gross laden weight of the Trailer: around 18t
9. Overall length of the trailer: ~ 11745 mm
10. Overall width of the trailer: ~ 2600 mm
11. Platform length & width: 8200 x 2600 mm
12. Gooseneck platform dimensions : ~ 3545 x 2600 mm
13. Un-laden height of the trailer platform: ~ 1100 mm
14. Ground clearance: around 250 mm (between ground and lowest part of trailer)
15. Operating speed: 40 kmph – Under no load and 20 kmph – with full load
16. Operating environment: Operating Temp 100C to 500C, Relative Humidity-95%
17. Chassis & structure
a. Main longitudinal members: 2 nos of fabricated ‘I’ section of material IS 2062
E350 should run full length of the trailer.
(Dimensions of I-section to be mentioned).
b. Cross members: Material shall be IS:2062 provided at suitable pitches.
(Dimensions of cross beams section to be mentioned in the design report).
c. Platform: Platform shall be provided with minimum 6 mm thick Aluminium
Chequered plate. The platform should withstand to a UDL of 500 kg/m2.
d. Welding: Trailer chassis frame shall be all welded construction as per AWS D1.1
code. Welding design calculations should be submitted.
e. Acceleration / Deceleration forces: Force due to acceleration / deceleration of
1.5g shall be taken into consideration for design of trailer structure.
f. Factor of safety: Minimum 2.5 factor of safety on Yield stress shall be considered
18. Deflection:
a. Allowable Deflection at the middle of trailer shall be L/500 for the rated payload of
trailer.
b. No permanent set is allowed for over load test.

19. Rubbing plate
a. Rubbing plate area shall be around 1200 mm x 1200 mm.
b. Rubbing plate height shall be 1400mm + 25 & – 0 mm from the ground as per IS:
8007-2004.
c. Minimum distance between driver cabin rear end and front edge of the trailer
platform shall be around 1450 mm such that 90 degree turn can be taken by the
Prime mover without trailer obstruction.
d. Distance between the centre of the kingpin to the front edge to the gooseneck
underneath the chassis shall be around 2400 mm.
20. King pin
a. 3 1/2-inch king pin shall be provided at front end of trailer as per IS 6763 part-2.
Schematic of the king pin location is provided in Annexure-1.2
b. D-value calculations shall be submitted for Kingpin for 10t payload.
c. Standard and certified make kingpins will only be accepted, preferably JOST /
Rockinger / Ringfeder / Orlandi. (Test certificate/COC shall be submitted).
d. Standard fitment, as suggested by the manufacturer of king pin, shall be followed.
21. Axles
a. Trailer shall be provided with suitable capacity twin axles at the rear end.
b. Ends of axles are precision machined to receive taper roller bearings, hub, brake
drum, etc.
c. Standard make axles, York / BPW / JOST/ADR will only be accepted.
d. Optional item – self steer axles shall be quoted separately along with standard axles
22. Tyre and wheel rim for twin axles
a. Four tyres per axle line with tyre + tube + flap and standard disc assemblies of
total quantity - 8 nos.
b. Long inflation necks or adaptors shall be provided for accessing inner wheels for
filling / checking tyre inflation.
c. Even if one tire gets punctured, the trailer shall be capable to withstand the full
load of trailer.
23. Air suspension
a. Pneumatic suspension shall be provided for axles of standard makes BPW/York/SAF
b. Air suspension system shall be provided with Air bellows, Height control valves,
pressure gauges and pressure regulators.
c. In case of failure of one bellow airline of the system shall be blocked automatically
24. Landing legs
Trailer shall be provided with York/Jost/BPW make two speed landing legs - 2 pairs
each pair capacity (1 set = 2nos) around 15t and the schematic of landing legs position
is provided in Annexure-1.2.
25. Twin pipe line air brake system with relay emergency valve
a. Service Brake: Air operated diaphram brake chambers with dual line arrangement

shall be provided which should be actuated from tractor. Standard makes, Wabco /
Knorr Bremse/ Haldex shall only be used. Two axle lines shall be fitted with T30/30
brake chambers.
b. Parking Brake: Air operated parking brake system should be provided for both
axle wheels and the same should be operated from trailer end.
26. Brake system components
a. Trailer shall be provided with Air reservoirs with minimum 80 liters capacity with
auto drain valve, air pressure regulator with pressure gauges minimum 12 bar – 2
nos, Non return valve -1 no, Relay Emergency valve - 1 no, T30/30 brake chambers
- 4 nos, on/off valve/Graduated hand control valve - 1 no for parking brakes, palm
couplings- 2 nos, slack adjustors-4 nos, Quick release valve and relay valve- 2 nos.
b. Standard air tanks/reservoirs will only be accepted.
c. Indicative Brake system schematic is provided in Annexure-1.4.
27. Brake system configurations
c. In case of accidental detachment of trailer from tractor, all the wheels shall
automatically get brake and trailer shall be stopped safely.
d. When the brake system not coupled, the trailer shall be able to tow with tractor i.e.
without air pressure in trailer, trailer shall be moved.
e. Trailer service brake shall be applied from tractor driver cabin with brake pedal.
28. Electrical system
a. 24V DC electric system which includes Tail lamp, Brake lamps and direction
indicators fitted on rear end of the trailer.
b. Red reflectors shall be provided as per RTO standards.
c. 3 nos. of Convoy/red stop lamps shall be provided at both sides of the trailer.
d. 7-pin Connector shall be provided for trailer front face to connect the Hauler
electrical supply line.
e. Electrical wiring materials shall be of standard make and routed through GI tubes
with minimum bends and without any joints.
f. All light fittings shall be weather proof construction.
g. Male and Female sockets shall be provided with sufficient length of cables to
connect with hauler supply point.
29. Painting
Trailer shall be surface prepared and painted as per the following specifications:
a. Sand / Grit/Abrasive Blasting: The entire surface of fabricated materials /
frames of trailer are to be sand/grit/abrasive blasted to near white metal quality of
SA 2½ of steel structures painting council (SSPC) standard. Surface should be
thoroughly cleaned to remove rust, oil, grease, dirt or other matter before
application of primer paint coat.
b. Painting (Spray painting only to be applied): Immediately after sand /
abrasive blasting, one coat of epoxy primer (Akzonobel Interzine

52/Berger/Gerlac) shall be applied to a dry film thickness (DFT) of 50 microns.
c. Intermediate coating with epoxy paint (Akzonobel Interzine 52/Berger/Gerlac) shall
be applied to a dry film thickness (DFT) of 150 microns.
d. Final coating with polyurethane finish paint (Akzonobel Interzine 52/Berger/ Gerlac)
shall be applied to a dry film thickness (DFT) of 50 microns.
e. Any intermediate cleaning & drying time required between successive coats of paint
is to be carried out as per the recommendation of paint manufacturer.
f. Supplier shall provide measuring instrument to the representative of the purchaser
for measurement of thickness of paint at random locations selected by him to
confirm the required minimum DFT.
g. Tentative painting scheme shall be as follows:
Under chassis: Black
Axles, brake drum, hubs: Brown
Wheels: Golden yellow
Sides and rear: Golden yellow with black stripes of 100mm width.
Painting colour scheme will be finalized during detail engineering phase.
h. Red colour reflective sheet of letter size: 80 mm height and 60 mm width.
i. SWL: 10 tons, STOP, Number/Name plate, VALF, MHS shall be painted at suitable
locations on the trailer. Letter writing shall be done as per our requirement.
j. “SLC PROJECT“ on all three sides of the trailer platform except front side.
30. Items shall be supplied along with the trailer
a. Self-closing type palm couplings – 2 sets
b. Coil type pneumatic hoses for trailer and hauler interface - 2 nos.
c. Wheel Nut spanner with long lever – 1 no
d. Hub nut spanner with lever – 2 nos.
e. Spare wheel mounted with tyre+ tube+ flap+ disc –1 no
f. Bearings - Wheel inner & outer – 2 sets
g. Hub oil seals - 4 sets
h. Air bellows – 2 nos
i. Height control valve – 1 no
j. Hydraulic jack of capacity 20t – 1 no
k. Air operated Grease Gun of capacity 20 kg (minimum)
l. Standard tool box – 1 no (6-32 ring end double end spanners + cutting plier +
hammer screw drivers etc.
m. Wheel stoppers – 02 nos
31. Other Fittings
a. Mudguards: Full Mudguards shall be provided for all the wheels
b. Mudguard flaps for wheels shall be provided
c. Side under run protection should be provided for trailer on either side.

d. Rear under run protection should be provided as per standards.
e. Provision should be provided at 4 locations for hanging Brass chains and at 2
locations brass chains to be hanged at Rear and the chains should touch ground.
f. Provision for fixing red flags at rear of the trailer with a pipe id of 20 mm to a
length of 100mm with bottom closing.
g. Tool box of size around 1.5x1.5x1,’’size, with hinged lid and locking facility should
be provided preferably below the trailer platform.
h. Triangular shaped lashing hooks with 10mm rod diameter should be provided on all
four sides of the trailer platform with a spacing of 1m.
i. Number board and stop board at rear end of the trailer on LH and RH sides.
j. One Spare wheel mounting bracket with loading/un loading with a rope and drive
mechanism, below the trailer platform.
k. All fasteners shall be of Electro galvanized Unbrako, TVS or GKW make only shall be
used (IS1367).
32. Quality Assurance
QA Plan and other documents to be provided along with the tender
a. The tenderer should submit a quality assurance plan to ensure quality of raw
materials, bought out items and fabrication confirming to the specifications.
b. General Assembly drawing
c. Basic design details of the trailer for study and approval
d. Brake system layout containing pat numbers for each item, brake lining size and
brake chamber sizes etc.,
e. Load reaction calculations
f. Details of bought out items, components and assemblies
g. Test certificate issued by the manufacturer for 2 inch king pin and other bought-
out items shall be furnished at the time of Stage Inspection.
h. Turning circle radius diagram with inner and outer turning circle radius for prime
mover and trailer combination.
i. Technical specifications / technical leaflets of the components and other sub-
assemblies.
j. Party shall have minimum three years of experience in trailer design and
manufacturing and the experience certificate shall be enclosed in the quotation.
k. Addresses of the organizations for whom the tenderer has supplied similar trailers.

S.No TERMS & CONDITIONS
1. General
a. Party should submit a duly filled and signed compliance statement, provided in
Annexure - 1.5, without which the quote will not be considered.
b. Dimensions mentioned in the Annexures are indicative only. Necessary corrections
can be proposed by party at the time of design acceptance, the same should have
the acceptance of the Indentor.
c. Party should submit a quality assurance plan to ensure quality of raw materials,
bought out items and fabrication confirming to the specifications.
d. Design clearance approval from SDSC SHAR to be obtained before taking up
fabrication.
2. Inspection:
a. Trailer Design shall be approved / cleared by the Purchaser before taking up
fabrication by the contractor. The trailer will be inspected at various stages during
fabrication stage.
- Raw material Inspection
- In-process Inspection
- Final Inspection
b. For stage and final inspections, the supplier should extend all assistance to the
representatives of the Purchaser.
c. During fabrication, trailer and other accessories will be inspected by the
representatives of the Purchaser at the works site of supplier to ensure the trailer is
fabricated as per Purchase order specifications.
d. Trailer shall be load tested for rated capacity and overload tested for 125% at
supplier’s works site. Necessary prime mover, dead weights and procedure for load
testing / over load testing shall be provided by the Supplier.
e. Final inspection will be done after completion of works as per the Purchase Order
specifications then only the trailer will be cleared for transportation to Sriharikota.
f. Any modifications or corrections brought to the notice of the supplier at the time of
inspection should be corrected by the party at free of cost.
g. In case of any disputes, decision of the Purchaser will be final.
3. Delivery & Transportation:
a. Delivery Period: Delivery shall be made within six months from the date of receipt
of Purchase Order including design report submission and clearances from
department. Party shall submit design report within one month from the date of PO.
b. Proposed trailer is tentatively planned for commissioning at SDSC SHAR, Sriharikota
at present, which is about around 90 km from Chennai. However, if required
proposed trailer may need to be transported to alternate place, based on the
technical requirements, if required, which will be decided during the tenure of the
purchase order. Hence the bidders are advised to indicate the base price and
transportation charges separately in the price bid, which will enable Department to
re-process the transportation charges, for suitable amendment in case if required.

c. Bidders are also requested to mention the per km charges considered for
transportation of systems from bidders site to Sriharikota, which will enable
Department to assess the transportation charges for other places, if required.
4. Load Testing and Commissioning
a. The party should submit Load test plan for evaluation of the trailer at work site.
b. Commissioning and final load testing shall be carried out to the trailer for smooth
operation at Purchaser’s site i.e., SDSC SHAR, Sriharikota.
c. The trailer should be load tested to its SWL and over load test to 1.25 times the SWL
at work site before dispatch of trailer.
d. Necessary prime mover and dead weights shall be provided by the party during
commissioning and load testing at Work site.
e. Load testing will be carried out in presence of representative of supplier. Any minor
modifications after load testing shall be done by the supplier with no extra cost
5. Registration of Trailer
a. Registration of the equipment from nearest RTA is in the scope of the supplier.
Necessary documentary support will be provided by the department upon request
from supplier.
b. Sale certificate shall be in the name of Director, SDSC SHAR, Sriharikota, 524 124.
c. Party shall submit all the necessary documents of the equipment in duplicate i.e.,
Form no: 20, 21 & 22, Sale certificate, Invoice copies and road worthiness certificate
as per Motor Vehicle Act, used for registration.
d. The charges incurred for registration shall be paid to the supplier based submission
of documentary evidence.
e. The supplier should mention the registration charges separately in quotation.
6. Documents to be submitted:
a. Party should submit Design details of the trailer with in fifteen days after receipt of
PO for review and approval of department
b. Load reaction calculations should be submitted
c. Details of materials and components used with their specifications / catalogues
d. Maintenance manual - 2 nos and Spare parts manual – 2 nos. The manuals should
also be supplied in soft copies preferably in CD form.
e. Design report along with final CAD drawings of trailer, major components assembly
drawings and circuit diagrams should be submitted both hard and soft copies
preferably in CD. 3-D drawings, if any shall be submitted in soft copy.
f. Axles, turn table and kingpin test certificates shall be submitted at the time of supply
7. Warranty
The equipment shall be warranted against all manufacturing defects, defects arising out
of poor material or poor workmanship, for a period of 12 months from the date of
commissioning of the trailer at SDSC SHAR.

d. 7-pin Connector shall be provided for trailer front face to connect
the Hauler electrical supply line.
e. Electrical wiring materials shall be of standard make and routed
through GI tubes with minimum bends and without any joints.
f. All light fittings shall be weather proof construction.
g. Male and Female sockets shall be provided with sufficient length of
cables to connect with hauler supply point.
29. Painting
Trailer shall be surface prepared and painted as per the following
specifications:
a. Sand / Grit/Abrasive Blasting: The entire surface of fabricated
materials / frames of trailer are to be sand/grit/abrasive blasted to
near white metal quality of SA 2½ of steel structures painting
council (SSPC) standard. Surface should be thoroughly cleaned to
remove rust, oil, grease, dirt or other matter before application of
primer paint coat.
b. Painting (Spray painting only to be applied): Immediately
after sand / abrasive blasting, one coat of epoxy primer
(Akzonobel Interzine 52/Berger/Gerlac) shall be applied to a
dry film thickness (DFT) of 50 microns.
c. Intermediate coating with epoxy paint (Akzonobel Interzine
52/Berger/Gerlac) shall be applied to a dry film thickness (DFT) of
150 microns.
d. Final coating with polyurethane finish paint (Akzonobel Interzine
52/Berger/ Gerlac) shall be applied to a dry film thickness (DFT) of
50 microns.
e. Any intermediate cleaning & drying time required between
successive coats of paint is to be carried out as per the
recommendation of paint manufacturer.

f. Supplier shall provide measuring instrument to the representative of
the purchaser for measurement of thickness of paint at random
locations selected by him to confirm the required minimum DFT.
g. Tentative painting scheme shall be as follows:
Under chassis: Black
Axles, brake drum, hubs: Brown
Wheels: Golden yellow
Sides and rear: Golden yellow with black stripes of 100mm width.
Painting colour scheme will be finalized during detail engineering
phase.
h. Red colour reflective sheet of letter size: 80 mm height and 60 mm
width.
i. SWL: 10 tons, STOP, Number/Name plate, VALF, MHS shall be
painted at suitable locations on the trailer. Letter writing shall be
done as per our requirement.
j. “SLC PROJECT“ on all three sides of the trailer platform except
front side.

g. Hub oil seals - 4 sets
h. Air bellows – 2 nos

k. Air operated Grease Gun of capacity 20 kg (minimum)

31. Other Fittings
a. Mudguards: Full Mudguards shall be provided for all the wheels
b. Mudguard flaps for wheels shall be provided
c. Side under run protection should be provided for trailer on
either side.
d. Rear under run protection should be provided as per standards.

locking facility should be provided preferably below the trailer

h. Triangular shaped lashing hooks with 10mm rod diameter should be
provided on all four sides of the trailer platform with a spacing of

i. Number board and stop board at rear end of the trailer on LH and
RH sides.
j. One Spare wheel mounting bracket with loading/un loading with a
rope and drive mechanism, below the trailer platform.
k. All fasteners shall be of Electro galvanized Unbrako, TVS or GKW
make only shall be used (IS1367).
32. Quality Assurance
QA Plan and other documents to be provided along with the
tender
a. The tenderer should submit a quality assurance plan to ensure
quality of raw materials, bought out items and fabrication
confirming to the specifications.
b. General Assembly drawing
c. Basic design details of the trailer for study and approval
d. Brake system layout containing pat numbers for each item, brake
lining size and brake chamber sizes etc.,
e. Load reaction calculations
f. Details of bought out items, components and assemblies
g. Test certificate issued by the manufacturer for 2 inch king pin and
other bought-out items shall be furnished at the time of Stage
Inspection.
h. Turning circle radius diagram with inner and outer turning circle
radius for prime mover and trailer combination.
i. Technical specifications / technical leaflets of the components and
other sub-assemblies.
j. Party shall have minimum three years of experience in trailer design
and manufacturing and the experience certificate shall be enclosed
in the quotation.

1. General
a. Party should submit a duly filled and signed compliance statement,
provided in Annexure - 1.5, without which the quote will not be
considered.
b. Dimensions mentioned in the Annexures are indicative only.
Necessary corrections can be proposed by party at the time of
design acceptance, the same should have the acceptance of the
Indentor.
c. Party should submit a quality assurance plan to ensure quality of
raw materials, bought out items and fabrication confirming to the
specifications.
d. Design clearance approval from SDSC SHAR to be obtained before
taking up fabrication.
2. Inspection:
a. Trailer Design shall be approved / cleared by the Purchaser before
taking up fabrication by the contractor. The trailer will be inspected
at various stages during fabrication stage.
- Raw material Inspection
- In-process Inspection
- Final Inspection
b. For stage and final inspections, the supplier should extend all
assistance to the representatives of the Purchaser.
c. During fabrication, trailer and other accessories will be inspected by
the representatives of the Purchaser at the works site of supplier to
ensure the trailer is fabricated as per Purchase order specifications.
d. Trailer shall be load tested for rated capacity and overload tested
for 125% at supplier’s works site. Necessary prime mover, dead
weights and procedure for load testing / over load testing shall be
provided by the Supplier.

e. Final inspection will be done after completion of works as per the
Purchase Order specifications then only the trailer will be cleared for
transportation to Sriharikota.
f. Any modifications or corrections brought to the notice of the
supplier at the time of inspection should be corrected by the party
at free of cost.
g. In case of any disputes, decision of the Purchaser will be final.
3. Delivery & Transportation:
a. Delivery Period: Delivery shall be made within six months from
the date of receipt of Purchase Order including design report
submission and clearances from department. Party shall submit
design report within one month from the date of PO.
b. Proposed trailer is tentatively planned for commissioning at SDSC
SHAR, Sriharikota at present, which is about around 90 km from
Chennai. However, if required proposed trailer may need to be
transported to alternate place, based on the technical requirements,
if required, which will be decided during the tenure of the purchase
order. Hence the bidders are advised to indicate the base price and
transportation charges separately in the price bid, which will enable
Department to re-process the transportation charges, for suitable
amendment in case if required.
c. Bidders are also requested to mention the per km charges
considered for transportation of systems from bidders site to
Sriharikota, which will enable Department to assess the
transportation charges for other places, if required.
4. Load Testing and Commissioning
a. The party should submit Load test plan for evaluation of the trailer
at work site.
b. Commissioning and final load testing shall be carried out to the
trailer for smooth operation at Purchaser’s site i.e., SDSC SHAR,
Sriharikota.
c. The trailer should be load tested to its SWL and over load test to
1.25 times the SWL at work site before dispatch of trailer.
d. Necessary prime mover and dead weights shall be provided by the
party during commissioning and load testing at Work site.
e. Load testing will be carried out in presence of representative of
supplier. Any minor modifications after load testing shall be done
by the supplier with no extra cost
5. Registration of Trailer
a. Registration of the equipment from nearest RTA is in the scope of
the supplier. Necessary documentary support will be provided by

the department upon request from supplier.
b. Sale certificate shall be in the name of Director, SDSC SHAR,
Sriharikota, 524 124.
c. Party shall submit all the necessary documents of the equipment in
duplicate i.e., Form no: 20, 21 & 22, Sale certificate, Invoice copies
and road worthiness certificate as per Motor Vehicle Act, used for
registration.
d. The charges incurred for registration shall be paid to the supplier
based submission of documentary evidence.
e. The supplier should mention the registration charges separately in
quotation.
6. Documents to be submitted:
a. Party should submit Design details of the trailer with in fifteen days
after receipt of PO for review and approval of department
b. Load reaction calculations should be submitted
c. Details of materials and components used with their specifications /
catalogues
d. Maintenance manual - 2 nos and Spare parts manual – 2 nos. The
manuals should also be supplied in soft copies preferably in CD
form.
e. Design report along with final CAD drawings of trailer, major
components assembly drawings and circuit diagrams should be
submitted both hard and soft copies preferably in CD. 3-D drawings,
if any shall be submitted in soft copy.
f. Axles, turn table and kingpin test certificates shall be submitted at
the time of supply
7. Warranty
The equipment shall be warranted against all manufacturing defects,
defects arising out of poor material or poor workmanship, for a period
of 12 months from the date of commissioning of the trailer at SDSC
SHAR.
