DESIGN, FABRICATION, TESTING, SUPPLY, INSTALLATION &
COMMISSIONING OF 1000L CAPACITY SIGMA MIXER AT SPROB,
SDSC SHAR, SRIHARIKOTA.
(ANNEXURE-1)

Sl. No. SPECIFICATION/REQUIREMENT
1.0 REQUIREMENT:
1.1 Design, fabrication, testing, supply, installation, erection and commissioning of
one number of 1000L (Total volume) Sigma mixer.
Mixer shall produce uniform homogeneous slurry by mixing the solid & liquid
ingredients of non-explosive nature at a given temperature under vacuum.
2.0 SCOPE OF SUPPLY:
2.1 1000L Capacity Sigma Mixer equipped with Hydraulic Power pack for tilting the
mixer and for opening/closing of the lid along with its subsystems, Vacuum
pump, Water pump, Hot water tank with heaters, MCC, Field sensors,
Instrumentation rack, power cables and control cables as per the specifications.
2.2 MCC with required Switch gears (OLR, contactor, MCCB etc.,) to demonstrate
mixer testing at BIDDER’S site and interfacing with power pack and control
panel.
2.3 Instrumentation Rack and interfacing with control panel to test mixer at
BIDDER’S site with necessary interlocks to meet dummy trial requirements.
Switch amplifiers for main & redundant proximity sensors, frequency to current
converter, current to voltage converter double channel, power supply unit, power
rail etc., shall be provided in PLC cabinet. All the items which are required to run
the mixer shall be supplied and Interfacing of field elements with control panel
shall be carried out by the BIDDER.
2.4 Control Panel with illuminated push buttons, cutout for Paperless Recorder
(Recorder is not in the scope of the Supplier), monitors, Temperature and
Vacuum controllers shall be provided. Provision for telephone and CCTV
keyboard joystick shall be provided.
2.5 Erection and commissioning of mixer and its subsystems.
2.6 The layout of the building and the location of the equipment is shown in the
Annexure-3.
2.7 Operation and maintenance manuals- 3 sets.
2.8 Quality assurance plan (QAP) for mixer acceptance and all elements – 3 sets
2.9 Inspection reports, test reports as per approved QP, as-built drawings for Mixer,
accessories and all its subsystems not forming part of the main 1000L Sigma
mixer in pdf format & hard form – 3 sets.
2.10 Spares: Supply of spares as per the Section 11.0.
3.0 SCHEME FOR REALISATION:
3.1 Adoption of cost effective and standard fabrication/machining processes.
3.2 Drawings, Process plan and QAP shall be submitted to SDSC SHAR before start
of fabrication for approval.
3.3 All the elements/components/items which are going to be integrated/used in the
machine shall be of the specified make only (indicated elsewhere in the
document).

5.0 SAFETY REQUIREMENTS:
5.1 Avoid accidental fall of components/fasteners into product.
5.2 All bolts, screws and removable components shall be wire locked to preclude the
possibility of accidental fall in to the mixer.
5.3 No chain /belt systems shall be employed.
5.4 The selection of materials wherever not specified shall be compatible to the
coastal area conditions prevailing at SDSC SHAR.

is in closed condition.
6.5 Jacket for heat transfer on mixer container and Side Plates
6.5.1 Description An external jacket shall be provided in
the working area of the mixer container
as well as on the side plates for the
effective heat transfer. The jacket shall
be fabricated from Stainless Steel plate
confirming to Gr. 304.
6.5.2 Jacket Thickness 10 mm
6.5.3 Jacket Operating Temperature 60 – 70 °C.
6.5.4 Jacket Design Temperature ~100°C
6.5.5 Jacket Hydro-test pressure Jacket shall be designed for 4 bar and
hydro-tested for 6 bar.

6.6 Mixing Blades

6.8 Mixer Stuffing Box Sealing To avoid any leakage of the foreign
particle from outside / Product material
from inside the container area, a 2-
stage sealing design shall be offered.
Mixer Stuffing Box shall be made from
stainless Steel 304 materials. The
stuffing box shall be machined so as to
suitably fit on the mixer side plate with
special provision for vacuum sealing.
6.9 Coupling between Motor & Gear Unit
6.9.1 Type Internal geared coupling or any other
suitable coupling with department
approval.
6.9.2 Make Brampton or equivalent with
department approval.
6.10 Tilting Discharge Discharge of the material shall be
through hydraulic tilting of mixer
container. The container of the Mixer
shall be tilted around front blade axis,
the tilt angle to be around 110 degrees.
Hydraulic power pack, Hydraulic
cylinder, DC valve etc., shall be
provided for tilting the container. Push
buttons for the operation of the
hydraulic cylinder for tilting shall be
provided near to the mixer. Extreme
end positions during tilting shall be
sensed and same shall be interlocked
to the DC valve.
A hydraulically operated lock shall be
provided for the Mixer to avoid
unintentional tilting of the Mixer during
running. Hydraulic cylinder (single

acting type) shall be used for locking of
the Mixer and shall be interlinked to the
tilting mechanism suitably.
6.11 Base Frame Base frame shall be rigid enough to
withstand the dynamic load of the
mixer.
6.12 Surface Finish
6.12.1 Internal Contact Parts All internal surfaces, weld joints shall
be cleaned and well dressed. All
internal stainless steel surfaces shall
be mirror polished to 16 rms.
6.12.2 External Parts All external surfaces, weld joints shall
be cleaned and well dressed. External
stainless steel surfaces shall be matt
polished.
External mild steel surfaces shall be
synthetic enamel painted.

6.14.3 Electric Motor Specification:
6.14.3.1 An Electric Motor with suitable gear system is to be designed for rotating the
Mixer blades. Motor shall be located in the Service room adjacent to the Mixer
room as shown in the layout drawing in Annexure-3.
6.14.3.2 The motor should be of 1500 rpm (syn) with suitable gear to achieve the
specified rpm at the blades.
6.14.3.3 The Electric motor is powered through VFD for fine end rpm control however the

operating frequency of drive should be kept above 40Hz for required rpm at the
blades.
6.14.3.4 The motor capacity should be selected such that only 80% of rated current (or
less) should flow at full load.

Motor Control Centre (MCC):
6.19 General Terms and Specifications of MCC
6.19.1 Party shall supply Motor Control Centre (MCC) as per detailed specifications
furnished below.
6.19.2 Party shall engage panel manufacturer, obtain and submit GA Drawing, power
and control circuit drawings, including selection of switchgear ratings, control
drawing, Bill of material for Dept. Approval prior to start of fabrication.
6.19.3 The panel shall undergo functional checks, HV test, Dielectric strength checks,
Dimensional checks and other qualification tests as per standards at panel
manufacturer works in the presence of the Department.
6.19.4 The MCC panel shall be designed for operation in high ambient temperature up
to 50°C, high relative humidity up to 95% and tropical atmospheric condition.

6.19.5 Rubber mats of 2m X 1m, 11 kV grade shall be provided for the complete length
of all the panels (the panels which are in the scope of supplier) both in front and
back side such that persons stand on rubber mats during maintenance.
6.19.6 The vendor shall supply documents consisting of as built drawings (MCC power
& control drawings, cable schedule), catalogue of all bought out electrical items,
VFD & Thyristor Controller Parameterization Details.
6.19.7 MCC Panel cubical keys, Handles, interlock keys, are to be handed over to
department during supply.
6.19.8 The party should incorporate all changes / modifications / rectifications
suggested by Department after verifying Drawings and bill of materials.
6.19.9 Any specification deviations required on technical grounds or non-availability of
specified items have to be brought to the department notice changes in these
regards shall only be acceptable with the approval of the department
6.19.10 Any item not specified but required for satisfactory functioning and integration of
the total system to be considered and included by the party and demonstrating
the total functionality of the system as specified is the responsibility of the party.
6.19.11 MCC shall be front operated indoor cubicle type free standing and Compartment
Arrangement Motor Control Centre suitable for operation on 3-Phase, 4 wire
415V ± 10%, 50Hz ± 3% AC supply.
6.19.12 The panel should be designed, manufactured and tested in accordance with IS
8623(Pt1), IS 13947(Pt4/Sec1) and as per the specifications issued by us.
6.19.13 Enclosure symmetrical frame construction (minimum 9-fold profile) of rolled
hollow sections made up from 1.6mm Thickness sheet with holes on a 25mm
DIN pitch pattern.
6.19.14 It shall have Horizontal sections, Vertical sections with fixing levels for space
saving interiors installation.
6.19.15 Doors shall be fitted with concealed hinge to ensure 130 deg opening.
6.19.16 Lock shall be of 7mm Triangular Bit Lock insert with key
6.19.17 Removable Type Rear, side panel and Roof plate made of 1.6mm sheet steel,
with foamed in seal (PU Foam gasket mixture of polyol and isocyanate).
6.19.18 Ingress protection: Should comply to IP54. Partial doors, Covers are PU Foamed
(mixture of polyol and isocyanate) integrated to ensure IP54 of Ingress
Protection.
6.19.19 The panels shall be of modular design with a horizontal bus bar compartment
running at the top and the cable entry shall be from the bottom for MCC unless it
is specified.
6.19.20 The outgoing feeders shall be arranged in multi – tier mode. The panel front
shall contain individually enclosed switchgear modules. All of the electrical
accessories shall be mounted on the front side of the panels with facility to
remove /refit from the front side.
6.19.21 The structure shall be mounted on a rigid base frame of ISMC 100 channel. The
design shall ensure that the weight of the components is adequately supported

without deformation or loss of alignment during transit or during operation.
6.19.22 The panel can be limited to maximum height of 2000 mm excluding ISMC base
of 100 mm, Overall height of the panel is 2100 mm.
6.19.23 All contacts / terminals of the switchgear components shall be wired to the
terminal block.
6.19.24 Detachable, split gland plates of 3mm thick sheet steel shall be provided for
panels both in the top and bottom.
6.19.25 Cable alley/chamber should have a minimum width of 400mm.
6.19.26 Each feeder compartment shall be provided with suitable nameplate showing
feeder name with rating as given in the bill of quantities table. Name plates
should be made of aluminium black enamel painted and names should be
engraved and screw fixing type. Inscription shall also be provided for illuminated
push buttons, meters, operating handles and panel opening lock.
6.19.27 All live parts shall be shrouded with non–deteriorating insulating barrier to
prevent against accidental contact.
6.19.28 All the feeders shall be properly extended up to the rear side of the panel for
cable termination with suitable connecters and insulating barriers.
6.19.29 Provision shall be made for lifting and handling of panel by eyebolts.
6.19.30 Fire retardant DMC / SMC fillings for openings around bus bars near the
sectional barriers shall be provided
6.19.31 Bus bar support conductors shall be FRP type firmly fitted to the frame work of
the panel.
6.19.32 Panel lighting shall be provided in the cable chamber and it shall be LED lamps
only. The same needs to be controlled with panel door open / close limit switch.
6.19.33 The apparatus and circuits in the MCC panel shall be so arranged as to facilitate
their operation and maintenance and at the same time to ensure the necessary
degree of safety.
6.19.34 Apparatus forming part of MCC panel shall have the minimum clearances
between Phase, Neutral & Earth as per the standards
6.19.35 Door interlocking facility and defeat interlock facility is to be provided for all
MCCB handle mechanisms on the front door of the cubicle.
6.19.36 All the feeders shall be provided with double Earthing.
6.19.37 All the feeders shall be provided with LOTO (Lock out Tag out) devices.
Necessary locks are to be supplied from the standard manufacturer of LOTO
products. The same will be approved by department during drawing approval.
6.19.38 The bus bar arrangement shall confirm to IS 11353:1985
6.19.39 The short circuit strength of bus bars shall be 50kA rms (minimum), one second
and 105 kA peaks.
6.19.40 The Busbars shall be of uniform cross section thought out the panel with a
minimum current density of 0.65 Amps per square millimeter for Aluminium bus
bar and 1.0 Amps per square millimeter for copper or better.

6.19.41 Suitable colour – coded heat shrinking sleeves shall be provided for the bus bar
conductors with colour – coding.
6.19.42 Cadmium plated high – tension bolts and nuts shall be used for the joints. Spring
washers will be used for sustaining the contact pressure.
6.19.43 Main bus-bar shall be rated for minimum of 125% more than the selected
switchgear rating of main incomer.
6.19.44 Earth copper bus bars of suitable size shall be provided throughout the length of
the panel.
6.19.45 Provision for connection to the plant earth grid shall be provided at both the ends
of the panel.
6.19.46 All hinged doors with electrical accessories shall be provided with flexible copper
earth connections.
6.19.47 Power wiring shall be carried out with minimum 4.0 Sq. mm size of 660/1100V
grade multi strand single core copper flexible wires. While selecting individual
feeder cable size, current rating one step above the feeder rating is to be
considered.

6.19.49 Transducer outputs and control/signal wires from Flap Door, cubicles should be
wired with shielded cables and terminated in terminal blocks housed in control

6.19.50 Inter connections between MPCB, MCCB, contactors, Drives, Filters etc., in
respective feeders shall be carried out with suitable rated wires.
6.19.51 All the power wires shall be wired up to the clip on type terminals mounted on the
edge of the feeder base sheet in the cable alley for facilitating easy cable

6.19.52 Tube Insulated copper lugs shall be used for terminating the control wires.
6.19.53 Equipment tag plate inside the MCC panel and compartment nameplates shall be
of acrylic engraved sheets only and same to be fixed by screws/rivets and shall

6.23 Emergency OFF requirements:

6.24 Control Panel:
6.24.1 The control Panel with IP-54 protection shall be provided in control room located
adjacent to the Mixer room.
6.24.2 The control panel shall consist of illuminated push buttons, selector switch, MFM
PAC 3200 and provision for RECORDER, Vacuum controller, temperature
controller, water level controller, telephone, keyboard joystick. Dimensions for
cutouts for RECORDER, Vacuum controller, temperature controller will be
provided during detailed engineering.
6.24.3 The (4-20mA) output from all Current Transducers, VFD, speed sensor, thyristor
bank are to be terminated at instrumentation rack to facilitate current to voltage
signal conversion using connectors provided at instrumentation rack. The voltage
signals are to be interfaced with recorder at control panel.
6.24.4 The Control Panel shall be Desk Type operatable.
6.24.5 There shall be dedicated arrangement of push button station for Mixer, Hydraulic
Pumps, water pump & vacuum pump, Heater banks. The Aux Contactors to meet
the hardwired logic shall be provided in control panel.
6.24.6 Heavy gauge “U” profile sheet steel is to be employed for the frame work. All
joints to be of bolted construction without any exposed welding.
6.24.7 All of the Gland plates shall be of 2.5mm (12SWG) CR. Sheet.
6.24.8 An integral metal base with C channel of minimum 100mm width welded in box
configuration to be provided.
6.24.9 Neoprene gasket shall be provided for the doors to prevent dust and vermin
entry.
6.24.10 Suitable ventilation louvers shall be provided on to the vertical and horizontal bus
bar chambers to facilitate free circulation of air. Suitable brass meshes shall be
fitted to prevent entry of vermin.
6.24.11 The doors hinges shall be of concealed type. Removal of any hinged door
without disturbing any of the adjacent modules shall be possible.
6.24.12 The local control panel with illuminated push buttons shall be designed with
adequate space for accommodating relays, connectors, IS isolators etc.
6.24.13 The Control panel shall have Powder Coating with SIEMENS Grey RAL 7032 /
7035 over the exterior side of the panel and Fire and Corrosive resistant coating
similar to VIPER FR-1101 shall be applied over the inside surfaces of the panel
in two coats with necessary primer.

6.25 Power & Control Cables Specifications and wiring details:
6.25.1 Party shall supply Power cables, control cables, data cable, cable trays as per
the given specifications and shall also carryout cable laying on wall /trench /cable
tray as applicable. All the miscellaneous items like cable glands, lugs, ties, fixers
shall also be supplied by the party.
6.25.2 Power wiring with suitable rated cables as per load requirements shall be
provided. The cable make shall be as per specifications (datasheets).
6.25.3 The power wiring shall be carried out for the following.
PCC to MCC Panel.
MCC to Mixer Motor, vacuum pumps, hydraulic pumps, water pump
motors & Heater Loads.
6.25.4 The cables shall comply with LT voltage level 1100V with XLPE insulation as per
IS:7098. The minimum size of cable shall be 4 sq. mm copper conductor for all
power wiring. All feeders shall be with copper conductor cables. The power
wiring shall be carried out with necessary saddles, clamps, cable tags, glands,
etc.
6.26 Cable Laying:
6.26.1 Power, Control, data and Communication cables shall be laid in trenches and
cable trays as applicable.
6.26.2 Medium voltage and control cable shall be separated from each other by
adequate spacing or by running through trenches or cable trays.
6.26.3 The lengths indicated in the cables schedule are only approximate. The
contractor shall ascertain the exact length of cable for a particular feeder by
measuring at site. All cable routes shall be carefully measured and cables cut to
the required lengths, leaving sufficient lengths for the terminations of the cable at
both ends.
6.27 Cable Termination:
6.27.1 Wherever copper to aluminum interconnections are made, necessary bimetallic
washers shall be used.
6.27.2 In case of control cables, all cores shall be identified at both ends by their
terminal numbers by means of PVC ferrules for core size. Wire numbers shall be
as per schematic wiring/inter-connection diagram. All unused spare cores of
control cables shall be nearly bunched and ferruled with cable tag at both ends,
for future use.
6.27.3 Before energizing, the insulation resistance of every circuit shall be measured
from phase to phase, phase to neutral and from phase/neutral to earth. The
approximate cable length requirements are listed in below mentioned table.
However, Vendor has to arrive at the final cable sizes and shall take approval
from department before erection.
6.28 Control Wiring:
6.28.1 The control wiring shall be armoured with minimum copper conductor size of 2.5
sq. mm of XLPE/PVC insulation, voltage grade 660V/1100V as per IS:

6.43 SAFETY systems & interlocks:
6.43.1 Hydraulic tilting pump shall not be ON when Mixer is running
7.0 Fabrication, assembly, testing, supply and commissioning at SDSC SHAR:
7.1 The machine shall be fabricated as per the approved design. Any change
proposals shall be intimated to SDSC SHAR and necessary approvals to be
taken before implementation.
7.2 Sources of supply for all import items shall be submitted.
7.3 All fabrication procedures and QA plans shall be submitted for the major critical
components.
Fabrication processes shall be done according to approved procedures and
plans.
7.4 All the components shall be inspected by BIDDER& approved vendors. The
inspection and quality documents shall be submitted to Quality audit
teams/Inspection Teams (Mechanical & electrical –formed by SDSC SHAR) for
verification and auditing purpose.
7.5 Subassemblies shall be tested individually as per the approved QAP. Based on
the successful testing of the sub-assemblies and due clearance from SDSC
SHAR, main assembly activity shall start.
7.6 The assembly procedure shall be submitted to SDSC SHAR and approval to be
obtained before start of assembly.
7.7 The machine shall be tested without load before dispatch.
1. Mixer shall be run for 4 hrs and the parameters like current drawn by the
mixer drive, vacuum, jacket water temperature etc. shall be monitored
during running of the mixer.
2. Noise and vibration measurement shall be carried out by the BIDDER.
The no-load running data shall be reviewed by SDSC SHAR. After due clearance
from SDSC SHAR, load testing of the mixer shall be planned at BIDDER’S site.
7.8 The machine shall be load tested with inert material at BIDDER’S site. The load
test shall consist the following.
1. Measurement of clearances between the blades and the container & side
plates.
2. Running the Mixer at operating speed with full load for 2 hours. (Note:
Material addition shall be in lots and as per approved QAP).
7.9 After successful testing of the machine, data shall be presented to SDSC SHAR.
Shipment methodology shall also be presented to SDSC SHAR. After due
clearance, the mixer shall be disassembled and transported to the site at SDSC
SHAR.

7.10 The machine shall be no-load tested and commissioned for verifying its
performance at SDSC SHAR.
8.0 RESPONSIBILITIES OF THE DEPARTMENT:
8.1 Realization of Civil, Electrical (PCC) & A/c works related to the Sigma Mixer
building at SPROB, SDSC SHAR, Sriharikota.
8.2 Realization of Crane, cable trenches, approach roads with landscaping etc., for
the mixer building.
8.3 Necessary accommodation for BIDDER’S team will be provided by the SDSC
SHAR on request on chargeable basis if available.
9.0 RESPONSIBILITIES OF THE BIDDER:
9.1 Configuration and realization of the system/sub-systems of the 1000L Sigma
Mixer taking into account the detailed specifications in the tender document.
9.2 Detailing of inspection & testing procedures and acceptance criteria.
9.3 Identification of items to be fabricated, listing of fabrication tasks, listing of
standard parts and components for procurement.
9.4 Identification of packages / sub-assemblies and Sub-vendors for the fabrication
works and completion of fabrication tasks.
9.5 Assembly of the total system at BIDDER’S site.
9.6 Dis-assembly of the mixer after testing, packing of mixer components and Pre-
shipment review.
9.7 Installation & Commissioning of the system at SPROB, SDSC SHAR, Sriharikota
and also no-load trials at SPROB, SDSC SHAR leading to acceptance by the
SDSC SHAR.
9.8 Providing all details of mechanical elements, engineering drawings for operation
and maintenance of the mixer and also interface dimensional details to facilitate
any existing/future accessory adaptations.
9.9 Procurement of all items listed under bill of materials, components etc., for the
sub-assemblies & assembly of mixer and quality audit teams of the SDSC SHAR.
9.10 Make available the required number of copies of the relevant documents for
review by SDSC SHAR.
9.11 Providing information on technically critical areas and supply of quality plan for
mixer acceptance.
9.12 Status reporting, schedule monitoring and controlling for achieving the goals.
9.13 Providing manpower and necessary transport for unloading the deliverables,
unpacking, installation and commissioning of the mixer at SDSC SHAR premises.

13.0 SPECIAL CONDITIONS OF THE CONTRACT:

13.1 EFFECTIVE DATE:
13.1.1 The successful BIDDER will be awarded with PO (Purchase Order) and the
PO shall come into force from the date of release.
13.2 Quotation/Bid:
13.2.1 The BIDDER shall quote for the Design, Fabrication, supply, installation,
testing and commissioning of 1No. of 1000L capacity Sigma Mixer equipped
with various sub-systems like hot water tank with heaters, vacuum pump,
water pump, hydraulic pumps etc., as per the specifications given in the
tender document.
13.2.2 The quoted price shall be fixed and firm. The quotation shall be according to
PRICE FORMAT.
13.2.3 Safe delivery of Mixer and Accessories at the site of the SDSC SHAR is the
responsibility of the BIDDER.
13.2.4 This is e-procurement tender. All the documents need to be scanned and
attached to the bid under “documents solicited from Vendor” form. In case it
is not possible to upload due to higher file size, hard copy of the balance
documents shall be submitted physically before due date.
13.2.5 Offer shall be sent online only using standard digital signature certificate of
class III with encryption / decryption. The tender shall be authorized online
on or before the open authorization date and time.
13.2.6 On-line bids shall consist of the following:-
13.3 Technical Bid
13.3.1 All the documents shall be scanned and uploaded in the ISRO e-
procurement portal.
13.3.2 Submission of bid letter along with one set of proposal document duly
signed and stamped as token of acceptance. Scanned copy shall be
uploaded in the ISRO e-procurement portal.
13.3.3 Power of attorney in favor of authorized signatory of the bid/ proposal
documents.
13.3.4 Unfilled price formats as per Annexure-2 (i.e., masking the prices) shall be
stamped and submitted. If the prices are indicated in the formats, the
quotation/bid will be rejected.
13.3.5 Relevant documents for the price bid qualification criteria as per Sl. No.
13.32 shall be submitted.
13.3.6 Any other relevant document, bidder desires to submit.
13.3.7 Note: All the above documents shall be uploaded in the ISRO e-
procurement portal.
13.4 Price Bid
13.4.1 Price bid shall contain schedule of prices and shall be filled in ISRO e-
procurement portal.

13.4.2 Price bid format enclosed in the tender document shall also be filled and
uploaded in the ISRO e-procurement portal.
13.5 Bid submission:
13.5.1 Bid shall be submitted in two parts
a. Part-1: Techno-Commercial Part of the Bid.
b. Part-2: Price Part of the Bid.
13.5.2 Offers shall be submitted online using standard digital signature of class -3
with encryption/decryption options.
13.5.3 The tenders authorized online on or before the open authorization date and
time will only be considered as valid tenders.
13.5.4 Prices shall be mentioned in the space/column provided in the ISRO e-
procurement portal only for such purpose.
13.5.5 Physical copy of the bid will be accepted only in case if the file size is bigger
and not possible to upload the same. In such case, the hard copy shall be
submitted within due date. Documents received after due date will not be
considered.
13.5.6 Prices quoted shall be on the basis of F.O.R. Sriharikota.
13.5.7 The purchaser will not pay separately for transit insurance and same shall
be included in the cost quoted by the Bidder.
13.5.8 All risks in transit shall be exclusively borne the contractor and the
purchaser shall pay only for such items as are actually received in good
condition in accordance with the purchase order.
13.5.9 Bids duly filled in by the Bidder shall invariably be submitted as stipulated in
the e-procurement portal. Filled price bid formats as per Annexure-3 shall
also be submitted.
13.5.10 Department may open Part-1 of the bid on the due date of opening at
convenience. Price bid (Part-2) of the bid of the technically and
commercially acceptable bids shall be opened at a later date.
13.5.11 Department reserves the right to reject any or all the Bids without assigning
any reasons thereof.
13.6 Bid evaluation:
13.6.1 The bidder shall provide all the relevant data/information/details required for
evaluating the bid technically and commercially. Apart from this, Bidder is
free to add any other relevant information.
13.6.2 During evaluation, Department may request Bidder for any clarification on
the bid/ additional documents/ information required. Bidder shall submit all
clarifications/ additional documents/ information requested in original. If not
submitted within the stipulated time department has right to reject such bids.
13.6.3 Techno-commercial discussion shall be arranged with Bidder, if needed.
Bidder shall depute his authorized representatives for attending
discussions.
13.6.4 The complete scope of work is defined in the tender document. Only those
Bidders who undertake total responsibility for the complete scope of work

as defined in the tender document will be considered.
13.6.5 In case Bid does not fully comply with the requirement of Proposal
document and the bidder stipulates deviations to the clauses of the
proposal, which are unacceptable to the Department, the Bid will be
rejected.
13.6.6 Performance of Bidder on similar nature of works executed/ under
execution will be taken into consideration.
13.6.7 The time schedule for completion is given in the Proposal document. Bidder
is required to confirm the completion period unconditionally.
13.6.8 Department shall not be obliged to furnish any information / clarification to
unsuccessful bidder as regard non acceptance of their Bids.

13.8 Taxes and Duties
13.8.1 For inter state
13.8.2 As per the Notification No.47/2017-Integrated Tax (Rate) Dt: 14.11.2017
issued by Ministry of Finance (Dept. of Revenue), SDSC SHAR is eligible to
avail reduced rate of IGST @5% for the procurements made by the Dept. of
Space (DOS) being a public Funded Research Institution. We will provide
IGST exemption certificate.
13.8.3 For intra state
13.8.4 As per Notification No.45/2017- Central Tax (Rate) dated 14.11.2017 and
Government of Andhra Pradesh Goods and Service Tax Act, 2017 (Act
No.16 of 2017), G.O.MS.No.599, Dated: 12.12.2017 issued by Ministry of
Finance (Dept. of Revenue), SDSC SHAR is eligible to avail a reduced rate
of CGST/SGST @ 5% for the procurements made by the Dept. of Space
(DOS) being a public funded research Institution. We will provide IGST
exemption certificate.

13.8.5 Income Tax
13.8.6 Income tax at the prevailing rate as applicable and if applicable from time to
time shall be deducted from the supplier's bills as per Income Tax Act and a
certificate issued (TDS Certificate).
13.8.7 Customs Duty
13.8.8 As per notification No.05/2018 Customs dated 25th January, 2018, ISRO is
eligible only for partial exemption of Customs Duty. The reduced rate of CD
is 10.775% (CD@5%+Surcharge@10%+IGST@5%). Suppliers are
requested to submit their bid by loading these elements wherever, it is
applicable. In case of an order, we will issue CD exemption certificate to
avail the exemption. The actual amount will be reimbursed against
submission of documentary evidence.
13.8.9 In case tenderers offering items considering customs duty exemption, they
should also indicate the bill of materials and price, separately, with Customs
Duty component and terms and conditions thereto.
13.9 Payment Terms
13.9.1 Our standard payment term is 100% within 30 days after receipt and
acceptance at SDSC SHAR on pro-rata basis.
13.9.2 In general our payment terms will be 100% within 30 days after
commissioning. However, if Vendors/Suppliers are requesting for advance
payment, department may consider as given below.
13.9.3 a) After placement of confirmed Purchase Order:
30% Payment as advance against submission of bank guarantee for an
equal amount from a reputed nationalized/scheduled bank and shall be
valid till Contract completion period. Format of Bank guarantee shall be
obtained from Department after award of contract.
b) After receipt at SDSC SHAR, Sriharikota:
60% of Payment for the cost of the Purchase order against receipt of
materials at Purchasers / Department site along with GST (including for
advance portion).
c) After commissioning at SDSC SHAR, Sriharikota:
10% of cost of basic cost and 100% of cost of commissioning charges after
acceptance by Department against submission of Performance bank
guarantee of equal amount valid till warranty period plus 3 months.
13.9.4 Wherever advance payment is requested, Bank Guarantee from any
Nationalized Bank/Scheduled Bank should be furnished. In case of advance
payments, if the vendor/supplier is not supplying the material within the
delivery schedule, interest will be levied as per the Marginal Cost of Lending
Rate (MCLR) of SBI plus 2% penal interest.
13.9.5 Interest will be loaded for advance payments/stage payments as per the
MCLR of SBI and will be added to the landed cost for comparison purpose.
In case of different milestone payments submitted by the parties, a standard
and transparent methodology like NPV will be adopted for evaluating the

offers.
13.10 Security deposit:
13.10.1 Party shall submit security deposit within 15 days of Order
Acknowledgement for 10% of the total order value. Security Deposit shall
be obtained through Bank Guarantee or fixed deposit receipt from any of
the Scheduled Banks executed on non-judicial stamp paper of appropriate
value, and shall be valid for a period of sixty days beyond the date for
completion of the Purchase Order.
13.10.2 In case the vendor fails to furnish the security deposit within the specified
date or extended due date, the Purchase Order/Contract shall be cancelled,
and the EMD, if any, made earlier shall be forfeited, and, in addition,
appropriate penal action will be considered.
13.10.3 Central PSUs/PSEs/Autonomous Bodies/MSEs shall be exempted from the
payment of Security Deposit, and instead, an Indemnity Bond shall be
submitted by them in lieu of the Security Deposit.
13.11 CLAIMS
13.11.1 Claims on account of additional works, not covered under the above scope,
if any, may be considered by the SDSC SHAR and shall be settled based
on mutual discussion.
13.11.2 Claims on account of any additional Taxes & duties payable, which are
statutory levies, shall be paid by the SDSC SHAR, at rates prevailing at the
time of delivery.
13.11.3 In the event of the failure on the part of either party to meet its
responsibilities of the PO, the parties of this PO shall negotiate and come to
a mutual understanding regarding the payments already made and the
schedule of subsequent delivery/payments, in accordance with the PO.
13.12 MODIFICATIONS /CHANGES TO SPECIFICATIONS:
13.12.1 The job is supply of a special purpose machine as such it may involve minor
changes in qualitative requirements and specifications. Any amendment to
the PO which may be necessary in these respects will be established within
a reasonable time as may be mutually agreed in the form of an amendment.
Such modifications shall be accommodated by the BIDDER.
13.13 CONDITIONS FOR COMPLETION OF PO:
13.13.1 This PO will be considered to have been performed in all respects, only
after delivery and commissioning 1 No. of 1000L Sigma Mixer, its
subsystems and agreed spares to SDSC SHAR, Sriharikota in satisfactory
working condition.
13.14 CONFIDENTIALITY AND PROPRIETARY RIGHT PROTECTION:
13.14.1 BIDDER and SDSC SHAR, will be obliged to preserve the confidentiality of
the proprietary information received, exchanged between each other during
the period of the PO.
13.14.2 Technical documentation published and/or claimed for a patent shall be
effected by both the parties only on mutual decisions and approval of both

the parties, during the existence of this agreement.
13.14.3 Only those persons among the SDSC SHAR / BIDDER’S staff, who are
directly engaged in the fulfilment of the Contract will be furnished /
acquainted with the proprietary information.
13.15 EXECUTION METHODOLOGY:
13.15.1 BIDDER and SDSC SHAR shall designate in writing competent
representative(s) to co-ordinate and carry out various tasks such as
interfacing, progress monitoring, scheduling of inspection and acceptance
tests etc., for effective channel of communication with other party for timely
realization of the Sigma Mixer.
13.15.2 SDSC SHAR / its representatives shall be entitled to inspect the BIDDER’S
premises and other sub-vendor’s premises during the manufacture,
examine and test at workmanship of all systems, components to be
supplied under this PO.
13.15.3 When systems / components have passed the specified test, the SDSC
SHAR representative will furnish declaration to this effect in writing to
BIDDER. BIDDER shall provide copies of test certificates to the SDSC
SHAR as may be required.
13.15.4 A separate Project Team shall be identified by the BIDDER immediately
after release of PO to organize and progress with identified activities and
task. The project team shall co-ordinate various activities of the PO such as
program planning, design, fabrication and erection, testing, commissioning
and handing over of Sigma Mixer to the SDSC SHAR. BIDDER shall ensure
active functioning of the project team from start to end of the project.
13.16 REVIEW METHODOLOGY / TECHNICAL REVIEW / STATUS REVIEW:
13.16.1 SDSC SHAR shall depute its representatives consisting of members drawn
from different fields like Mechanical, Electrical, Instrumentation, SR, Safety
etc., to review the progress of the Project in order to ensure that various
milestones of the Project are completed in time and stage payments are
certified / recommended for release.
13.16.2 SDSC SHAR will conduct the Quality audit for the various sub-systems for
both mechanical and electrical at BIDDER’s premises by a team of
representatives.
13.17 REPLACEMENT:
13.17.1 If any material/system/component or any portion thereof is damaged or lost
during transit and commissioning, the SDSC SHAR shall give notice to
BIDDER setting forth particulars of such materials/ systems/components
damaged or lost. The replacement of such material/systems /components
shall be effected at no extra cost to the SDSC SHAR by BIDDER within a
reasonable time to avoid unnecessary delay in the intended usage of the
systems/components.
13.18 WARRANTY:
13.18.1 BIDDER shall provide warranty for a period of 12 months from the date of

installation, commissioning and acceptance by the SDSC SHAR. The
warranty shall cover the quality and workmanship of the mixer.
13.18.2 If during the aforesaid period of 12 months, any component of the Sigma
mixer is found to be not conforming the description and quality aforesaid or
have deteriorated then the SDSC SHAR will be entitled to reject such
component thereof as may be noticed not to conform to the said description
and quality.
13.18.3 On such rejection, BIDDER(if called upon to do so) shall replace the
rejected components within reasonable time at no extra cost to the SDSC
SHAR.
13.19 PATENT RIGHT:
13.19.1 BIDDER shall take all possible care and precautions to avoid infringement
or use of patents or design rights or any alleged patents or design rights in
the execution of this project.
13.20 DOCUMENTATION:
13.20.1 BIDDER shall present detailed document on the mixer and submit the same
to the SDSC SHAR. The document shall include sub-system specifications,
acceptance plan & acceptance test specifications at system level & sub-
system level, interface specifications, manufacturing drawing and also the
documents mentioned elsewhere in the PO.
13.21 INSPECTION & ACCEPTANCE CRITERIA:
13.21.1 SDSC SHAR will depute quality audit teams (mechanical, electrical and
instrumentation) for the inspection of mixer components. Quality audited
components with due clearance from SDSC SHAR shall be used in the
subassemblies. Quality audit teams will inspect the subassemblies before
final assembly.
After complete assembly, the mixer shall be run under no load for at least 8
hours continuously and critical parameters shall be monitored. Full load
trials with dummy composition (provided by department) shall be carried out
at BIDDER’S premises. Mixer shall be tested with full load at operating rpm
for 2hrs and full load at max rpm for 30 minutes.
After successful trial, SDSC SHAR Team will provide dispatch clearance
after testing of the said Mixer at BIDDER’S premises.
13.21.2 Sigma Mixer will be accepted after conforming to the specification given in
the PO and dummy material mixing trials at BIDDER’S premises and no-
load trials at SDSC SHAR after erection & commissioning. However, the
detailed test plan will be generated by the BIDDER after mutual discussion
between the SDSC SHAR and BIDDER.
13.21.3 Notwithstanding anything contained in the Contract, the SDSC SHAR have
right to inspect the work of the sub-vendor/BIDDER at his premises.
BIDDER has to arrange for the same.
13.22 PERFORMANCE GUARANTEE

13.22.1 Satisfactory design, supply, installation, testing and commissioning as per
the Tender.
13.22.2 Satisfactory performance/ operation of the delivered mixer under the
conditions for the services specified.
13.22.3 Guarantees against any and all defects in design, material, workmanship
and upon written notice by the DEPARTMENT, BIDDER shall undertake
fully to remedy such defects as developed under normal use of the said
systems/components for a period of 12 months from the date of
commissioning of systems/components at free of expenses to the
DEPARTMENT.
13.22.4 PBG at 10% of the value of the Purchase Order shall be submitted through
bank guarantee from any of the Scheduled Banks executed on non-judicial
stamp paper of appropriate value, and shall be valid for a period of sixty
days beyond the date for completion of warranty period.
13.23 FORCE MAJEURE
13.23.1 For the purpose of this Tender/PO the term “force majeure” shall mean
strikes, lock-outs and other conflicts, acts of an enemy, war hostile
blockade, disturbance of the public order, stroke of lightning, fire, thunder
storm, flood explosion and acts of God and Government Acts beyond the
reasonable control of the party claiming force majeure.
13.23.2 If due to circumstances of force majeure, either of the parties to this
Contract partially or completely unable to fulfil its obligations in accordance
with this PO, then, the said party shall be obliged to immediately inform the
other party of the occurrence of the circumstances of force majeure in
writing.
13.23.3 The party claiming force majeure shall also be obliged to keep the other
party informed of the events in the process related to the occurrence of the
said force majeure circumstances and of the possible degree of non-
fulfillment or delay in fulfilment of the obligations in accordance with this
Contract.
13.23.4 All the obligations of the party that invokes the plea of force majeure shall
be suspended as long as the said force majeure circumstances continues to
exist and not longer, and the said party shall not be regarded as having
committed breach or failure, nor shall be held responsible to make
compensation for losses suffered by either party.
13.23.5 The terms of fulfillment of the obligation shall be duly extended for the
period during which the circumstances of force majeure lasts. The
fulfillment of the obligations shall be resumed immediately after the
cessation of the said circumstances of force majeure.
13.23.6 If the said force majeure circumstances last for more than sixty days,
parties to this Contract shall discuss and agree upon further action.
13.23.7 If the state of non-fulfillment of obligation under the Contract be more than
24 weeks and nothing could be done to make a statement about ceasing of

obligations of Contract, within 24 weeks, either party has the right to cancel
the Contract without any preventive term with the agreement cancellation
coming into force immediately.
13.24 LIQUIDATED DAMAGES
13.24.1 If the BIDDER fails to deliver the Sigma mixer within the specified period as
per the PO or any extension thereof by the DEPARTMENT, DEPARTMENT
shall recover from the BIDDER as liquidated damages a sum of one-half of
one percent (0.5%) of the Contract price of the undelivered stores for each
calendar week or part thereof delay. The total liquidated damages shall not
exceed ten percent (10%) of the PO price. The Sigma mixer will be deemed
to have delivered only when all its component parts are delivered. If certain
components are not delivered in time, the mixer will be considered as
delayed until such time as these parts are delivered. However delays by the
department for clearances more than 2 months will not account in the
BIDDER’S delay.
13.25 ARBITRATION
13.25.1 Except as otherwise specifically provided in the PO any disputes or
differences including those considered as such by only one of the parties
arising out of or in connection with this PO shall be, to the extent possible,
settled amicably between the parties as per the Arbitration Act.
13.26 LANGUAGE AND MEASUREMENT
13.26.1 All documents pertaining to the Contract including specification, schedule,
notices, correspondence, operating and maintenance instructions, drawings
or any other writings shall be in English language. The metric system of
measurement shall be used.
13.27 AMENDMENT TO THE CONTRACT
13.27.1 No amendments or modifications of the PO shall be valid unless both
parties and their authorized representatives make the same in writing and
specifically stating the same to be an amendment to the PO. The
modifications/changes shall be effective from the date on which they are
made/ executed unless otherwise agreed to.
13.28 TERMINATION OF THE PURCHASE ORDER
13.28.1 Both the DEPARTMENT and BIDDER shall have the right to terminate the
PO by giving a notice of 30 days in writing to the other for non-compliance
with any of the clause of the PO. The termination for any other reason will
be by mutual consent.
13.28.2 If the PO is terminated for any reasons, the expenses incurred for conduct
of the above work are to be reckoned to the extent of the work that is
carried out which will be settled by either of the parties to the PO on mutual
agreement within 30 days or such extended period from the date of
intimation of termination of the PO.
13.28.3 The ownership of all materials, parts and unfinished work paid for by the
DEPARTMENT under the provisions of the PO shall vest with the

DEPARTMENT or transferred to the DEPARTMENT by BIDDER as soon
as they have been paid for.
13.29 SECRECY
13.29.1 The technical information, drawings, specifications and other related
documents forming part of the PO, supplied by the DEPARTMENT/
BIDDER to each other shall not be used for any other purpose, except for
execution of the PO.
13.29.2 The technical information, drawings, specifications, records and other
documents shall not be copied, transcribed, traced or reproduced in any
other form or otherwise in whole and/or duplicated, modified, divulged
and/or disclosed to a third party nor misused in any other form whatsoever
without the consent in writing by either party, except to the extent required
for the execution of this Contract. The technical information, drawings,
specifications and other related documents, supplied by the DEPARTMENT
shall be returned back with all approved copies and duplicates, if any,
immediately after they have been used for the agreed purpose.
13.29.3 The technical information, drawing, specifications, records and other
documents, which are supplied by BIDDER to the DEPARTMENT, shall be
used only for exclusive purposes of the DEPARTMENT.
13.30 SECURITY
13.30.1 The party shall strictly comply with the security rules & regulations of the
SDSC SHAR. The party shall complete the required formalities including
verification of character & antecedents, of the persons engaged or deployed
by him, through police or any other authority.
13.31 INDEMNIFY
13.31.1 The party shall, at all times, indemnify the SDSC SHAR against all claims
including claims by any third party relating to stores for infringement of any
rights protected by patent registration of design or trademarks. The party
shall also take the entire responsibility for adequacy of supplies/services for
fulfillment of the Purchase Order.
13.32 BID QUALIFICATION CRITERIA
13.32.1 Bidder shall have at least 5 years of experience as on 31.11.2019 in the
field of design, fabrication, testing, supply, installation & commissioning of
Sigma Mixers and its sub systems. Bidder shall submit the documentary
proof along with quotation.
13.32.2 The firm shall have successfully completed design, fabrication, testing,
supply, installation & commissioning of similar works as mentioned below
during the last 5 years ending with 31.11.2019.
a) One similar work of atleast 800L capacity (or)
b) Two similar works of atleast 600L capacity each (or)
c) Three similar works of atleast 400L capacity each
13.32.3 Bidders have to provide relevant certificates along with the Techno-

Commercial Bid.
13.32.4 Bidder shall have annual turnover of Rs. 150 lakhs for the last three
financial years (2018 – 2019, 2017 – 18, 2016 - 17). Relevant documents
shall be submitted. Details as per Table-1 shall be filled by the party.
13.32.5 Bidders shall have successfully completed either of the following during the
last five years as on 31.11.2019.
a) One similar completed work of not less than 96 lakhs
b) Two similar completed works of not less than 72 lakhs
c) Three similar completed works of not less than 48 lakhs
13.32.6 Solvency certificate for the current Financial Year 2019-20 from a
scheduled bank for 48 lakhs or above shall be submitted.
13.32.7 Copies of the completion certificate/performance certificate and one
reference for contact from your client organization shall be furnished.
Purchaser reserve right to evaluate vendor & its sub-contractor capabilities
and reject if found to be not capable.
13.32.8 L L1 will be decided based on the total cost inclusive of spares.

1.OFFERS SHALL BE SENT ONLINE ONLY USING STANDARD DIGITAL SIGNATURE CERTIFICATE OF CLASS III WITH ENCRYPTION / DECRYPTION. THE TENDERS AUTHORISED ONLINE ON OR BEFORE THE OPEN AUTHORISATION DATE AND TIME ONLY WILL BE CONSIDERED AS VALID TENDERS EVEN THOUGH THE BIDS ARE SUBMITTED ONLINE.
2.THE TENDERER MUST AUTHORISE BID OPENING WITHIN THE TIME STIPULATED IN THE SCHEDULE BY SDSC SHAR. OTHERWISE THE ONLINE BID SUBMITTED WILL NOT BE CONSIDERED FOR EVALUATION. PHYSICAL COPY WILL NOT BE CONSIDERED EVEN THOUGH IT IS RECEIVED BEFORE THE BID SUBMISSION DATE. In case of two-part tenders, parties shall submit their offers as follows:-

In view of Two Part Tender, the Offers submitted contrary to above instructions will be summarily rejected. 3.In case, the tenderer is not interested to participate in the tender, the tenderer shall submit regret letter giving reasons, failing which future enquiries will not be sent. 4.Offer Validity: The validity of the offers / tenders should be 90 days (in case of single part tender) and 120 days (in case two part
tender) from the date of opening of the tenders. Tenders with offer validity less than the period mentioned above, will not be considered for evaluation. 5.GST - GST and/or other duties/levies legally leviable and intended to be claimed should be distinctly shown separately in the tender. TYPE OF REGISTRATION:REGULAR 6.Customs Duty - SDSC-SHAR is eligible for 100% Customs Duty exemption as per Notification No. 050/2017 539 (b) Dt: 30.06.2017.
This may be taken into account while quoting for import items, if any. In case tenderers offering items considering customs duty exemption, they should also indicate the bill of materials and price, separately, with Customs Duty component and terms and conditions thereto. 8.Advance Payment - Wherever advance payment is requested, Bank Guarantee from any Nationalized Bank/Scheduled Bank should be
furnished. In case of advance payments, if the party is not supplying the material within the delivery schedule, interest will be levied as per the Prime Lending Rate of RBI plus 2% penal interest. Interest will be loaded for advance payments/stage payments as per the prime lending rate of RBI and will be added to the landed cost for comparison purpose. In case of different milestone payments submitted by the parties, a standard and transparent methodology like NPV will be adopted for evaluating the offers.
9.Liquidated Damages - In all cases, delivery schedule indicated in the Purchase Order/Contract is the essence of the contract and if the party fails to deliver the material within the delivery schedule, Liquidated Damages will be levied @ 0.5% per week or part thereof subject to a maximum of 10% of total order value. 10.Performance Bank Guarantee - Performance Bank Guarantee for 10% of the order value should be furnished in the form of Bank
Guarantee from nationalized/scheduled bank or by Demand Draft valid till warranty period plus sixty days as claim period.

11.Security Deposit – Security Deposit for 10% of the order value is mandatory, if the ordered value is Rs.5.00 lakhs and above. Party shall furnish the Security Deposit in the form of Bank Guarantee from nationalized/scheduled bank or by Demand Draft valid till
completion of the contract period plus sixty days towards claim period for faithful execution of the contract. 12.BANK GUARANTEE FOR FIM: Supplier has to submit Bank guarantee for equal value of Free Issue of Materials (FIM) issued by the Department from Nationalised / Scheduled Bank valid till receipt and acceptance of supply and satisfactory accounting of FIM plus sixty days as claim period.
13.The delivery period mentioned in the tender enquiry, IF ANY, is with the stipulation that no credit will be given for earlier deliveries and offers with delivery beyond the period will be treated as unresponsive. 14.The Department will have the option to consider more than one source of supply and final orders will be given accordingly.
15.The bidders should note that conditional discounts would not have edge in the evaluation process of tenders. 16.Non-acceptance of any conditions wherever called for related to Guarantee/ Warranty, Performance Bank Guarantee, Security Deposit, Liquidated damages are liable for disqualification. 17.Wherever installation/ commissioning involved, the guarantee/warrantee period shall reckon only from the date of installation and
commissioning. 18.Purchase/Price Preference will be extended to the MSMEs under the Public Procurement Policy for MSMEs formulated under the Micro, Small and Medium Enterprises Development Act, 2006 and instructions issued by Government of India from time to time. Vendors who would like to avail the benefit of MSME should clearly mention the same and submit all the documentary evidences to substantiate their claim along with tender itself.
19.The drawings, specifications, end use etc., given by the Centre/Unit along with the tender enquiry are confidential and shall not be disclosed to any third party. 20.SPECIAL CONDITIONS FOR SUBMITTING QUOTATIONS IN FOREIGN CURRENCY BY THE INDIAN AGENTS
The Tenderer should submit the following documents/information while quoting:- a)Foreign Principal's proforma invoice/quote indicating the commission payable to the Indian Agent and nature of after sales service to be rendered by the Indian Agent. b)Copy of Agency agreement with the Foreign Principal and the Indian Agent, precise relationship between them and their mutual
interest in the business. c)Registration and item empanelment of the Indian Agent. d)Agency Commission will be paid only Indian Currency.
e)Compliance of the tax laws by the Indian Agent. 21. High Sea Sales- Against High Sea Sale transactions: a.Offers shall be on all inclusive basis including delivery upto Sriharikota at the risk and cost of the supplier. Customs Clearance is the responsibility of the supplier and at his cost and risk.
b.100% payment will be made within 30 days after receipt and acceptance of the items at our site. c. GST as applicable d.Customs Duty Exemption Certificate and other relevant documents required for Customs clearance will be provided.
e.High Sea Sales Agreement furnished by the supplier in accordance with the terms and conditions of our purchase order will be signed and issued by SDSC-SHAR. 22.The following information/ documents are to be submitted wherever applicable.

The following tenders shall be summarily rejected from the procurement process a.Tenders received from vendors who have not qualified in terms of their registration. b.Tenders received against publishing of a limited tender in the CPP portal.
c.Tenders of vendors who have been removed from the vendor list or banned/debarred from having business dealings. d.Unsolicited tenders from vendors. e.The tenders which materially depart from the requirements specified in the tender document or which contain false information.
f.The tenders which are not accompanied by the prescribed Earnest Money Deposit. g.The tenders of vendors who have not agreed to furnish Security Deposit, Performance Bank Guarantee and Liquidated Damages. h.The validity of the tenders is shorter than the period specified in the tender enquiry.
i.The tenders received from vendors or their agents or anyone acting on their behalf, who have promised or given to any official of the Centre/Unit/Department, a gratification in any form, or anything of value, so as to unduly influence the procurement process. j.The tenders received from vendors, who, in the opinion of the Centre/Unit, have a conflict of interest materially affecting fair competition.
