Reliance Jio, Airtel etc. have already launched 4 G services in India. BSNLwas prepared for it. But the government did not allot 4 G Spectrum toBSNL for one reason or the other. Finally, after lot of delay 4G Spectrum isallotted.

On 23-3-2020, BSNL floated tender to purchase Equipments for launching4G services, costing Rs. 9000 Cr. Suddenly on April 15, the TelecomEquipment and Services Export Promotion Council (TEPC) sent a letter tovarious govt. departments, including the Ministry of Communications andthe Prime Minister’s Office, alleging that the tender conditions set by BSNLflouted procurement rules under the ‘Make in India’ policy, and washeavily in favour of multinational companies. TEPC is an industryassociation representing domestic telecom equipment manufacturerssuch as Tejas Networks, Sterlite, HFCL, and Vihaan Networks.

Jio and Airtel have made contracts with MNC Nokia to purchase 4Gequipments. For a very huge amount. There was no complaint fromanybody. NO MAKE IN INDIA. Jio and Airtel can use foreign equipments;not BSNL. 90% of 4G will work on foreign equipments. 10% should nothave it? It is jungle’s justice.

Now, Commerce Ministry and even the DOT have asked BSNL to changetender conditions. Means? Further delay for BSNL 4G Services. This delayis dangerous, detrimental, against the national interest.

Why should the government surrender to the pressure of privatecompanies? Govt. should ensure a level playing ground for all. In 1995,when mobile telephony was introduced then the minister Mr Sukharamdid not permit Dept of Telecom to give the service. Same policy is beingrepeated now. What happened to the high sounding words ofappreciation from Sh. Ravi Shankar Prasadji about BSNL service duringnatural calamities?

This game is played when attention of whole nation was on Corona.

Respected Sir,-

The Hon’ble Prime Minister, Shri NarendraModiji, ended his address to the Nation on 14-4-2020 seeking support of all for his sevenproposals, first being “Take special care of theelderly in your homes, especially those whohave chronic disease….”

But, we are constrained to state that BSNLManagement is totally neglecting the elderlypersons, retired from its service, in the matterof medical care.

Number of BSNL retirees suffering fromchronic diseases like cancer, cardiacproblems, kidney problems etc. take treatmentfrom specialist hospitals and submit bills toBSNL for reimbursement of the expensesincurred, under the BSNLMRS.

More pathetic are the cases of some otherunfortunate pensioners who have to take careof their sick spouses or even dependentchildren suffering from such chronic diseases.

As BSNL Corporate Office has not allottedsufficient funds, the Heads of BSNL circles areunable to clear the pending claims from suchpensioners. We have already brought thematter to the notice of Director (HR), BSNLvide our letter dated 23-3-020. [Copy of whichis attached herewith.]

Sir,We have reports that some BSNL retirees diedsince they could not undergo dialysis as theirclaims remain unsettled. BSNL has left suchelderly persons to immature death. The plea

Allot sufficient funds to makepayment of quarterly medical allowances tothe BSNL retirees.3. Direct the Circles to reimburse thepremium paid by BSNL retirees who migratedto CGHS.4. To ensure payment of all dues toempanelled hospitals who give cashlesstreatment to the BSNL staff and pensioners,under the BSNLMRS.

While the Railways and CGHS take suitablesteps to help the beneficiaries of their medicalcare systems, we regret to note, BSNL givesa deaf ear to the plea from elderly persons.

Sir,At this juncture, when the whole Nation isfighting Covid19, pensioners are mostvulnerable to the crisis. Pushed to the wall,the aggrieved elderly persons retired fromBSNL will be forced to visit BSNL CorporateOffice or Circle Offices and squat there tosave their lives. We approach you with anearnest request to issue necessaryinstructions immediately to save the seniorcitizens retired from BSNL.

Who are eligible for CGHS facilities?Persons Eligible under the C.G.H. SchemeAll Central Government employees paid from theCentral Civil Estimates (except Railways and DelhiAdministration), including their famil ies.Pensioners of Central Government (exceptpensioners belonging to Railways and the ArmedForces) and their families. Eligibility Criterion“Residence” alone (and not the Headquarters)is the criterion for determining eligibility of aCentral Government servant for availing medicalfacilities under the Central Government HealthScheme. Thus, Central Government employeesand their family members etc. residing in any ofthe notified cities are covered under the Scheme.

For the purpose of making CGHS cards, whoare ‘dependant’, and what is definition of theword “family”?In the term “family” means and includes-Husband or wife, as the case may be, and otherdependant family members. Dependant FamilyMembers include: parents (female employeecan have either her parents or her parents-in -law as dependents), sisters, widowed sisters,widowed daughters, minor brothers and minorsister, children and step-children wholly dependentupon the Government Servant and are normallyresiding with the Government Servant (son uptothe age of 25 or till his marriage whichever isearlier and daughter till she gets married). Alsonow ‘dependent’ includes, dependent divorced/separated daughters (including their dependantminor children) and step-mother.

The term ‘dependent’ means that income fromall sources including pension and pensionequivalent t o DCRG benefit is less than Rs.9000+DA per month. This clause is to be fulfilledfor all ‘dependent’ family members. However,there is no such clause as dependency inrespect of spouse.

Is there any age limit for sons /daughters asdependant in CGHSCard?Son is eligible till he starts earning or attainsthe age of 25 years or gets married whicheveris earlier.

However, in case the son is suffering from anypermanent disability of any kind (physical ormental) he is eligible for CGHS benefits evenafter 25 yrs, provided the disability occurredbefore the age of 25 years.A daughter is eligible till she starts earning, or getsmarried; whichever is earlier (irrespective of age).

Who is responsible for deletion of the namesof ineligible dependents?It is the responsibility of various departments/offices forwarding the application for CGHS cardto ensure that the names of only genuine andeligible persons are included in the CGHS tokencards.

It is the responsibility of the employees concernedto apply for a deletion of the name of thedependent from the CGHS card, when the wardis no more entitled to the benefit under the schemefor example a son /daughter getting married, sonattaining age of 25 or the son getting employed.

What is the role of a beneficiary in providinginformation regarding any change in dataregarding his card?

It is the responsibility of the beneficiary to provideinformation to CGHS authorities regarding anychanges required in the beneficiary databaseespecially related to death, marriage, earningstatus (see dependency criteria) of any card holderin the family.

Are the family members of Central GovernmentServant not residing with him eligible for CGHSfacilities?Family members who are wholly dependent uponthe Central Government employee are normallyexpected to reside with the primary card holder.However, during a visit to another CGHS coveredcity they are eligible for CGHS facilities on the basisof individual Plastic Card issued to the dependent familymember.

What is the grace period for getting CGHS card foravailing treatment facility/ reimbursement forindoor treatment by pensioners immediately afterretirement?Pensioners are permitted a period of three monthsfrom the date of superannuation to obtain a CGHSpensioner Card for consideration of reimbursementfor the treatment taken during grace period, subjectto the condition that Application complete with alldocuments and requisite CGHS subscription issubmitted to the office of Additional Director duringthe fourth month after retirement for issue of CGHSpensioner card. In case, CGHS pensioner card isnot made in the 4th month after retirement, noreimbursement for the expenditure incurred fortreatment during the period prior to making CGHScard, including grace period.

Who is defined as a ‘Person with disability’?A ‘person with disability’ as defined in ‘The Personswith Disabilities (Equal Opportunities, Protection ofRights and Full Participation) Act, 1995’ as, a personsuffering from not less than forty percent (40%) ofany disability (as given below), certified by amedical authority. “Medical authority” means anyhospital or institution specified for the purposesof this Act by notification by the appropriateGovernment. A disability certificate from MedicalBoard of a Government Hospital is required tobe submitted in CGHS with application form tocontinue availing facilities for disabled dependantand unmarried son beyond 25 years of age.

Disability means blindness, low vision, leprosy-cured, hearing impairment, locomotor disability,mental retardation, mental illness. Details may beseen at the following link -

Are step-children allowed CGHS facilities?Yes, if they are dependent on card holder andother conditions being fulfilled as in case ofdependant sons and daughters.

Can dependent in-laws be included under familymembers for CGHS facilitiesA lady Government servant has the option toinclude either her parents or parents –in-law forthe purpose of availing the benefits under CGHSsubject to the condition of dependence andresidence, etc., being satisfied.

My wife and I are both central Governmentemployees and have dependant brothers /sisters and parents. Can we make separatecards and include family members?Yes. If both husband and wife are in central Govt.service, spouse has the choice to make his/ herparents and brothers/sisters as dependants in his/her separate CGHS card. However, if wife is inservice then she has the choice to make eitherher parents or her parents - in-law as dependantsin her card.

What is the procedure to register with theCGHS?Pensioners:

One can get a CGHS card made from the officeof Additional Director of the City. Forms can bedownloaded from CGHS Website. They are alsoavailable in the office of Additional Director of city(Additional Director Headquarter in case of Delhi).

Documents required:Application in prescribed formatProof of residenceProof of stay of dependentsProof of age of sonDisability certificate, if any in case of sons aged25 & above, who would otherwise cease to be abeneficiary.Individual passport size photos of eligible familymembersSurrender Certificate of CGHS Card while in service( only in those cases where CGHS Card wasissued while in service)Attested copies of PPO & Last Pay CertificateDraft for required amount towards CGHScontribution – in the name of „P.A.O., CGHS NewDelhi in Delhi and in the name of AdditionalDirector, CGHS’ of the city.

In case PPO is not ready for any reason, there isoption to get a provisional card on the basis of LastPay Certificate. The data uploaded in the database and a print out is issued on the same day forimmediate use. Plastic cards are sent to theWellness Centres and the beneficiaries collect thecards from there. The plastic card numbers aredisplayed on the notice board of the WellnessCentre for the information of the beneficiaries.SMS is sent to the mobile number of thebeneficiaries reminding them to collect their plasticcards.Serving employees:-Serving employees submit the forms in prescribedformat enclosing photos of eligible family membersand submit to the Ministry/ Department/ Office,where he/ she is employed. The application formshall be forwarded by the Ministry/ Office /Department to the office of Additional DirectorCGHS of city for preparation of card. The plasticcards are distributed through the WellnessCentres as in case of pensioners. SMS is sent incase of serving employees also.

Can I print my own CGHS card?Yes, the facility to print your own card is availablefor CGHS beneficiaries by visiting CGHS portalcghs.nic.in. A colored print out on the card maybe taken and laminated for use as a plastic card.The services can also be availed by showing theprintout of index card is issued on the day theapplication is submitted. However, computerizedprintout of index card is issued on the same day.Usually, it takes 3 to 4 weeks for the plastic cardto be made after which it is delivered to theWellness Centre, for collection by beneficiaries.

Whom should I approach in case the CGHS Cardis not issued to me in the prescribed time?You may contact Additional Director CGHS (HQ),in case of Delhi and Additional Director of City incase of other cities.

What should I do if I lose my CGHS Card?Application is to be submitted to AdditionalDirector of the city (Additional Director, CGHSHeadquarters in case of Delhi) along with twophotographs and an IPO for Rs. 50/- for issue ofduplicate card. Copy of FIR for the lost cards isalso to be submitted with the application. IndianPostal Order payable to “P.A.O. CGHS Delhi” ifin Delhi or “Additional Director of the CGHS City“in respect of other cities. Option of “Print youown card” is also available on CGHS website.

What should I do if the details on the Cardviz. name, date of birth, entitlement, etc. arewrong?Kindly bring the anomalies to the notice of AdditionalDirector, CGHS (HQ), in Delhi and to the AdditionalDirector of concerned CGHS City in other cities,along with the necessary documents to rectify theerror.

Is there a colour scheme for plastic cards?What are they?CGHS Plastic cards have any one of the followingcolour strips at the top indicating the category:

Serving Government employees -BluePensioners, exMPs, Freedom Fighters,etc.-GreenMember of Parliament -Red

Beneficiaries of Autonomous Bodies/Journalists-Yellow

Are CGHS facilities free of cost?No, they are not. For serving Central Governmentemployees residing in CGHS covered area,obtaining a CGHS card is compulsory. Thefollowing deductions from salary of the employeesare made by the department, every month,depending upon their pay in the pay matrix of 7thPay commission (wef 1/1/2017)

Level 1-5 Rs. 250Level 6 Rs. 450Level 7-11 Rs. 650Level 12 and above Rs. 1000

Pensioners who want to avail CGHS facilities canmake contribution either on yearly basis or onetime (ten yrs) contribution for whole life validity.

Payment can be made by Demand Draft in favourof “ P.A.O. CGHS Delhi” if in Delhi or “ AdditionalDirector of the CGHS City “

Contribution to be made by the Pensioners/FamilyPensioners would be the amount that they weresubscribing at the time of their retirement or at thetime of the death of government servant.Contribution amount as applicable on the date ofapplying for Card is to be paid.

What are the criteria for Entitlement of wardendorsed on CGHS Card in CGHS EmpanelledHospitals?Entitlement of wards in private hospitalsempanelled under CGHS is as under

Ward Entitlement Basic Pay (7th CPC)General Ward Upto Rs. 47,600/-Semi Private Ward Rs. 47,601 to 63100/-Private Ward Rs. 63101 and above

I am a serving employee residing in a place closeto a city covered under CGHS. Can I get CGHScard issued from the nearest CGHS city?There is no provision to avail CGHS facilities inrespect of serving government employees

residing in non-CGHS covered areas. They arecovered under CS (MA) Rules 1944.

What are the different options for availing CGHSservices to pensioners?Pensioners Residing in CGHS covered areas:They can get themselves registered in CGHSdispensary after making requisite contribution andcan avail both OPD and IPD facilities.Such Pensioners are not eligible for Fixed MedicalAllowance in lieu of CGHS.Pensioners residing in non-CGHS areas have thefollowing option -They can opt for availing Fixed Medical Allowance(FMA) @ Rs. 1000/- per month.They can also avail benefits of CGHS (OPD andIPD) by registering themselves in the nearestCGHS city after making the required subscription.In such cases no Fixed Medical Allowance is givenThey also have the option to availing FMA forOPD treatment and CGHS only for IPD treatmentsafter making the required subscriptions as perCGHS guidelines.

I have retired from Delhi. Now I want to settle atcity where no CGHS facility is available. Howdo I cover my family for medical care?Pensioners are eligible for CGHS facilities and canobtain CGHS card from the nearest CGHS coveredcity.

I retired in 1998 from Central Governmentservice but, I never made a CGHS card. Can Iget a CGHS card now?Pensioners can apply for CGHS card with relevantdocuments. However, the subscriptions asapplicable at current rates shall have to be paid.

My husband/wife is also employed under CentralGovernment and is eligible for a separate CGHSCard. Is it necessary that separate cards areto be obtained?No. Spouse drawing higher pay shall make thecard and other spouse is eligible to avail CGHSbenefits as member.

My husband / wife retired in 2009. He /shewas paying CGHS subscription every year. After

his death can I get the card transferred in myname ? Do have I to pay extra ? Shall I get LifeTime Valid card?

Yes, the ownership of card can be transferred inthe name of spouse on submission of requireddocuments. Additional Director of concerned cityshall transfer the ownership of Card in the computerdatabase and same CGHS plastic cards with sameBeneficiary ID can be used. No extra payment isto be made, in case of life time cards. However inother cases one has to pay total 10 yearssubscription for life time card. For example, if thespouse had contributed for seven years beforehe expired , balance payment for the remainingthree years is to be paid for a life time card.

Documents required:Application in prescribed formatProof of Family Pension with its break up fromthe bank having his/her pension account.

How to transfer CGHS card from oneWellness Centre to other in the same city?If there is any change in residential address, CMOI/c may be approached with proof of residence fortransferring the data on-line from one WellnessCentre to another in the same city. CMO I/c of thenew Wellness Centre will accept on-line, the dataof transferred card. In respect of serving employeesthe request is to be forwarded by his/her office /department.

I am CGHS beneficiary at Kanpur and I amvisiting Mumbai for 6 months. Can I get CGHSfacilities at Mumbai? Can the same card ofKanpur continue or is a separate card to bemade? From where do I get permission forthe same?Subsequent to computerization no separatepermission is required and CGHS card is valid foravailing facilities from any CGHS Wellness Centrein India. For any assistance, Additional Directorof the city (Additional Director CGHS HQ in caseof Delhi) may be contacted.

After retirement in 2007 I got a Life timePensioner CGHS card issued in Delhi. Now I am

shifting to Dehradun. Can I use the same card?Do I pay again?Pensioners shifting from one CGHS covered cityto another, will have to apply to the AdditionalDirector of concerned city for transfer of card. Thecard shall be transferred online and a receipt willbe issued to the beneficiary, on the basis of which,Additional Director of new city ( say Dehradun)shall receive the data. The same Plastic cards andsame Ben ID will be valid in the new city. Nocontribution is required to be paid in respect ofpensioner beneficiaries holding life time cards.

Are ambulance charges reimbursable?Yes. Ambulance charges are reimbursable withinthe city , if there is a certificate from treating doctorthat conveyance by any other mode woulddefinitely endanger patient s life or would grosslyaggravate his/her condition.

I have a Medicaid Insurance Policy. Due toemergency, I received treatment in a privatehospital. Some amount was paid by Insurance Co.Can I get balance from CGHS?Yes, first the bills are to be submitted to InsuranceCompany. Duplicate bills and vouchers dulyverified with the stamp of Insurance Companyalong with a certificate from Insurance Companyindicating the amount for which the beneficiary hasreceived credit from them, needs to be submittedalong with the usual MRC forms and checklist.These may be submitted to CGHS by PensionerCGHS beneficiaries and to the department byserving beneficiaries. What are the special provision for Conultationat private empanelled hospitals in respect ofelderly CGHS beneficiaries aged 75 yrs. andabove?CGHS beneficiaries aged 75 years and aboveshall be permitted to seek direct OPD Consultationfrom Specialists of private hospitals empanelledunder CGHS without referral from CGHSWellness Centre.If any investigations / procedures are advisedand are required in emergency, no otherauthorization is required and the same may beundertaken. However, in non-emergency conditionsapproval of competent authority is required if, anynon-listed investigations / procedures areadvised. Medicines prescribed are to be procuredfrom CGHS Wellness Centre. Private hospitalsempanelled under CGHS shall provide suchfacilities on cashless basis at CGHS rates topensioners, ex-MPs , Members of Parliamentand such other Categories of CGHS beneficiaries, who are eligible for treatment /investigations oncredit basis. More than 75 year old dependents ofserving CGHS beneficiaries, who are otherwise noteligible for Cashless treatment shall claim thereimbursement from concerned Ministry /Department. Beneficiaries of Autonomous Bodies/Statutory Bodies covered under CGHS shall claimreimbursement from the respective organization.

What are the revised Gudelines for Post-operative follow-up treatment at EmpanelledPrivate Hospitals for critically ill CGHSbeneficiaries?In view of the difficulties being faced by criticallyill CGHS beneficiaries in getting post-operativefollow-up treatment at CGHS empanelled hospitals,the matter was reviewed and it has now beendecided that critically ill CGHS beneficiaries shallbe permitted for follow up treatment in CGHSempanelled hospitals as per the details givenunder:

Permission for post-operative follow-up treatmentin respect of the following post –operativeconditions requiring frequent Consultations fromSpecialists at private hospitals empanelled underCGHS, need not be re validated from time to timeand follow-up treatment may be under taken atCGHS rates without time limit.The consultation /investigations are permittedunder these follow-up cases. The conditionscovered are:Post Cardiac Surgery Cases including CoronaryAngioplastyPost Organ Transplant Cases (Liver, Kidney,Heart, etc.,)Post Neuro Surgery Cases/Post Brain Strokecases requiring regular follow-up treatmentEnd Stage Renal Disease/follow up cases of LiverFailureCancer treatmentAuto-immune disorders like Rheumatoid Arthritisrequiring regular follow-upNeurological disorders like Dementia, Alzheimersdisease, Parkinsonism , etc.,Medicines prescribed are to be procured fromCGHS Wellness Centre.

Permission in respect of Pensioner CGHSbeneficiaries, Ex-MPs (and other categories ofCGHS beneficiaries, whose medical expenditureis borne by CGHS) etc., shall be granted by CGHS.

Permission in respect of Hon ble Members ofParliament shall be granted by Rajya SabhaSecretariat/Lok Sabha Secretariat as the casemay and by concerned Ministry /Department inrespect of serving beneficiaries and by concernedAutonomous Body / Statutory Body in respect ofserving/pensioner beneficiaries.However, if any non-listed investigations /procedures are adv ised permission fromcompetent Authority shall be required, except inemergency.

Sir,Your predecessor, Ms. Sujata Ray, was verysympathetic to the retirees of BSNL, especiallyon the matter concerning their health and well-being.

BSNL had the best system for reimbursement ofmedical claims submitted by serving/retiredemployees. But, due to financial constraints thefacility for payment of quarterly medical allowancewithout voucher was withdrawn in 2011. Tomitigate the hardship in submission and followingup medical claims by the retired employees,Director (HR) was kind enough to revive the saidfacility of quarterly allowance without voucher forthe retirees vide BSNL order dated 11-4-2017.

Vide another order dated 25-4-2018 theCorporate office instructed all Circles to releasethe allowance for the period ending on 31-3-2018.

Again, vide BSNL/admn.I/15-22/14 dated 13-7-2018, Corporate office permitted the retiredemployees of BSNL to opt the said facility ofquarterly allowance or reimbursement of outdoorclaims with voucher. Most of the retirees optedthe facility of allowance as they cannot go to theSSA offices often to settle their medical claims.

Unfortunately the BSNL Circle authorities couldnot make the payment of said allowance for wantof funds,-despite many instructions f romCorporate Office that such claims from retireesshould be given priority. Heads of Circles pleadhelplessness stating fund is not available.

Some retirees, who opted for the reimbursementof outdoor claims, who are suffering from serious

illness like cancer, cardiac, prostrate, kidneyproblems etc. have submitted their claims. Evenafter many months the reimbursement is noteffected by SSAs/Circles.

Now, in the present grave situation where theentire nation is facing the attack of Covid19,senior citizens the vulnerable section, cannot goto hospitals for treatment. We have receivedreports that some BSNL retirees, unable tocontinue the routine dialysis for want of money,died. Others who opted for ‘without voucherscheme’ are not getting allowance too. If anybodywants to migrate to CGHS they have to gothrough very intricate procedure and pay a hugeamount as premium. Most of those retired fromGroup C and D cadres cannot afford it. Your predecessor, Ms. Sujata Ray, was verysympathetic to the retirees of BSNL, especiallyon the matter concerning their health andwellbeing.

BSNL had the best system for reimbursement ofmedical claims submitted by serving/retiredemployees. But, due to financial constraints thefacility for payment of quarterly medicalallowance without voucher was withdrawn in2011. To mitigate the hardship in submission andfollowing up medical claims by the retiredemployees, Director (HR) was kind enough torevive the said facility of quarterly allowancewithout voucher for the retirees vide BSNL orderdated 11-4-2017.

Vide another order dated 25-4-2018 theCorporate office instructed all Circles to releasethe allowance for the period ending on 31-3-2018.

Again, vide BSNL/admn.I/15-22/14 dated 13-7-2018, Corporate office permitted the retiredemployees of BSNL to opt the said facility ofquarterly allowance or reimbursement of outdoorclaims with voucher. Most of the retirees optedthe facility of allowance as they cannot go to theSSA offices often to settle their medical claims.

Unfortunately the BSNL Circle authorities couldnot make the payment of said allowance for wantof funds, despite many instructions fromCorporate Office that such claims from retireesshould be given priority. Heads of Circles pleadhelplessness stating fund is not available. Someretirees, who opted for the reimbursement ofoutdoor claims, who are suffering from seriousillness like cancer, cardiac, prostrate, kidneyproblems etc. have submitted their claims. Even

after many months the reimbursement is noteffected by SSAs/Circles.

Now, in the present grave situation where theentire nation is facing the attack of Covid19,senior citizens the vulnerable section, cannot goto hospitals for treatment. We have receivedreports that some BSNL retirees, unable tocontinue the routine dialysis for want of money,died. Others who opted for ‘without voucherscheme’ are not getting allowance too. If anybodywants to migrate to CGHS they have to gothrough very intricate procedure and pay a hugeamount as premium. Most of those retired fromGroup C and D cadres cannot afford it. Fieldoffices are not able to reimburse the one timepayment of premium though there areinstructions.

In this background, we request you sir, to kindlyreview the matter anda) Allot sufficient funds to Circles to makepayment of quarterlyallowance to retirees up to date.b) Allot funds and ensure settlement of allmedical claims submittedby retirees who opted outdoor treatment withvoucher scheme.c) Simplify the procedure for migration fromBSNLMRS to CGHS by Retirees, by BSNLmaking payment to CGHS directly, so that theaged persons need not go through thecomplicated procedure.

Most of them are dailywage labourers who are facing economic precarity due to thesudden lockdown….
