MONTHLY REPORT for JUNE 2014 By: Deputy Chief Don Wertanen

POLICE ACTIVITY: • The department handled 1294 law incidents for the month, issued 56 infractions, 18 criminal

traffic citations, 21 criminal citations, 13 parking infractions and made 79 criminal arrests. • During the month, Animal Control Officer Bob Hill handled 68 "animal problem" complaints,

17 abandoned vehicles, 1 code enforcement issue and 32 parking complaints; 33 animals were impounded.

• On 06-09-14 at about 1000 hours, Det. Blundred and Sgt. Krohn with the assistance from McCleary Police and the Grays Harbor Sheriffs office served a search warrant at a residence in McCleary for stolen property. This stemmed from a vehicle prowl complaint in Hoquiam reported on May 25th where a computer was stolen and recovered in Lacey. A 26-year old McCleary man was booked into the Grays Harbor County Jail for Possession of Stolen Property 2nd Degree. An enormous amount of property was recovered during the search warrant service. Det. Blundred continues to identify the owners of property recovered during the investigation. So far Det. Blundred has been able to confirm at least sixteen victims of vehicle prowls from Hoquiam to the Centralia area.

• On 06-13-14 at about 0142 hours, officers were dispatched to the 300 block of Eklund Avenue for an assault complaint. The resident noticed a shadow on his window shade and opened the door to see who was outside. As soon as he opened the door, a 25-year old Taholah woman, sprayed him in the face with Capsicum pepper spray and ran off. The woman was located a short distance away with the empty can of pepper spray. When suspect refused to discuss what took place. The woman was booked into City Jail for 4th Degree Assault. The victim, a 53-year old Hoquiam man, sustained swollen/red eyes from the spray and was treated by HFD paramedics at the scene.

• On 06-18-14 at about 2003 hours. Officers were responding to the 2800 block alley between Simpson and Sumner A venue for a reported attempted kidnapping. Officer Hergert arrived in area and saw a 29-year old Cosmopolis man, who immediately took off running. Believing the man was involved, containment was quickly set up and the Grays Harbor Sheriffs canine team was called to assist. As soon as the canine handler announced the dog was being sent, the man surrendered. He was arrested on a Department of Correction warrant. The man had nothing to do with the original call, which turned out to be unfounded.

• On 06-22-14 at about 1417 hours, officers were dispatched to a robbery in-progress at a business in the 2900 block of Simpson A venue. A man had displayed a knife and demanded cash. Officers arrived and found an employee sitting outside with a 56-year old man who is well known to officers as having chronic mental health issues. The man was apologetic and said this was the only way people would take him serious so he could get help. No one was injured; the man was booked into the County Jail for Robbery 1st degree, he will also receive a mental health evaluation.

• On 06-23-14 at about 0227 hours, officers were dispatched to a residence in the 800 block of 2"d Street for a reported sex offense. A 13-year old Hoquiam boy was taken into custody for having sexual relations with his 6-year old sister. The case has been sent to the Grays Harbor Juvenile Prosecutor for review. The boy was booked into Juvenile Detention for Rape of a Child 1st degree.

• On 06-26-14 at about 0800 hours, the Grays Harbor County Drug Task Force, Hoquiam Police and Grays Harbor Sheriffs office served a search warrant at a residence in the 200 block of K Street. The search warrant was served pursuant to an investigation into the sale of methamphetamine from the location. A 34-year old Hoquiam woman was booked into the Grays Harbor County Jail on multiply felony drug charges. A 28-year old Hoquiam man was arrested on a Department of Corrections warrant and faces charges of possession of methamphetamine and was booked into the City Jail.

• On 06-28-14 at about 1215 homs, officers were dispatched to a residence in the 800 block of Rayonier A venue for a malicious mischief complaint. It was determined the 46-year old daughter of the complainant, who has mental health issues, had keyed four vehicles at the location. While Officer Pearson was photographing the vehicles, the suspect drove up in her vehicle and refused to talk. The suspect drove off north on the East Hoquiam road, pursued by officers. A Good Samaritan on the East Hoquiam Road heard what was taking place and pulled a pick-up and trailer across the road to block traffic. Officers were able to box the driver in. The suspect put the vehicle in reverse and stai1ed to back-up toward the patrol cars. Officer Pearson broke the driver's window out, Sgt. Salstrom flattened three tires using his patrol knife where by the woman was taken into custody. She was transported to the hospital for a mental health evaluation. The woman faces felony charges of Eluding a Police Vehicle and Malicious Mischief. Officer Pearson sustained small cuts on his hand from the broken glass but was treated at the hospital and released.

BUDGET: • For the month, 208.5 hours of overtime was expended for patrol as listed below:

PERSONNEL: • On June 4th the department participated in the annual Vehicle Day at Emerson School. Many

departments from within the city and from outside agencies take vehicles to the school. The children are allowed to climb in the vehicles and heai· how the vehicles are used in everyday jobs.

• The department held our annual Bicycle Rodeo at Central School on June 111h just before

summer break. The officers taught students the importance of bicycle safety and how to handle bikes on different courses which were set up on the playground. CRIME WATCH, the Police Explorer Post and a dispatcher from 911 Dispatch helped during the event.

• Officers attended EVOC training this month. This annual training teaches and tests an officer's ability to operate a patrol vehicle under normal conditions as well as high-speed pursuits. Officers from Montesano P.D. and Cosmopolis P.D. attended the training as well.

• Officer Peterson has been with the department for 6-years this month. Aside from his patrol duties, Officer Peterson is one of the Police Explorer Post coordinators and the department EVOC instructor.

• Sgt. Mitchell, Sgt. Dayton and Officer High attended a Total Station refresher course which was held at the department and instructed by Sgt. Strong. The Total Station is used in investigations for vehicle accidents and serious crimes to measure in detail the scenes where they occurred.

CITY JAIL: • The depa1iment billed DOC $50,428 for 612 bed days for DOC inmates housed at the City Jail

during the month of June.

VOLUNTEERS: • For the month, CRIME WATCH members volunteered a total of 102.25 hours of service,

which included residence and business checks. CRIME WATCH also assisted at the Central School Bicycle Rodeo, City of Hoquiam Half Marathon and at the Aberdeen Founders Day Parade.

• For the Month the members of Police Explorer Post had a total of 70 hours of service, which included meetings and training. The explorers assisted in setting up the EVOC course for the officers and helped at the Central School Bicycle Rodeo.

ST A TIS TI CAL REPORTS: The following statistical reports encompass police activity for the month. The first statistical

report titled "Law Incident Analysis, Time Reported" is a summary of each law incident by the day of the week and by the time of day.

The second statistical report is a listing of "Law Total Incident Repo1i, by Location Code''. The three general areas of the city are designated by location codes: HPD Baker 6 is defined as the east end, HPD Baker 7 is the downtown area and west to the high school, and HPD Baker 8 is the north end of town from Emerson A venue. Any location codes that are outside of the city were likely generated as a result of phone call requests to the station, traffic safety patrols or agency assists.

The third statistical report, "Total Law Incident Report, by Nature of Incident" shows the total for each of the basic law incident types handled by the department.

The final two monthly reports included in this packet are "Total Traffic Citation Report, by Violation" and "Total Offense Report, By Statute Description". The first report lists the specific infraction or criminal charge and the number of violations issued under that charge. The second report is reflective of the number of "arrests" made under each statute. The two reports may overlap on some misdemeanor offenses if an arrest/booking was made followed by the issuance of a criminal citation.

The second report captures felony arrests, but may not include misdemeanor or felony cases that were submitted to the prosecutor for review of charges (cases cleared without an arrest).
