WELCOME In Attendance: Marie Welch, Tresa Grange, Joel Fox, Valerie Cook, Erika Robertson, Steve Bartels, Stacy Holloway – Larena Beal via conference call.

send you, the pairing that is built for you doesn’t always show the correct hotel. If
something happens, try to call Marie. Should be able to call Travelliance – working on that
and Marie will let Reps know.
Welcome Erika Robertson!
Erika had a brief intro this morning. Erika told the board about herself. She lives in MSP –
loves the base, has 3 young kids at home. She works stand-ups. She is a crafter and her
husband is a clinical scientist at the Veteran’s Hospital.
Rep Updates
Steve – Quite a hit on hotel tours – SAPA doesn’t always want to do them, Tresa did Casper
(well done summary), and Marie told the Reps to put your choices in order regardless of
price. Monday and Tuesday Akron, Ohio – interesting. That area has a bunch of remote
isolated locations. Hotels are nice but nothing around. The one that was chosen wasn’t that
good and we have had a lot of complaints. Re-sourced the area and there are some pretty
good ones. Look for a good improvement on that one. SAPA did Joplin, MO. Two more next
week Valdosta, and Albany Georgia.
Steve said on base visits ask Admin if they have hotels that they recommend to crews, not
getting recommendations from crews. Marie said they are going to ask Wayne for data
analysis on web site, what Flight Attendants are looking at. Looking forward to ORD base
visit – ORD doesn’t have escort. We think we can still get down there with our code.
Marie asked about open enrollment for Benefits, is there anything we need to know – Steve
didn’t know anything. Steve said keep in mind other companies are keeping premiums
stable but increasing deductible. SkyWest is keeping our deductible stable.
Erika – She is very excited to be a SIA Board member and excited for the new position.

Valerie – Working on lanyard card – asked Tresa about going through the Company – Tresa
stated to work with Trevor Harrison, Tresa will forward email. Need to add FADAP to
lanyard.
Couldn’t find Pilot Trading with Company as far as policy. Valerie works with Stacy on
Reserve issues that have come in.
Marie added that Valerie has been very helpful in assisting more with base visits while
DeeAnn is gone.
Joel-Pin order, Marie said they need to talk because she has been unable to pay for that
order due to the link. The Board looked at the final mock-up of the SIA pin.
Joel has been working with Marie on Fatigue Policy. Joel found some things in Envoy’s
contract related to that.
Tresa- CIRP is getting quite a few calls. We finally got “notification access” to Mackenzie
(Pilot side) so that Tresa has some relief. ISC is referring quite a few as well. Marie said they
talk about it during INH as well.
Professional Standards has training next week in MSP, we are short volunteers on the Pilot
side and FA side. We have lost good people to Management positions. 14 FA’s and 7 Pilots
will be training next week. Professional Standards has picked up in regards to how many
calls they receive.
In IFE next year they will focus on support and professionalism. Marie and Tresa went to the
Supervisor Training and talked about Professional Standards and CIRP.
Marie – Went to Infoshare Safety Conference, getting bigger each time. Around 900
attendees for this conference that was held in New Orleans. All major carriers,
international, regionals. Conference where we share in a confidential environment.
Security people stand outside and you can’t come in without badge. FAA sponsored, so FAA,
Company and Employee Reps from Safety Programs attend. Share and divulge, talk about
root causes to make a safer environment (non-punitive). Break up into groups,
maintenance, cabin, flight ops, dispatch and customer service. SkyWest has very strong and
long running programs in relation to some of the other carriers. We’ve had ASAP longer than
many carriers so we are always strong with our Presentations and attendance. Marie was
part of a Panel Presentation with American and Southwest Airlines - discussion about
Electronic Manuals and our processes. Marie has shared information and ideas from the
Conference with the Company. All carriers have doors, disarming and slide deployment as
one of their Top 5 ASAP events. We have to keep in mind that ASAP filing is not just for
missed FAR’s, but missed procedures as well. Working on Fatigue Program with Joel. The
Rest Bill (FAA Reauthorization Act) has passed. There was discussion about 90 days to start

the implementation and 2 years to finish the implementation. . Today, our Fatigue calls are
approved with Sonya. The occurrence is excused and does not affect their reliability but
they do not receive the pay. We will look at Bill and discuss more with the Company. .
Stacy – Presented Flight Attendant log statistics (what are some of the most reported issues,
etc.) Hopefully, will have a new way to automatically transfer the statistics to an excel sheet
so we can achieve better data to help us in identifying areas that need improvement
Larena – Kristina went to the RSR meeting with Audrey, did great with good feedback from
Planners. First liaison session went well. She has a good grasp on what she needs to do. So
far, SAPA is only sending one person. They are constantly trying to train someone. With
attrition it is hard. Discussed possibility of Erika going in November.
Block hours went down in November, big push in December. One less day in the month as
well as a bit less flying over the holiday. Partners have bumped up flights after holiday and
created some funky stuff. Random red-eye’s that won’t be seen again other than holidays.
Some didn’t meet the fatigue model – so no flying before or after. Pairings are built with
10:45 rest between. As far as building pairings, the new Rest Bill won’t have a big impact on
how pairings are built since we are already building them with over 10:00 hours of rest . In
rare occasions the FA’s are DH’ing into a base to cover flying – that is a different situation.
They are struggling to keep LGA people. Red-eyes show up as 2-days or 3-days. Discussed
LGA issues – crash pads, affordability.
PBS quarterly meeting, very laid back. Current agenda almost completely cleared.
Recognized that PBS Help Line has problems, overloaded with calls. Things getting
backlogged and not serving crews as expected. Working to make some changes. They want
online submissions, or online chat or something (in infancy). This will allow for PBS person
to be in any base, and not have to work in Utah. The GUI upgrade for PBS, some confusion
as to where it is at. Everybody wants it. Trying to push for that.
Rep Overview: Marie is thankful that this Board is proactive in completing their tasks, and
she is confident in all of them - she doesn’t have to worry that tasks will not be completed
and knows that they are all passionate about their Committees and being involved.

Future Base Visits
Next month Board Meeting is PDX.
Discussion on why FA’s don’t come to the Board Meetings, previous call-ins for Board
Meeting. Possibility of Facebook live. Might shoot for something “live” or “call in” option at
December meeting or possibly January.

Website Discussion – Rep submissions/pics – RSR Reports
Had an issue with RSR reports showing up in a search. The website needs improvements in
that area which we had Wayne (webmaster) work on. . SAPA has asked us to remove the
RSR reports from our website or work on securing the website. SAPA has asked if FA’s realize
the RSR Reports are not that valuable to them. I have told Russ that yes SIA has realized that
and chose not to post them or send them to the FA’s months ago. Marie let Russ (SAPA
President) know that we had requests for them again and we chose to go back to sending to
the bases and posting on our website. She also told him that we let the FA’s know these are
not that accurate for them. We are continuing to work on additional security for the
website. Webmaster said there is a way to do this with logging in to information
(particularly PDF’s) with an additional password. Board agreed they do not want to have an
additional password for PDF’s.
Larena has a new form for Reps to request website changes.
Please attach names to photos. Larena will help Reps if they need it.
‘Regional Contract’ page is not up to date. As Reps are researching these contracts, they can
send current information to Larena to update.
Larena has created new section on ‘Vote Results’. Also send good news articles for the
‘Recent Industry News’ articles. We need to research SIA history to make sure 23 years is
correct on SIA website.
Update on Rev. 8
Waiting on Sonya to approve. When policies are ready, they are loaded by Marie into
“Workflow” – Workflow process needs to have many eyes on it, the process goes back and
forth. Then when approved, we send it to Sonya for final approval. Holding Pay was added
as well. Moving forward to the new “SkyBook” process which will be an improvement as
there will no longer be TR’s. The Revision will be loaded into the actual documents/policy
manual moving forward. Sonya and Marie have a call with Tech Pubs to go over the new
process for SkyBook. We need to ask how you will know when there are revisions. We will
need to create new ‘Policy Templates’ for creating policy after Revision 8 is out.
FAA Reauthorization Bill - Rest Discussion
Schedules are built with Pilot’s rest rules anyway. Today FA’s aren’t restricted as much for
stand-ups, will affect stacking. Long locals back to back might be affected. 8 hrs. in between
on SkedPlus+ pick-ups will not be possible. 1-2 days more work for the same hours is
possible even though pairings the same.
Easier on Crew Support not having 2 sets of rules – 10 hrs. in between for reserves and FA’s
not separating from Pilots are benefits.
Update on progress of Fatigue Program -Marie and Joel have been working on a fatigue
program and are planning on sitting in on the Pilot’s Weekly Fatigue Call this Friday.

Newest Policy Enhancement update and clarification
o Additional Maternity Leave
Lots of questions, we need to all understand. Additional and separate
leave. Part of the agreement was looked at by Legal. The leave is for
those that need more time to physically recover after giving birth and
those that wish to breastfeed. Others can still apply for other leave.
o Holding Pay
It was hard for those involved in creating this to wrap their heads around
it. Express Jet doesn’t have an automated process, we never wanted a
manual process. The Board discussed how holding pay works so we can
be able to answer questions, e.g. 30 minutes after scheduled
departure(.25 per minute).
Call out and Call in for LAX and SFO – Submitted to Company and update
We have submitted policy to Sonya and she is taking it to Management. We need to do a
pro and con for this policy. We need to go through the pros and cons. It will affect quite a
few policies. Putting a lot more back on the FA’s that maybe wasn’t thought about.

Nothing new on that, some of the same questions we had heard in the past from new
people. Question about parents aren’t buddies on Delta, is there a way to identify it as a
parent not a buddy S3C on domestic, S4 international. Marie will take these questions back
to the Committee on the next call.
Union Contracts – discussion on Reps findings
Valerie looked at Horizon’s contract. CBT’s guaranteed 1 hour credit, after that 2:1.
Reserves get time and a half after 85 hours. Maximum hours 91. They have double
occupancy day rooms for sits over 5 hours. $2 hr. per diem. Crew meals with parameters. 6
golden days a year (must be used in groups of 2 or 3). Reserves can drop days off if staffing
allows. Recurrent, 4+ hrs. = minimum of 4.5. Cancellation – Reserves when checked in, back
on reserve, new assignments and on top 2 hrs. credit. Reserves can only work 5 days in a
row.
Joel looked at Envoy’s contract. Big take away – proffering is in PBS preference of locations.
Extensions can only be out and back and no more than 3 times a month with some
exceptions. Reserve can’t be held if past scheduled flights. They do have a commuter policy,
provide verification – goes into a different bucket for reserve. 3 move days for all transfers
not dependent on mileage.
Tresa worked on Compass.
Stacy looked at Express Jet’s contract. $35 commuting expense in lieu of parking,
commuter policy basically excused absence without pay as long as it doesn’t occur
repeatedly. Incentive for high hours flown is quarterly not monthly. Return from leave
schedules are built from open time pairings first, then reserve. Restoration day off if FA’s
flying goes into day off.
Steve looked at Air Wisconsin’s contract. Reporting guarantee 1 hr. pay if fails to depart. If
a delay occurs after boarding that would have FA work past max duty, they are expected to
operate flight as scheduled. Reserve assignments based on balancing.
Reps have been tasked with writing one policy proposal based on their contract research.
Discuss Stand-ups with first leg delayed to 2nd day. FA’s feel they should not have to come
back to work the pairing.
The Board discussed rolling delays, stand-up’s where the first leg is delayed into the next
day. We agree that delays are a part of the business and we don’t feel that stand-ups are
any different.

SkedPlus+ Red Pairing – Do we want to look into the possibility of rewording pop-up. Flight
attendants get upset and/or feel it is rude when they assign it to reserve (as per policy) and
it might be easier to “swallow” if the pop-up prepares them.
The Board agrees to ask the Company to change the wording on the pop-up.

them, or they cannot be placed on
reserve for the day.
I recently had this situation happen to
me. It was memorial day weekend and
due to my ILOA, I needed to call off the
first few legs of my 4 day ERJ pairing. I
attempted to get back into my pairing in
ORD at leg 3 once I felt better, but
because of the holiday weekend it was
impossible to commute. My pairing only
flowed through ORD so it was my only
option as it was an ERJ pairing. I called CS
and asked to be placed on reserve in PHX
(where I live) and they said the operation
did not need me. I then asked if they had
anything I could pick up, they said no
because it was against policy. I even
offered to be on ready reserve. They did
not need me. They placed me on willing
to fly (I did not get called) as I could not
pick up any crew member posted pairing
for the day which I found very frustrating
because I was willing and able to work
and physically could not. This makes me
very limited as a commuter to only be
able to pick up my assigned pairing. This
resulted in me picking the pairing up

and especially commuters like myself
much more flexibility in our schedules.

9/12 The Board found it is standard airline policy. Any
portion of pairing rolls into the next day (after 0201)
should be paid time and a half or MDG – scheduled or
not. Marie is going to be writing the policy
07/11/18 – Board needs to investigate policy and decide
where the clarification needs to be. EC will ask on IFL
call where the 2:01am stipulation came from… 2317-7-B
6/14 voted to get more clarification on policy.

recently experienced an unfortunate
scheduling situation at work where I felt
the Company may have been able to
treat the Crew (particularly the flight
attendants) in a more optimal manner.
While I understand the business concern
from a flight performance and
completion perspective, I feel there
needs to be a clear and concise policy in
place to protect and compensate crew
members when this particular, or
perhaps a similar irregular issue arises.
Last Friday 8/17/18, I was scheduled for a
stand-up and with at least 2 hours prior
to show time and possibly more, the first
officer called off. At show time we still
did not have a replacement First Officer
showing on our trip. After checking in
and calling Crew Support, we were
informed that we were waiting to see if
they could find someone to come in to
work this stand-up. Several hours later,
we called again and Crew Support still did
not have a replacement First Officer and
we were told they were unsure of what
they were doing with our schedule and
we should continue to wait. About 45
minutes later, we noticed there were
changes being made to our schedules
and were all prompted to acknowledge
the changes online. The change showed
me being released at 2150 which had
already come and gone. Once I
acknowledged the change and was able
to view my schedule, I noticed another
block on my schedule for the next
morning that was not included in the
summary of the required
acknowledgement. I then contacted Crew
Support to question the release time and
requested it be updated to reflect my
actual release time. I then inquired about
the second block on my schedule for the
next day and why it was not included in
the acknowledgement summary. The
scheduler told me I was required to
report the next morning at 0805 (less
than one hour from my originally

scheduled release time) to fly the
roundtrip. I was told that I was required
to do the flying because it was my
original flights. I questioned the fact that
this flying would take me outside my
original schedule footprint and the
scheduler stated it was considered a
delay, not a reflow so it could go outside
my original footprint. My concern with
this is that there does not appear to be
any current policy in place to address this
irregular circumstance. This was not a
delay due to weather or maintenance but
because of a company staffing issue.
Specifically a pilot staffing issue.
Additionally, there was still no first officer
to do the flying the next morning so if I
made the 120 mile round trip back to the
airport in the morning, there was no
guarantee the flight wouldn’t have been
even further delayed or even ultimately
cancelled.
I feel this was an incredibly unreasonable
treatment of the crew and a manipulative
interpretation of a policy that does not
even exist because this situation was not
due to weather or maintenance but to a
pilot staffing issue. It feels as though
because there is no policy in place
regarding these lengthy delays the
verbiage is used instead of reflow as a
way to work around current policies
regarding reflows. It is also unrealistic for
the Company to expect a flight attendant
who had just slept much of the day in
preparation for a standup to then
immediately go back to bed in order to
fly during normal hours and on the flight
attendant’s scheduled time off the next
day. In my nearly 15 years’ experience at
SkyWest, nothing like this has happened
to me before, and I was essentially forced
to take an occurrence and lose user time
because of a pilot staffing issue
completely unrelated to me and
completely out of my control.
I have noticed lately that many delays
have gotten lengthier and lengthier and

there appears to be no policy in place to
protect the flight attendants from this
sort of perceived mistreatment. It would
be my desire for SIA to work with
management to come up with a solution
to this type of situation when it arises in
the future. Furthermore, there is nothing
in current policy to speak to the
difference between a delay and a reflow,
or even a time limit that either can be
extended to. I feel this should be clarified
so all flight attendants will know what to
expect in this or any sort of irregular
schedule footprint change scenario. I
have also spoken with other flight
attendants who have experienced similar
situations (related to staffing shortages)
on stand-ups however, they were
released to go home and not required to
return the next day to complete flying
outside of their original report and
release time. This leads to further
inconsistency and frustration.
To summarize, I propose the creation and
implementation of a policy that promotes
consistency and protects flight
attendants from unfair, inconsistent and
nonexistent policy practices. If the
Company is going to require their flight
attendants to work their original legs at a
different report and release time, there
needs to be a limit to how long a flight
can be delayed. There should be a clearly
written definition between a reflow and a
delay, and such a change should be
accurately reflected on a crew member's
schedule prior to them being required to
acknowledge such changes. A
compensation adjustment should also be
outlined to account for having to return
to the airport a second time to work the
original legs on a different calendar day.
One of the most frustrating things about
this situation is I love my job and I love
SkyWest but this made me feel like I
wasn’t a valued employee, and that my
health and safety were not a priority, or
even a consideration to the Company.

I am Seattle based and I am contacting
you to express a concern I have come
across a lot of reserve flight attendants
and wanted to see what are some
options for resolutions. As most know,
reserve life is probably the most difficult
times in our company especially when
you are new. When it comes to the
quality of life for everyone I feel that
lineholders have way more benefits then
the reserve counterparts. One of the big
things I have a concern with as do many
reserves is lineholders ability to drop one
or two legs off a trip. I understand they
have the ability to do so but at the same
time reserves put more effort and money
into getting to the airport then to actually
work. Reserves were initially supposed to
be there for emergency, sick calls, and for
legality reasons such as timing out right? I
was just wondering if it would ever be
possible to talk about changing just the
aspect of calling out on small turns like
that. Maybe to where they would have to
drop a days trip minimum or call out for
such things as a single turn. I believe
reserves quality of life should matter just
as much if not more than a lineholders
because they have the hardest times in
the beginning of our careers. Any help or
information at all is greatly appreciated.

SP 2318, Page 8, section 6, Paragraph B,
states the following:
"A flight attendant on an ‘out of base
reserve’ assignment will be utilized by
integrating the flight attendant into the
call-first seniority order of the RAP’ s
domicile ....... "
This wording eliminates the reserve flight
attendant's ability to choose whether or
not to be on first call in their bucket while
on OBR. Taking away this choice
significantly diminishes flight attendant's
quality of life. The more senior the flight
attendant, the more severe the
disservice. Senior flight attendants
coming back from leave often wish to
slowly integrate back into the workforce.
Some senior flight attendants wish to bid
intentionally for reserve but then have
their seniority ignored when on OBR
assignment.
When starting an OBR assignment, the
company reserves the exact number of
hotel nights the OBR flight attendant will
be out of domicile. The flight attendant
will require that same number of hotel
nights regardless of the city they are in,
regardless whether they are assigned a
trip or not. Updating the above policy to
honor flight attendant seniority rather
(than ignore it) will therefore not have a
significant effect on the company bottom
line. OBR assignments in less expensive
Seniority was used for the OBR assignment.
Some hotels can be cancelled, some cannot.

get into our rooms until 0130. I know I’m not the
first flight attendant this has happened to as I’ve
heard stories of even a longer wait on a hotel
cutting into their rest period . I had to call out
fatigued this morning as i did not feel fit to work
a 12 hour duty day 5 legs one of which was a
two hour deadhead because i didn’t get to sleep
once settled until 0200 and had to wake up at
0700 to get ready . I’m wondering if there is
some sort of way we can create a policy that
creates a different rest policy for certain
incidents like so. The policy now is just basically
stated your rest period starts as soon as you
land regardless of if there is a hotel for you to
actually rest and refresh yourself at . I made
several phone calls to ISC and crew support
last night and nothing could be done or
changed with our rest all they said was what the
policy is and that they hope they can get us all
rooms soon. That’s it . I don’t like to call off
work as i do take pride in my reliability and my
job in a whole . Also , missing work hours
equals less pay which kind of stinks .

policy I'm actually interested in is not
listed here, so I chose the closest one I
could think of. I'd like to discuss SP103,
Compensated Time Off, about
bereavement. The current policy says that
bereavement can only be used within two
weeks of a family member's death, so I
have to use a personal emergency to
attend my Granny's funeral because she is
being cremated and laid to rest in a
military cemetery, which takes a lot longer
than two weeks to process. I have spoken
with at least one other flight attendant
who had to miss her family member's
funeral because the cremation process
takes so long. I think the current policy is
unfair and prevents a large portion of us
from actually using bereavement since
cremation is so common. If the policy was
extended to one or two months instead of
a mere two weeks, so many more of us
could actually attend a family funeral
without being punished for missing work.

I understand there may be limitations as far as adding actual blocks to sked+, but if we have accrued the time, we should be able to access it if needed. I have nearly 7 hours of vacation/user time I can't add to my paycheck on the 22nd because I forgot to click a button.

right that a reserve FA who breaks guarantee
can sit on reserve all day, then get called for a
standup at the end of their RAP, they get 5 or 6
hours of credit, but lose TWO reserve days, or
8 hours of credit. It also isn't right to sit reserve
most of the day, get called at the end of the
RAP for a short turn, and get paid the same
4:00 to work that they would have gotten if they
hadn't been called. Sitting reserve is not a day
off. If we break guarantee, we should be
compensated for ALL the time we sat reserve,
whether we were utilized or not. Therefore, I
propose the policy amenent below:

their guarantee (broken guarantee), the
recinciliation includes pay equal to their current
