PurposeThe Council are exhibiting the design proposal for the enhanced Adopted Highway Land located at Chippenham Gardens as part of discharging Planning Condition 11.

Where?The site sits to the southern end of the South Kilburn Regeneration Masterplan Area. The site is bounded by Malvern Road to the west, Stuart Road to the north and Chippenham Gardens to the south. The site currently accommodates: Adopted Highway Land which is a combination of hard and soft landscaping which is open to the public.

What?The redevelopment of the site is part of the wider South Kilburn Regeneration Programme. The regeneration of South Kilburn is a fifteen year programme, that is half way through, that aims to transform the area into a sustainable mixed neighbourhood and create a sense of place and belonging.

The redesign of the adopted highway land aligns with the Councils and the Communities aspirations for a high quality, enhanced and improved public realm and seeks to discharge planning conditions set out by Brent Planning Authority.

Who?The London Borough of Brent have appointed award winning Landscape Architects PRP to design and specify the proposal in line with the South Kilburn Supplementary Planning Document 2017 and Condition 11.

The Landscape Architects and Council Officers are here today to discuss the design objectives, the redesign proposal and timescales for implementation.

When?The redesign for the site will be submitted to the Brent Planning Authority for discharge of the pertinent planning condition in early Spring 2018.

*Please note, it is anticipated that the enhanced adopted highway land will be delivered by 2019/20; however this date may be subject to change.

The Council will continue to keep the community updated on the anticipated delivery of the site as the project progresses.

For further information please see:www.brent.gov.uk/southkilburn

Design Objectives• To create a high quality and accessible space which will be a

place of tranquillity and enjoyment;

• Enhance and improve the current site by increasing the soft landscaping and by retaining and trimming back the existing trees to provide greater daylight that penetrates the site;

• A low maintenance, vibrant and robust planting palette has been carefully designed to create seasonal interest and create a sense of character to the adopted highway land;

• Bird, solitary bees and butterfly houses have been introduced to the space to enhance biodiversity and create a natural habitat for the species;

• Existing site furniture will be removed and replaced with new high quality street furniture to compliment the overall quality of the site;

• Lighting columns will be introduced to improve visibility and natural surveillance of the area;

• High quality fencing will be provided around the boundary of the soft landscaped areas to provide security and a clear identity to the boundaries.

1 Underused space with inherent design problems 2 Lawn regularly covered in litter 3 Issues with fly-tipping around existing trees. Uneven ground level to existing paving.

Existing street furniture causing clutter at the site4 6 Temporary bins which have been located at the site have attracted more litter and fly tipping and discourage positive use of the space. These will be removed and relocated when the site comes forward for redevelopment.

• Create seasonal interest all year round with a palette of herbaceous planting

• Enhance biodiversity value by introducing diverse species

• Create a sense of enclosure by introducing evergreen border planting along the boundary

• Shade tolerant and hardy groundcover at the base of existing trees

• Irrigation to feed the planting beds which will ensure that maintenance is low and sustainable
