In 2016, in recognition of the realities and pressures of modern day policing, the UK National Police Chief’s Council (NPCC), together with the Association of Police & Crime Commissioners (APCC), set out a UK Policing Vision�that�is�to�be�effective�by�2025.

The Vision provides forces, partners and suppliers with a clear direction – one that involves transformation of all aspects of policing.�But�critically,�it�is�an�ambitious�vision for a national approach to digital transformation.

Foreword

An ambitious vision for a national approach to digital transformation.

In this guide, we take a look at the fundamentals of the Policing Vision and the three National Enablement Programmes (NEP) designed to transition UK police forces from current state to future�state.�

We will also explore the potential outcomes and benefits�of�embracing�the�requirements,�as�well�as address the technical challenges that the majority of forces need to overcome to achieve transformative�change.

The�Policing�Vision�2025�recognises�the powerful opportunities that digital transformation�presents�for�UK�policing.�It�embraces and capitalises on new technologies, such as the Cloud, in order to meet modern policing’s strategic priorities, budget restraints and,�above�all,�new�criminal�challenges.�

Policing principles and priorities remain steadfast.�Forces�exist�to�prevent�crime,�protect�the�vulnerable�and�bring�the�guilty�to�justice.�However, with ever more constrained budgets, the need to adopt new technology and new ways of working is reaching a critical tipping point.�

Collaboration is key

The Policing Vision sets out an agenda that recognises the need to change the way that forces�deliver�services�to�the�public.�This�need�for change is not only driven by diminishing resources and a continuing focus on driving down costs, but also increasing demand and expectations from the public and non-core services.�

The future of policing

It acknowledges that there must be a move away from operating as a set of locally managed territorial forces towards a more combined approach that capitalises on collective strengths,�working�practices�and�capabilities.�Specialist services, including armed policing, surveillance and major investigations, will be delivered�through�a�network.�This�will�make�them�more�affordable�and�enable�surplus�costs�to�be�reinvested�in�other�priorities.

The Vision also calls for increased integration with Multi-Agency Safeguarding Hub partners, health, education, social services and community�projects.�This�will�significantly�improve early intervention to resolve crime and anti-social behaviour, whilst reducing demand on�the�police�and�other�public�services.�

The ambition is for more multi-agency teams and hubs, which will pool funds rather than�address�problems�in�silos.�It�includes�the capability to share voice and data communications�with�fire�and�ambulance�services.�It�also�allows�for�sharing�appropriately�safeguarded information between the police, social�services,�the�NHS�and�schools.�

Our�lives�have�moved�online�-�and�so�has�crime.�The Policing Vision recognises new and evolving crime�challenges�and�threats.�Fraud,�bullying,�sexual exploitation and terrorism are all now as prevalent�online�as�they�are�in�the�real�world.�Today’s�police�forces�require�modern�tools�to�tackle�these�very�modern�menaces.�

In a world where criminals and citizens are equally�digitally�adept,�digital�technology�is�required�to�fight�crime�and�protect�citizens.�Police�officers�will�be�trained�and�equipped�to�respond to the dramatic rise in criminals taking advantage�of�the�Internet.�

The goal is to reap huge dividends in terms of�public�protection.�However,�to�achieve�the�Vision on a meaningful scale, information systems that can talk to each other and robust platforms that can protect digital assets are required.�

That is why the National Police Technology Council (NPTC) has begun a journey to develop the capabilities, services and national standards that will enable UK police forces to seamlessly share and securely exchange information and data with each other, as well as with trusted partner�organisations.�

It recognises that the answer is not to have a single national system that every force uses,�and�that�an�ecosystem�of�different�technologies and software products will always exist.�What�the�Vision�demands�is�that�they�can all interoperate with each other and follow common�standards.�That�way,�all�data�can�be�securely available for analysis by any force, and can also be shared with partner services and agencies.

Modern tools for modern menaces

The NPTC has developed three Enabling Programmes that will enable UK police forces to develop a joined-up approach to service delivery and address crime as a national Police Force�-�providing�greater�economies�of�scale,�common standards, and improved consistency and�collaboration.�

The NEP will provide the modern technology blueprint that is absolutely fundamental to the transformation of the way forces work and collaborate with each other and with partner agencies�across�the�UK.

The three inter-related work streams within the programme are:

1. Productivity services

Implementing the latest cloud-based productivity�tools�will�increase�effectiveness�and improve service delivery by enhancing communications and facilitating interaction with other forces, partner organisations and the public.�

Effective�sharing�of�information�will�improve�the management of police information and enable�officers�to�dedicate�more�time�to�their�local�communities�while�engaging�with�partners.�Officers�and�staff�will�be�able�to�access�and�work on documents across multiple devices, hold meetings remotely, and share information quickly�and�easily.

2. Identity and access management (IAM)

IAM will enable the right individuals to access the appropriate local, regional and national resources securely, from multiple devices and locations,�without�compromising�security.�

This�will�enable�flexible�working�with�a�seamless�login�every�time�a�user�accesses�a�different�connected system, eliminating the need for multiple logins and for users to remember and input multiple usernames and passwords with single�sign-on�(SSO).

The National Enabling Programmes (NEP)

3. National management centre

A National Management Centre will secure infrastructure and assets, monitor participating police forces and help mitigate information security�risks.�It�will�provide�centralised�security�monitoring and response co-ordination, so forces are forewarned and able to identify the possibility of cyber-attack, insider threat and data-loss.�

As a centre of excellence for cyber security in law enforcement, the Centre will ensure national standards of cyber-hygiene are adopted and maintained across the UK police service.

The aim of the NEP is to help shape technology strategies for the police services, making it more�uniform�across�the�board.�The�underlying�message is that police forces developing or adopting applications or technologies need to consider�a�cloud-first�attitude�that�is�future-proofed against change and that maximises budgets.�

The vision for a fully functional, interoperable system of ICT networks across the UK police service is currently being hampered by the fact that too many forces have hordes of historic,�unconnected,�bespoke�systems.�In�fact, according to estimates from the Police ICT Company, the 43 forces are operating more than�2000�IT�systems.�

Are you cloud ready?

Individual forces have invested money in devices and systems that their ICT architecture cannot�handle�efficiently,�and�that�provide�limited�capability.�This�is�undermining�the�services on two counts: making the technology more expensive than it needs to be, and hindering�efforts�towards�collaboration�between forces and other public services and agencies.��

Introducing ThirdSpace

Business analysis

Like�most�police�forces�you�are�likely�to�have a host of disparate operating systems and�applications.�In�order�to�understand�your current state we will conduct a comprehensive business analysis exercise of�your�user�and�technological�landscape.�This will enable us to map out user roles, applications and devices in order to identify how you are currently operating, compared�to�the�desired�‘future�state’.

Key Microsoft technologiesGet to know some of the tech powering your secure transition to the Cloud:

Windows 10

Designed to enable seamless connectivity, Windows 10 is the platform through which all Microsoft technology flows. It features integrated multi-factor and biometric authentication as well as data encryption services that protect data as it moves between devices, storage, emails and cloud services.

Office 365 Advanced Threat Protection (ATP)

Microsoft’s Advanced Threat Protection can help protect police forces from malicious attacks by actively monitoring emails and websites for malware and phishing attacks.

Microsoft Intune

Intune is a cloud-based service that allows for the remote management of mobile devices, applications and PCs. This allows organisations to keep employees productive wherever they may be working by allowing controlled access to data and applications all while keeping that information secure.
