17.04.2011 DIPLOMACY GAME Recently some events occurred in Libya. Civil people have been struggling against the leader of Libya, Kaddafi to get freedoms and right. But this struggle transformed a civil war after a while and people started to die. As the result of this, the NATO began the attacks to Libya against Kaddafi and his supporters with the decision of UN. But, in fact, France has already started to bomb Libya. As a member of NATO, Turkey has to join this operation as well. But Turkey didnt accept interference like France or other states or didnt want. Unfortunately, the things Turkey did went to waste. I think the reason of this is that Turkey doesnt know what will do or want to do. The Prime Minister of Turkey, Tayyip Erdoan can get angry with France or other states for the attacks to Libya. But I think Turkey didnt use true strategy or cant. Turkey considers that I know Libya and Libyans much more than others as the ancestors of Ottoman Empire. But Turkey doesnt know the power of time and doesnt understand that people and states can change with time. The USA and some states in Europe founded some institutions named think-tank to understand these people and states and to combine true strategies with these. Thank to these foundations states learnt much more things about Northern Africa, Middle East, Europe, Asia maybe China. Of course, I should say that although these institutions are very useful for the states to improve strategies and to apply more proper foreign politics, the USA couldnt acquire the things it wants in Iraq and have to go out of there. And it couldnt still catch Bin Ladin and finish war in Afghanistan. Of course think-tank cant always bring successfulness to the states, but Turkey can improve more true strategies and follow more true politics in Libya if Turkey uses think-tank more effectively. For example, Erdoans peaceful plan. I dont think that Kaddafi will accept this plan. And besides, it is not certain that other states, especially France will accept. And can we say that this plan will finish this war? According to the author, this plan includes the reforms after the war, not the solution of the civil war. Other topic is that Erdoan say to Kaddafi Go!. What is the meaning of this? Politics is changeable because of that it is a social science. So anyone cant know what will happen. If Kaddafi wins the war against Libyan people and the NATO, will he say to Turkey that you warred against me and therefore you are my enemy anymore? Another topic is that Turkey doesnt really know what will do. As a member of NATO, Turkey must do what is necessary to do. But, from other side, we ask that if Turkey bomb on the people in Libya or not. In fact, Turkey stayed between east and west. One side is west and its institutions, EU, NATO and of course, the USA. Other side is the moralities, norms and values Turkey has. Because of this, Turkey is strolling at dead-end street now. When Turkey does something in Kaddafis anti-supports favor, NATO, the USA and France will say that as a member of NATO, you arent doing your responsibilities. When Turkey does something in NATO and the USAs favor, Libyan will say that youre occupying. The author is saying this, Turkey can be perceived as a collaborationist of unchallengeable command regimes by Libyan who wants freedoms and rights. Lastly, I want to mention one topic as well before I pass the conclusion. There is something I dont understand. The author says that Turkey hasnt recognized Temporary National Council yet. I
