The Elcon Group, Inc. has been in business for the past 40 years. The firm is DBE certified and is located in SoSo Miss. Mr. Elliot Marsh is the owner of the company that strives toward continued growth and success as well as assisting others. The firm specializes in consulting services in Construction Estimating, Program & Constructions Management, CPM Scheduling and Project Cost Control. TIPS ON ESTIMATING By Elliot Marsh

ELCON GROUP INC.

The critical path method (CPM) is a management tool which can provide contractors with more precise planning and scheduling techniques by graphically showing each activity on a project and its relationship to other activities. Critical path provides an accurate picture of where the project stands, what remains to be done and which jobs are critical to finishing on time.

CPM is a logical and organized planning procedure. It is important that the physical layout of the network reflects the same logic of the organization and project.There are basically three stages of the critical path method: (CPM) Critical Path Method planning, scheduling, and costing. Today we will concentrate on the first step—PLANNING.

The first step is to separate activities of the project and place them in a logical sequence. Some activities must precede others, some must follow others and others may be performed at the same time after the sequence is determined and arrow diagram is made. The backbone of CPM is a graphic model of the project. The basic components are the arrow. Each arrow represents one activity in the project. The tale of the arrow represents the starting point of the activity and the head as well as the completion. The arrow is not drawn to scale and does not necessarily have to be a straight line. Arrows are arranged to show the plan or logic of the sequence in which the activities of the project are to be accomplished. The logical flow chart or diagram is a result of the network of arrows indicating the decisions the planners make to program the project.

If a project will consist of six-consecutive activities, the network content will appear as follows: (see attachment).

BUILDERS RISK INSURANCE BASICS

The Builders Risk Plan is designed to meet the specific needs of most residential and commercial contractors and can be customized for even the largest construction projects. Builder’s Risk Insurance, also known in some areas as Course of Construction, is an important part of property insurance. It covers a building where the building or insured area is presently being constructed. It can cover just the structure, or also the materials on site waiting to be installed or transported to the job site and is an insurance that most owners will ask every contractor to carry. The builder's risk insurance policy will pay for damages up to the coverage limit. It reflects the total completed value of the structure (all materials and labor costs, excluding land value). The construction budget is the best source for determining the appropriate limit of insurance. What Does Builder's Risk Cover? Damage from the following events will be covered by most policies:

Fire Wind (may be limited in coastal areas) Theft Lightning Hail Explosion Vandalism Vehicles/Aircraft

Please read your course of builder's risk insurance policy to be familiar with its limitations and exclusions. Limited coverage is provided for collapse. Standard exclusions are listed in the polices. An important exclusion which should be read in its entirety excludes coverage for damage resulting from faulty: design, planning, workmanship, and material.

Things you should also know:

The insurance will not cover the property of others. Sub-contractors are required to have their own insurance. There is no coverage for tools or equipment. No coverage for professional liability It does not cover accidents at the job site. Usually, coverage ends when the building is completed or occupied. The premium for the annual policy is fully earned.

For specific terms, coverage and exclusions, the original builder's risk insurance policy will determine the applicable coverage. Builder’s Risk insurance policies can often be written in terms of three months, six months, or 12 months. If the project is not completed by the end of the initial policy term, it can often be extended, but usually only one time. Always consider a Builders Risk policy for new construction and remodeling jobs to protect against loss.

Scope of Work: Jackson State University's Institute of Government is seeking qualified and experienced professional planning and engineering firms, and or individual consultants with extensive background in public transit planning, analysis, operational and administrative evaluation, and budget management and recommendations to collaborate and partner with its internal program personnel involving a small-to-mid size urban core city and metropolitan area that has requested a compressive assessment of its current public transit operation. The University's Institute of Government (IOG) shall be the overall project manager and thereby represent the University as the primary professional service provider to the client. The contract to be consummated shall be between the client and Jackson State University. Any sub-contractual agreements derived as a result of this response and evaluation of qualifications shall be consummated between those entities and the University. The client has engaged IOG through conversations and procurement practices deemed acceptable by the Federal Transit Administration through Federal regulations C4220, and Section 5307. Due to the comprehensive analysis and recommendations required for the client's transit assessment, IOG has deemed it appropriate to engage the professional transit experience of firms and or individuals to assist/partner in this endeavor. In summary perspective, the client detailed two specific requests: the need for an intermediate transit improvement and route optimization plan, and an evaluation and recommendation of costs, effectiveness, process and challenges of creating a regional transit authority.

The Small Business Capital Fund of MS, Inc. (SBCF) located in Jackson, MS , has been approved by the US Department of Transportation as the sole lender in the state to administer the USDOT’s Short Term Lending Program

(STLP). This program is a loan guarantee program. Approved lenders, such as SBCF, offer these loans, which provide up to a 75% federal government guarantee. The STLP is designed to assist Disadvantaged Business Enterprises (DBE) and

Small Disadvantaged Businesses (SDB) seeking access to working capital in order to obtain transportation–related contracts receiving USDOT funding. These loans are revolving lines of credit that provide funds to finance the direct labor

and material cost of completing transportation-related contracts. The transportation contracts are assigned to the line of

credit as the primary loan collateral.

The participating lender will advance funds to the borrower based upon approved contract invoices for work completed.

The maximum advance rate on an invoice is 85%. Certain certifications are required for utilization of the program.

Applicants can be a contractor, sub-contractor, supplier of products or provide professional services for the

transportation related-project. Start-up businesses are not eligible for this program and applicants must be current on all

tax liabilities. The line of credit is usually set up for a one-year term. Other eligibility restrictions may apply.
