• This session will familiarize you with the fields in the Disciplinary Action and Incidents of Crime and Violence files, their definitions and help you determine if the incident is reportable or not.

Why? – Safe Schools
• Establish state compliance with ESEA• Determine if Idaho schools are “Persistently Dangerous.”• In each of 3 consecutive years, one instance of:• Homicide• Sexual Offense• Kidnapping• OR the school exceeds 1% of the student body or
3 students (whichever is greater) expelled or convicted for Violent Criminal Offense or violations of federal/state gun free schools requirements.

• ISDE is required to collect and report data to meet IDEA regulatory requirements:• IDEA Subpart F—Monitoring, Enforcement,
Confidentiality, and Program Information Monitoring, Technical Assistance, and Enforcement • § 300.600 State monitoring and
enforcement.• § 300.601(b) Data Collection

Why? – IDEA/SPED
• School Improvement Grant (Requirement)
• Tracking and reviewing discipline data is a critical part of the most effective allocation of resources and program planning.
• Behavior policy violations contribute to toxic school climates, which have significant impact on teaching and learning.

Why? – SIG/Common Sense
• Prior to the 2012 School Year, districts reported annually on incidents of Discipline/Crime and Violence on aggregate by grade/gender.
• Starting in the 2012/2013 School Year reporting was integrated into the monthly ISEE upload. • Why the change? • Auditable, replicable, and valid.
• The SDE reports data to USDOE on aggregate. No disaggregated data leaves the Core database for any reason.

History
• It was determined that the level of reporting was left to the LEA to determine incidents outside current state law.
• Responsibility to report rests with school administrators.• Each LEA determines threshold for reporting incidents of
violence.• Only actions that result in ½ day or more of removal from
typical school activity is required unless juvenile justice/law enforcement involved.• ISS, OSS, URI, RHO, EXP, or EXM
• Each LEA establishes lists of infractions and sanctions imposed for violating policy in accordance withIdaho statute and IDAPA rule.

What to report?
• ISEE Longitudinal Database• SRM upload each month.• 2 Files:• Disciplinary Actions• Incidents of Crime or Violence
• If there were no incidents for the reporting period, upload empty files with just the file headers only.
• Superintendents certify information.

• Alcohol, Bullying, Distribution, Explosives, Expulsion, Fighting, Firearms, Harassment, Incidents, Male or Female, Repeat, Insubordination, Knife, Other Drugs, Other Non-Firearm Weapon, Possession, Tobacco, Truancy, Use of alcohol/tobacco on school grounds, and Vandalism.
• Suspension: In School and Out of School• Arson, Assault, Battery, Federal Gun-Free Act, Homicide,
Kidnapping, Robbery, Sex Offenses, Stalking and Threats or Actual Physical Injury.
