LSU’s Improving Clinical Outcomes Network (LSU ICON), led by Pennington Biomedical, represents the joint efforts of several of the Louisiana State University
academic health science and health care delivery institutions to improve the care of patients in Louisiana.
A VALUE PROPOSITION
In the context of national health care reform, health care providers are expected to be more accountable for
the care they deliver from the perspectives of cost, quality and patient satisfaction. With these expectations, the infrastructure
necessary to coordinate efforts across Louisiana for the purposes of improved quality and efficiency must be substantially
enhanced in order to deliver higher value for patients.

Administrative Core
• planning, evaluation and tracking of the LSU ICON enterprise
• facilitation of communication across the other four Cores
• coordinates the Steering Committee, Health Literacy component and Pilot Projects
• tracking and compliance staff monitor adherence to Good Clinical Practice guidelines, Human Subjects Protection, HIPAA and privacy rules across all LSU ICON Cores
Medical Informatics Core
• The primary function is to support quality improvement projects throughout the LSU Health System through the use of informatics applied in a uniform and systematic approach across all units.
The Core has the following services available:• Support projects involving LSU clinical and administrative data (DMED, Pelican) • Support access to external data sources (e.g. LTR, OPH death registry) • Support incorporation of new data types into projects • Support direct use of retrospective data by investigators (L-DMED) • Support background research for project design• Acquisition of naturally-arising project outcomes data• Maintenance of disease and population registries• Develop/maintain databases for prospective projects
Design and Analysis Core
• composed of biostatistics, epidemiology and community health personnel
This Core serves three functions, as follows:
• generates ideas and tests hypotheses using data from patients being served in the LSU hospitals and clinics
• provides consultation in statistical issues of design and analysis of clinical outcomes projects which emanate from LSU ICON
• the Community Health Specialists will support multiple LSU ICON projects by consulting on the design of projects that include behavior modification
Network Evaluation Support Team
• encompasses Patient Interaction Specialists and other personnel who interact with patients in the LSU hospitals and clinics
• Patient Interaction Specialists are responsible for implementing collecting and maintaining data from LSU ICON clinical and health services projects
• Patient Interaction Specialists are embedded in the individual performance sites and can screen potential subjects for protocol eligibility, present project concepts and details to the patients, participate in the informed consent process, and enroll patients into LSU ICON projects
Medical Consultants Core
• comprised of physicians and behavioral psychologists who are highly experienced in methodology of clinical projects.
• can be used as a resource to those healthcare providers and LSU faculty requesting mentoring with projects involving improving clinical outcomes or improving health services under LSU ICON.
• responsible for stimulating ideas among the LSU ICON institutions, for guiding and refining project ideas and encouraging new projects to come from the field.
Round 1 Pilot Projects
56 letters of intent were received
17 full applications were solicited
2-4 pilot projects will be funded
Round 2 will be advertised in March/April.
