New York’s Gov. Andrew Cuomo supported and signed a
bill passed by the Senate 49-10 Saturday, July 5th, which
will allow for marijuana to be used for therapeutic purposes
for seriously ill patients.
The bill will allow for cannabis to be consumed in various
forms including edibles, tinctures, pills and vaporized, but
may not be smoked.
New York is now the 23rd state that is set to legalize
marijuana for medicinal purposes.

New York OverviewThe health department will select no more than five
registered organizations to manufacture medical
marijuana. They may be for-profit or non-profit and
may have no more than four dispensing locations
each.
Applicants must have all executed deeds or
documents to show they possess or have the right to
sufficient land, buildings or other premises - OR - posts
bond of $2M.
Registrations are non transferrable
Must manufacture in an indoor, enclosed, secure
facility

Maryland Overview
On April 14th, 2014, Gov. Martin O’Malley made history in
the state of Maryland, signing two bills that will make
Maryland the 21st state to enact a medical marijuana
program and the 18th state to decriminalize marijuana
possession.
Senate Bill 923 and House Bill 881 will significantly change
the medical marijuana program.
Maryland is transitioning from having an unworkable
research-based program to having an effective program
that will provide real access to patients.
Maryland OverviewNovember 13, 2014: The Medical Marijuana
Commissioners approved the draft regulations.
Until May 31, 2016, the commission may issue pre
approvals of a license up to a total of 15 licenses
based on application rankings
After June 1, 2016 the commission may issue pre
approvals of a license necessary to meet the
demand for medical marijuana for qualifying patients.
Within 10 business days of the commissions
decision, the commission will notify an applicant who
has been pre approved for a license.
QUALIFYING MEDICAL CONDITIONS:
Maryland
• Cachexia, anorexia, or wasting syndrome;
• Severe or chronic pain;
• Severe nausea;
• Seizures; or
• Severe or persistant muscle spasms.
Will allow recommendations for “any other condition that is
severe and for which other medical treatments have been
ineffective if the symptoms reasonable can be expected to be
relieved by the medical use of marijuana.”
State health officials estimate that 45,000 patients would be
eligible to obtain medical marijuana.

Arizona Overview
How will this work?
A medical marijuana dispensary registered with ADHS must
be operated on a not-for-profit basis, but will be able to receive
payment for expenses incurred in its operation.
The Department can issue no more than one nonprofit medical
marijuana dispensary registration certificate for every ten
pharmacy permits issued by the Arizona State Board of
Pharmacy under current law.
A dispensary can cultivate marijuana only in an enclosed, locked facility.
A dispensary can acquire marijuana from other registered nonprofit
dispensaries or from a registered qualifying patient or designated caregiver if
the patient or caregiver is not compensated for the marijuana.
The Department anticipates issuing 126 total dispensary registration
certificates.

Important Dates:

Late 2015: Applications being accepted
Applying for a Dispensary Registration Certificate: 30 working days
Applying to Operate a Dispensary: 45 working days
The Department will accept dispensary registration certificate
applications for 10 working days beginning 30 days after the
Department posts on the ADHS website that it will be accepting
applications.
Arizona Overview
If only one complete application is received for a dispensary in a particular
CHAA (Community Health Analysis Areas), that applicant will be awarded a
dispensary registration certificate.
• If more than one complete application is received for a dispensary in a
particular CHAA;
• All individuals access to $150,000 in capital;
• No individuals with more than 20% interest in the dispensary that are not
the applicant, principal officer, or board member of the dispensary
Then the Department will use a random selection process to allocate the
dispensary registration certificate.

Change (Or to Add a Cultivation Site): $2,500
If a dispensary registration certificate application is complete and the applicant is
not allocated a dispensary registration certificate, the applicant will be refunded
$1,000 of the $5,000 application fee.
