ST. HELENA — The city is considering a November 2016 ballot measure that would make St. Helena a charter city and impose a transfer tax on real estate transactions.

Council members identified a charter city/transfer tax initiative as a top priority in Feb-ruary, when a long-range budget forecast made it clear that St. Helena’s current revenues are inadequate to support necessary staffing levels and pay for vital infrastructure improvements, including road repairs and major maintenance projects at Bell Canyon reservoir.

Imposing a transfer tax would require two votes: one to establish St. Helena as a char-ter city and another to impose the tax. Both

measures could appear on the same ballot at a general election, and each would need the support of a simple majority of voters.

To get the measures on the Nov. 8, 2016, ballot, the council would have to approve proposed city charter language by its April 26 meeting. Under a calendar proposed by city staff, public hearings on the charter would take place in May and July, and the council would call for an election on both ballot measures at its Aug. 9 meeting.

The city’s best option would be to follow the model of Emeryville, which approved a city charter that had no effect on how the city is run and simply facilitated a transfer tax, City Manager Jennifer Phillips told the council on Tuesday.

Bay Area governments have imposed trans-fer taxes of between $8 and $15 per $1,000 of valuation, Phillips said. The council will have until next August to work out an appropri-ate transfer tax rate for St. Helena and decide

whether the rate should be tiered so that it increases as valuation increases.

The city has set aside $25,000 to investigate the charter city/transfer tax process. Phillips said the city will issue a Request For Proposals from firms that could help the city draft the ballot measures and conduct polls of poten-tial voters.

At Tuesday’s meeting, council members reit-erated their support for exploring the charter city/transfer tax, and also formed a Revenue Source Task Force. The ad hoc committee will explore revenue options and submit a final report to the council by January, in time for its recommendations to be discussed at the council’s annual goal-setting session.

The seven members of the task force will be appointed at a future council meeting. They will include two city council members, one planning commissioner and four St. Helena residents. The group’s meetings will be open to the public.

Many homes in Napa County are returning to near pre-recession values providing owners with the equity to

make a move they were not capable of doing over the last six years. Even with the return

of their equity those who pur-chased their property pre-Prop-osition 13 hold a tax base and annual tax cost they are reluc-tant to give up.

Many in this situation are not aware that Proposition 60 passed by voters in 1986 allows you to transfer your old tax base to a newly purchased property.

The key elements to determining if you qualify are:

1. Homeowner must be over the age of 55.2. You must buy or build replacement

residence within two years from sale of cur-rent residence.

3. The value of your replacement home must be of equal or lesser value than home being sold.

4. This transfer of base year tax base can only be done once.

5. You must actively apply for the transfer with the Napa County Assessor

How this law work for you:Let’s assume you bought your home in

Napa over 25 years ago for $200,000 and your current taxes are $2,700 per year. The value of your home in today’s market is $500,000. Your family is grown and you are looking to “right size” and have located a condominium that you can purchase for $400,000. The problem is that the taxes on that purchase would raise your annual taxes to approximately $5,000 or $2,300 more than you are currently paying.

Provided you qualify, Proposition 60 allows you to take that base year value with you and transfer your current tax payment of $2,700 to the new home saving you the $2,300 per year. Being on a fixed income, many buyers can afford the replacement residence but cannot afford the new taxes. Many homeowners are on

a fixed income and in many cases have paid off or reduced their loan costs to minimize their housing costs.

It is important to remember that the benefit from this tax law is not automatic. Originally you had to apply within two years of the date that the replacement dwelling is purchased by filing a claim of relief. That rule was changed in 2007 and as long as you are still residing in your replacement home you are able to apply for the transfer. The form is available from the Napa County Assessor’s Office and you must provide information on both your sale and replacement dwelling and also information confirming that you are over 55 and qualify for the program.

To see if you qualify contact the Napa County Assessor or your real estate agent. It is possible for you to go back and apply even if you have already completed the sale of your old home and purchased your new one. Your replacement home must be in Napa County

or in a number of other counties in California which accept Proposition 60 transfers.

As always, it is best to make this inquiry before you put your home on the market for sale and before you purchase your replace-ment property. Prior planning can save you money and give you the security retaining your tax base and still enjoy the lower cost of a new residence.

After years of little single-family home con-struction in Napa, pent-up demand is now driv-ing a number of new projects, including homes that sell for more than $1 million.

The Castle Companies of San Ramon, which built Sheveland Ranch starting in 2003, has submitted a tentative map for 12 single-fam-ily homes on West Pueblo Drive and Morlan Drive in west Napa. The project is called Pueblo Ranch Estates.

Presidio Residential Capital in San Diego and Lafferty Communities of San Ramon have been approved to build a collection of 18 more expensive luxury homes on Orchard Avenue in northwest Napa called Brioso.

Napa does not have enough housing, said Paul Lucatuorto, co-principal at Presidio Residential Capital. “We have positive economic growth, unemployment is shrinking and home prices have been steadily increasing since 2011,” he said. “We see rising sales prices and limited supply.”

His research shows that about 1,000 new residents move to Napa County annually, but fewer than 200 building permits are issued each year, he said.

North Bay Association of Realtors Napa branch president Kris Chun said that the demand for housing is due in part to lack of new homes. Today, there is less than two months’ worth of housing inventory on the market. A typical market usually features about four months’ worth of inventory, he said.

New home projects indicate a healthy real estate market, Chun said. “Builders realize they can make money on houses in Napa,” he said.

The 12 homes at Pueblo Ranch Estates will sell for an average of about $600,000, said Steve Garrett, a partner at the Castle Companies. The size will range from 2,200 square feet to 2,900 square feet, with three to five bedrooms, he said. He hopes to start construction by next summer and be done by spring 2017.

The days of building hundreds of new homes in one space in Napa seem to be over, Garrett said. “There’s not a lot of large developable

projects in Napa anymore.”His company has previously built homes on

Big Ranch Road and Terrace Drive.Sheveland Ranch got caught up in the hous-

ing market collapse of the mid-2000s. While the first 90 homes sold out, the downturn hit and the project was closed for about a year, he said.

“During that time, we retooled, came up with a more affordable floor plan,” built about 50 homes and rented them instead of selling.

It was not their first choice, but the work paid off, he said. The company has since sold the rental homes and the accompanying apart-ment complex.

In north Napa, the Brioso project by Presidio Residential Capital and Lafferty Communities will offer luxury homes for around $1 million.

His firm and Lafferty Communities will break ground this winter on seven acres on Orchard Avenue near Solano Avenue. Home prices will range from $950,000 to $1.3 million. The total cost of the project will be about $17 million, and the retail value will exceed $21.8 million, said a news release. A grand opening is scheduled for summer 2016.

Brioso will offer several different home plans on lots with a median size of 13,466 square feet. The single-story homes will have private wine tasting rooms, vaulted ceilings and spa-style master bathrooms. Home sizes will range from 2,600 to 4,500 square feet.

The company said it chose that spot to invest in because of “Location, location, location,”

Lucatuorto said.“This particular location has great views of

the Mayacamas hills and backs up to vineyards. It seemed like a good combination of residential plus the vineyards and hills.”

Lucatuorto admitted that shoppers for the million-dollar homes are likely not first-time buyers or young families. He expects buyers to be older workers still commuting but who don’t want to live closer to urban areas, people who telecommute or the recently retired.

“Napa is such an iconic area, it’s got such a rural feel to it yet it’s still within a reasonable distance to the cultural advantages of the Bay Area,” he said.

Not all of Presidio’s building projects in other cities are luxury homes, he said. However, “In Napa it’s very difficult to buy land, develop it and sell a home for less than $1 million, espe-cially with the large lots.” Lots at this parcel are zoned to be at least 10,000 square feet.

According to the National Association of Home Builders, the one-year local impacts of building 30 single-family homes in a typical metro area include $6.3 million in local income, $600,000 in taxes and other revenue for local governments, and 96 local jobs.

Single-family homes priced starting at $600,000 are daunting for many buyers, espe-cially first-time home buyers, said Chun. To qualify for a loan to buy a $600,000 home, buyers would typically have to make at least $120,000 a year.

While many Napans have let their lawns go brown and dry, there are some front yards that seem to defy the drought. Solid green from corner to corner, they are emerald beacons amid the parched landscape of other neighbors.

These locals have managed to get the green look without the water — they’ve painted their lawns.

Some have Ryan Leija to thank for that. The Napan just started his own business, called Leija Lawn Painting. Using a water-based paint, he sprays a custom mix of the coloring on top of browning grass, recoloring it foot by foot.

Until recently, he’d never painted a lawn, admitted Leija, age 22. He got the idea after seeing something about lawn painting on Face-book. “I said, ‘That’s cool.’”

A search to see if anyone in Napa was offer-ing lawn painting came up empty.

“I thought, ‘Hey, why not me?’”His customers are primarily homeowners

“who take price pride in the appearance of their lawn but also (want to) save water.” He charges about $150 for a lawn up to 1,000 square feet. After that the cost is 25 cents per square foot.

The lawn painter said most people are unaware of how he paints the lawns. “It’s not green spray paint,” he said. “It’s an actual lawn paint.” Because the paint is water based, it doesn’t stop the lawn from growing, he said. “The pigment is derived from plants,” and is reportedly nontoxic and safe for kids and pets, he said.

At first he intended to mix certain varia-tions of green, depending on the lawn owner’s preference. But now he just offers a standard lush green. “People just want a really pretty green lawn.”

After working for his father, who is a con-tractor, Leija said he’s familiar with working outside and with his hands. He’s painted about 25 lawns so far, he said. After the work is done, he usually sticks a sign on the newly green grass indicating that the lawn has been painted.

“People want the sign so they don’t want people to think they are overwatering,” he said.

The products he uses come as a concen-trate, he explained. Using his own lawn as a test patch, he’s perfected his own mix of three different pigments and water ratios. He declined to name the specific products he uses – it’s his

trade secret, he said.The coating is applied using an airless sprayer

and lasts about three months. It will not wash away if it rains, Leija said.

Lawn painting is a good compromise during the drought, he said. “The idea is to cut back on water, but still have a beautiful lawn.”

The largest lawn he’s painted is about 3,000 square feet, he said. The average lawn, about 1,000 square feet, takes about an hour to paint. “I’ve got it down to a science.”

“It’s a win-win for everyone. Everyone likes having a nice lawn. Most people are just really happy to have their lawn green again.”

When asked about what he will do when it finally starts raining again, Leija said he’ll just wait until next summer to start painting lawns again.

“This could be a regular seasonal kind of job,” he said.

Tyler Meisenheimer, store manager at Napa’s

Kelly-Moore Paint store, said that about a month ago he started selling one brand of lawn paint called Lawn Lift.

“A lot of people are kind of skeptical about it,” but a few have bought some bottles to test it out, he said.

“Obviously, the drought has caused a lot of people to not use their sprinklers. This is an alternative to buying all new grass or sod, or if someone is trying to sell the house and spruce up the lawn.”

The Lawn Lift website does not list the con-tents of the product.

It’s supposed to last three to four months, said Meisenheimer. “The color match is really good. It looks like new grass when you spray it on.”

The product costs $15 to $70, depending on the quantity. He hasn’t tried it on his own lawn at home, said the manager. “I rent. They still use the sprinklers whether we like it or not.”

A small floral arrangement on a bathroom vanity, for example, adds warmth and color—a particularly nice touch if you’re hosting guests.

2 Beautify with backsplashesTiling your backsplash is

an easy update that instantly upgrades a kitchen or bar space, and serves as a great conversation starter for guests. Start this project in the fall so you have plenty of time to finish before the thick of the holidays. A backsplash also can be a relatively inexpensive project with a stunning impact.

3 Be merry with metallicsTo create a show-stopping

visual effect, use metallics in details throughout your home. Chrome and nickel are hot, and there’s a current resurgence of brass and gold. If you have metal in your

backsplash tiles, add a centerpiece in the same metal to tie the entire room together. Keep in mind that less is more. Thoughtful touches of holiday decor will have bigger visual impact than an overload of figurines and frills.

4 Get jolly with geometric patterns

(BPT)—Ahh the backyard—it’s served you well all summer. But now the seasons are changing and colder weather is on the way. Which means you need to prime your property from the ravages of winter. That’s right, it’s time to winterize!

Since you can finish your indoor winterizing as temperatures get cooler, it makes sense to winterize your outdoor living space first. With that in mind, here is a five-point checklist to help safeguard your home from Jack Frost for another year:

Prep your deck. Your beautiful deck has been a source of outdoor enjoyment all summer long, so now it’s time to protect your beloved structure before winter rears its ugly head again. Of course, the amount of work you have to put into win-terizing your deck depends on your decking material. For example, a durable, long-lasting material such as beautiful Western Red Cedar requires the least amount of main-tenance. That said, all decks require some upkeep.

So to preserve your deck’s lus-ter, start by cleaning it with a

warm soapy solution and a soft bristle brush (never power wash). It’s important that you remove all dirt and debris from both the surface as well as in between the boards during this process because the more ventilation your decking has through the colder months, the better it will look come spring-time. Next, inspect the deck for the presence of mold. If present, wash the deck with a mild oxy-gen bleach solution and leave on the surface for 30 minutes before rinsing thoroughly. Finally, remove anything that might leave marks on the deck’s surface from inconsistent weathering—think outdoor furni-ture, movable planters, door mats etc. As for finishing your deck with a fresh coat of stain etc., that’s really more of a spring job (i.e. you’re off the hook for another six months).

Inspect your windows. Take a stroll around your home’s exterior and inspect each of your windows to see if any gaps or cracks are present. If you find some, apply caulking to the openings and this will prevent cold air from seeping through these cracks during the winter, which in

turn, will cut down on your heat-ing bills!

Protect those planters. These days, most planter boxes are made with Western Red Cedar. That’s because it’s naturally resistant to rot, decay and insects; and there-fore, doesn’t require treatment from potentially dangerous chemicals that can leach into your soil and plants. But like all garden beds, Real Cedar planters need protection during the winter months. Start by removing all soil and cleaning the boxes as you did the deck. Then if possible, store your emptied planters in a garage, shed, under the porch etc. If you can’t, then cover them with a water repellent tarp to protect from mois-ture buildup—but make sure you don’t seal the tarp. As with decks, it’s very important that you allow for proper ventilation.

Trim those trees. As you walk around your house inspecting your windows for cracks and gaps, this is also a good time to take a look at your trees. Look for trees that are old, appear weakened or diseased. In addition to the trees themselves,

you should also check for any dead branches, particularly those hanging near or over your home. As snow accumulates over the winter, the weight may be enough to bring a diseased tree or branch down, poten-tially damaging your home. You can eliminate this risk by removing any dead trees or branches now before the first snow starts to fly.

Guard the grill. If grilling is one of your favorite summertime activ-ities, you don’t have to abandon it just because winter’s coming.
