EDITORIAL

Il y a maintenant un an, lorsque Roger Eggleston a dû quitter notre région pour rejoindre sa famille en Angleterre, j’ai accepté son invitation d’endosser son costume de président du comité de l’AAFI-AFICS afin de porter jusqu’à terme son mandat prenant fin avec notre Assemblée générale du 16 avril 2013.

Arrivé à ce terme, à l’heure de transmettre ces fonctions à notre nouveau président, je souhaiterais me retourner sur ce chemin parcouru et partager cette expérience avec vous les membres et forces vives de notre association.

Travailler de l’extérieure avec notre association, comme je le faisais lorsque j’occupais mes fonctions à la tête du Bureau de Genève de la Caisse commune des pensions du personnel des Nations Unies, m’avait permis de constater l’effervescence qui y régnait mais aussi l’implication et la compétence de chacun.

Au cœur de l’action cette vision n’a fait que se renforcer et je voudrais témoigner de l’intense activité continue dans cette fourmilière aux milles tâches. Chaque mois les membres du comité y compris les représentants des organisations sœurs, participent avec enthousiasme aux débats. Par de là leur assiduité j’ai surtout pu noter le souci permanent de chacun, au delà des points de vue initiaux et bien heureusement à l’occasion divergents source de richesse des échanges, d’œuvrer à dégager une position commune la plus propice à défendre les intérêts de l’ensemble de nos membres. Entre ces réunions mensuelles les échanges se poursuivent activement et les courriels sont nombreux.

De leur côté, les membres du Bureau, un petit groupe de sept personnes sont sur le pont en quasi permanence, tenant une réunion hebdomadaire mais aussi en contacts intensifs les uns et les autres également par courriels. Cette équipe ramassée œuvre avec efficacité, prépare les dossiers pour le comité, pour l’Assemblée générale, organise les séminaires, prend les contacts nécessaires élabore les Bulletins trimestriels et autres communications aux membres et non des moindres et, ceci à ma grande admiration, expédie un volume absolument impressionnant d’affaires courantes.

Dans l’ombre une poignée de bénévoles sans qui beaucoup de tâches seraient mises en péril, œuvre au secrétariat, à l’édition, la traduction, l’informatique, l’assistance aux membres. Des cas sociaux difficiles et des demandes d’aide et


assistance sont confiés à notre Assistante sociale et des volontaires assurent les permanences au bureau de l’association.

Au milieu de cette intense activité le président chef d’orchestre assure l’harmonie entre ces nombreux acteurs. C’est là une tâche enthousiasmante que de tirer parti des différences de vues et de les cristalliser sur une solution commune. A l’occasion j’ai pu apporter également mon expérience en matière de pensions, un sujet qui me tiendra toujours collé à la peau tant sa technicité stimule ma curiosité et sa dimension humaine motive mes actes.

Au travers de ces douze mois j’ai eu un immense plaisir à travailler sur des sujets qui me tiennent à cœur mais aussi de faire partie d’une équipe, cette approche du travail « gagnant gagnant ». Effectivement, si nos connaissances personnelles sont fortes et valorisantes elles se décuplent lorsqu’elles sont mises à disposition, partagées et portées par la puissance d’une équipe qui assure la pérennité de la collectivité et pour nous la pérennité de notre association.

Alors à ceux d’entre vous qui hésitent, ceux qui se disent qu’ils auraient peut-être bien une compétence à mettre à la disposition de notre association mais qui n’osent pas, franchissez le pas, venez, nous avons besoin de vous, comme membre élu du comité ou membre coopté, ou comme volontaire, ne vous privez pas d’une telle expérience enrichissante et utile.

Au terme de cette tâche si stimulante, rejoignant les activités que j’avais mises un peu entre parenthèses dans ma belle région Annécienne et le sud de la France, je voudrais remercier tous ceux qui m’ont fait confiance et, comme il est d’usage dans notre région du Grand Genève, je souhaite à notre nouvelle équipe et à son président « tout de bon » et bon vent, je sais déjà que vous réussirez.

PREMIER SEMINAIRE ORGANISE EN COMMUN PAR LE BUREAU DE GENEVE DE LA CAISSE DES PENSIONS DES NATIONS UNIES ET L’AAFI-AFICS DE GENEVE A

L’INTENTION DES RETRAITES

L’idée d’un séminaire commun à l’intention des retraités est venue à l’esprit de Gilbert Ferrari, président de l’AAFI-AFICS à l’automne 2012. Il s’en entretint avec Alan Blythe, chef du Bureau de Genève de la Caisse des pensions et ses collaborateurs qui l’adoptèrent après mûre réflexion. Tenu régulièrement après une première session en 2013, un tel séminaire pourrait donner aux membres de l’AAFI-AFICS résidant dans la région de Genève l’occasion de s’entretenir chaque


année avec le personnel compétent du Bureau de la Caisse sur des sujets spécialement retenus.

Le premier séminaire qui, nous le souhaitons, marquera le début d’une série, s’est tenu au BIT le 5 février 2013 dans la salle du Conseil d’administration. Gilbert Ferrari l’ouvrit à 9h30 en souhaitant la bienvenue à MM. Alan Blythe et Aliamane Bacar Saïd, chef par interim de la Section des Finances, ainsi qu’à quelque 210 participants. La séance fut composée de trois présentations suivies chacune d’une session de questions et réponses. Après avoir chaleureusement remercié les intervenants, les participants et les interprètes, le président de l’AAFI-AFICS clôtura les travaux à 12h30.

Le premier orateur, Alan Blythe fit une présentation générale de la Caisse commune des pensions du personnel des Nations Unies (CCPPNU) : le système, sa situation actuelle, les développements récents et les perspectives d’avenir. Il insista notamment sur les aspects suivants :

- Le système de le CCPPNU repose sur deux éléments : (1) les ressources parvenant à la Caisse à tout moment proviennent a) des cotisations (des organisations qui en sont membres et, à titre individuel, des participants qui y travaillent) et b) du revenu des placements des avoirs de la Caisse sur les marchés financiers dans presque tous les pays du monde ; (2) les dépenses de la Caisse couvrant a) les prestations dues aux retraités ou à leurs ayants-droit et b) les coûts de l’administration de la Caisse et ceux qu’entraînent les placements des actifs. En 2011 le montant des contributions reçues par la Caisse s’est élevé à US$ 2,192 milliards et le montant des prestations versées à presque 2,128 milliards.

- La CCPPNU est un régime à prestations déterminées, ses actifs (ressources) étant mis en commun. La prestation payée à chaque retraité est fonction de la durée de ses services et de son salaire final. C’est à l’employeur qu’incombe le risque des placements et l’argent du retraité ne peut disparaître.

- Au 1er janvier 2013 la situation de la Caisse était la suivante : la Caisse présentait un ratio de financement de 86% (en tenant compte du système d’ajustement des pensions, sinon de 130%) ; la valeur de marché de ses actifs était estimée à US$ 39,7 milliards, en comparaison des 41,4 milliards l’année précédente et le déficit actuariel s’élevait à 1,87% de la rémunération prise en considération aux fins de la pension (voir l’article sur l’évaluation actuarielle dans le Bulletin de l’AAFI-AFICS Vol. 72, N°1). Le 1er janvier 2013 un nouvel Administrateur/Secrétaire a pris ses fonctions en la personne de M. Sergio Arvizu, élu par le Comité mixte de la Caisse des pensions à sa 59ème session (Unesco, Paris, 3-11 juillet 2012) pour succéder à M. Bernard Cochemé.

- Pour faire face à la situation actuarielle, le Comité mixte a également proposé (a) à l’Assemblée générale des Nations Unies de relever de 62 à 65 ans l’âge de la retraite des fonctionnaires et (b) au Comité mixte de


mettre en place un Groupe de travail sur la viabilité de la Caisse qui devra présenter des recommandations pertinentes au Comité mixte à sa 60ème session (ONU, New York, juillet 2013).

La deuxième présentation, assurée par Aliamane Bacar Saïd, a constitué la partie principale du séminaire. Elle a traité des différentes étapes administratives que tous les retraités et leurs survivants doivent franchir pour permettre à la Caisse de payer les prestations de chaque retraité, sans retard ou interruption sa vie durant et, par la suite, le cas échéant, aux survivants de celui/celle-ci. Le scénario de la présentation imaginait une conversation entre un retraité se rendant dans les bureaux de la Caisse pour un entretien avec Aliamane Bacar Saïd, le visiteur posant des questions et son interlocuteur lui répondant en s’appuyant sur divers documents, formulaires et publications. Voici les trente-deux questions qui reviennent le plus fréquemment :

- Paiement de la prestation mensuelle. Question 1 : quel jour du mois recevrai-je ma pension ?

- Monnaies de paiement : Question 2 : dans quelles monnaies puis-je demander à la recevoir ?

- Certificat de droit à prestation : Question 3 : Je suis un nouveau retraité. Quand recevrai-je le formulaire ‘Certificat de droit à prestation’ (désigné par son sigle anglais CE) que la Caisse envoie tous les ans à chaque retraité ? Question 4 : Je viens de recevoir mon CE ; comment dois-je le remplir ? Question 5 : J’ai reçu mon CE mais en raison de mon âge ou de de mon état de santé je ne peux le remplir. Que faire ?

- Un bordereau trimestriel (janvier-mars, avril-juin, juillet-septembre, octobre-décembre) indique le montant total mensuel payable, la déduction de l’assurance-maladie et le montant net du paiement pour chaque mois du trimestre. Question 6 : De temps à autre je reçois de la Caisse un tel bordereau rempli de chiffres ; à quoi sert-il ? Question 7 : Que faire si ma pension est calculée selon la filière dollar mais que je reçoive ma pension dans une autre monnaie ? Question 8 : Pourquoi ce bordereau, daté du 24 du premier mois du trimestre me parvient-il souvent si tardivement ? Question 9 ; Pourquoi certains de mes amis le reçoivent-ils toujours avant moi ?

- Attestations : Question 10 : Comment puis-je justifier de ma qualité de retraité de la CCPPNU ainsi que du montant de la prestation que me verse la Caisse ?

- Changement d’adresse postale : Question 11 : J’ai changé d’adresse postale. Dois-je en informer la Caisse et, si oui, comment ?

- Modification des références bancaires : Question 12 : Combien de temps la Caisse prend-elle pour enregistrer ce changement ? Question 13 : Si je change de banque, comment dois-je en informer les bureaux de la Caisse ?


Question 14 : Quelles sont les conséquences éventuelles d’un tel changement ?

- Double-filière et système d’ajustement des pensions : Question 15 : Qu’est-ce que la double filière et à quoi sert-elle ? Question 16 : Qu’est-ce que le système d’ajustement des pensions et à quoi est-il destiné ? Question 17 : Comment puis-je savoir si je me trouve déjà sur la double-filière ? Question 18 : Si je suis déjà sur la filière dollar, comment puis-je savoir si la double-filière est plus intéressante pour moi ? Question 19 : Si, en utilisant le site Internet de la Caisse (www.unjspf.org), je procède à une estimation du montant de ma pension selon la double filière, comment interpréter tous les chiffres qui me seront fournis ? Question 20 : Que dois-je faire pour passer à la double-filière ? Question 21 : Dans quelle monnaie ma pension me sera-t-elle payée sous la double-filière ? Question 22 : Si je déménage dans un nouveau pays, que dois-je faire et dois-je le faire rapidement ? Question 23 : Je suis sur la double filière ; puis-je revenir à la filière dollar ?

- Prestations des survivants : Question 24 : Si je décède avant mon conjoint, aura-t-il/elle droit à une pension de survivant ? Question 25 : En quelles circonstances mon conjoint survivant n’aurait-il/elle pas droit à une prestation pension ? Question 26 : Quelles procédures administratives mon conjoint survivant devra-t-il/elle suivre pour permettre à la Caisse de lui payer des prestations de survivant ? Question 27 : Qui a le pouvoir de certifier que la signature de mon conjoint survivant est authentique /légale ? Question 28 : Quel est le montant de la prestation de conjoint survivant ? Question 29 : Si mon décès intervient dans le courant d’un mois, mon conjoint survivant aura-t-il/elle droit à une prestation pour le mois entier ? Question 30 : Combien de temps après mon décès mon conjoint survivant devra-t-il/elle attendre avant de recevoir une prestation de survivant. Question 31 : Je me trouve sur la double-filière : mon conjoint survivant le sera-t-il/elle automatiquement ? Question 32 : Que puis-je faire de mon vivant pour faciliter, le jour venu, la liquidation de la pension de survivant en faveur de mon conjoint survivant ?

On peut trouver les réponses à toutes les questions ci-dessus dans le document préparé par Aliamane Bacar Saïd (sous forme d’une présentation power point) disponible sur le site Internet de l’AAFI-AFICS (www.afics.unog.ch), accompagnée, si besoin, des nombreux formulaires requis. Ce document donne également des informations sur la façon de se joindre au nombre croissant de retraités qui utilisent les nombreux services Internet de la Caisse (sur www.unjspf.org). Les utilisateurs peuvent notamment avoir accès - sur la partie sécurisée de ce site - à leur bordereau trimestriel, avoir confirmation du reçu de leur CE par la Caisse, faire une estimation de leur prestation selon la double-filière. Sur la partie non-sécurisée du site ils peuvent avoir accès entre autres aux publications de la Caisse, aux documents, aux formulaires, aux taux de change des Nations Unies, aux indices des prix à la consommation. Il est également indiqué comment prendre contact avec la Caisse à New York et à Genève.

ASSURANCE MALADIE

Augmentation des cotisations de l'UNSMIS (ONUG, PNUD, UNICEF, OMM, HCR...)

Certains de nos collègues retraités se sont inquiétés lorsqu'ils ont reçu la circulaire du 31 décembre 2012 annonçant les modifications et donc les augmentations du barème des primes de l'Assurance maladie applicable au 1er février 2013. Ce relèvement d'environ 5% peut sembler important. Nous avons demandé au Secrétaire exécutif de l'Assurance de nous fournir un tableau comparatif qui exprime concrètement cette augmentation qui est de l'ordre de 10 francs suisses par mois pour une pension mensuelle de 5,000 francs suisses. Pour éviter d'avoir à supporter une augmentation trop importante en une seule fois, des ajustements semblables sont prévus pour les années 2014 et 2015.

Les taux de change, appliqués mensuellement par l'Assurance, peuvent faire varier légèrement cette prime et ne pas correspondre exactement au relevé trimestriel de la Caisse des Pensions qui applique un taux de change en début de trimestre.

LE RESSENTI FACE AU COUT DE LA VIE

Cette année encore la Suisse et la France affichent des augmentations du coût de la vie minimes (1.3% pour la France et même négatif pour la Suisse -04.% par rapport à 2011 et -0.3% par rapport à 2008, date de la dernière augmentation des retraites). Les retraités verront donc leur retraite stagner.

Mais qu’en est-il au juste?

Il faut rappeler que chaque pays ‘fabrique’ son indice des prix à la consommation sur la base du ‘panier de la ménagère’.

En France, par exemple, c’est le prix de la baguette qui est utilisé comme référence pour le prix du pain alors que les habitudes alimentaires ont beaucoup changé et que nombre de consommateurs se tournent vers les pains spéciaux voire les produits BIO. De plus, pour tenter de rendre accessible au plus grand nombre des produits de base comme le pain, le prix de la baguette est fixé par le gouvernement.

Cela ne veut pas dire pour autant que l’indice est biaisé mais que nos habitudes ne correspondent pas à l’échantillon de base utilisé pour cerner les dépenses des ménages (voir dans l’encadré les réponses de l’INSEE).

Par exemple, qui ne se laisse pas tenter par le nouveau shampoing permettant la repousse des cheveux ou la nouvelle margarine censée faire baisser le cholestérol?


N’oublions pas non plus que l’indice est un indice national et que la région Rhône-Alpes est réputée chère.

Pourquoi parlez-vous de « ressenti » de l'augmentation des prix alors que je constate la baisse de mon pouvoir d'achat, tickets de caisse comme preuves à l'appui ?

Chacun d'entre nous a l'occasion lors de ses achats quotidiens de constater de fortes hausses de prix sur certains produits de consommation courante, et a de ce fait tendance à considérer que la hausse des prix telle qu'elle est mesurée par l'indice des prix est fortement sous-estimée. En même temps, chacun peut voir dans ces fortes hausses une atteinte à son pouvoir d'achat.

Pourtant, il n'y a pas forcément contradiction entre ces fortes hausses observées et la hausse des prix mesurée par l'INSEE.

Tout d'abord, la mémoire humaine est sélective. Il est certain que nous retenons mieux les fortes hausses. De plus, la mémoire humaine est imprécise en ce qui concerne les chiffres et, quand nous effectuons un achat, nous ne nous souvenons pas avec une grande précision du prix que nous avions payé lors du précédent achat du même produit.

Comment suivez-vous les prix des produits et services retenus dans l'indice des prix ?

La majorité des prix sont suivis par des relevés mensuels sur les lieux de vente. Les prix des mêmes produits sont ainsi relevés sur les mêmes lieux de vente mois après mois ; 160 000 relevés sont effectués chaque mois par les enquêteurs de l'INSEE.

À ces prix relevés sur le terrain s'ajoutent des évolutions de prix collectées chaque mois de manière centralisée auprès d'organismes nationaux ou régionaux tels que les opérateurs de télécommunications, EDF, la SNCF, les banques, les services publics locaux, ainsi que sur internet.

Maintenant penchons nous de plus près sur le problème. Quelles sont les informations mises en exergue par les journaux télévisés, les hausses de prix. Mais ce qui nous touche vraiment ce sont les hausses sur des produits que l’on utilise quotidiennement, peut-être le riz basmati ou dans un autre domaine le prix des carburants ou le montant du péage autoroutier.

Au moment où j’écris ces lignes on ne parle que du scandale de la viande de cheval utilisée dans les hachis. Là on touche le vrai problème, le profit à outrance et le non-respect du consommateur et du producteur qui produit souvent à perte au détriment de ses convictions. Revenons donc au commerce de proximité, tout le monde y gagnera et la planète respirera un peu mieux.


NOUVELLES DE LA FAAFI

Le Bureau de la FAAFI s’est réuni dans les locaux de la FAAFI à l’Office des Nations Unies à Genève du 21 au 23 janvier 2013. L’ordre du jour de la réunion comprenait, entre autres, des questions concernant les pensions, l’assurance après la fin du service, les soins de longue durée, les responsabilités confiées aux membres du Bureau, la représentation de la FAAFI aux réunions, les questions budgétaires et financières, les préparatifs de la 42ème session du Conseil de la FAAFI, les problèmes de croissance et la communication.

Roger Eggleston, président de la FAAFI a souligné la relation très forte qui s’est développée entre la FAAFI et la CCPPNU et la reconnaissance du rôle joué par les retraités dans les travaux de la Caisse, spécialement au sein de ses groupes de travail et des Comités de sélection. Lors de sa session de 2012, le Comité mixte de la Caisse des pensions a mis en place un groupe de travail sur la viabilité au sein duquel la FAAFI est représentée par le président Gerhard Schrameck (président du comité permanent sur les pensions) et Pauline Barret-Reid. L’essentiel des travaux de ce groupe doit porter sur les placements de la Caisse. Il soumettra son rapport à la session de 2013 du Comité mixte.

Compte tenu de son accession à la présidence de la FAAFI, Roger Eggleston a dû abandonner ses fonctions de président du comité permanent sur la santé. Il a prié Linda Saputelli, membre du Bureau, de bien vouloir le remplacer dans cette tâche.

Le Bureau a pris note des candidatures au rang de membre de la Fédération soumises formellement par Chypre, le Népal, le Niger et le Togo. Des discussions devant aboutir à la formation de nouvelles associations de retraités sont en cours dans neuf autres pays auxquelles participent activement plusieurs membres du Bureau avec le soutien du Secrétariat.

Le Bureau a confirmé que le prochain Conseil de la FAAFI se réunira du 8 au 11 juillet 2013 à New York où se tiendra, du 15 au 19 juillet, la session du Comité mixte de la Caisse des pensions.

Les comptes de l’exercice 2012 ont été présentés par Juan Mateu, Trésorier sortant. Le Bureau en a pris note. Juan Mateu a été chaleureusement remercié pour les services qu’il a rendus à la FAAFI au cours des années. Le nouveau Trésorier, Wolfgang Milzow est engagé à inviter les associations membres à régler promptement leurs cotisations pour 2013.

Le Bureau a également discuté et s’est mis d’accord sur la répartition des responsabilités entre les divers membres du Bureau.

Le dernier jour de la réunion du Bureau, l’AAFI-AFICS avait organisé son traditionnel buffet-apéritif en l’honneur du Bureau. Les membres du Comité de l’AAFI-AFICS ont ainsi pu se mêler aux membres du Bureau dans une atmosphère très sympathique. Toutes les personnes présentes ont chaleureusement remercié l’AAFI-AFICS pour sa cordiale hospitalité.

ADIEU A MONSIEUR STEPHANE HESSEL

De très nombreux et vibrants hommages ont été rendus à Monsieur Stéphane Hessel pour son engagement actif très tôt dans la résistance au nazisme, pour son sens du dialogue entre toutes les parties, pour la promotion des idéaux des Nations Unies, pour son parcours d'humaniste, pour son amour de la poésie et pour bien d'autres engagements jusqu'au terme de sa vie. Très modestement, je veux ajouter quelques lignes.

Il a fait partie de la grande famille des Nations Unies à New York dès février 1946. Il a participé aux balbutiements du Secrétariat, et n'a jamais prétendu avoir participé à la rédaction proprement dite de la Déclaration universelle des Droits de l'Homme même si ses fonctions l'ont amené à suivre les difficultés successives de rédaction de cette déclaration dans cette ambiance qui annonçait déjà la guerre froide.

Lorsqu'il était représentant de la France auprès des Nations Unies à Genève, j'ai eu l'opportunité, en de trop rares occasions, de rencontrer cet homme que je considère comme exceptionnel. La première fois, le sujet de nos discussions a été la place du syndicalisme au sein de l'ONU Genève. Nos conceptions de la représentation du personnel actif et retraité étaient très différentes, très divergentes sur certains points. Il connaissait fort bien la situation du personnel dans ces années 1977-1981.

Nos discussions prirent, une fois, un tour plus personnel lorsque le sujet de la seconde guerre mondiale et de ses conséquences fut abordé. Il me parla sobrement de ses tentatives et de sa réussite d'évasion, ayant compris l'intérêt que je continue à porter à cette période incompréhensible de folie meurtrière.

De nombreux fonctionnaires ont eu l'opportunité de le rencontrer sans difficulté, car il ne se réfugiait pas derrière son rang d'ambassadeur pour refuser un rendez-vous. Si mes souvenirs sont bons, c'est le seul ambassadeur ayant invité toute la communauté française à la mission permanente de la France.

Voici des mots simples pour rendre hommage à cet homme de dimension international, amoureux de la poésie, des mots, de la littérature et des langues qui peuvent porter aussi bien l'espoir que la haine.

HOMMAGE DE SUSAN THOMPSON A PATTY STOTT

C’est pour moi un défi de m’adresser à vous aujourd’hui pour rendre hommage à Patty, notre amie et collègue, notre sœur, notre tante ; de vous faire face pour vous parler d’un être cher avec lequel nous aurions tous espéré partager davantage de moments heureux. Lors des nombreuses conversations que nous avions à propos de notre vie à Genève, et à la question de savoir si nous souhaiterions ou pourrions « rentrer chez nous » Pat disait souvent que c’était Genève qui était devenu notre « chez nous », que nos amis étaient devenus notre famille. Elle aurait été heureuse aujourd’hui de voir combien vaste sa famille était devenue.

Nombre d’entre vous ont peut-être connu Pat bien plus longtemps que moi, ont peut-être passé plus de temps avec elle, l’ont vue plus souvent. Je ne peux parler aujourd’hui que de la personne que j’ai connue et aimée. De la personne qui, au long des années, est devenue ma grand sœur, un membre de ma propre famille.

Alors que nous sommes entrées aux Nations-Unies en même temps, en 1974, c’est lorsque nous avons travaillé ensemble au Bureau du Directeur-Général que nous nous sommes mieux connues et sommes devenues amies.

Pat s’acquittait de ses tâches avec un haut degré d’intégrité et d’humanité. Elle était exigeante, en tout premier lieu envers elle-même. Elle supportait mal la médiocrité. On pouvait toujours compter sur elle pour recevoir une recommandation ou une aide, non dépourvue, le plus souvent, d’une réflexion humoristique. Elle a été une source constante d’information et de soutien pour ses collègues et l’objet d’une grande estime dans toute l’Organisation.

En mission, l’humour de Pat et sa vision sibylline de la vie contribuaient grandement au maintien du moral de ses collègues. Elle revenait à Genève avec de nouvelles et profondes amitiés, des souvenirs heureux de périodes difficiles partagées sur le terrain et d’innombrables anecdotes hilarantes sur ce qu’elle avait elle-même alors observé. Malheureusement la dernière mission de Pat a altéré sa santé, l’a obligée à prendre une retraite anticipée, chose qui ne lui a pas du tout plu. Ce qu’elle souhaitait alors, plus que n’importe quoi, était de continuer, dans les meilleures conditions, à servir l’Organisation qu’elle respectait et à laquelle elle s’était consacrée.

Tout au long de sa carrière à l’ONU, Pat a eu à prendre soin de rois et princes, ministres et ambassadeurs, représentants officiels de haut rang du monde entier,


ce qu’elle fit avec élégance et discrétion. En leur portant un authentique intérêt, elle a veillé au bien-être de ceux qui l’entouraient ; elle se souvenait toujours des dates d’anniversaires, s’enquérait de nos familles, de notre santé, de notre vie en général. Elle fut une collègue attentive qui se faisait un point d’honneur, et de plaisir, de garder le contact.

Le dicton dit qu’un véritable ami est celui qui sait tout de vous et vous aime quand même ; Patty était de ceux-là. Les qualificatifs qui marquent sa personne sont innombrables. Elle était d’abord et avant tout une amie profondément loyale qui prêtait une grande attention à ceux dont elle s’occupait, bien que sa réserve naturelle l’ait empêchée d’exprimer par des mots ses propres sentiments. Ses mouvements d’appréciation et d’appui furent constants et se sont étendus à tous ceux avec qui elle a été en contact ; sa générosité était sans limite. Nombreux sont ici, aujourd’hui, ceux qui savent combien Patty était difficile à inviter. Pour ce faire, il était toujours nécessaire de se rendre, quelques jours en avance, au restaurant choisi, et même là c’était pour découvrir que Patty vous avait devancé une fois de plus. Aussi discrets que nous avions pu être de bien faire, la détermination que Pat avait de faire plaisir à ses amis et de les choyer nous avait devancés. Répondre pleinement au précieux don de son amitié demeurait chose impossible.

Son cœur généreux a touché au plus profond de nous. Patty qui fut comme un gourou pour beaucoup d’entre nous a rarement fait part de ses propres craintes et de ses soucis. Quand la conversation venait à parler d’elle-même, elle s’arrangeait toujours pour éluder et demandait : « parlez-moi de vous ». Elle nous encourageait d’un sourire à poursuivre. Elle adorait la vie, elle aimait « la fête », elle se réjouissait de participer, d’être sûre de ne jamais rater une occasion de répandre la joie.

Combien d’entre nous se rappellent avec un sourire, à l’arrivée ou au départ de Cointrin, son accueil avec des verres pleins de bulles, pour nous souhaiter un bon retour au bercail ou « bon voyage ! ».

Patty était une ardente admiratrice de Spike Milligan, un comédien, écrivain, et poète anglo-irlandais, et je voudrais clore cette évocation de Patty par une version légèrement modifiée d’un de ses poèmes – encore qu’elle en aurait surement préféré un plus comique. Celui-ci correspond particulièrement bien aux sentiments qui animent aujourd’hui beaucoup d’entre nous.

20 MARS 2013 – PREMIERE JOURNEE INTERNATIONALE DU BONHEUR

Une nouvelle Journée des Nations Unies sera célébrée pour la première fois le 20 mars 2013. Il s’agit de la Journée internationale du Bonheur.

Dans sa résolution 66/281 l’Assemblée générale des Nations Unies a proclamé le 20 mars pour célébrer l’intérêt que revêtent le bonheur et le bien-être. La résolution reconnaît :

« l’intérêt que revêtent le bonheur et le bien-être, objectifs et aspirations à caractère universel dans la vie des êtres humains partout dans le monde, et l’importance de les prendre en compte dans le programme d’action publique », et

« la nécessité d’envisager la croissance économique dans une optique plus large, plus équitable et plus équilibrée, qui favorise le développement durable, l’élimination de la pauvreté, ainsi que le bonheur et le bien-être de tous les peuples».


Le Secrétaire général a adressé un message pour marquer cette Journée. Il se lit comme suit :

« La poursuite du bonheur est à la base des entreprises humaines. Tous les peuples du monde aspirent à mener des vies heureuses et épanouissantes, à l’abri de la peur et du besoin, et en harmonie avec la nature.

Pourtant, pour beaucoup trop de gens vivant dans la misère, un bien-être matériel élémentaire demeure hors de portée. Pour bien d’autres encore, les crises socioéconomiques récurrentes, la violence et la criminalité, la dégradation de l’environnement et les menaces croissantes que font peser les changements climatiques constituent un danger permanent.

Lors de la Conférence des Nations Unies sur le développement durable Rio +20 qui s’est tenue l’an dernier, les États Membres de l’ONU sont convenus qu’il fallait envisager le développement durable de manière équilibrée, en prenant en compte ses trois principales composantes, à savoir la croissance économique, le développement social et la protection de l’environnement. Ils ont constaté que pour prendre des décisions de politique générale qui reposent sur des informations plus complètes, ils devraient adopter des mesures plus larges du progrès, en complément du produit intérieur brut.

Je juge encourageants les efforts entrepris par certains gouvernements pour concevoir des politiques fondées sur des indicateurs complets du bien-être et j’encourage les autres à suivre leur exemple.

Cette première Journée internationale du bonheur nous offre l’occasion de renforcer notre détermination à promouvoir un développement humain durable et sans exclusive et à renouveler notre promesse d’aider les autres. Lorsque nous contribuons au bien commun, nous nous enrichissons nous-mêmes. La compassion apporte le bonheur, et elle nous aidera à façonner l’avenir que nous voulons ».

Les membres des Associations de la FAAFI sont invités à marquer la célébration de cette Journée des Nations Unies en se joignant aux Etats membres, aux Organisations du système des Nations Unies, aux ONG et autres personnes en amenant les questions sur l’intérêt du bonheur à un public plus large par le biais de l’éducation et d’activités de prise de conscience.

DE L’AMICALE À L’ASSOCIATION – V

Le Bulletin de janvier-février 1946 relate minute par minute le vol de Paris à Copenhague effectué en novembre 1945. À 8 h.00, quelque 15 membres encore mal réveillés du personnel international se réunirent dans le hall d’un hôtel à la Place du Panthéon à Paris, pour attendre un bus qui les emmèneraient à l’aéroport. Le premier arrêt fut à la Place Vendôme dans les bureaux de la Royal Air Force et, après quelques formalités, ils continuèrent vers l’aéroport du Bourget pour attendre, une fois d’autres formalités remplies, l’heure du décollage dans une salle plutôt agréable. A 10 h.15 ils montèrent à bord d’un avion aux dimensions respectables, qui s’avéra assez confortable, avec des hublots à travers lesquels on pouvait voir le sol. Après s’être assuré que les passagers avaient bien tous bouclé la ceinture de leur siège, le pilote roula au sol lentement vers la piste d’envol. L’avion survola l’est de la France, Dusseldorf, Essen, et pour passer le temps on servit des biscuits et des sandwichs, mais il faisait très froid. A 15 h.30, le pilote annonça qu’ils allaient bientôt atterrir; peu après ils se retrouvèrent à nouveau sur la terre ferme et reçurent un accueil chaleureux des autorités danoises qui les attendaient.

Les débats lors de la Conférence de Paris figurent également dans ce numéro. La Conférence tenue à la Sorbonne, la première depuis la fin de la guerre, compta la présence de 167 délégués de 48 pays qui, pendant trois semaines, discutèrent essentiellement des questions d’emploi en une période de transition difficile. Ce fut aussi l’occasion pour 30 membres de l’Amicale de rencontrer à nouveau d’anciens collègues recrutés pour la réunion. Les relations entre le BIT et l’Organisation des Nations Unies nouvellement créée fut un autre sujet d’importance. Il était évident que les structures mises en place en 1919 n’étaient plus appropriées dans le monde de 1945. Les nouveaux chefs auraient à se montrer aussi audacieux que ceux du début du siècle.

Un autre sujet fit aussi l’objet d’une profonde préoccupation. En septembre 1939, la Société des Nations avait arbitrairement réduit de six à un mois le délai de notification du renvoi d’un membre du personnel. De plus, on avait échelonné le paiement des indemnités de cessation d’emploi sur quatre ans. En février 1940, le BIT en fit autant. Ceux concernés par cette violation de leurs droits acquis firent appel au Tribunal administratif. Cependant, ce ne fut qu’en février 1946 que le Tribunal fut en mesure de prononcer les jugements selon lesquels la Société des Nations et le BIT avaient violé les droits des membres du personnel, mais rien ne précisait si cela concernait tous les membres du personnel ou seulement ceux dont les contrats avaient été signés avant 1932. De vives discussions eurent lieu des deux côtés. La Société des Nations revendiquait, par exemple, la compétence de prendre des décisions légales eu égard de l’emploi, ayant abrogé le droit d’appel en 1927. Cependant, un délégué belge et spécialiste de droit international, M. Kaekenbeck, élabora une approche assez différente. L’affaire alla d’une commission à une sous-commission. On présente un rapport selon lequel l’Assemblée peut décider de ne pas appliquer la décision du Tribunal


administratif. Huit délégations votent contre : Belgique, Danemark, Luxembourg, Pays-Bas, Pologne, Suède, Suisse, Uruguay – tandis que cinq s’abstiennent. Les quinze votes soutenant le rapport ne constituent pas la majorité absolue mais, le 18 avril, l’Assemblée adopte néanmoins le rapport, tout en regrettant qu’une des dernières actions de la Société des Nations soit son refus de respecter le jugement d’un Tribunal mis en place par la Société elle-même.

L’Amicale ne considéra pas opportun de faire des observations sur cette affaire mais ressentit vivement que l’Assemblée avait agi au-delà de ses compétences. A cet effet, on adressa une lettre au Directeur du BIT.

Lors d’une assemblée extraordinaire de l’Amicale, en juin 1946, le Secrétaire donna une information sur ses réunions avec les autorités cantonales à propos de l’exonération fiscale des pensions, dont il espérait présenter un rapport à la prochaine assemblée. Cette assemblée autorisait également le Comité de pourvoir les postes vacants, lorsque nécessaire, à partir d’une liste établie lors de cette réunion. Les rapports furent faits sur la Conférence de Paris et il fut aussi annoncé que la Société des Nations tiendrait son assemblée de clôture début avril, au cours de laquelle une décision pourrait être prise concernant le préavis de licenciement de six mois. Toutefois le 27 mai 1946, le Conseil d’administration à sa réunion à Montréal déclara que rien de plus ne pouvait être fait si ce n’était de prendre note des décisions de l’Assemblée.

Avec la dissolution de la Société des Nations, le futur statut du BIT fit l’objet de commentaires dans les journaux suisses. Un certain nombre de pays, y compris le Royaume Uni, la France et les Etats-Unis, exprimèrent leur vif soutien à l’égard de l’organisation. On souligna son rôle de promouvoir une législation sociale et, ainsi que l’avait déclaré Anthony Eden, « si le BIT n’avait pas existé, il aurait dû être inventé ».

L’Amicale célébra son 10ème anniversaire en juin 1946, et fit la liste de ses réalisations : un secrétariat permanent, un conseil fiscal et juridique, une couverture d’assurance maladie en coopération avec la Société suisse des commerçants, la publication du Bulletin, des réunions pour permettre aux membres de rester en contact, une protection des intérêts professionnels des membres etc. Acceptée de manière unanime et fortement ressentie, l’idée que les anciens membres licenciés en 1939 et 1940 devraient, s’ils le souhaitaient, être réintégrés, et l’âge de leur départ à la retraite prolongé jusqu’à 65 ans. Pour s’occuper du nombre croissant de collègues de retour, il était également nécessaire de disposer à tous moments d’une aide; une rémunération mensuelle fut alors votée. Un air meilleur et des facilités de transports routiers et ferroviaires amenèrent beaucoup de visiteurs à Genève, en particulier venant de Montréal, et une richesse en nouvelles personnelles sur les collègues et amis de partout dans le monde.

Pour 226 adhérents, le coût d’impression et d’envoi du Bulletin s’élevait à CHF 631.15, mais 33 d’entre eux passèrent de 8 à CHF 10.- le montant de l’adhésion,


et parfois plus. A son Assemblée générale du 30 octobre 1946, l’Amicale vota le maintien de la cotisation à CHF 8.-

On organisa un goûter le 21 décembre à l’Hôtel d’Angleterre pour environ une centaine de membres, y compris pour les nouveaux venus. Les conversations allaient bon train – « Vous n’avez pas du tout changé ! ». Entendu par hasard un adhérent plus âgé : « …lors de la Conférence de Washington en 1919 … » et son jeune collègue de répondre: «1919? Mais je n’étais même pas né … »

LES RAVAGES D'ALZHEIMER

Je veux porter témoignage d'avoir vécu avec un proche souffrant de cette horrible et sournoise maladie qu'est la maladie d’Alzheimer.

Ma mère est décédée l'année dernière à presque 96 ans. Physiquement, elle avait très peu de problèmes et était encore capable de danser le charleston quelques mois avant sa disparition.

Il était complexe de se rendre compte qu'elle souffrait de cette déchéance mentale selon les instants de la journée, ce qui a rendu très difficile à mes frères et à moi-même de porter une appréciation sur l'état de notre mère.

Les souvenirs se superposaient en une hiérarchie illogique, les plus anciens devenaient les plus importants, elle se trompait dans les mois et les jours, incapable de savoir, par exemple, qui était le président de la république alors que sa télévision fonctionnait dès qu'elle était levée; mais elle continuait à jouer au Scrabble dans un club où ses amies ont eu énormément de mal à admettre cette maladie. Elle était capable de placer des mots aux places qui rapportent beaucoup de points, mais refusait tous les mots « modernes ». D'autres fois ses discours redevenaient cohérents et judicieux. Les problèmes quotidiens sont devenus quasi-insolubles. Habitant en villa, elle s'est fait escroquer par des marchands peu scrupuleux faisant du porte à porte, certains commerçants profitaient honteusement de cette faiblesse pour lui vendre trop de produits périssables ou inutiles.

Nous avons consulté différents services médicaux, vu des neurologues et finalement un médecin psychiatre qui a diagnostiqué en mots mesurés cette maladie que nous redoutions au fond de nous-mêmes. Nous avions déjà mis en place des aides à domicile, une surveillance médicale qu'elle déjouait alertement, mais son état s'empirait et il fallut prendre des mesures.


Sur le plan administratif, je fus nommé son curateur, situation difficile car les rapports s'inversaient et j'étais obligé de rentrer dans son quotidien, ses comptes, d'autoriser ses dépenses de son propre argent. D'abord, je limitais sa carte bancaire et ensuite je l'ai rendue inactive. Elle était rassurée d'avoir sa carte bancaire et je pense qu'elle se sentait respectée avec ce bout de plastique. Vis-à-vis de mes frères et du juge, chaque année je présentais les comptes détaillés.

La situation devenait de plus en plus tendue, elle pouvait refuser l'entrée aux aides à domicile, aux infirmiers ou se mettre en danger en ouvrant à des personnes de passage.. Prétextant la mort de sa chienne qu'elle promenait de moins en moins, nous l'avons installée dans une maison médicalisée, soi-disant pour une semaine, mais en fait elle n'en est jamais ressortie. Ce fut aussi une décision difficile. Dans cette maison, il y avait un psychologue qui a constitué des groupes de paroles pour les familles. Je conseille fortement aux proches, quand ils le peuvent, de se rendre dans ces groupes qui aident à mieux comprendre. Sur les conseils du psychologue, nous n'avons jamais ramené notre mère chez elle. Ces groupes existent en dehors de ces institutions. En France, ils sont animés par des associations s'occupant d'Alzheimer.

Ma mère, comme beaucoup de malades, pouvait être aussi agréable que désagréable. Il faut reconnaître cette maladie, faire la part des choses, admettre que la personne en face de nous n'est plus celle que nous connaissions et chérissions.

Si vous soupçonnez chez l'un de vos proches un comportement inhabituel, consultez rapidement des médecins, prenez plusieurs avis. Des tests existent pour diagnostiquer cette maladie qui présente des formes différentes, chaque cas est particulier.

L'important est de respecter la personne malade et, si vous faites comme moi, de se nourrir de tous ses souvenirs. Notre mère avait presque un siècle et j'ai pu apprendre beaucoup de détails de la vie quotidienne, c'est quand même plus agréable que de consulter Wikipedia ou tout autre site internet.

PLUS PRES DU CLAVIER : INFORMATIQUE VERTE

L’écologie est le concept à ma mode et il se cache même dans l’informatique sous le libellé « informatique verte ».

Et pourtant l’impression ressentie est toute autre puisque les grandes marques d’informatique et de téléphonie mobile poussent le consommateur à

changer sans cesse de modèle créant ainsi un peu plus de pollution.

Il faut dire qu’au niveau rêve il ne reste pas grand-chose, les voitures étant toutes semblables, les montres étant devenues obsolètes depuis que l’heure s’affiche partout, dans la voiture et même sur le four. L’informatique est-il donc le seul pan de l’économie qui ait encore de l’avenir, mais quel avenir et à quel prix ?

On estime à environ 50 millions de tonnes de déchets électroniques produits chaque année dans le monde. Parmi les composants informatiques nécessitant un traitement particulier, l’écran, qu’il soit cathodique ou bien LCD constitue un composant particulièrement polluant (plomb, baryum, mercure,…). D’autres composants contiennent également des substances néfastes comme les batteries, les accumulateurs et les cartes électroniques porteuses d’un certain nombre de métaux comme le plomb dans les soudures des composants.

N’oublions pas le comportement des utilisateurs : 60 % des utilisateurs reconnaissent ne pas éteindre leur poste de travail tous les soirs, 20 % reconnaissent ne jamais le faire. Or, le simple fait d’éteindre son ordinateur chaque nuit peut permettre un gain en coût énergétique de 15€ par an par ordinateur.

A partir de ces constatations, on peut définir l’informatique verte comme un ensemble de méthodes (matériels, logiciels, services,…) qui réduisent l’impact de l’informatique (et plus largement des outils de communication et réseaux) sur l’environnement par une démarche éco-responsable.

Même si on ne peut pas sauver tout seul la planète, un peu de bon sens pourra rendre la planète bleue vivable pour nos petits enfants.

Alors on s’engage :

1. Ne pas ouvrir de fenêtres inutiles car cela augmente la consommation d’énergie ;

2. Préparer ses recherches sur INTERNET pour utiliser le moins de temps possible ;


3. Imprimer ce qui est nécessaire en noir et blanc et en mode brouillon : fabriquer une feuille nécessite autant d’énergie que faire 50 photocopies ;

4. Recycler les cartouches d’encre, ce n’est pas un déchet anodin ;

5. Ne pas supprimer la fonction « mise en veille » de l’écran ;

6. Et surtout éteindre l’ordinateur et l’imprimante après usage.

LIVRE RECU LA SOCIETE DES NATIONS : LE CONCEPT ET

L’HERITAGE

La Société des Nations : de la sécurité collective au réarmement mondial est une publication des Nations Unies, traduite du français, son texte original. C’est l’œuvre de deux journalistes installés à Genève qui ont mené à bien un travail de recherche considérable sur les organisations internationales. Ce livre nous propose une perspective riche en événements historiques et en anecdotes sur la Société des Nations (1919-1947). Il couvre de nombreux domaines essentiels –social, économique, statistique, santé, travail, dont la SdN avait la responsabilité directe, ou indirecte par le canal de ses institutions spécialisées.

La préface du livre est signée par Jan Eliasson, éminent diplomate suédois, ancien Secrétaire général adjoint et Envoyé spécial des Nations Unies, ancien président de l’Assemblée générale des Nations Unies (2005-2006). Le livre présente une synthèse documentaire des principaux thèmes d’intervention de la Société des Nations, de ses origines politiques à ses activités les plus représentatives. D’importantes personnalités apparaissent à cette occasion, confirmant le rôle que la coopération internationale avait à jouer ; par exemple dans le domaine des réfugiés, de la drogue et de la santé. L’ouvrage est complété par trois annexes substantielles, une bibliographie considérable, une énumération des dates importantes et par d’abondantes notes d’archives et de référence.

La particularité de ce livre est qu’il est avant tout un ouvrage illustré. Non pas de photos, comme le voudrait la tendance actuelle, mais de dessins qui épinglent et montrent le travail quotidien de la SdN : on y trouve les œuvres de caricaturistes et de dessinateurs tels que Derso et Kelen, Petrovic, Erna, Plachte, Oscar Lazar, David Low , Violet Oakley, Rolf Roth, sans oublier les fresques, peintures et


mobilier qui constituent le trésor artistique du Palais des Nations à Genève, symbole des espoirs que la société internationale plaça dans la Société des Nations.

L’homme d’Etat irlandais Sean Lester fut le dernier Secrétaire général de la SdN, de 1940 à 1946 : isolé et submergé par le cataclysme de la Deuxième Guerre mondiale, il vécut la liquidation de la Société des Nations suivie de l’entrée en vigueur de la Charte des Nations Unies le 24 octobre 1945.

Le concept et l’héritage

Après la victoire des Alliés en novembre 1918, la Conférence de la Paix se tint en France, à Versailles, de janvier à juin 1919 pour tenter de prévenir et résoudre les différents internationaux. Elle rassembla à la même table Woodrow Wilson, pour les Etats Unis, David Lloyd George, pour le Royaume Uni, Georges Clémenceau pour la France et Vittorio Orlando pour l’Italie ; ainsi qu’une trentaine hommes d’Etat représentant d’autres pays.

La Société des Nations fut créée lors de la séance plénière du 25 janvier 1919, les délégués acceptant une proposition du Président Wilson à cet effet. Dans son quatorzième point cette proposition était ainsi formulée : Une association générale des nations doit être constituée sous des alliances spécifiques ayant pour objet d’offrir des garanties mutuelles d’indépendance politique et d’intégrité territoriale aux petits comme aux grands Etats. Le siège de la Société des Nations fut installé à Genève ; à son tour, cette ville devint le coeur de la politique mondiale et la capitale internationale qu’elle est demeurée à ce jour.

Une Proclamation au peuple de Genève fut faite le 29 avril 1919 par le Conseil d’Etat de la République et Canton, à la suite du choix de Genève pour être le siège de la Société des Nations, au lieu de Bruxelles en Belgique. Sur un ton lyrique, la Proclamation invite le peuple de Genève à « agiter les drapeaux », à « faire joyeusement sonner les cloches », « à faire son devoir avec dignité et à accueillir d’illustres invités qui désormais lui seront sacro-saints. »

En dépit de l’échec politique de la SdN, son héritage apparaît clairement dans un grand nombre de principes énumérés par la Charte des Nations Unies ainsi que dans les compétences et les expériences développées par la coopération technique. Bien des institutions spécialisées du système des Nations Unies peuvent, en fait, se réclamer de l’héritage du travail initié par la Société des Nations.

(Ne pas se laisser aller; pour garder des amis; il vaut mieux garder une bonne apparence plutôt que de distribuer des cadeaux ; les testaments, les problèmes concernant les personnes comme moi, françaises mais vivant officiellement en Suisse... quel notaire choisir: suisse ou français etc.)

Je suis retraitée depuis longtemps (j'ai 75 ans), et sans famille et vos bulletins et conférences me permettent de ne pas me sentir seule et de me sentir même ‘protégée’.

Quand je viens à l'ONU, je me sens ‘en famille’ et j'ai apprécié votre gentil accueil ‘vaccin, café, petite conversation’.

EDITORIAL

It is a year now since Roger Eggleston had to leave our region to join his family in England and I accepted his invitation to assume his mantle as President of the AAFI-AFICS Committee so as to complete his mandate due to expire at our General Assembly on 16 April 2013.

Having reached that point, as I hand over to our new president, I should like to look back over the road travelled and share my experience with you the members and the vital strength of our association.

Working with our association from the outside, as I did when I headed the Geneva office of the Pension Fund, I

was able to observe its ebullience as well as the commitment and competence of all involved.

Being at the centre of things has only reinforced that judgement and I want to bear witness to the continued intensity of the activity in this hive of busy bees. Every month the members of the Committee and the representatives of our sister organizations join enthusiastically in our debates. I have seen how assiduous they are, but above all how anxious everyone is, regardless of their initial and fortunately sometimes divergent views which only enrich the debate, to work towards a common position most apt to serve the interests of all our members. In the interim of the monthly meetings active discussion continues and e-mails go back and forth.

For their part, the members of the Bureau, a small group of seven, man the fort almost continuously, holding a weekly meeting but also keeping in close contact with one another, again by e-mail. This tightly knit team works efficiently preparing the work of the Committee and the General Assembly, organizing seminars, making the necessary contacts, drafting the quarterly Bulletins and other far from trifling communications to members and, to my great admiration, dealing with an absolutely amazing amount of daily business.

In the background a handful of volunteers, without whom much of the work would be jeopardized, toil in the secretariat, drafting, translating, processing data by computer, and assisting members. Difficult social cases and requests for aid and assistance are entrusted to our Social Worker and volunteers man the association bureau regularly.


In the midst of this intense activity, the President, like the conductor of an orchestra ensures over-all harmony. It is an exciting task to turn differing viewpoints to good account and crystallize them into a common solution. I have also occasionally been able to contribute my experience of pensions, a subject that will always be close to my heart, my curiosity stimulated by its technical complexity and its human dimension spurring me on.

Over these twelve months it has been an immense pleasure to work on subjects I care about, as well as to be part of a team, which is a ‘win-win’ way of proceeding. For, while our own individual know-how is extensive and valuable, its value is multiplied when made available, shared and carried forward by the strength of a team that guarantees the continued existence of any group, in our case, that of our association.

So, to those of you who are hesitating, those who think they might have some particular skill to contribute, but who don’t dare to take the plunge: come, we need you, whether as an elected member of the Committee or a co-opted member or a volunteer; don’t deprive yourself of such an enriching and useful experience.

At the conclusion of this stimulating job and returning to the activities I had somewhat set aside between my beautiful region of Annecy and the south of France, I want to thank all those who have given me their confidence and, as is customary in the greater Geneva region, to wish our new team and our new president ‘tout de bon’ – all the best and may good luck go with you. I know right now that you will be successful.

FIRST JOINT UNJSPF GENEVA OFFICE/AAFI-AFICS GENEVA SEMINAR FOR RETIREES

The idea of a seminar for retirees first occurred to Gilbert Ferrari, AAFI-AFICS President, in the autumn of 2012. He took it up with Alan Blythe, Chief, UNJSPF Geneva Office and his team and after careful thought they fully endorsed it. Held regularly, starting in 2013, the seminar would provide an opportunity for members of AAFI-AFICS residing in the greater Geneva area to spend a few hours each year with the relevant staff of the Fund’s Geneva Office in conversation on selected topics.

The first seminar in what we hope will be a series, was held in the Council Room, ILO, on 5 February 2013. Gilbert Ferrari, President of AAFI-AFICS, opened the proceedings at 9:35 a.m. with a welcome to Mr Blythe, to Aliamane Bacar Said, Acting Chief, Finance Unit, UNJSPF Geneva Office, and to the nearly 210


participants. There were three presentations followed by a period of questions and answers. The event closed at about 12:30 p.m., after thanks from the AAFI-AFICS President to the speakers, the participants, the interpreters and to the ILO.

The first presentation, by Alan, dealt with the United Nations Joint Staff Pension Fund (UNJSPF) in general: the system, its current situation, recent developments and outlook for the future. In it participants heard that:

The UNJSPF system is set up in such a way that (1) revenues going into the Fund at any given point in time come from (a) contributions (by the Organizations which are Members of the Fund and by individual participants working in those Organizations) and (b) income from the investment of the assets of the Fund in financial markets in nearly all countries of the world; and (2) expenditures go out of the Fund to (a) pay benefits to retirees or to their beneficiaries, and (b) pay the costs of the administration of the Fund and those of the investment of its assets. During 2011, the Fund received contributions amounting to US$ 2.192 billion and paid nearly US$ 2.128 billion in benefits.

The UNJSPF is a defined benefit scheme, meaning that its assets (revenues) are pooled; the benefit paid to each retiree is a function of that retiree’s length of time served and of her/his final salary; the employer bears the risk involved in the investments, and the retiree’s money will not “run out”.

As at 1 January 2013, the situation of the Fund was as follows: the Fund had a funded ratio of 86% (if account is taken of the pension adjustment system, otherwise 130%), an estimated market value of US$ 39.7 billion, compared to US$ 41.4 billion a year earlier, and was in actuarial deficit by 1.87% of pensionable remuneration (see article on actuarial valuation in Bulletin Vol.71, No.4). As from that date, the Fund has a new Chief Executive Officer/Secretary, Mr Sergio Arvizu, elected by the Board at its 59th session (UNESCO, Paris, 3-11 July 2012) to succeed Mr Bernard Cochémé.

In response to the actuarial situation, UNJPB59 also (a) proposed to the UN General Assembly that the normal retirement age of future participants in the Fund be raised from 62 years at present to 65 years, and (b) established a Working Group on the Sustainability of the Fund and requested it to come up with relevant recommendations at the Board’s 60th Session (UN Headquarters, N.Y., July 2013).

The second presentation, by Aliamane, formed the main part of the seminar. It dealt with the administrative steps that all retirees and their survivors must take in order to make it possible for the Fund’s Office to pay benefits without delay or interruption to each retiree while she /he lives, and subsequently, as applicable, to her/his survivor(s). The format of the presentation reflected the fact that a retiree


visiting the Fund’s Office would have a conversation with Aliamane; the visitor would ask questions and Aliamane would answer and go over the various relevant documents, forms and publications with the visitor. The 32 questions considered are listed below under the various topics that come up very frequently, namely:

Payment of the monthly benefit: Question 1: On what day of the month can I expect actually to receive my pension benefit?

Currencies of payment: Question 2: In which currencies can I request that the Fund pay my monthly benefit?

Certificate of Entitlement: Question 3: I am a new retiree. When will I start receiving the Form ‘Certificate of Entitlement (CE)’ sent by the Fund to each retiree every year? Question 4: I have just received my CE. How do I complete it? Question 5: I received my CE. But because of my age, or my medical condition, I am unable to sign it. What do I do?

Quarterly (January-March, April-June, July-September, October-December) statement of the total monthly amount payable, the after service health insurance deduction and the total net payment for each month of the quarter: Question 6: From time to time, I receive this statement from the Fund with many numbers on it. What is it all about? Question 7: What if I am on the US$ track, but my benefit is paid in another currency? Question 8: Why does this statement, dated around the 24th of the first month of the quarter, often arrive so late? Question 9: Why do some of my friends always receive this statement before I do?

Attestations: Question 10: How do I justify my status as a UNJSPF retiree, as well as the amount of my benefit from the Fund?

Moving to a new postal address: Question 11: I am moving to a new postal address. Must I inform the UNJSPF Office, and if so, how?

Change in payment instructions via a bank: Question 12: How much time does the Fund Office need to make the change? Question 13: I am changing banks. How do I inform the Fund’s Office? Question 14: What are the possible consequences of changing my payment instructions via a bank?

Double track and pension adjustment system: Question 15: What is the double track, and of what use is it? Question 16: What is the pension adjustment system, and what is it for? Question 17: How can I tell whether I am already on the double track? Question 18: If I am already on the dollar track, how can I tell whether the double track is interesting for me? Question 19: If I do an estimation of the double track amounts on the website of the UNJSPF (www.unjspf.org), how do I understand all the numbers I get? Question 20: What must I do to get on the double track? Question 21: In what currency will my pension benefit be paid under the


double track? Question 22: If I move to a different country, what must I do, and how quickly? Question 23: I am on the double track. Am I allowed to go back to the dollar track?

Survivor’s benefits: Question 24: If I die before my spouse, will he/she be entitled to a survivor’s pension benefit? Question 25: In what circumstances would my surviving spouse not be entitled to a pension benefit? Question 26: What administrative procedures does my surviving spouse have to follow in order to enable the Fund Office to pay the survivor’s benefit to her/him? Question 27: Who can certify that the signature of my surviving spouse is authentic /legal? Question 28: What is the amount of the surviving spouse’s benefit? Question 29: If my death occurs during a given month, is my surviving spouse entitled to a pension benefit for that entire month? Question 30: How long after my death should my surviving spouse expect to wait before he/she starts receiving a pension benefit? Question 31: I am on the double track. Will the double track be automatic for my surviving spouse? Question 32: What can I do right now, while I am still alive, to facilitate payment of the survivor’s benefit to my surviving spouse?

The answers to all the questions in the above paragraph are to be found in the document by Aliamane (in the form of a power-point presentation) available on the AAFI-AFICS website (www.afics.unog.ch), together with completed examples of the many forms required, as appropriate. That document also gives information on: (a) how to join the growing family of retirees using the Fund’s many internet services (at www.unjspf.org). In particular users can, in the secure part of the site, access their quarterly statement, see confirmation of the receipt of their CE, estimate the benefit amount on the double track; and in the non-secure part of the site, have access, among other items, to the Fund’s publications and documents, forms, UN exchange rates, consumer price indexes; and (b) on how to contact the Fund’s Offices in New York and in Geneva.

HEALTH INSURANCE

INCREASE IN UNSMIS PREMIUMS (UNOG, UNICEF, WMO, UNHCR)

Some of our retired colleagues were worried when they read the circular of 31 December 2012 concerning amendments, and therefore an increase, in the premiums for our health insurance scheme as from 1 February 2013. This increase of approximately 5% might appear substantial, so we requested the Executive Secretary of UNSMIS to make a comparative table which shows that in effect the increase amounts to CHF 10.00 per month for a monthly pension of CHF 5000. In order to avoid a sudden large increase in one single year, similar adjustments will be made in 2014 and 2015. The exchange rates that are applied each month by UNSMIS may entail slight variations in the premium which may not therefore correspond exactly to the quarterly figures provided by the Pension Fund, which applies the exchange rate at the beginning of each quarter.

Below is a comparative table for 2012-2013 for a retired staff member receiving a monthly pension of CHF 5000.

COST OF LIVING AS PERCEIVED BY THE CONSUMER

Once again, Switzerland and France have announced a minimal cost-of-living increase in 2012 (1.3% for France and even a negative one for Switzerland: -0.4% compared to 2011 and -0.3% compared to 2008, the date of the last increase in pensions). Retirees will therefore see no adjustment of their benefits.

What exactly are we talking about?

First it should be recalled that each country has devised a consumer price index based on a household ‘shopping basket’.

In France, for instance, the baguette is used as a reference for the price of bread, although eating habits have changed considerably and many families now prefer special breads and even organic products. What is more, in order to ensure that the greatest possible number of people can afford to buy basic items such as bread, the price of the baguette is fixed by the Government.

This does not mean, however, that the index is rigged; simply that our tastes no longer correspond to the basic products used to calculate household expenses (see the replies from the Institut national de la statistique et des études économiques in France (INSEE) given below).

For example, we are all tempted to try that new shampoo which enhances hair growth, or the margarine reputed to lower cholesterol levels.

It should not be forgotten, either, that price indices are nationwide and that the Rhône-Alpes region is known to be expensive.

Why do you say “it seems” that prices have increased when I know my purchasing power has gone down, as can be proved by my till receipts?

We all see while doing our daily shopping that there are big increases in the price of some common consumer goods, which make it seem that the increases measured by the index are therefore seriously underestimated. This, in turn, tends to give the impression that one’s purchasing power is lower.

However, there is not necessarily a contradiction between the two.

First, our memories are selective: we remember increases much better. Secondly, our memories are not always very precise about figures; so when we make a purchase we may not remember exactly how much we paid the last time we bought the same product.


How do you follow the prices of the goods and services listed in the price index?

Most prices are recorded monthly where the products are actually sold. Thus, the price of the same product is noted in the same place, month after month: the INSEE inspectors collect 160,000 prices each month.

To this information gathered in the field are added data collected and centralized from national or regional organizations, such as telecommunications, electricity, railways, banks, public services and also the internet.

Let us now look at the question more closely.

What information do television news programmes usually give first: increases in prices. Those that affect the public most are increases in the price of everyday goods, basmati rice perhaps or, in another category, the cost of petrol or the tolls on the motorway.

As I am writing these lines, a main topic of discussion is the scandal of the use of horsemeat in processed meat dishes. This is where the real problem lies: profit at all costs, with no respect for either the consumer or the producer who often produces at a loss to the detriment of his own convictions. We must revert to using local produce for the benefit and well-being of everyone, including our planet.

FAFICS NEWS

The FAFICS Bureau met in the FAFICS office at UNOG from 21 to 23 January 2013. The agenda for the meeting included, inter alia, items such as pension issues, after-service and long-term care, responsibilities assigned to Bureau members, representation of FAFICS at meetings, financial and budgetary issues, preparations for the 42nd FAFICS Council session, development issues and communications.

Roger Eggleston, President of FAFICS, stressed the very strong relationship of the Federation with the UNJSPF and recognition of the role played by retirees in the work of the Fund and especially its Working Groups and Selection Committees. The Board, at its 2012 session, established a Working Group on Sustainability, in which FAFICS is represented by the President, Gerhard Schramek (Chairman of the Standing Committee on Pension Issues) and Pauline Barret-Reid. The focus of the Working Group’s work is related to the investments of the Fund. It will submit its report to the 2013 Board session.


In view of having taken up the presidency of the Federation, Roger Eggleston had to relinquish the role of Chairperson of the Standing Committee on Health Issues. He had asked Linda Saputelli, a Bureau member, to replace him in that capacity.

The Bureau noted that applications for formal membership had been received from Cyprus, Nepal, Niger and Togo. Further discussions about the development of retiree associations are ongoing with retirees in nine other countries, with the active participation of several Bureau members and the support of the Secretariat.

The Bureau confirmed that the FAFICS Council would take place from 8 to 11 July in New York, where the UN Joint Staff Pension Board would be held from 15 to 19 July.

The accounts for 2012 were presented by the outgoing Treasurer, Juan Mateu, and noted by the Bureau. Juan Mateu was warmly thanked for his services to FAFICS over many years. The Treasurer, Wolfgang Milzow, noted that he would be inviting associations to make prompt payment of their membership dues for 2013.

The Bureau also discussed, and agreed on, the distribution of responsibilities between individual Bureau members.

On the last day of the Bureau meeting, AAFI-AFICS organized its traditional wine-and-cheese party for the Bureau. Members of the AAFI-AFICS Committee were thus able to interact in a congenial atmosphere with FAFICS Bureau members. All present expressed warm thanks to the AAFI-AFICS Committee for its friendly hospitality.

GOODBYE TO MONSIEUR STÉPHANE HESSEL

Very many heartfelt tributes have been paid to Monsieur Stéphane Hessel for his early, active participation in the resistance against Nazism, his instinct for dialogue among all parties, his furtherance of the ideals of the United Nations, his career as a humanist, his love of poetry and his many other commitments throughout his life. I should like, very humbly, to add a few lines.

He joined the great family of the United Nations in New York in February 1946 when the Secretariat was taking its first hesitant steps. He never claimed to have taken part in the actual drafting of the Universal Declaration of Human Rights, even if his position involved him in the successive difficulties posed by the drafting of that document in an atmosphere that already presaged the Cold War.


When he was Representative of France to the United Nations in Geneva I had opportunities, albeit all too rare, to meet this man whom I consider an exceptional person. The first time, the subject of our talk was the role of trade-unionism in the UN Geneva. Our ideas of how the active and retired staff should be represented were very different and diverged on certain points. He was very familiar with the situation of the staff at that time, 1977-1981.

Once our conversation took a more personal turn when the subject of the Second World War and its consequences came up. He told me soberly of his attempts to escape and his eventual success, having perceived the interest I have always had in that incomprehensible time of murderous folly.

Many staff members had the luck to meet him and without difficulty for he never pretexted his rank as Ambassador to refuse a meeting. If I remember correctly, he was the only ambassador who ever invited the whole of the French community to the permanent mission of France.

So, these simple words are my tribute to a man of international stature, a lover of poetry, of words, of literature and of languages which can speak of hope as well as of hatred.

TRIBUTE TO PATTY STOTT FROM SUSAN THOMPSON

It is a daunting task to stand here before you today to pay tribute to Patty, our friend and colleague, sister and aunt; to stand here before you all to speak of a loved one with whom we were all hoping to share many more happy moments. During our many conversations about our lives in Geneva, and whether we would or could go « back home » Pat often said that Geneva had become our home, that our friends had become our family. She would be happy today to see just how big her family has become.

Many of you have perhaps known Pat far longer than I, have perhaps spent more time with her, seen her more often. I can only speak today of

the person that I knew and loved; of the person that over the years became my big sister, a part of my own family.


Although we both joined the United Nations in 1974, Pat and I got to know each other better and became friends once we worked together in the Director-General's Office.

Pat performed her duties with great integrity and humanity. She was demanding, first and foremost with herself, and did not easily support mediocrity. She could always be relied upon for help and advice, more often than not accompanied by a humorous reflection. She was a constant source of information and support for her colleagues and was held in great esteem throughout the Organization.

On mission, Pat's humour and enigmatic vision of life did a lot to keep the morale of her colleagues high. She returned to Geneva with many new and deep friendships, happy memories of difficult times spent together in the field and endless hilarious anecdotes of her own vision of those times. Unfortunately Pat's last mission left her with diminished health obliging her to take early retirement, which did not please her at all. At that time she wished more than anything, and in the best conditions, to continue serving the Organization that she respected and to which she was dedicated.

During her career at the UN Pat took care of kings and princes, ministers and ambassadors, high-ranking officials from all over the world, and did so with elegance and discretion. Genuinely interested and caring for the well-being of those around her, she always remembered birthdays and anniversaries and regularly inquired about our families, our health, our lives in general. She was a compassionate colleague and made it a point of honour and pleasure to keep in touch.

The saying goes that a friend is someone who knows all about you and loves you anyway and Patty was one of those. The list of adjectives that correspond to her being is endless. She was first and foremost a deeply loyal friend who paid great attention to those she cared for, although her natural reserve prevented her from putting her own feelings into words. Her gestures of appreciation and help were constant and extended to all those with whom she had contact, her generosity was without limit. A lot of us here today know how difficult it was to invite Patty. In order to do so it was always necessary to visit the restaurant in question a few days before, and even then it was to find that Pat had beaten you to it yet again. How many discreet visits to « wash our hands » have been thwarted by Pat's determination to please and spoil her friends. It has always been and will remain impossible to repay the gracious gift of her friendship.

The generosity of her heart touched us most deeply. Patty was a guru for many of us to whom she rarely disclosed her own fears and worries. Whenever conversations turned to herself she always managed to turn them around, saying: « tell me about you ». She gave us the force to carry on with a smile. She loved life, she loved people, she enjoyed 'la fête', she was fun to be with, and she made sure that opportunities were never missed to spread happiness.


How many of us remember, with a smile, arriving or leaving from Cointrin only to find Patty waiting for us with glasses and bubbly to welcome us home or wish us 'bon voyage'.

Patty was an ardent fan of Spike Milligan an Anglo/Irish comedian, writer and poet, and I would like to end this tribute to her with a slightly edited version of one of his poems - although she would surely have preferred a more comical one, this one in particular well corresponds to the way many of us must feel today.

20 MARCH 2013 - THE FIRST INTERNATIONAL DAY OF HAPPINESS

A new United Nations Day will be celebrated for the first time on 20 March 2013. It is the International Day of Happiness.

In resolution 66/281 the United Nations General Assembly proclaimed 20 March as the day on which the relevance of happiness and well-being in development would be celebrated. The resolution recognizes:

“the relevance of happiness and well-being as universal goals and aspirations in the lives of human beings around the world and the importance of their recognition in public policy objectives and

the need for a more inclusive, equitable and balanced approach to economic growth that promotes sustainable development, poverty eradication, happiness and the well-being of all peoples.”

The UN Secretary General has issued a Message to mark the Day. It reads as follows:

“The pursuit of happiness lies at the core of human endeavours. People around the world aspire to lead happy and fulfilling lives free from fear and want, and in harmony with nature.

Yet, basic material well-being is still elusive for far too many living in extreme poverty. For many more, recurring socio-economic crises, violence and crime, environmental degradation and increasing threats of climate change are an ever-present threat.

At last year’s Rio+20 UN Conference on Sustainable Development, United Nations Member States agreed on the need for a balanced approach to sustainable development by integrating its three pillars – economic growth, social development and environmental protection. They recognized that in order to better inform policy decisions, broader measures of progress should complement Gross Domestic Product.

I am encouraged by the efforts of some Governments to design policies based on comprehensive well-being indicators. I encourage others to follow suit. On this first International Day of Happiness, let us reinforce our commitment to inclusive and sustainable human development and renew our pledge to help others. When we contribute to the common good, we ourselves are enriched. Compassion promotes happiness and will help build the future we want.”

FAFICS Member Associations are encouraged to mark the celebration of this UN Day by joining Member States, Organizations of the UN system, NGO’s and


individuals in bringing the issues associated with the relevance of happiness to a wider public through education and awareness-raising activities.

FROM AMICALE TO ASSOCIATION – V

The January-February 1946 Bulletin gives a minute-by-minute account of the flight from Paris to Copenhagen in November 1945. Some 15 sleepy international staff gathered at 8h00 in the hall of a hotel at the Place du Panthéon, in Paris, waiting for a bus to take them to the airport. The first stop was in Place Vendôme at the Royal Air Force offices and. after some formalities they continued to Le Bourget airport to wait for take-off, after further formalities, in a fairly pleasant lounge. At 10h15 they boarded a plane which appeared to be of respectable dimensions and proved quite comfortable, with portholes from which the ground could be seen. The pilot, having checked that the passengers had all buckled their seat belts, taxied slowly to the runway. Their flight passed over eastern France, Dusseldorf and Essen and, to while away the time, biscuits and sandwiches were served, but it was very cold. At 15h30 the pilot announced that they would soon be landing and suddenly they were on the ground again, to receive a warm welcome from the Danish authorities.

The discussions at the Paris Conference also figure in this issue. The Conference, held at the Sorbonne, the first since the end of the war, was attended by 167 delegates from 48 countries, who for three weeks debated essentially questions of employment in a difficult period of transition. It was also the occasion for 30 members of the Amicale to meet again former colleagues called to service the meeting. The relationship between the ILO and the newly created United Nations Organization was another important topic. It was obvious that the structures set up in 1919 were not appropriate in the world of 1945. The new leaders would have to be as daring as those earlier in the century.

Another topic was also of deep concern. In September 1939 the League of Nations had arbitrarily reduced from six to one month the dismissal notice to be given to staff. Further, the payment of termination indemnities had been spread over four years. In February 1940 the ILO followed suit. Those concerned by this violation of their acquired rights appealed to the Administrative Tribunal. However, it was only in February 1946 that the Tribunal was able to pronounce judgements that both the League of Nations and the ILO had infringed the rights of staff members, but leaving it open whether this applied to all staff members or only those whose contracts had been signed prior to 1932. There were strong arguments on both sides. The League of Nations claimed, for instance, the power


to make legal decisions with regard to employment, having rescinded the right of appeal in 1927. However, a Belgian delegate and international law specialist, Mr. Kaekenbeck, developed a quite different approach. The affair went from commission to sub-commission. A report is tabled that the Assembly can decide not to apply the decision of the Administrative Tribunal. Eight delegations vote against: Belgium, Denmark, Luxembourg, Netherlands, Poland, Sweden, Switzerland, Uruguay – while five abstain. The fifteen votes supporting the report do not constitute an absolute majority, but the Assembly nevertheless adopts the report on 18 April, although regretting that one of the last actions of the League would be its refusal to respect the judgement of a Tribunal set up by the League itself.

The Amicale did not consider it appropriate to comment on this affair but felt strongly that the Assembly had acted beyond its competence. A letter was addressed to the Director of the ILO to this effect.

At an extraordinary Assembly of the Amicale in January 1946, the Secretary gave information on his meetings with the cantonal authorities concerning exoneration of pensions from taxation. He hoped to make a report to the next Assembly. This Assembly also authorized the Committee to fill vacancies if and when necessary from a list drawn up at that meeting. Reports were made on the Paris Conference and it was also announced that the League of Nations would be holding its closing Assembly at the beginning of April. A decision on the six-month notice of termination of contract was also possible. However, on 27 May 1946 the Governing Council meeting in Montreal ruled that they could do no more than take note of the decisions of the Assembly.

With the dissolution of the League of Nations, the future status of the ILO was a subject of comment in the Swiss newspapers. A number of countries, including the United Kingdom, France and the United States, expressed their strong support for the organization. Its role in promoting social legislation was stressed, and as Anthony Eden had said: if the ILO did not exist, it would have to be invented.

The Amicale celebrated its 10th anniversary in June 1946 and listed some of its achievements: a permanent secretariat, fiscal and legal advice, health insurance coverage in co-operation with the Société suisse des commerçants, publishing the Bulletin, meetings to allow members to keep in touch, protection of the professional interests of members etc. It was unanimously and strongly felt that former staff members, laid off in 1939 and 1940, should if they wished be reintegrated, and their retirement age extended to 65. To deal with the increasing number of returning colleagues it was also necessary to have help available at all times, and a monthly remuneration was voted. Better air, road and rail facilities brought many visitors to Geneva, especially from Montreal, and a wealth of personal news of colleagues and friends from all over the world.

With 226 members, the printing and postage of the Bulletin cost CHF 631.15, but 33 members rounded the CHF 8.00 membership fee up to CHF 10.00 and even


more. At its 30 October 1946 General Assembly the Amicale voted to maintain the CHF 8.00 fee.

A tea party was organized on 21 December at the Hôtel d’Angleterre for around 100 members, including some new arrivals. The conversation flowed – “You haven’t changed a bit!” Overheard, an older member: “…at the Washington Conference in 1919 …” and his young colleague: “1919? But I wasn’t even born …”

THE RAVAGES OF ALZHEIMER’S DISEASE

I should like to give a personal account of my experience with a close relative suffering from the horrible and insidious disease that is Alzheimer’s.

My mother passed away last year at the age of nearly 96. She had very few physical problems and was still able to dance the Charleston a few months before she died.

According to the moment of the day, it was difficult to realize that she was suffering from mental degeneration; this made it complicated for my brothers and me to appreciate our mother’s state of health.

Her memories overlapped in an illogical order, the oldest becoming the most important; she muddled up the months and the days, incapable of knowing, for example, who was the president of the republic, even though her television was on from the time she got up, but she continued to play Scrabble at a club where her friends found great difficulty in accepting her illness. She was capable of placing words where they would earn the most points but refused all the “modern” words. At other times, her speech would become coherent and sensible. Everyday problems became more or less unsolvable. As she lived in a house, unscrupulous door-to-door salesmen swindled her, and some tradesmen took shameless advantage of her frailty to sell her a quantity of perishable or useless goods.

We consulted various medical services, met with neurologists and finally with a psychiatrist who, with measured words, diagnosed this disease which deep inside ourselves we had dreaded. We had already organized home-based care and medical supervision, which she spryly thwarted, but her condition worsened and we had to take measures.

On the administrative side, I was nominated as her guardian, a difficult situation as relations were reversed, and I was obliged to intervene in her daily life, her accounts, and authorize the spending of her own money. At first, I limited her


bank card and then I cancelled it. She felt reassured having her own bank card, and I think that she felt respected thanks to this piece of plastic. To my brothers and the judge I presented detailed accounts every year.

The situation became more and more strained; she could refuse entry to the domestic helpers and the nurses, or place herself in danger by opening the door to passers-by. Using the excuse that the dog, which she walked less and less, had died, we installed her in a nursing home, supposedly for one week, but in fact she never left it again. It was a difficult decision to take. In this home, there was a psychologist who created discussion groups for the families. I strongly recommend that close relatives attend such groups whenever they can, as they help in understanding better. On the psychologist’s advice, we never took our mother back to her own home. Such groups exist outside the institutions. In France, they are run by associations dealing with Alzheimer’s disease.

Like many other sick people, my mother could be just as pleasant as she could be disagreeable. We must recognize this disease, make allowances, and admit that the person in front of us is no longer the one we knew and loved.

If you have the impression that a member of your family is behaving strangely, consult doctors rapidly and seek several opinions. Tests exist for diagnosing this disease which takes different forms, and each case is special.

It is important to respect the person who is sick and, if you do as I did, find sustenance in all your memories. Our mother lived for nearly a century, and I was able to learn so much about daily life. After all, that is far nicer than consulting Wikipedia or any other web site.

TO YOUR KEYBOARDS – GREEN COMPUTING

Ecology is the in-fashion concept and can even be found in computer science under the heading ‘green computing’.

And yet the impression one gets is quite different, since the major brands of computers and mobile phones press the consumer into changing models frequently,

thus creating more pollution.


There is little left to dream about – cars are all the same, watches have become obsolete since the time has been displayed everywhere, in the car and even on the oven. Is computer science therefore the only aspect of the economy which still has a future? But what future and at what price?

It is estimated that 50 million tonnes of electronic waste are produced each year all over the world. Among the computer parts which need specific processing, the screen, whether it is cathode-ray or LCD, is particularly pollutant (lead, barium, mercury …). Other parts also contain harmful substances such as the batteries, the accumulators, and the printed circuit boards which have a certain number of metals such as lead in the soldering of the parts.

Let us not forget user behaviour: 60% of users admit that they do not turn off their computer every evening, 20% admit that they never do so. However, by simply turning off the computer every night, a saving of 15€ per year per computer can be made on the energy bill.

From these observations, green computing can be defined as the range of methods (hardware, software, services …) which reduce the impact of computer science (and more broadly communication tools and networks) on the environment thanks to ecologically responsible procedures.

Even if each of us individually cannot save the planet, a little common sense could make the blue planet liveable for our grandchildren.

So let us give our pledge:

1. Not to open windows unnecessarily, as this increases the consumption of energy;

2. To prepare our internet searches in order to take the least time possible;

3. To print only what is necessary in black and white in fast/economical mode: printing one sheet takes as much energy as making 50 photocopies;

4. To recycle ink cartridges – they are not harmless waste;

5. Not to cancel the automatic Standby mode on the screen;

6. And above all to turn off the computer and the printer after use.

BOOK REVIEW THE LEAGUE OF NATIONS: CONCEPT AND LEGACY

The League of Nations: From Collective Security to Global Rearmament is a United Nations publication translated from the original manuscript in French. It is the work of two Geneva-based journalists who have conducted considerable research into international organizations. The book offers rare historical and anecdotal insights into the League of Nations (1919-1947), the predecessor among international organizations to the United Nations. It covers numerous key areas - social, economic and statistical, health and labour - dealt with either directly by the League or indirectly by its specialized agencies.

The book’s preface is written by Jan Eliasson, prominent Swedish diplomat, former Deputy Secretary-General and Special Envoy of the United Nations and President of the United Nations General Assembly (2005-2006). It makes available a synthesis of documentation outlining the main themes of the League of Nations, from its political origins to its most significant activities. Important personalities appear on its stage confirming the role that was to be fulfilled by international co-operation in areas of, for instance, refugees, drugs and health. It has three substantive appendices, an extensive bibliography, listed historical dates, many reference notes and archival references.

It is primarily a book of illustrations. Compared to the present ascendancy of photography, it is the drawings that capture and display the day-to-day workings of the League of Nations: the caricatures and sketches of Derso and Kelen, Petrovic, Erna, Plachte, Oscar Lazar, David Low, Violet Oakley, Rolf Roth, without forgetting the frescoes, paintings and furniture that represent the artistic treasures of the Palais des Nations in Geneva, the symbol of the hopes that international society placed in the League of Nations.

Irish statesman Sean Lester was the League’s last Secretary-General, 1940-46; isolated and overwhelmed by the cataclysm of the Second World War, he saw the winding up of the League following the entry into force of the Charter of the United Nations on 24 October 1945.

Concept and legacy

After the Allied victory in November 1918, the Versailles Peace Conference took place in France from January to June 1919 aimed at helping to prevent and resolve international disputes. It brought together, for the United States, Woodrow Wilson; for the United Kingdom, David Lloyd George; for France, Georges Clemenceau; and for Italy, Vittorio Orlando, as well as some thirty statesmen representing other countries.

The League was established during the plenary session of the Versailles Peace Conference held on 25 January 1919 when the delegates accepted President Wilson’s proposals leading to its creation. Formulated in the fourteenth point it


requested the creation of a League of Nations with the words: A general association of nations must be formed under specific covenants for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small States alike. The League’s headquarters were established in Geneva; in turn that city became the centre of world politics and the international capital which it remains today.

The proclamation to the people of Geneva on 29 April 1919, made by the Geneva State Council, followed the choice of Geneva as the seat of the League of Nations instead of Brussels in Belgium. Adopting a lyrical tone, the Proclamation calls upon the people of Geneva to “wave the flags” to “let the joyful bells ring”, to “do their duty with dignity and to welcome the illustrious guests who henceforth will be sacrosanct to them.”

In spite of its political failure, the legacy of the League of Nations appears clearly in a number of principles stated by the Charter and in the competencies and experiences developed in the area of technical co-operation: many of the specialized institutions of the United Nations system can in fact be considered as the legacy of the work initiated by the League of Nations.

I have just read in your bulletin your encouragements to “take the plunge” towards modernity and dare to use the modern medium which is e-mail.

So here goes …

I notice that I have missed several lectures […]. Seminars on the general aspects of retirement would still be very useful to me. It would be like a “revision”. (Not neglecting oneself; in order to keep one’s friends, it is better to keep up a good appearance than give out presents; wills, problems concerning people like me who are French but who live officially in Switzerland … which solicitor to choose: Swiss or French etc.).


I have been retired for a long time (I am 75) and have no family. Your bulletins and lectures help me to feel less alone and even to feel ‘protected’.

When I come to the UN, I feel like a family member and appreciate your kind welcome ‘vaccination, coffee, and a little chat’.

Misunderstandings galore ! O what an uproar!

Some time ago, I wrote a piece about misunderstandings that arise in old age as, on the one hand, speech becomes blurred and, on the other, ears become deafer. To my amazement, I discovered that I was not the only deaf person who mumbled his speech. It’s wonderful how you feel better immediately you learn that someone else is worse off than you.

We were walking along, or rather riding our respective wheelchairs, when my wife suddenly declared, You are not getting your full pension. I was pleased that she followed my financial affairs so closely though puzzled about the full pension. Of course, I was quite ready to allow that my pension should be doubled, though for the life of me, I couldn’t see how or why. After some confusion, it transpired that what she had said was, You are not giving me your full attention. Well, as a matter of fact, I wasn’t but that was hardly the point.

Still on financial matters, she once identified a friend as One who collected shares. Again there was some puzzlement on my part, as the King of Siam would have confided to Anna. Once again I was impressed at her interest in shares until we worked out that what she had said was, She’s the one who collects shells. You know, sea shells.

Still on the financial theme – this was surprising because usually my wife does not worry about the provenance of the money she spends - I was concerned when she announced that She liked signing a cheque. After proper discussion, it was discovered that she had said, She liked Sharm al Sheikh. Well, you’d have to sign plenty of cheques if you holidayed in old al Sheikh.

Well, she said one day after a pleasant conversation, quite frank, about someone who wasn’t there, she’s a real bitch, for all that. I was shocked. Not only wasn’t she a bitch, but to hear my genteel wife using such language was indeed shocking. I mean it would be all right if my son used such terms, but not my wife. I remonstrated in genteel fashion and told her I was shocked. She could not understand why. In the subsequent discussion, cool and calm for all its inward


seething, it became clear that what she had said was, she’s a real Brit, for all that. That was a bitch of a misunderstanding, now wasn’t it?

As we wended our way home, she pointed out that it had not been a very bright day. I wondered why suddenly she thought it had not been a Bill Farr. Poor Bill, how did he get mixed up in this?

Well, we were talking about England because one of our French friends was thinking of moving there and my wife said, If he moves to England, he’ll have to switch languages. Why on earth should he have to switch sandwiches? I wondered. Easier than switching languages, anyway. And he’ll get no garlic with his sandwiches, I thought.

What are we eating? I asked, looking at the cutlets on my plate; they looked good. Aamir, she said without hesitation. Now I had been reading Montaigne’s essay ‘Of Cannibals’ recently and I wondered if that had been contagious. Why should you eat me? I asked rather plaintively. I did not want to be eaten. I hated the thought of being eaten. I protested. Eating people is wrong, I said. What on earth are you talking about? she asked angrily. After something more than the usual confusion, it became clear that she had said ‘agneau’, not ‘Aamir’. Well, of course I am just like a little lamb, so I could hardly blame her, now could I?

Dear Starling Watchers,

I think this is a perfectly lovely article, not only highly original and most amusing, but also instructive. I didn't know all those things about starlings, in fact I haven't really observed the sturnus vulgaris but rather its less vulgar cousins in Ethiopia, the most common of which is a beautiful peacock blue. There is also a multicoloured one. I didn't realize that starlings could be such pests: they seem to have taken to fresh woods and pastures new with a vengeance.


Shortly after reading your emails and by a bizarre coincidence I read a most amusing story by Chekhov in which a flock (sorry, murmuration) of starlings lands in someone's garden to plunder the cherries. Two idlers in the street decide to see in whose garden they are feeding and watch them. They are gradually joined by other bystanders until a large crowd forms. Convinced that a house is on fire a fireman comes down from his watch tower and calls the fire brigade and the police, who break up the crowd and arrest a number of people. The two people watching the starlings wonder why there's a crowd, why people are being arrested and can't imagine what all the fuss is about.

Did you say starlings? As I was working in my garden last week, thousands and thousands of those wretched birds suddenly thronged in the trees above my head. They made such a terrible din that I couldn’t hear myself think, and they liberally distributed their fertilizer everywhere except on the places that needed fertilizing. I hurled at them all the curses that Prospero and Caliban exchange with each other, and many more besides, but they took no notice, they just shrieked ever more loudly, and …. upon me ever more abundantly. And then, just as I was about to give up and go indoors for a shower and a stiff drink, they decided that it was time to move on. Within one second every single one of those ghastly birds had left just as suddenly as they had arrived – they had no doubt spotted some other innocent gardener whom they could drive out of his (or her?) mind, and the silence that suddenly descended on my garden was quite uncanny. I asked myself what that incorrigible bird-lover, Aamir Ali, could say to explain, justify or condone the outrageous and uncivilized behaviour of those creatures.

A few days later Aamir’s article was sent to me by e-mail for comment. Here, I thought, was a Heaven-sent answer to my question. His article starts off – quite characteristically – by telling us how thrilled he was to see a flock of starlings in New York, but then it seems to come perilously close to recognizing that (in North America at least) they are an unmitigated pest which deserved nothing but total extermination. However, he then wanders off into some total irrelevance by concluding that Shakespeare may not be entirely responsible for the fact that starlings are a pest. Had anyone suggested that Shakespeare was in some way responsible?

Aamir’s article doesn’t go anything like as far as it should have gone towards advocating a total world-wide war on starlings (on the same scale as George Bush’s war on terrrrrrrism), but it nevertheless leaves me quite speechless with admiration. What a fertile imagination he must have to be able to relate the wretched starling to Shakespeare in such an erudite and entertaining way!

The mention of iridescent birds reminded me of an incident in my childhood: I had found a dead starling and was preparing as children will, together with my brother, to give it a holy burial, with all the rites of the church, when my Methodist minister grandfather discovered what we were doing and called down the wrath of God upon us.

I think he was shocked at the mockery of religious rites, though we had intended nothing but true piety; chiefly, however, he was furious because those beautiful feathers - and they really are lovely - were going to be buried, rather than used by him to tie the exquisite tiny flies (made of coloured silks and birds' feathers) that he created on hooks to catch salmon and trout in the rivers of England and Wales when he was on holiday from his pulpit. What fun! Your accustomed whimsy this time takes us on a short roller coaster ride. You dub and mix - with your own voice - the chuckling wisdom of


Shakespeare's 'de-texted' phrases with the negative fallout of Shieffelin's love of birds.

As your story warms to the chronological twists and turns of his task, your voice sometimes takes on something of the lightly poetic:

“Yes, there's a world elsewhere, they cried. Let's not fear the heat of the sun, nor the furious winter's rage.”

Not bad! In this heightened whimsy of surmise, how easily you connect Shieffelin's intent in releasing a thing for its flashes of beauty, feisty and free, with Hotspur's intent in caging it for its parrot-like nuisance; how easy to see in the storyteller's excitement this feisty bird morph from a willing migrant, a foreign Shakespearean thing, into something mythical: adapting, literally digging in, surviving.

My first experience with this tough, ambivalent bird was in our garden, as Jack described. I had never ever seen a starling flying singly like a robin, as to me starlings, loving the company of many, flew always in murmurations - of hundreds. With my head bent to noisome weeds, I felt in the sky above me a wedge of wind as if a fat god up there had just exhaled. In these two poetic ticks, they had landed. As I stood, wishing them more in Farmer Debaud's field than in mine, they took off with beautiful Star Wars balletic precision... and with an even faster breath. “This is my garden”, I laughed after them, perhaps to hide the whimsical though levelling feeling that I was not the boss animal in my patch.

As a real Warwickshire countryman Shakespeare knew his country's birdlife, very often using its outward show and fine feathers vs. its real nature to mirror human action or intent. Watching my husband’s empathy with birds, I sneakily conclude that bird lovers imagine themselves part birds themselves: like an elusive nightingale or a sleek, strutting crow. Your story paints for me an image of Shieffelin's cool confidence in an existing Shakespearean 'list' of English birds and in his own wide open American skies with so much space to be filled with them: with Romeo's and Juliet's larks and nightingales; Hotspur's chattering starlings; Lear's Fool's hedge-sparrows and cuckoos; even Lady Macbeth's ravens.

You pose a question as to whose fault was that ecological cock-up?

In the beginning … whose word was it then? Who taught someone to love his birds so much? What overwhelming love of birds made Schieffelin (as head of the New York Branch of the American Acclimatization Society) tick off the list of Shakespeare's birds and put his money where his mouth was?

In an alternate whimsical world are you thinking that it is at one and the same time everyone's and no one's fault? A funny reminder to me of how often in our Shakespeare gatherings, we search for the mighty cause.

Aamir's flight of fancy and fact, between the Bard and birds, leaves me quite floored. It brings to mind two other references to poets and birds, one petty, the other more ethereal.

The first, one of the more infamous literary snarls, was penned in 1592 by Robert Greene in his Groats-worth of Witte:

"Yes trust them not: for there is an upstart Crow, beautified with our feathers, that with his Tygers hart wrapt in a Players hyde, supposes he is as well able to bombast out a blanke verse as the best of you: and being an absolute Johannes fac totum, is in his owne conceit the onely Shake-scene in a country."

The less said about this particular playwright, green(e) with envy of the new lad on the block, the better - except that the reference to the upstart crow was taken up by Gareth Lloyd Evans, as the title of his excellent 1982 introduction to Shakespeare's plays (just to rub salt into poor Greene's wounds, as this crow out-crowed the rest of the English pantheon of poetry and plays - and well beyond the English-language world, so universal has our Bard become.)

The second reference precedes Shakespeare by a few centuries: Manteq at-Tair (The Conference of the Birds), by Farid ud-Din Attar, a Persian mystic poet of the twelfth century. In this allegorical poem, the birds of the world gather together to seek a king. The hoopoe tells them that indeed they have a king - the Simorgh - but he lives far away, and the journey is full of hazards. Enthusiastic at first, quickly the birds start to excuse themselves (or chicken out, one is tempted to say) at the realization of the difficulties ahead. The hoopoe counters each excuse with anecdotes that show how both their desires for safety and comfort and their fears of the unknown are mistaken. They adopt the hoopoe as their leader in the quest and ask him a series of questions, which are also answered by illustrative anecdotes. The last question is about the length of the journey. The hoopoe responds by describing the seven valleys of the Way, the stages on the Sufi path to purification, to God. The seven valleys traversed by the birds are: Search, Love, Mystic Apprehension, Detachment/Independence, Unity, Bewilderment, and Fulfilment in Annihilation (annihilation of the small self into the ultimate Self). Traversing these stages, the birds arrive at the court of the Simorgh. At first they are turned back - when they are finally admitted, they find that the Simorgh they have sought is none other than themselves! This moment of epiphany is dependent on a pun - only thirty (si) birds (morgh) are left at the end of the Way, and these si morgh meet the Simorgh, the goal of their quest. So, here's to flying with you, our dear Aamir, the hoopoe!

Did you know that Mozart actually bought a starling that whistled one of his then uncompleted pieces? Mozart himself was an inveterate public whistler, and the talented sturnid had heard and imbibed either his whistling or that of a pupil into its repertoire. Three years later, when the bird died, Mozart held a funeral for it.

Did you say starlings? As I was working in my garden last week, thousands and thousands of those wretched birds suddenly thronged in the trees above my head. They made such a terrible din that I couldn’t hear myself think, and they liberally distributed their fertilizer everywhere except on the places that needed fertilizing. I hurled at them all the curses that Prospero and Caliban exchange with each other, and many more besides, but they took no notice, they just shrieked ever more loudly, and ... upon me ever more abundantly. And then, just as I was about to give up and go indoors for a shower and a stiff drink, they decided that it was time to move on. Within one second every single one of those ghastly birds had left, just as suddenly as they had arrived – they had no doubt spotted some other innocent gardener whom they could drive out of his (or her?) mind, and the silence that suddenly descended on my garden was quite uncanny. I asked myself what that incorrigible bird-lover, Aamir Ali, could say to explain, justify or condone the outrageous and uncivilized behaviour of those creatures.

A few days later Aamir’s article was sent to me by e-mail for comment. Here, I thought, was a Heaven-sent answer to my question. His article starts off – quite characteristically – by telling us how thrilled he was to see a flock of starlings in New York, but then it seemed to come perilously close to recognizing that (in North America at least) they were an unmitigated pest which deserved nothing but total extermination. However, he then wanders off into some total irrelevance by concluding that Shakespeare may not be entirely responsible for the fact that starlings are a pest. Had anyone suggested that Shakespeare was in some way responsible?

Aamir’s article doesn’t go anything like as far as it should have gone towards advocating a total world-wide war on starlings (on the same scale as George Bush’s war on terrorrrrrism), but it nevertheless leaves me quite speechless with admiration. What a fertile imagination he must have to be able to relate the wretched starling to Shakespeare in such an erudite and entertaining way!
