• Waiver (Disposition) process after product delivery (Capitalized or Non-Capitalized)

• ExceptionOfferor request to change (differ) from the proposed solicitation requirements (pre-award)

• Deviation Awardee request to change (differ) from the contract requirement(s) after award, but prior to production/delivery (for entire or remainder of contract)

• WaiverAwardee request to change (differ) from contract requirements after production (one-time only or for a set period) but before use/issue

• Initiate the EDW process: contacts DLA Energy Contracting Officer (CO)

• Supplies details of EDW request to CO:– Contract/Solicitation number & what is currently required– Product/Specification EDW is for– Technical POC (email/phone) from Offeror/Awardee– Proposed alternative/reason for the EDW request

• Impact if request is not granted• Proposed future remediation (if applicable)

– Affected Locations, Quantity, Date, & Timeline (if applicable)

The more pertinent information given, the faster the EDW process can proceed

Supplier Responsibilities

• Receives EDW request from Awardee/Offeror• Enters EDW request & information into EBS

(auditability)• Remains as a liaison between supplier and DLA-

Energy Quality during the EDW process• Informs supplier and Region Quality Manager/Quality

Assurance Representatives (QARs) of final EDW recommendation

Only the CO is authorized, on behalf of DLA-Energy, to modify/amend a contract/solicitation

Contracting Responsibility

• Evaluates proposed EDW from technical standpoint• Investigates proposed alternative(s) or other

reasonable alternatives based on previous experiences and industry standards/practices

• Coordinates with Service Control Points on impact of request– Affected Service approves or denies request and adds

any alternate requirements

CO informs awardee/offeror and, if necessary, modifies the contract to reflect changes

DLA-E Quality Technical Support Office (DLA-E DQ)

Supplier/Offeror follows process outlined in

contract/solicitation for EDW request and submits

to contracting via email

Contracting submits EDW request to Quality using

EBS (case number automatically assigned)

Quality (DQA/DQT) may need to request additional technical

information

Quality coordinates with SCP, if necessary,

and makes final recommendation

Quality provides contract modification

verbiage to contracting if EDW accepted;

Solicitation Amended or Contract Modified

Supplier, Quality Manager & QAR

notified of decision

Quality coordinates with SCP and

provides all required information

SCP Reviews request and makes recommendation

• Capitalized Product (DLA-Energy Owned)– Submit DLA Form 1960

• Non-Capitalized Product (Service owned)– Submit Product Quality Deficiency Report (PQDR)

using Service Reporting Tools (JDRS, PDREP, other)

• Used for reimbursement, investigation, product re-grade, rehabilitation or disposal

• Product custodian submits Disposition request• JDRS/PDREP PQDRs route to DLA-Energy DQ via EBS• DLA Form 1960 emailed to Region Quality Manager who

forwards to DLA-E DQ• DLA-E DQ: (similar to earlier process)

– Reviews Disposition and Recommendation– Coordinates with DLA-E Inventory Accountability, Finance & SCP as needed– Coordinates with Contracting if investigation reveals off spec. product was

supplied

• QM, QAR, and Custodian contacted with final recommendation
