BACKGROUND TO THE BACKGROUND TO THE CURRENT SITUATION IN KUTUMCURRENT SITUATION IN KUTUM• On 1 Sep 12 a meeting took place in Kutum, between a high
level GoS delegation and the local community of Kutum.
• The GoS delegation consist of: - Governor of North Darfur region, Mr Osman Mohammed Yusuf Kiber - Kutum locality Commissioner, Mr Ahmed Adam - The Prosecutor of North Darfur Estate - Ministers of Education, Finance, Agriculture, Housing Tourist and Environment - Deputy of Darfur State Governor in charge of State Parliament - Director of Darfur Intelligence - Commander of North Darfur Military - Other Members of Parliament
• The aim of the meeting was to raise concerns affecting the Kutum locality
BACKGROUND TO THE BACKGROUND TO THE CURRENT SITUATION IN KUTUMCURRENT SITUATION IN KUTUM
• Security forces should be deployed to cover all areas within Kutum locality.• Train the community policing and Popular Defence Forces (reserves).• With the exception of regular security forces, everyone should be disarmed. • Remove all the random checkpoints from El Fasher to Kutum and around
Kutum area.• To qualify the civil police and support them with equipment.• Re-open all police stations that closed after there was tension in Kutum.• The prosecutor and judge should be available in the town.• To prohibit people who cover their faces with scarfs.• Compensate all the traders in the market who suffered losses and destruction
of their property.• Pursue and prosecute all responsible for looting in Kutum market, NGO offices
and departments of government, and return all the stolen equipment including police vehicles.
• Secure all farms that were intentionally damaged.• Transfer the Alwaha locality from Kutum to El Fasher.• Put legislature in place to control farms and grazing fields.• Remove the new Damras from the Kutum District.• Qualify the traffic police and support them with equipments to deal with
unauthorised vehicles in Kutum area.• Support Kutum commissioner to perform his duties.• Governor of North Darfur must visit the IDP camps, Kassab and Fataburno.
NATIONAL CONGRESS IN CHARGE OF KUTUM LOCALITY CONCERNS:
• Arabs were dissatisfied with regard to some of the issues raised and thus leading to the following incidents:

At 1530C armed Arab Militia attacked the motorcade of Mr
Ahmed Adam, at Kutum market during which six people were injured. However, Mr Adam
escaped unharmed
After the above incident, there was an exchange of fire between GoS
police and Arab Militia.
2x GoS Police personnel and 4x Arab Militia were killed.
On 041530C Sep 12 near Kutum airstrip a UNAMID employee riding a motorbike and
was robbed by Arab Militia. They took money and a cellphone from him. The
militia were unable to take his motorbike after he threw away the keys.

At about 0745C, about ten land rovers with heavily
armed Arab Militias gathered near the base

At about 0840C some shots were fired in the western
direction of Kutum and there was a lot aggressive movement by the Arab militia from where they gathered to the western
direction and back

It was reported that the Central Reserve Force (CRF) troops
have taken over GoS police HQ near Kutum hospital
At 1005C two unidentified fighter aircrafts were
observed from south western direction to eastern direction
flying over Kutum area
Police HQ was burned and two land cruisers were taken by CRF troops from GoS police, Kutum
hospital has also been abandoned
Kutum market is reported to be empty but there is a heavy
presence of armed GoS military

At about 1105C Arab militia stopped a group of people on a truck and land rover near Kutum base. These people were from Abdul Shakur area going to Kutum town. Subsequently, some shots were fired
and it was discovered that one person was killed and four others injured.

At about 1230C Arab militia left their position to the south western direction of Kutum
At about 1850C, they returned again, driving 4x
Land cruisers, 3x other vehicles joined the 4 and headed towards Kutum
Town.
At 2157C, a GoS police officer was severely stabbed at Kassab
IDP Camp.

ACTIONS TAKEN BY UNAMID:
•11 members from GOAL and WFP were safely evacuated to the Camp.
• A total of 16 people were taken Kutum Team site for Medical treatment.
• 8 were air lifted to EL-Fasher
•Civilians from Abdul Shakur were escorted into Kutum Town.
CHALLENGES• Closure of Kutum Hospital.• Team site is running low on Medical Supplies.• UN Civilian Component that cannot go to the market
as a result of the unrest.• Unconfirmed reports send to SN HQ, particularly the
Civilian Component, which can have a negative influence in UNAMID itself.
• Lack of involvement on the side of GoS authorities, which gives UNAMID more strain.
• Aggressive Arab Militia activities in front of UNAMID Camp it’s a clear indication of provocation.
