ABSTRACTIn order to compile attrition/retention-information
for students in the State University of New York (SUN!) system, thisStudy identifies and charts the flop of two full-time, first-timestudent cOhOrts: (11 students first enrolled in fall. 1970' in bachelordegree programs; (2) students firit enrolied.ln fall 1972 in two-yeardegree programs. The tables in eni6 _study present infOrmation in thefori of flow charts which divide. the: cohorts into, varioussubdivisions reflecting the relative success of students in achievingtheir educational objectives. Data,are presented for the SUN! systemsas a whole, and for individual SUN! institutions,- including.university centers, university colleges, specialized- colleges,stltutory collegest health sciences centers, agricultural andtechnical colleges, and "community colleges. le current data indicatethat SUN! maintains a favorable position with regard to comparablenational figures. The most striking dharacteristic,of the currentdata, as compared with data from previous reports, is that summarydata for SUN! haVe remained virtually unchanged. This constancy is inspite of some substantial changes in the data for individualinstitutions, especially some of the community colleges. (NUM)

tINTRODUCTION
This is the second report prgpared by the Central Staff Office of Institutional Research providing systemwide data on'studemt retention and attrition.The data are presented,in this report so as, to provide a graphic as well asnumeric picture of the flow of students through the institutions of the StateUniversity of New York. This study-will be a significant aid in promoting abetter understanding of student flow, as well as providing new informationrelevant to the'development of institutional policies and plans.-
The factors of significant consequence in the development of a student'sacademic career and plans are varied and diverse; -consequently, there areinnumerable questions tftat.may be asked tegarding student attrition and r&-
tention. Any study which involves the longitudinal tacking of individualsover a period of time tends to be timeconsuming and complex. Because of the
desirability of designing a study that.would-yield significant information'and still be capableof execution in a reasonable period of time, theque0ions,formulated'for purposes,of this study have been restricted to those ithichccouldbe.answered by anexamination of permanent records and transcripts. -Withinthese restrictionathis study was designed to.answer some fundaiental questiens, e.g., Of the,group examined, .110W many received awards and how many did
not? Of those that received an award, when did they receive it in terms of
normal. expectations? Of those that'did not receive an award, how many4were
stiil,enrolled? Of those that were no lbnger enrolled,'how long did they`attend the institution? In the case of*twoyear programs, how. many of thosewho received an award or did not receive an award and were no longer attending, transferred to another college? Mare detailed in!!ormation on the design

'METHODOLOGY.'
The problem of "measuring" student attritinn and retention in an instruc-
tional,pro6am is, complicated by a.nwnber.of factors -- some.technical and some
conceptual. Amongthe latter is the'fundamental problem of defining the con=
cept of-attrition in an operationally significant manner. Regardless of its
.original.meaniug, the term- 'attrition' as it is used within. the context of
higher enfication involves the concept of failure-to achieve some gbai or obc.lec-
ave. It.wouid, ,consequently, be improper p nclude.witbin attrition figure'sa student who entered an undergraduate college and completed only one year bf
study if that student" had no commitment to aarograin of full-tifie Study leading
to a formal degree, or no commitment to a specific goal which was not achieved.
Thebasic approach utilized in this study was to identify a group of full-time, first-time students enrolled in a degree program -- called the'"total
cohort".-- and to arrive at attrition/retention information by tracing the.flow
of the cohort through the dmstitution: The, reason for selecting a cohort offull -'time,, first -time students enrolled in a degree program was that they, by
virtue-of their enrollment, expressed a commitment to definable objectivea.
Specifically, they Were commited to (i) full-time study:and (ii) attaining adegree. This study is organized so as to provide information regarding the
_relative success of.the cohort in achieving their goals.
The study examines the flow of,two cohorts: (i) those students enrolled
in bachelor degree programs, and (ii) those students enrolled in two-year
degree programs. .If comparisons are made between the two cohorts a word of
caution is advisable. It -should be remembered that a-student who enrolls in
a bachelor's degree program and leaves the institution after two years without
a degree will be counted as failing to achieve his objectives, whereas a stu-
dent enrolled in a two-yearprogramwho receives a degree will have met his
objectives. Yet, bothstudents may have,completed essentially the same coursework and performed at essentially the same level of competence. Since a four-
year institution does not give a formal degree for completiig two years 'of
study.wdie a two-year institution does,. comparisons betWeen the two cohortswith redpedt to ability and achievement should be made with caution.
The tables in this study present information in the form of a flow chart,
'beginnink with the cohort and follewinit through various subdivisions per-
_ tinent to determining the relative success of students in achieving their
educational objectives. While this manner of preienting information is :some-
what unconventional, it does communicate clearly and concisely the flow of
the original cohort.4
AttritIon/retention,data in badhelor degree programs are based on a cohortof full-timefirst-time Students enrolled in the Fall of 1976. This cohort
was divided into those whoreceividd a degree; thereby achieving their bacca-laureateeducatio4lobjectiveS, and those who did not receive a degree. The'
time allotted for completingi a degree was divided in order to provideinfor-"
,mation, regarding the number of students who, in terms of the conventional.o

four-year program, finished early, schedule", or up to approXimately'sixmonths later. Consequently, inferences made from the data. regarding students no.longer enrolledshould be made with caution. In the case'of students ho longer. enrolled,-addiTtional information isptovided regarding the date of their laatattendance. In '
general,..thipmethod of organization yields an accurate picture Ofstudent flowwhich is gagily scanned. In addition to ptdviding information regardingattri-tioniretention percentages, it also indicates for each institution the period-duting Which the greatest attrition took place for that entering class.
Attrition/retention data in, two-year programs are based on a cohort offull -time, first -time sEudents enrolled in any associate degree program, ortwo -year diploma or-certificate prOgtSm in the Fall of 1972. The divisionsof thrs cohort are similar but not identical to the diVisions utilized forbachelor's degree students. Consequently, the seine cautionary notes apply.The major differende in the case of:two-year programs is that additional infor-"nation is provided regarding. -the number and distribution of student who transferred to another college. This additional information was sought in the caseof two-year programs since, many of them are designed to'be university parallelprograms leading to transfer to another institution.' L
Ire interpreting the-datafor attrition in two=year programs, it should benoted that those students in a two -year program whOse ultimate objective is toreceive a bachelor's degree Tay, because of limitations on the transferabilityof credits and other factors, perceivet to be in their best interest not tocomplete --the two-year program. Consequently, some students may not receive aformal award in a two-year program by prior design. In this instance, there-fore, attention should be given to the students who do not receive a two-yeardegree but do transfer to another college.
All of the institutions of the State University of New York which.offerbachelor or two-year degree programs are represented ip this study with the
. following exceptions. The data for bachelor degree progtams does not includethe following: Utica/Rome since it'has no first-time students; Empire Statesince'it did not have an enterin&baccalaureate class in till 1970; all HealthSciences Centers; Optometry and Veterinary, Colleges since they have no first-,time students life bachelor's program. The data for two-year degree programsdoes'not include the following: Morrisville Agricultural-and TechnicalCollege and the Community Colleges under the sponsorship of the New York City'

In 1974- the Central Staff Office of Institutional Research of theState
University of New York published the result's of anattrilion/retention studya
which was conducted on a system-wide basis'. The study utilized a student flow
approach and resulted in what is,pin all likelihood, theitaost complte4attri- %
tiohlretention study of a public multi-:campus university system.. eta
included inithia report represents,.the second such,study by the University.
The 1974 publication contained a comparison ofState 'University attrition/
retention data with national figures. The national figures were obtaineelrom
a study by Alexander°Astinb. While'the 1974 publicatibn pointed out differences .
'inmethodology, and consequently the caution required, in comparing~State Vniver-
sity and national figures, the retention rate of the State University appeared
to be superior to national figures; e.g., 'nationally,a completion rate of 46.7
percent in bachelor's programs and 38.4 percent in two-year program comparewith the State University's 54.4 percent completion rate in'bachelor'a programs
and 43.3 percent in two -year programs. p

'The current data indicates that the State Universitymaintains a favorable
position with regard to. the Ilational,data. 'The most striking characteristic of
the current data, whek compared with the previons report, is that the data at
the summary level ha4e remained virtually identical: This'is nbt 65 suggest
that there have been no changes in the data for individual institutions.' While
there are indeed interesting chaftgesatthe level of individual institAlons,-
the aggregated data for bachelor degree prOgrams and two-year programs is
remarkably, atable:4

'The stability of the data is particularly evident in bachelor degree pro-,
grams. 'or example, to the Class of; 1973, .54 aercet of,the cohort,received.
a,badhelor'segree, 8,percent dichnOt receive a degree but were still enrolled,
and 38'percant did not receive a degree and were no longer enrolled; the cor-
responding percentages for the class of 1974.are identical; viz., 54 rrcent,
8,perceat and38 peicent, respedtively.
The data for two -year programs also exhibit a.high degree of stability.
_For example,dn the class of 1973, 43 percent.of the cohort received a. two -year
akard,40'percent did notreceivea two-year award but were still enrolled, and ,
464percent did not receive. -a twoeryehr award °and were no longer enrolled; the
corresponding percentages for the class of 1974 ire 'virtually the, same, viz.,, .
42 percent, 11 percent and 45 percent, respectively. .
In 'some respect6 it is more difficult to characterize the "drop-m:0"in
a two-year program since many of the students who do not'receive a two -year
award transferred to another Institution, and that may have been their majOrt '
