Training & Educational Sciences ) in working on a plan to build up nn
Academy of Library Science which will start in 1971.
The establishment in b ,ed on these following points g
I. Basic considerations.
1. The application of library science in Indonesia is seen from the
point of education to be essential for modernising education.
1.1. A library in a centre for educational and teaching programmen.
1.2. There in only a mnall number of qualified librarians to meet'
the needs on the field of education and teaching in Indonesia.
1.2.1. Books are continually donated by U.S.I.S., Ford Founda
tion, The British Council, The Asian Foundat5on etc.
1.2.2. Indonesia has many lilararies. There are 3000 libraries
counted up to 1969; 40 of them are University librarie
Institute lilararies. Thene belong to the Government.
1.2.3. There are only 387 librarians working in various different
kinds of libraries.
1.2.4. Up to now Indonesia has only one school of Library Science
which belong to the Faculty of Letters of University of
Indonesia ( LI.) in Djakarta.
1.2.4.1. The latest programme trains only M.A. candidates
on Library Science. This creates a serious gap
for midlevel people in this field.
1.2.4.2. There are not enough graduates to fill the needs.

The School of Library Science in Djakarta has
nroduoed only 287 graduates untul 19699 very

The establishment is based on these following points g

1.K.I.P. as well an outsiders. Using these facts as the basis, it is
necessary to increase the teaching concerned.
3.1. By thin time the course has produced 34 graduates of two kinds
qualification, 20 people of M.A. stnndard and 14 of the B.A. stan
dard.
Those people ay from various educational institutions/Depnrtments3
having finished the course they return to their awn offices. The
third course which lp now still going on up to August 1970 has
18 active students.
3 2. Many foreign agencies are interested in our pr ject and support
it, these are among others, The British Council U.S.I.S., Fbrd
Foundation and The Asian Foundation.
3.3. The demands to this programme come from many Universities in In
donesia. Some of them have registered their candidates for the
next course ( the fourth ), these nrc 1.K.I.P. Malang, I.K.I.P.
Menado and the Medical Faculty of U.S.U. Medan. Some of the ap
plicants come from some other Departments offering cnndidates of
High School education. One of the requirements of the course in
that the candidate has to have the B.A.'s degree_-or the M.A.'s
degree of any Departments.
4. Other condiderntions are as follows :
4.1. The regulation no.22 (1961) deals with Higher Education found
pnrt II chapter 6 article 4 and chapter 7 article 6, 8, and 3.
4.2. The five year programme (Pelita) on the field of education sta
ten the necessity for more practical workers to meet public needs
in making improvements.
4.3. Other consideration from Ministry of Education in relation
practical works are as follows :
4.3.1. Guide books for teachers must be increased.
4.3.2. Text books for students must be increased.
