NH Consulting Pvt. Ltd. extend its gratitude to Department of Revenue, U.T. Administration

of Dadra and Nagar Haveli, for assigning the SIA study titled “Social Impact Assessment for

Land Acquisition for Pumping Station of Sewerage System at village Amli and Silvassa,

Dadra and Nagar Haveli”. NH Consulting has deployed a team of highly qualified and

multidisciplinary professionals to conduct the study. This report being submitted is prepared

on the basis of extensive transect walk and multiple stakeholders’ consultations.

Chapter 1

1. Executive Summary

1.1 Project and Public Purpose

The proposed project “Social Impact Assessment for Land Acquisition for Pumping Station

of Sewerage System at village Amli and Silvassa, Dadra and Nagar Haveli” bearing survey

No. 343/1P and 142/1 of village Amli and Silvassa respectively, are to be developed by

Silvassa Municipal Council (SMC), Dadra and Nagar Haveli, Silvassa. The project

description is based on the information provided by SMC regarding the requirement for the

acquisition of this land.

Under the augmentation plans for sewerage infrastructure designed for a population of about

1,70,819 souls upto 2041, handling 13.00 MLD, Silvassa Municipal Council is establishing a

Sequential Batch Reactor type Sewerage Treatment Plant (STP). In line with the above it is

also proposed to establish sewerage pumping station of the sewerage system for the

remaining area of Silvassa-Amli Town Phase II, Part-II at Amli, near Agrivad Bridge and

Bhurkud Faliya, Silvassa, New Circuit Road.

The UT Administration of Dadra and Nagar Haveli intends to acquire the following land in

consultation with the councillor of Silvassa Municipal Council of the concerned ward in the

affected area and carry out Social Impact Assessment Study for public purpose. The study

will be undertaken as per the provisions of Section 4 of The Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013.

One of the prime objective of the Social Impact Assessment Report is to examine that

whether the proposed project is for public purpose. As per this assessment, for setting up of

the Pumping Station for Sewerage System at village Amli, near Agrivad Bridge and Bhurkud

Faliya, New Circuit Road, Silvassa and for making it operational which is intended to benefit

the citizens of the township and thus this project serves public purpose.



1.2 Location, Size and Attributes of Land

The total area being acquired for the proposed project is 430 sq m and 405 sq m, located at

survey no. 343/1P and 142/1 of village Amli and Silvassa respectively falling under sub-

division Silvassa of U.T. Dadra and Nagar Haveli. The land being acquired is agriculture land

in village Amli while the other one at Silvassa is a non-agriculture land.

1.3 Alternatives Considered

The extent of the land proposed for the acquisition is the absolute bare minimum needed for

the project. These two pieces of land area required for the construction of the pumping

stations as they fall in line with the alignment of the sewerage system and no other alternative

exists.

and

ii) Shri Dharmendrasinh Karansinh Thakor, Widow Chanchanben Karansinh Thakor;

respectively.

Silvassa Municipal Council, Dadra and Nagar Haveli, Silvassa had submitted the proposal for

land acquisition as per the RFCTLARR Act 2013.



Chapter 2

2. Detailed Project Description

2.1 Background

Silvassa Municipal Council is an autonomous body establish on 18th February 2006. Under

the augmentation plans for sewerage infrastructure designed for a population of about



also proposed to establish pumping station of the sewerage system for the remaining area of

Silvassa-Amli Town Phase II, Part-II at Amli, near Agrivad Bridge and Bhurkud Faliya,

Silvassa, New Circuit Road. The total area to be acquired is 835 sq. m. being 430 sq. m. and

405 sq. m. respectively.

The UT Administration of Dadra and Nagar Haveli intends to acquire the following land in

consultation with the councillor of Silvassa Municipal Council of the concerned ward in the

affected area and carry out Social Impact Assessment Study for public purpose. The study

will be undertaken as per the provisions of Section 4 of The Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

The UT Administration of Dadra and Nagar Haveli as per their notification No.

LAQ/SMC/PumpingStation/Sew.Sys./3/2019/476/Rev/19 dated 23/08/2019 assigned the task

for conducting Social Impact Assessment to M/s. NH Consulting Pvt. Ltd., New Delhi.

2.2 Location, Size and Attributes of Land

2.3 Examination of Alternatives

Alternatives for the reason due to which these two parcels of land were to be acquired were

studied (refer to the figure below) and it is found that the extent of the land proposed for the

acquisition is the absolute bare minimum needed for the project. These two pieces of land

area required for the construction of the pumping stations as they fall in line with the

alignment of the sewerage system and no other alternative exists.

3. Team Composition, Approach, Methodology and Schedule of SIA

3.1 Team Composition

NH Consulting Pvt. Ltd (NHC) derives its strength from the knowledge and experience of

nationally and internationally renowned professionals within their respective fields. NHC is

promoted by professionals with more than 20 years of experience in their respective fields

and many of them possess active experience of up to 40 years in their area of expertise. Each

division at NHC is advised/headed and operated by highly competent professionals in their

concerned field. The organization is specialized in Natural Resource Management with

Socio-Economic Analysis and SIA as its strongest arm.

NHC deployed a team of highly qualified and experienced professionals in this project lead

by Mr. G S Yadav, Director-Projects supported by Mr. Jayant Khera, Assistant Manager-

Projects-an Environmentalist.

3.2 Approach and Methodology

The approach for social impact assessment of a typical land acquisition project is given in the

flow chart below:



The SIA study has been conducted through the combination of primary and secondary

research where the basic data has been provided by the District administration. The statistical

data has also been used as a source of secondary research. However, these data have been

linked to demographic details and a bit about geography and terrain. The dimensions of

secondary and primary research are delineated in the proceeding paragraphs.

3.2.1 Secondary Research

In addition to few sources mentioned above, the basic data input on the proposed land

parcel’s geography and maps have been provided by office of Land Acquisition Department.

The other data sources included Census of India 2011, Socio-Economic Development Data of

UT of Dadra and Nagar Haveli 2017-18, etc. The secondary research has been utilized just as

guiding factor and hence the primary research has been extensively used to generate the

stakeholders’ opinion on the subject.

3.2.2 Primary Research

Since the project has a direct impact on the primary sector stakeholder it was imperative to

consult the stakeholder (affected people) personally to measure the magnitude of impact on

their property, livelihood and overall lifestyle. For the purpose the data collection tools as

suggest in the Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Rules have been followed.

In addition to the affected stakeholders, consultation with the concerned line departments was

also done to solicit their opinion on the subject.

4. Land Assessment

4.1 Area Profile of the Proposed Land

The survey No 343/1P and 142/1 of village Amli and Silvassa sub-division Silvassa, Dadra

and Nagar Haveli admeasuring 430 sq m and 405 sq m, are under the ownership of

alternative which exists.



Chapter 5

5. Estimation and Enumeration of Affected Families and Assets

This chapter gives the details of families being affected by the proposed project and the

tangible and intangible losses they will incur.

The survey No. 343/1P of village Amli, sub-division Silvassa, Dadra and Nagar Haveli

admeasuring 430 sq m is under the ownership of Shri Ranchod Dhanji, Shri Babar Dhanji,

Smt. Shantiben Babubhai Patel, Widow Magliben Makan Patel, Pankaj Makan Patel, Sanjay

Makan Patel and Dinesh Makan Patel.

The land parcel is an agricultural land and no other type of structure exists. Consultation with

the stakeholder was done by the SIA Team. Compensation in terms of value of the vacant

land as per RFCTLARR Act should be provided.

The survey No. 142/1 of village Amli and Silvassa sub-division Silvassa, Dadra and Nagar

Haveli admeasuring 405 sq m, is under the ownership of Shri Dharmendrasinh Karansinh

Thakor, Widow Chanchanben Karansinh Thakor.

The land parcel is a non-agricultural land and no other type of structure exists. Consultation

with the stakeholder was done by the SIA Team. He feels that only 300 sq m of land may be

acquired instead of 405 sq m as desired by Silvassa Municipal Council so that he remains in

possession of a sizable plot. Compensation in terms of value of the vacant land as per

RFCTLARR Act should be provided and he is also open for the option of being allowed

relaxation for more FSI in construction on the remaining area.



Chapter 6

6. Socio-Economic and Cultural Profile

6.1 Introduction

6.1.1 Dadra and Nagar Haveli

Dadra and Nagar Haveli is a land locked Union Territory of India, situated at the western

coast in the foothills of Western Ghats between the parallels of 200 0` and 200 25` latitude

north and between meridian 72050` and 730 15’ of longitude east. It is bounded by Valsad

district of Gujarat in the North-West and East, and Thane district of Maharashtra in the South

and South East. It is composed of two enclave: Dadra and Nagar Haveli. While Nagar Haveli

is located between Maharashtra and Gujarat, Dadra is an enclave which is a few kilometers

north of Nagar Haveli in Gujarat. The capital city of Dadra and Nagar Haveli is Silvassa. The

population of Dadra and Nagar Haveli is 3,43,709 (as per 2011 population census).

Dadra and Nagar Haveli covers an area of 491 sq.km. Silvassa Municipal Council came in

existence in the year 2006 and is

formed of two towns namely Silvassa

and Amli. Another 5 villages viz.,

Dadra, Naroli, Samarvarni, Masat

and Rakholi were treated as non-

statutory Census Towns in census

2011. Hence as per census 2011, the

UT comprises of one Municipal

Council, five Census Towns and 65

villages.

The territory has hilly terrain

especially towards the North-East

and East where it is surrounded by ranges of Sahyadri mountains (Western Hills). The terrain

is intersected by the river Daman Ganga and its three tributaries. The river rises from the hill

64 km from the Western coast and discharges itself in the Arabian Sea at the port of Daman.



The climate is moderate and generally healthy in the Central zone, though hot in summer

season. The monsoon season is from June to September and the average rainfall of the UT is

between 2000 to 2500 mm.

It is well connected with railway network, the nearest railway stations being Vapi and Bhilad

situated in Gujarat at a distance of about 18 km and 12 km respectively from Silvassa. The

UT of D.N.H. is connected with National Highway No.48.

Dadra and Nagar Haveli came in existence on 17th December, 1779 as a result of treaty

between Portuguese and Marathas. The Marathas assigned 72 villages at Portuguese in return

of their friendship and the group of 72 villages came to be known as Dadra and Nagar Haveli.

The Portuguese ruled this Territory until its liberation on 2nd August, 1954. After liberation

the Administration was carried out by local body known as Free Dadra and Nagar Haveli

Administration till its merger with the Indian Union on 11th August, 1961. Consequently, the

free Dadra and Nagar Haveli Administration was succeeded by formal statutory

Administration headed by an Administrator(Governor).

6.2 Demography

Dadra and Nagar Haveli comprising of one Municipal Council, 5 Census Towns and 65

villages forms a single District with two sub-divisions namely Silvassa and Khanvel. All the

villages have been divided into 20 Gram Panchayats. The U.T. has no legislature. However,

there is District Panchayat comprising of representatives from all village Panchayats which

has been delegated powers and duties under Village Panchayat Rules. One seat of Lok Sabha

has been allotted to the U.T. which is reserved for Scheduled Tribe.

6.3 Geomorphology and Soil Types

6.3.1 Geomorphology:

Physiographically the UT forms part of Deccan Plateau. The UT of Dadra and Nagar

Haveli is divided into three physiographic units i.e. Residual Plateaus, Denudational

Slopes and Valley Plains.

Residual Plateau’s: These are flat-topped crests surrounded by steep scarps. These

residual plateaus occur in the western fringe, the south-eastern part of and in the

isolated patches in the north-eastern part of the Territory. The elevation in this

category ranges between 100-300 m above MSL the elevation more than 200 m above

MSL is seen in north eastern and south-eastern part of the Territory.

Denudational Slopes: These form the scarp zone between plateaus and plains and

comprises of moderate to steep slopes. The major area under this category lies almost

in the eastern part in north south alignment in dissected form ranging roughly between

50 and 100 m above MSL.

Valley Plains: The valley plains form the flat topography with gentle slope of SE-

NW forming the Damanganga River and its tributaries and it ranges in elevation

below 50 m above m above MSL. It comprises of weathered rock fragments and soils.

The rock fragments are various sizes and mixed with soils.

The Union Territory of Dadra and Nagar Haveli is mainly drained by Damanganga

River and its tributaries (382.32 kms). The northern part (69.32 km) is drained by

Kolak River and its tributaries. A small portion (37.26 km) of the Territory in the west

is drained by the Kalunadi and its tributaries.

6.3.2 Soils

The soils occurring on the Deccan plateau are generally black cotton soils. Within this

broad categorisation, there are significant variations depending upon topography.

Three major type of soil occurs in the UT i.e., lateritic soils, shallow black cotton soils

deep black soils and their description is as follows:



1) Lateritic Soil, these soils are well stabilised and have good porosity leading to

good permeability and aeration and are non-calcareous soils and have low pH.

2) Shallow Black Cotton Soil, are medium textured soils with gravels and pebbles

and hard rock is met early below the soil restricting free movement of water and

air. Though the soils are permeable enough, but have low moisture holding

capacity and thus call for specific moisture management for sustainable land use

under cultivation.

3) Deep Black Soil, are very deep soils having very high fertility and are capable of

supporting a variable number of crops.

6.5 Land, People & Culture

The U.T. of Dadra & Nagar Haveli is located on the western side of the foot hills of western

Ghat and has undulating terrain 40% of the total geographical area is covered with forests and

thus offers it a look of woodland. The major river Damanganga and its tributaries criss-cross

the U.T. and drain into Arabian sea at Daman. The UT has population of 2.20 lakhs as per the

2001 census which has predominance of tribals forming a major chunk of 62% of the total

population.

The major tribes are Varlies, Kokana, Dhodia and Dublas. The tribals have their distinct

culture of their own consisting of curious rituals and colorful folk-lore. No occasion in tribal

life is complete, be it a marriage or harvest without a folk dance. The major dances are Tarpa,

Dhol, Bhavada and Gherria. The performers of these foot-tapping dances are equally good in

other arts and art forms and are almost independent for most of their daily requirements.



Chapter 7

7. Socio Impacts

7.1 Introduction

Social impacts include changes in people’s way of life, their culture, community, political

systems, environment, health and wellbeing, their personal and property rights and their fears

and aspirations.

The main types of social impacts that occur as a result of the project related changes can be

grouped into five overlapping categories:

• Lifestyle impacts – on the way people behave and relate to family, friends and cohorts

on a day-to-day basis;

7.2 Project Impacts

The survey No. 343/1P of village Amli, sub-division Silvassa, Dadra and Nagar Haveli

admeasuring 430 sq m is under the ownership of Shri Ranchod Dhanji, Shri Babar Dhanji,

Smt. Shantiben Babubhai Patel, Widow Magliben Makan Patel, Pankaj Makan Patel, Sanjay

Makan Patel and Dinesh Makan Patel. Silvassa Municipal Council, Dadra and Nagar Haveli,

Silvassa had submitted the proposal for land acquisition as per the RFCTLARR Act 2013 for

setting up sewerage pumping station.



Consultation with the stakeholder was done by the SIA Team. This land parcel is an

agricultural land and Compensation in terms of value of the vacant land as per RFCTLARR

Act should be provided.

The survey No. 142/1 of village Amli and Silvassa sub-division Silvassa, Dadra and Nagar

Haveli admeasuring 405 sq m, is under the ownership of Shri Dharmendrasinh Karansinh

Thakor, Widow Chanchanben Karansinh Thakor. Silvassa Municipal Council, Dadra and

Nagar Haveli, Silvassa had submitted the proposal for land acquisition as per the

RFCTLARR Act 2013 for setting up sewerage pumping station.

Consultation with the stakeholder was done by the SIA Team. The land parcel is a non-

agricultural land and no other type of structure exists. He feels that only 300 sq m of land

may be acquired instead of 405 sq m as desired by Silvassa Municipal Council so that he

remains in possession of a sizable plot for construction of a small building. Compensation in

terms of value of the vacant land as per RFCTLARR Act should be provided and he is also

open for the option of being allowed relaxation for more FSI in construction on the remaining

area.



Chapter 8

8. Analysis of Cost & Benefits and Recommendation on Acquisition


survey no. 343/1P and 142/1 of village Amli and Silvassa respectively falling under sub-

division Silvassa of U.T. Dadra and Nagar Haveli. The land being acquired is agriculture land

in village Amli while the other one at Silvassa is a non-agriculture land.

Under the augmentation plans for sewerage infrastructure designed for a population of about

exists. The survey Nos. of the proposed land are 343/1P and 142/1 of village Amli and

Silvassa sub-division Silvassa, Dadra and Nagar Haveli admeasuring 430 sq m and 405 sq m,

which are under the ownership of

respectively and as per the RFCTLARR Act the amount of compensation as per the existing

norms be paid to them. The owner at point no. (ii) is also open for the option of being

allowed relaxation for more FSI in construction on the remaining area.



Chapter 9:

9. Public Hearing

As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation

and Resettlement (RFCTLARR) Act, public hearing for the Social Impact Assessment is an

integral part. It aims at providing information about the process of land acquisition and

making them aware about the findings of Socio-economic survey and consultation. The

objective of the public hearing meeting is to provide an opportunity to the project affected

community to discuss their problems and issues with regard to land acquisition.

The Department of Land Acquisition, Silvassa published notification in this regard (No.

LAQ/SMC/Pumping Station/Sew.Sys./3/2019/479/Rev(s)/19, dated 3.10.2019) and according

to that the public hearing was conducted on 10.10.2019 at 11:00 am in Town Hall, Dadra and

Nagar Haveli, Silvassa.

The project affected stakeholders were present. SIA team facilitated the meeting. The other

members present in the public hearing were representatives of

District Land Acquisition Office, Silvassa;

Silvassa Municipal Council; and

NHC Team.

List of persons present in the public hearing are given at Annexure 1.

The project affected stakeholder should be given compensation as per the norms.

સાંપાદન માટે સામાજિક અસર આકારણી,"દાદરા અને નગર હવેલી" બેહરિંગ સવેક્ષણ સાંખ્યા.

343/1પી અને 142/1 અમલી અને સસલવાસાનાાં ગામોને અન ક્રમે સસલવાસા ્ય સનસસપલ

કાઉમન્સલ (એસએમસી), દાદરા અને નગર હવેલી, સસલવાસા દ્વારા સવકસસત કરવામાાં આવશે.

યોિનાની સવગતો એસ.એમ.સી. દ્વારા આ િમીન સાંપાદન કરવાની િરૂહરયાત અંગેની માહહતી

પર આધાહરત છે.

2041 સ ધીનાાં 1,70,819 માણસોની વસ્તીની માટે ડીઝાઇન કરેલ સીવરેિ માળખાગતની માટે

વદૃ્ધદ્ધ યોિનાઓની હઠેળ 13.00 એમએલડી, સાંભાળવા માટે સસલવાસા નગર સનગમ એક

અન ક્રસમક બેચ પ્રસતહક્રયાકારકનો પ્રકાર સીવેરેિ પ્રહક્રયા પ્લાન્ટ (એસટીપી) ની સ્થાપના કરી

રહી છે.

ઉપર િણાવ્યા મ િબ, સસલવાસા-અમલી ટાઉન ફેઝ II, અમલી ખાતે ભાગ-2 એગ્રીવાડ પ લ

નજીક અને ભ રક ડ ફલળયા, સસલવાસા, ન્ય સહકિટ રોડ નજીકનાાં બાકીનાાં સવસ્તાર માટે ગટર

વ્યવસ્થાનાાં સીવેરેિ પમ્પિંગ સ્ટેશન સ્થાપવાની પણ દરખાસ્ત છે.



દાદરા અને નગર હવલેીનાાં યટૂી વહીવટીતાંત્ર સાંબાંસધત વોડષની સસલવાસા ્ય સનસસપલ

કાઉમન્સલરની સલાહથી અસરગ્રસ્ત સવસ્તારમાાં સન્નલલલખત ભસૂમ સાંપાદન અને જાહરે હતે માટે

સામાજિક અસર આકારણી અભ્યાસ હાથ ધરવા માાંગ ેછે. યોગ્ય વળતર અને પારદસશિતા માટે

અધ્યયન ભસૂમ અસધકાર, પ ન:સ્થાપના અને પ ન:વષસન(આરએફસીટીએલએઆરઆર)

અસધસનયમ, 2013 ની કલમની િોગવાઈઓ મ િબ આ અભ્યાસ કરવામાાં આવશે.

સામાજિક અસર આકારણી અહવેાલનો મ ખ્ય ઉદે્દશ એ સલૂચત યોિનાએ જાહરે હતે માટે છે કે

નહીં તે તપાસવાન ાં છે. આ આકારણી મ િબ, એગ્રીવાડ પ લ અને ભ રક ડ ફલળયા, ન્ય સહકિટ રોડ,

સસલવાસા નજીક ગામ અમલી ગામ ખાતે ગટર વ્યવસ્થા માટે એક પમ્પિંગ સ્ટેશન બનાવવ ાં

અને જેન ાં સનમાષણ કરવાન ાં લક્ષ્ય છે જેનો ઉદે્દશ્ય ટાઉનશીપનાાં નાગહરકોને મળે અને તે હતે સર

આ યોિના જાહરે હતે નો છે. તે સેવા આપે છે.

1.2 જમીનનુ ંસ્થાન, આકાર અને લક્ષણો

સલૂચત યોિના માટે પ્રાપ્ત થયેલ ક લ કે્ષત્ર 430 ચોરસ મીટર અને 405 ચોરસ મીટર છે, જે

સવેક્ષણ સાંખ્યા પર મસ્થત છે. અન ક્રમે પેટાસવભાગ સસલવાસા હઠેળ આવતા અમલી અન ે

સસલવાસા ગામોનાાં 343/1પી અને 142/1. દાદરા અને નગર હવેલી. સાંપાદન કરવાની િમીન

ગામ અમલીની ખેતીની િમીન છે, જ્યારે સસલવાસામાાં લબન-ખેતીની ભસૂમ છે.

1.3 સ્વીકૃત વવકલ્પો

સાંપાદન માટે સલૂચત િમીનની હદ એ પ્રોજેક્ટ માટે િરૂરી અસત ન્યનૂતમ છે.પમ્પિંગ સ્ટેશનોનાાં

સનમાષણ માટે િમીનનાાં આ બે ટ કડાઓ િરૂરી છે કારણ કે તે ગટર વ્યવસ્થાનાાં ગોઠવણીને

અન રૂપ છે અને અન્ય કોઈ સવકલ્પ હાિર નથી.

સવેક્ષણ સાંખ્યા પર મસ્થત છે. 343/1પી અને 142/1 ગામ અમલી અન ેસસલવાસા સબ-હડસવઝન

અન ક્રમે સસલવાસા, દાદરા અને નગર હવેલી. હસ્તગત કરવાની િમીન એ અમલી ગામની

કૃસર્ની ભસૂમ છે, જ્યારે સસલવાસામાાં લબન-કૃસર્ ભસૂમ છે.

અમલી અને સસલવાસા સબ-હડસવઝન સસલવાસા, દાદરા અને નગર હવેલીમાાં 430 ચોરસ મીટર

અને 405 ચોરસ મીટર સવસ્તારનાાં સવેક્ષણ સાંખ્યા 343/1પી અને 142/1 ની માલલકી હઠેળ છે

2. સવગતવાર પ્રોજેક્ટ વણષન

2.1 પષૃ્ઠભવૂમ

સસલવાસા ્ય સનસસપલ કાઉમન્સલ 18મી ફેબ્ર આરી 2006 નાાં રોિ સ્થાસપત એક સ્વાયત સાંસ્થા છે.

સસલવાસા ્ય સનસસપલ કાઉમન્સલ 2041 સ ધીમાાં 1,70,819 માનવીય વસ્તી માટે રચાયેલ ગટર

માળખાગત સ સવધા માટે વધારાની યોિના અંતગષત, 13.00 એમએલડી સાંભાળીને અન ક્રસમક

બેચ પ્રસતહક્રયાકારક પ્રકારનો સીવેરેિ ટ્ીટમેન્ટ પ્લાન્ટ સ્થાસપત કરી રહી

છે.(એસ.ટી.પી.).ઉપરોક્ત સાથે અન રૂપ, સસલવાસા-અમલી ટાઉન ફેઝ II, અમલી ખાતે ભાગ -

2, એગ્રીવાડ નજીક અને ભ રક ડ ફલળયા, સસલવાસા, ન્ય સહકિટ રોડ માટેનાાં બાકી સવસ્તાર માટે

ગટર વ્યવસ્થાનાાં પમ્પિંગ સ્ટેશન સ્થાપવાની પણ દરખાસ્ત છે. સાંપાદન કરવાન ાં ક લ કે્ષત્ર 835

ચોરસ મીટર છે. 430 ચો.મી. અને 405 ચો.મી. અન ક્રમે.

દાદરા અને નગર હવલેીનાાં યટૂી વહીવટીતાંત્ર સાંબાંસધત વોડષની સસલવાસા ્ય સનસસપલ

કાઉમન્સલરની સલાહથી અસરગ્રસ્ત સવસ્તારમાાં સન્નલલલખત ભસૂમ સાંપાદન અને જાહરે હતે માટે

સામાજિક અસર આકારણી અભ્યાસ હાથ ધરવા માગે છે. ભસૂમ સાંપાદન, પ ન:સ્થાપના અને

પ ન:વષસન અસધસનયમ, 2013 ની વળતર અને પારદસશિતાની કલમ 4 ની િોગવાઈઓની

અન સાર આ અભ્યાસ કરવામાાં આવશે.

દાદરા અને નગર હવેલીનાાં કેન્દ્રશાસસત પ્રશાસને તેમની સચૂના નાંબર

એલએક્ય /સએમસી/પમ્પિંગસ્ટેશન/સેવ.ેએસવાયએસ.3/2019/476/રેવ/19 તારીખ 23/08/2019,

2.2 સ્થાન, આકાર અને ભવૂમનો આક્રમણ

સલૂચત યોિના માટે પ્રાપ્ત થયેલ ક લ કે્ષત્ર 430 ચોરસ મીટર અન ે405 ચોરસ મીટર છે, જે

સવેક્ષણ સાંખ્યા પર મસ્થત છે. અમલી અને સસલવાસા ગામો, જે દાદરા અને નગર હવેલીનાાં

પેટા સવભાગ, સસલવાસા હઠેળ આવે છે, તે અન ક્રમે 343/1પી અને 142/1 છે. હસ્તગત કરવાની

ભસૂમએ અમલી ગામની કૃસર્ની ભસૂમ છે, જ્યારે સસલવાસામાાં લબન-કૃસર્ ભસૂમ છે.

સવેક્ષણ સાંખ્યા 343/1પી અને 142/1 ગામનાાં અમલી અને સસલવાસા પેટા સવભાગમાાં આવતા

સસલવાસા, દાદરા અને નગર હવેલીમાાં અન ક્રમે 430 ચોરસ મીટર અન ે405 ચોરસ મીટર આવરે

આ કારણોસર ભસૂમનાાં આ બે ટ કડા હસ્તગત કરવાના હતા, વૈકલ્લ્પક અભ્યાસ કરવામાાં આવ્યો

હતો (નીચે આપેલા આંકડાનો સાંદભષ લો) અને એવ ાં જાણવા મળય ાં હત ાં કે સાંપાદન માટે

સચૂવવામાાં આવેલી ભસૂમની હદ યોિના માટે િરૂરી અસત ન્યનૂતમ છે. પમ્પિંગ સ્ટેશનોનાાં

સનમાષણ માટે ભસૂમનાાં આ બે ટ કડાઓ િરૂરી છે કારણ કે તે ગટર વ્યવસ્થાની ગોઠવણીને અન રૂપ

છે અને અન્ય કોઈ સવકલ્પ હાિર નથી.

3. ટીમની રચના, અલભગમ, પદ્ધસત અને એસઆઈએ ની સલૂચ

3.1 ટીમની રચના

એનએચ કન્સલલ્ટિંગ પ્રા. લલસમટેડ (એનએચસી) તેમના સાંબાંસધત ક્ષેત્રોમાાં રાષ્ટ્ીય અને

આંતરરાષ્ટ્ીય ખ્યાસતપ્રાપ્ત વ્યાવસાસયકોના જાણકારી અને અન ભવથી તેમની સામર્થયષ મેળવ ે

છે એનએચસીને તેમના સાંબાંસધત ક્ષેત્રોમાાં 20 વર્ષથી વધ નો અન ભવ ધરાવતા વ્યાવસાસયકો

દ્વારા પ્રોત્સાહન આપવામાાં આવે છે અને તેમાાંથી ઘણાાંને તેમની ક શળતાનાાં ક્ષેત્રમાાં 40 વર્ષ

સ ધીનો સહક્રય અન ભવ હોય છે. એન.એચ.સી. માાં દરેક સવભાગ માગષદશષક/નેતતૃ્વ કરે છે. અને

તેમના સાંબાંસધત ક્ષેત્રોમાાં ખબૂ સક્ષમ વ્યાવસાસયકો દ્વારા સાંચાલલત થાય છે. આ સાંગઠન,

સામાજિક આસથિક સવશ્લેર્ણ અને એસઆઈએ પ્રાકૃસતક સાંસાધન સાંચાલનમાાં સૌથી મિબતૂ હાથ

તરીકે સવશેર્તા ધરાવે છે.

એનએચસી એ શ્રી.જી.એસ. યાદવ દ્વારા યોિનાન ાં નેતતૃ્વ માટે ઉચ્ચ ગ ણવત્તાવાળાં અને

અન ભવી વ્યાવસાસયકોની એક ટીમ સનમણ ાંક કરી હતી, જે સહાયક વ્યવસ્થાપક -યોિના-એક

પયાષવરણવાદી શ્રી િયાંત ખેડા દ્વારા સમથષન આપલે છે.

3.2 અભિગમ અને પદ્ધવત

એક સવસશષ્ટ ભસૂમ સાંપાદન યોિનાનાાં સામાજિક પ્રભાવ આકારણી માટેનો અલભગમ નીચે ફ્લો

ચાટષમાાં આપવામાાં આવ્યો છે:



એસઆઈએ અભ્યાસ પ્રાથસમક અને માધ્યસમક સાંશોધનનાાં સાંયોિન દ્વારા હાથ ધરવામાાં આવ્યો

છે જ્યાાં જિલ્લા વહીવટીતાંત્ર દ્વારા મળૂભતૂ ડેટા પ્રદાન કરવામાાં આવ્યાાં છે. આંકડાકીય

માહહતીનો ઉપયોગ ગૌણ સાંશોધનનાાં સ્ત્રોત તરીકે પણ કરવામાાં આવ્યો છે. િો કે, આ ડેટાને

વસ્તી સવર્યક સવગતો અને ભગૂોળ અને સ્થાસનકતા સવશે થોડ ાં ઉમેરવામાાં આવ્ય ાં છે. હક્રયાનાાં

ફકરાઓમાાં ગૌણ અને પ્રાથસમક સાંશોધનનાાં પહરમાણો દશાષવવામાાં આવ્યા છે.

3.2.1 ગૌણ સાંશોધન

ઉપરોક્ત કેટલાક સ્રોતો ઉપરાાંત, ભસૂમ સાંપાદન સવભાગની કચેરી દ્વારા સલૂચત ભસૂમનાાં ટ કડાનાાં

ભગૂોળ અને નકશા પર પાયાનાાં ડેટા ઇનપ ્ સ પ્રદાન કરવામાાં આવ્યાાં છે. અન્ય ડેટા સ્રોતોમાાં

ભારતની વસ્તી ગણતરી 2011, દાદરા અને નગર હવેલી 2017-18 ની યટૂીનો સામાજિક-

આસથિક સવકાસ ડેટા, વગેરનો સમાવેશ થાય છે. ગૌણ સાંશોધનનો ઉપયોગ માત્ર માગષદશષક



પહરબળ તરીકે કરવામાાં આવ્યો છે અને તેથી આ સવર્ય પર હહસ્સેદારોનાાં અલભપ્રાય ઉત્પન્ન

કરવા માટે પ્રાથસમક સાંશોધનનો વ્યાપકપણે ઉપયોગ કરવામાાં આવ્યો છે.

3.2.2 પ્રાથસમક સાંશોધન

આ યોિનાની સીધી અસર પ્રાથસમક ક્ષેત્રનાાં હહસ્સેદારો પર પડે છે, તેથી તેમની સમલકત,

આજીસવકા અને એકાંદર જીવનશૈલી પર કેવી અસર પડે છે તે માપવા માટે હહસ્સેદારો

(અસરગ્રસ્ત લોકો) સાથે સલાહ લેવી હહતાવહ હતી. આ હતે માટે, ભસૂમ સાંપાદન, પ નવષસવાટ

અને પ નસ્થાષપન સનયમોમાાં યોગ્ય વળતર અને પારદસશિતાનાાં અસધકારમાાં સચૂવેલા મ િબ ડેટા

સાંગ્રહ ટલૂન ાં પાલન કરવામાાં આવ્ય ાં છે.

અસરગ્રસ્ત હહસ્સેદારો ઉપરાાંત, સાંબાંસધત લાઇન સવભાગો સાથે પણ આ મ દે્દ તેમના અલભપ્રાયનાાં

સનરાકરણ માટે પરામશષ કરવામાાં આવી હતી.




4. ભસૂમન ાં વગીકરણ

4.1 સભૂચત જમીનનો કે્ષત્ર પ્રોફાઇલ

સવેક્ષણ સાંખ્યા 343/1પી અને 142/1 ગામનાાં અમલી અને સસલવાસા પેટા સવભાગમાાં આવતા

સસલવાસા, દાદરા અને નગર હવેલીમાાં અન ક્રમે 430 ચોરસ મીટર અન ે405 ચોરસ મીટર આવરે

છે જે નીચે દશાષવેલની માલલકી હઠેળ છે:

સાંપાદન માટે સલૂચત ભસૂમની હદ એ યોિના માટે િરૂરી અસત ન્યનૂતમ છે. પમ્પિંગ સ્ટેશનોનાાં

સનમાષણ માટે ભસૂમનો આ બે ટ કડાઓ િરૂરી છે, કારણ કે તે ગટર વ્યવસ્થાને ગોઠવણીને અન રૂપ

છે. આમ અમસ્તત્વમાાં છે તે સસવાય બીિો કોઈ સવકલ્પ નથી.




5. અસરગ્રસ્ત પહરવારો અને સાંપસત્તઓનો અંદાિ અને ગણતરી

આ પ્રકરણમાાં સલૂચત યોિના દ્વારા પહરવારોન ેઅસર થઈ રહી છે અને તઓેને વાસ્તસવક અને

અમતૂષ ન કસાનની સવગતો આપે છે

ભસૂમનો ટ કડો એ કૃસર્ ભસૂમ છે અને અન્ય કોઈ પણ પ્રકારની બાંધારણ અમસ્તત્વમાાં નથી.

એસ.આઈ.એ. ટીમ દ્વારા હહસ્સેદારો સાથે પરામશષ કરવામાાં આવી હતી.

આરએફસીટીએલઆરઆર અસધસનયમની અન સાર, ખાલી પડેલી ભસૂમન ાં મલૂ્યનાાં સાંદભષમાાં

વળતર આપવ ાં િોઈએ.

405 ચોરસ મીટરમાાં ફેલાયેલો ગામ અમલી અને સસલવાસા સબ-હડસવઝન સસલવાસા, દાદરા

અને નગર હવેલીનો સવકે્ષણ સાંખ્યા 142/1 શ્રી ધમેન્દ્રસસિંહ કરણસસિંહ ઠાકોર, સવધવા ચાંચળબેન

કરણસસિંહ ઠાકોરની માલલકીની છે.

ભસૂમનો ટ કડો એ કૃસર્ સવનાની ભસૂમ છે અને અન્ય કોઈ પણ પ્રકારની બાંધારણ અમસ્તત્વમાાં

નથી. એસ.આઈ.એ. ટીમ દ્વારા હહસ્સેદારો સાથે પરામશષ કરવામાાં આવી હતી. તેમને લાગે છે કે



સસલવાસા ્ય સનસસપલ કાઉમન્સલ દ્વારા ઇલ્ચ્છત 405 ચોરસ મીટરની િગ્યાએ માત્ર 300 ચોરસ

મીટર િમીન સાંપાદન કરી શકાય છે, જેથી તે િમીનનાાં મોટા પ્લોટનાાં કબજામાાં રહ.ે

આરએફસીટીએલઆરઆર અસધસનયમની અન સાર વળતર ખાલી પડેલી િમીનનાાં મલૂ્યની

દ્રલષ્ટએ આપવ ાં િોઈએ અને બાકીનાાં કે્ષત્રમાાં બાાંધકામમાાં વધ એફએસઆઈને છૂટ આપવાનો

સવકલ્પ પણ ખ લ્લો છે.




6. સામાજિક-આસથિક અને સાાંસ્કૃસતક પ્રોફાઇલ

6.1 પ્રસ્તાવના

6.1.1 દાદરા અને નાગર હવેલી

દાદરા અને નાગર હવેલી ભારતનો એક કેન્દ્ર શાસસત પ્રદેશ છે, જે પસિમ ઘાટની તળેટીમાાં 200

0` અને 200 25` અક્ષાાંશ અને ઉત્તર પવૂષ મધ્યમાાં 72050` અને 730 15’ ની વચ્ચે મસ્થત છે. તે

ઉત્તર-પસિમ અને પવૂષમાાં ગ િરાતનાાં વલસાડ જિલ્લા અન ે દલક્ષણ અને દલક્ષણ -પવૂષમાાં

મહારાષ્ટ્નાાં થાણે જિલ્લાની સરહદે છે. તે બે એન્ક્લેવથી બનેલ ાં છે: દાદરા અને નગર હવેલી.

જ્યારે નાગર હવેલી મહારાષ્ટ્ અને ગ િરાતની વચ્ચે મસ્થત છે, ત્યારે દાદરા એ ગ િરાતનાાં

નગર હવેલીથી થોડા હકલોમીટર દૂર ઉત્તરમાાં એક એન્ક્લેવ છે. સસલવાસા દાદરા અને નગર

હવેલીની રાિધાની છે. દાદરા અને નગર હવેલીની વસ્તી 3,43,709 છે . (2011 ની વસ્તી

ગણતરી અન સાર).

દાદરા અને નગર હવેલી 491 ચોરસ

હકલોમીટરનાાં સવસ્તારમાાં ફેલાયેલા છે.

સસલવાસા ્ય સનસસપલ કાઉમન્સલ વર્ષ

2006 માાં અમસ્તત્વમાાં આવી હતી અન ે

સસલવાસા અને અમલી અન્ય 5 ગામ જેમ

કે બે શહરેોની બનેલી છે. 2011 ની વસ્તી

ગણતરીમાાં દાદરા, નારોલી, સમરવની, મસાત અને રાખોલીને કાયદાકીય વસ્તી ગણતરીનાાં



નગરો તરીકે માનવામાાં આવ્યાાં હતાાં. 2011 ની વસ્તી ગણતરી અન સાર, યટૂીમાાં એક સસટી

કાઉમન્સલ, પાાંચ વસ્તી ગણતરીનાાં શહરેો અને 65 ગામોનો સમાવેશ થાય છે.

આ પ્રદેશમાાં ખાસ કરીને ઇશાન અને પવૂષ તરફનાાં પવષતીય સવસ્તારો છે જ્યાાં તેની આસપાસ

સહ્યાદ્રી પવષતો (પસિમ ટેકરીઓ) ની આસપાસ છે. આ સવસ્તાર દમણ ગાંગા અને તેની ત્રણ

ઉપનદીઓથી ઘેરાયેલ છે. નદી પસિમ કાાંઠેથી 64 હકમી દૂર એક ટેકરીમાાંથી નીકળે છે અને

દમણ બાંદરે અરબી સમ દ્રમાાં પડે છે.મધ્ય કે્ષત્રમાાં આબોહવા મધ્યમ અને સામાન્ય રીતે

ખ શન માાં હોય છે, િોકે ઉનાળાની ઋત માાં તે ગરમ હોય છે. ચોમાસાની સીઝન જૂનથી સપ્ટે્બર

દરસમયાન હોય છે અને યટૂીનો સરેરાશ વરસાદ 2000 થી 2500 મીમીની વચ્ચે હોય છે.

તે રેલ્વે નેટવકષ સાથે સારી રીતે િોડાયેલ ાં છે, નજીકન ાં રેલ્વે સ્ટેશન વાપી અને ભીલાડ

સસલવાસાથી અન ક્રમે 18 હકમી અને 12 હક.મી.ના અંતરે ગ િરાતમાાં મસ્થત છે. ડી.એન.એચ.ની

ય.ૂટી. નેશનલ હાઇવે નાંબર 48 સાથે િોડાયેલ છે.

પોટ ષગીઝ અને મરાઠા વચ્ચેની સાંસધનાાં પહરણામે દાદરા અને નગર હવેલી 17 હડસે્ બર 1779 નાાં

રોિ અમસ્તત્વમાાં આવ્યા હતા. મરાઠાઓએ તેમની સમત્રતાને બદલામાાં 72 ગામોને પોટ ષગીઝને

સોંપી દીધા હતા અને 72 ગામોન ાં જૂથ દાદરા અને નગર હવેલી તરીકે ઓળખાત ાં હત ાં.

પોટ ષગીઝોએ 2 ઓગસ્ટ 1954 નાાં રોિ તેમની મ મક્ત સ ધી આ પ્રદેશ પર શાસન કય ું. મ મક્ત

પછી, વહીવટ 11 ઓગસ્ટ, 1961 નાાં રોિ ભારતીય સાંઘમાાં ભળી ન જાય ત્યાાં સ ધી સ્થાસનક

સાંસ્થા દ્વારા મ ક્ત દાદરા અને નગર હવેલી વહીવટ તરીકે ઓળખાત ાં હત ાં. પહરણામે,

વહીવટીતાંત્ર (રાજ્યપાલ) નાાં નેતતૃ્વમાાં ઔપચાહરક કાયદાકીય વહીવટ દ્વારા દાદરા અને નગર

હવેલી વહીવટને સફળતા મળી.



6.2 વસ્તીશાસ્ત્ર

દાદરા અને નગર હવેલીમાાં એક નગર પહરર્દ, 5 વસ્તી ગણતરીનાાં નગરો અને 65 ગામોનો

સમાવેશ થાય છે, જેમાાં એક િ જિલ્લા તરીકે બે પેટા સવભાગ સસલવાસા અને ખાનવેલ છે.

તમામ ગામો 20 ગ્રામ પાંચાયતોમાાં વહેંચાયેલા છે. ય.ૂટી. અહીં કોઈ સવધાનસભા નથી. િો કે,

જિલ્લા પાંચાયતમાાં તમામ ગ્રામ પાંચાયતોનાાં પ્રસતસનસધઓ હોય છે જેમને ગ્રામ પાંચાયત સનયમો

હઠેળ અસધકાર અને ફરિો સોંપવામાાં આવે છે. લોકસભાની એક બેઠક ય.ૂટી. છે જે અન સલૂચત

િનજાસત માટે અનામત છે.

6.3.1 ભપૂષૃ્ઠનુ ં અધ્યનશાસ્ત્ર: હફલઝયોગ્રાફીલી યટૂી ડેક્કન પ્લેટોનો ભાગ બનાવ ેછે. દાદરા અન ે

નાગર હવેલીની યટૂીને ત્રણ હફલઝયોગ્રાફી એકમો એટલે કે શેર્ પ્લેટોનો, હડન્ય ડેશનલ સ્લોપ

અને વેલી પ્લેઇન્સમાાં વહેંચવામાાં આવી છે.

બાકી રહલેા પ્લેટોન : આ સમતલ ઉપરી હક્રસ્ટ છે જે ચારે બાજ ખારી સ્કાપીસથી ઘીરે છે. આ

અવશેર્ પ્લેટોઅસ પસિમ હિન્િમાાં, અલગ-અલગ પેચોમાાં, દલક્ષણ-પવૂષ ભાગમાાં અને આ

શ્રેણીની ઉંચાઇ અને એમએસએલથી 200 મીટરથી વધ ની ઉંચાઇ ઉત્તર પવૂષ અને દલક્ષણ-પવૂીય

ક્ષેત્રમાાં િોવા મળે છે.

અનાવરણ ઢાળ: આ પ્લેટોઅસ અને મેદાનો વચ્ચેનો સ્કાપષ ક્ષેત્ર બનાવે છે અને વચ્ચે ઊભ ાં

ઢાળ સ ધી હોય છે. આ શે્રણી હઠેળનો મ ખ્ય કે્ષત્ર પવૂી ભાગમાાં આશરે દલક્ષણ-પવૂષમાાં આવેલો છે

અને લગભગ એમએસએલથી આશરે 50 થી 100 મીટરની વચ્ચેનાાં ભાગમાાં આવેલા છે.

ખીણ મેદાન: ખીણનાાં મેદાન દમનગાંગા નદી અને તેની સહાયક નદીઓને બનાવતા એસઈ-

એનડબ્લલ્ય નાાં ઢાળની સાથે સમતલ સ્થળકૃસતનો સનમાષણ કરે છે. અને આ એસએસએલથી 50

મીટરથી ઉપરની ઉંચાઈ પર હોય છે. તેમાાં ખડકાળ પર્થથરોનાાં ટ કડાઓ અને માટીનો સમાવેશ

થાય છે. ખડકનાાં ટ કડાઓ સવસવધ આકારનાાં હોય છે. અને તે માટી સાથે ભળી જાય છે.

કેન્દ્રશાસસત પ્રદેશો દાદરા અને નગર હવેલી મ ખ્યત્વે દમણગાંગા નદી અને તેની નદીઓ

(382.32 હક.મી.) માાંથી વહ ેછે. ઉત્તરીય ભાગ (69.32 હક.મી.) કોલક નદી અને તેની સહાયકો

નદી દ્વારા વહી જાય છે. પસિમ તરફનો પ્રદેશોનો એક નાનો ભાગ (37.26 હક.મી.) કાલ નાડી

અને તેની નદીઓ દ્વારા કાઢવામાાં આવે છે.

6.3.1 માટીઓ

ડેક્કન પ્લેટો પર થતી િમીન સામાન્ય રીતે કાળા કપાસની િમીનો હોય છે. આ વ્યાપક

વગીકરણમાાં, સ્થળ રૂપરેખાનાાં આધારે નોંધપાત્ર લભન્નતા છે.યટૂીમાાં ત્રણ મોટા પ્રકારનાાં માટી

એટલે કે બાદની િમીન, છીછરા કાળી કપાસ માટી, ગાઢ કાળી માટી અને તેન ાં વણષન નીચે

મ િબ છે:



1) ખડકાની માટી, આ માટી સારી રીતે મસ્થર કરવામાાં આવે છે અને સારી સછદ્રાળતા

હોય છે જે સારી અભેદ્યતા અને વાય સમશ્રણ તરફ દોરી જાય છે અને લબન-કેલેક્રીયસ

માટી છે અને ઓછી પીએચ ધરાવે છે.

ખાસ ભેિન ાં પ્રબાંધન કરવા માટે હાકલ કરો.

3) ગાઢ કાળી માટી, ખબૂ ગાઢ ભસૂમમાાં ખબૂ િ ફળદ્ર પ સામર્થયષ હોય છે. અને તે

6.5 ભવૂમ, લોકો અને સસં્કૃવત

ય.ૂટી. દાદરા અને નગર હવેલી પસિમ ઘાટની પવષતની પસિમ બાજ એ આવેલ ાં છે અને અહીંનો

ભપૂ્રદેશ અસ્પશૃ્ય છે, ક લ ભૌગોલલક સવસ્તારનો 40% િ ાંગલો દ્વારા આવરી લેવામાાં આવ્યો છે

અને આ રીતે વડૂલેન્ડનો દૃશ્ય પ્રદાન કરે છે. મ ખ્ય નદી દમણગાંગા અને તેની સહાયક નદીઓ



ય.ૂટી. અને દમણ ખાતે અરબી સમ દ્રમાાં ડ્રેઇન કરે છે. ય.ૂટી 2001 ની વસ્તી ગણતરી પ્રમાણે

અહીંની વસ્તી 2.20 લાખ છે, જેમાાંથી આહદવાસીઓ વચષસ્વ છે ક લ વસ્તીના 62% ભાગનો મોટો

ભાગ છે.

મ ખ્ય જાસતઓ વલીસ, કોકણા, ધોહડયા અને ડબલાસ છે. આહદવાસીઓની પોતાની એક અલગ

સાંસ્કૃસત છે જેમાાં તેઓ પોતાના માટે સવલચત્ર રીતહરવાિો અને રાંગીન લોક-સવદ્યા ધરાવે છે.

આહદવાસી જીવનનો કોઈ પ્રસાંગ પણૂષ નથી, પછી ભલે તે લગ્ન ન હોય અથવા લોક નતૃ્ય સવના

લણણી હોય. મ ખ્ય નતૃ્યો છે તપાષ, ઢોલ, ભાવડા અને ઘેહરયા. આ પગ-ટેપીંગ નતૃ્યોનાાં કલાકારો

અન્ય કલા અને કલા સ્વરૂપોમાાં પણ એટલા િ સારા છે અને તેમની મોટાભાગની દૈસનક

િરૂહરયાતો માટે લગભગ સ્વતાંત્ર છે.




7. સામાજિક અસરો

7.1 પ્રસ્તાવના

સામાજિક પ્રભાવોમાાં લોકોની જીવનશૈલી, તેમની સાંસ્કૃસત, સમ દાય, રાિકીય પ્રણાલી, પયાષવરણ,

આરોગ્ય અને સ ખાકારી, તેમના વ્યમક્તગત અને સાંપસત્તના અસધકાર અને તેમના ભય અને

આકાાંક્ષાઓમાાં ફેરફાર શામેલ છે.

યોિના સાંબાંસધત ફેરફારોનાાં પહરણામે મ ખ્ય પ્રકારની સામાજિક અસરોને પાાંચ ઓવરલેસપિંગ

શ્રેણીમાાં વગીકૃત કરી શકાય છે.

• જીવનશૈલી અસરો – લોકો જે રીતે વતષન કરે છે અને પહરવાર, સમત્રો અને સહકમીઓ સાથ ે

હદવસેને હદવસે સાંબાંસધત છે;

• સાાંસ્કૃસતકની અસરો – વહેંચાયેલા હરવાિો, િવાબદારીઓ, મલૂ્યો, ભાર્ા, ધાસમિક માન્યતાઓ

અને અન્ય તત્વો પર કે જે સામાજિક અથવા વાંશીય સમહૂને સવસશષ્ટ બનાવે છે;

• સમ દાય અસરો – માળખાગત, સેવાઓ, સ્વૈલ્ચ્છક સાંસ્થાઓ, પ્રવસૃત્ત નેટવકષ અને સાંવાહદતા

પર;

• જીવનની ગ ણવતા પર અસરો– સ્થાન, સૌંદયષ શાસ્ત્ર અન ેવારસોની ભાવના, સાંબાંસધતની

સ રક્ષા, સ રક્ષા અને જીવાંતતા અને ભસવષ્ય માટેની આકાાંક્ષાઓ;

• આરોગ્ય અસર – માનસસક, શારીહરક અને સામાજિક કલ્યાણ પર, િોકે આ પાસાાં આરોગ્ય

અસરના મલૂ્યાાંકનોનો સવર્ય પણ છે.



7.2 યોજનાની અસરો

ગામ અમલી, સબ હડસવઝન સસલવાસા, દાદરા અન ેનગર હવેલીનાાં સવેક્ષણ સાંખ્યા 343/1પી માાં

430 ચોરસ મીટર સ્વીકારવાની કામગીરી શ્રી રણછોડ ધનજી, શ્રી બાબર ધનજી, શ્રીમતીની

માલલકીની છે. શાાંસતબેન બાબ ભાઇ પટેલ, સવધવા મેગલીબેન માકણ પટેલ, પાંકિ માકણ પટેલ,

સાંિય માકણ પટેલ અને હદનેશ માકણ પટેલ સસલવાસા ્ય સનસસપલ કાઉમન્સલ, દાદરા અને

નગર હવેલી, સસલવાસાએ સીવેરેિ પમ્પિંગ સ્ટેશન સ્થાપવા માટે આરએફસીટીએલઆર

અસધસનયમ 2013 ની અન સાર ભસૂમ સાંપાદન માટેની દરખાસ્ત રજૂ કરી હતી.

એસ.આઈ.એ. ટીમ દ્વારા હહસ્સેદારો સાથે પરામશષ કરવામાાં આવી હતી. આ ભસૂમનો એક ટ કડો

કૃસર્ ભસૂમ છે અને આરએફસીટીએલઆર અસધસનયમની અન સાર ખાલી પડલેી િમીનન ાં મલૂ્યની

દ્રલષ્ટએ વળતર આપવ ાં િોઈએ.




405 ચોરસ મીટરમાાં ફેલાયેલો ગામ અમલી અને સસલવાસા સબ-હડસવઝન સસલવાસા, દાદરા

અને નગર હવેલીનો સવકે્ષણ સાંખ્યા 142/1 શ્રી ધમેન્દ્રસસિંહ કરણસસિંહ ઠાકોર, સવધવા ચાંચળબેન

કરણસસિંહ ઠાકોરની માલલકીનો છે. સસલવાસા ્ય સનસસપલ કાઉમન્સલ, દાદરા અને નગર હવેલી,

સસલવાસાએ સીવેરેિ પમ્પિંગ સ્ટેશન સ્થાપવા માટે આર.એફ.ટી.ટી.એલ.આર. એક્ટ 2013 ની

અન સાર ભસૂમ સાંપાદન કરવાની દરખાસ્ત રજૂ કરી હતી. એસ.આઇ.એ. ટીમ દ્વારા હહસ્સેદારો

સાથે પરામશષ કરવામાાં આવી હતી. ભસૂમનો ટ કડો એ કૃસર્ સવનાની િમીન છે અને અન્ય કોઈ

પણ પ્રકારની બાંધારણ અમસ્તત્વમાાં નથી. તેમને લાગે છે કે સસલવાસા ્ય સનસસપલ કાઉમન્સલ

દ્વારા ઇલ્ચ્છત 405 ચોરસ મીટરની િગ્યાએ માત્ર 300 ચોરસ મીટર ભસૂમ સાંપાદન કરી શકાય છે,

જેથી તે નાના મકાનનાાં બાાંધકામ માટેનાાં મોટા આકારનાાં પ્લોટનાાં કબજામાાં હશે.

આર.એફ.સી.ટી.એલ.આર. અસધસનયમની અન સાર વળતર ખાલી પડેલી િમીનનાાં મલૂ્યની

દ્રલષ્ટએ આપવ ાં િોઈએ અને બાકીનાાં કે્ષત્રમાાં બાાંધકામમાાં વધ એફએસઆઈને છૂટ આપવાનો

સવકલ્પ પણ ખ લ્લો છે.





8. સાંપાદન પર ખચષ અને લાભ અને ભલામણન ાં સવશ્લેર્ણ


સવેક્ષણ સાંખ્યા પર મસ્થત છે. અન ક્રમે પેટાસવભાગ સસલવાસા હઠેળ આવતા અમલી અન ે

સસલવાસા ગામોનાાં 343/1 પી અને 142/1 દાદરા અને નગર હવેલી. સાંપાદન કરવાની ભસૂમએ

અમલી ગામની કૃસર્ ભસૂમ છે, જ્યારે સસલવાસામાાં લબન-કૃસર્ ભસૂમ છે.

13.00 એમએલડી સાથે વ્યવહાર કરવા માટે, સસલવાસા ્ય સનસસપલ કાઉમન્સલ 2041 સ ધીમાાં

લગભગ 1,70,819 લોકોનાાં વસ્તી માટે રચાયેલ ગટર માળખાગત સ સવધાઓ માટેનાાં વધારાની

યોિના હઠેળ, સસક્વેમન્શયલ બેચ હરએક્ટર પ્રકારનો સીવેરેિ ટ્ીટમેન્ટ પ્લાન્ટ (એસટીપી)

સ્થાસપત કરી રહી છે. ઉપરોક્તની અન રૂપ, સસલવાસા-અમલી ટાઉન ફેઝ II, અમલી ખાત ે

એગ્રીવાડ પ લની નજીક અને ભ રક ડ ફલળયા, સસલવાસા, ન્ય સહકિટ રોડનાાં બાકીનાાં સવસ્તાર માટે

ગટર વ્યવસ્થાનાાં સીવેરેિ પમ્પિંગ સ્ટેશન સ્થાપવાની પણ દરખાસ્ત છે.

સાંપાદન માટે સલૂચત ભસૂમની હદ સાંપણૂષપણે આ યોિના માટે િરૂરી ન્ય નત્તમ છે અને ભસૂમ

સવસ્તારનાાં આ બાંને ભાગો પમ્પિંગ સ્ટેશનોનાાં સનમાષણ માટે િરૂરી છે કારણ કે તે ગટર

વ્યવસ્થાની ગોઠવણીને અન રૂપ છે અને અન્ય કોઈ સવકલ્પ હાિર નથી. સલૂચત ભસૂમનો સવકે્ષણ

સાંખ્યા 343/1પી અન ે142/1 ગ્રામ અમલી અને સસલવાસા સબ-હડસવઝન સસલવાસા, દાદરા અન ે

નગર હવેલીમાાં 430 ચોરસ મીટર અને 405 ચોરસ મીટર છે, જેની માલલકી છે.

ભસૂમ સાંપાદનમાાં યોગ્ય વળતર અને પારદસશિતાનો અસધકારની અન સાર પ નવષસવાટ અને

પ નવષસન (આરએફસીટીએલએઆરઆર) અસધસનયમ, જાહરે સ નાવણી એ સામાજિક અસર

આકારણીનો એક અલભન્ન ભાગ છે. તેનો હતે ભસૂમ સાંપાદનની પ્રહક્રયા સવશેની માહહતી પ્રદાન

કરવા અને તેમને સામાજિક-આસથિક સવેક્ષણ અને પરામશષનાાં તારણોથી વાકેફ કરવાનો છે.

જાહરે સ નાવણી બેઠકનો હતે યોિના પ્રભાસવત સમ દાયને તેમની ભસૂમની સાંપાદન સાંબાંસધત

સમસ્યાઓ અને મ દ્દાઓ પર ચચાષ કરવાની તક પરૂી પાડવાનો છે.

ભસૂમ સાંપાદન સવભાગ, સસલવાસાએ આ સાંદભષમાાં જાહરેનામ ાં પ્રકાસશત કય ું. (સાંખ્યા. એલએક્ય/ૂ

એસએમસી/પમ્પિંગસ્ટેશન/સેવ.ેએસવાયએ./3/2019/479/રેવ/19, તારીખ 3.10.2019) અને

તેની અન સાર, તા.10.10.2019 નાાં રોિ સવારે 11:00 કલાકે ટાઉનહોલ આયોજિત કરવામાાં

આવી, દાદરા અને નગર હવેલી, સસલવાસા ખાતે જાહરે સ નાવણી યોિવામાાં આવી હતી.

યોિના પ્રભાસવત હહસ્સેદારો ઉપમસ્થત રહ્યા હતા.એસઆઈએ ની ટીમે મીહટિંગની સગવડ આપી

છે. જાહરે સ નાવણીમાાં હાિર અન્ય સભ્યો નીચે મ િબ હતા.

જિલ્લા ભસૂમ સાંપાદન કચેરી, સસલવાસા;

સસલવાસા ્ય સનસસપલ કાઉમન્સલ; અને

એનએચસી ટીમ.

જાહરે સ નાવણીમાાં હાિર વ્યમક્તઓની સલૂચ પહરસશષ્ટ 1 માાં આપવામાાં આવી છે.

યોિના પ્રભાસવત હહસ્સેદારને ધોરણોની અન સાર વળતર આપવ ાં િોઈએ.
