    It is noted that the first session of the instructionclasses will be held Monday afternoon, November 25,1940, theprincipal speakerbeingT.ALFRh} ETfIG,Conservetion Directorof the National Board of Fire Underwriters. This meeting to besupplemented later on by members of the Cleveland Police Depertment.

    The Bureau was advised by letter dated icptember 25,1940, that a meeting was held at Dayton, Ohio, sponsored by LgeDivision of Labor Standards, where 2 discucsion took placeconcerning the inspections of various industrial plants, andthat if the representatives were refused entrance, or wererefused cooperation in furnishing any iniornation such actionwould be reported to the Department of LLDOY! ind eiull timeDepartment of Libor agents would then mike the insfaction un;elthe authority of the WalshHealey Act. This undoubtedly is theauthority referred to inthe lastparagraph of the clipping.

    Dear Sir:

    Chief of Police JOHNF. WOODS, of Norfolk,Virginia, ad~vised thewriter on October 16, 19b2, that hehad on that date receiveda telephone call from Mr. Emtiotrfhsss, from Washington, and that Mr.NES3 had advised that the May Act was definitely not going to be in-voked in the Norfolk area. Mr. NESS requested that arrangements bemade to hold aconference in the office of Chief WOODSon the morningof October 17th, with Naval officials and with the Public Health

    Department, for the purpose of discussing plans for the enforcementof prostitution laws,This meeting was scheduled for 9:50 A.M.,October 17th, but Mr. NESS did not appear because of his inabilityto obtain transportation to Norfolk, due to flood conditions. ChiefWOODSadvised that the discussion at the meeting was merely a"rehssh"

    During thsOonventionof the Virginia Police ExecutivesAssociation, at Richmond, Virginia, on October 15th, Sr. G. H. MAST,of the Navy Department, Washington, D. C., was present, and discussedvenereal diseases in the State of Virginia, pointinn out that Virginiahad theunenviable record of having the greatest nunbcr of venerealdisease casesamong Navy personnel in the United States.

    At that time Chief WOODSaddressed the Conference, and thesubject of the invocation of the May Act was brought out. Chief WOQD3took the position that the invocation of the Hny Act was not necessary,

    provided someone would provide adequate facilities for housing the

    Some publicity has resulted inthe State of Virginie as aresult of allegations on the part of Dr. MAST, and on the afternoon ofOctober 15th, a meeting was held at the Naval Operating'Base,at whichthere were inattendance representatives of the Office of Naval Intelli-

    gence, representatives of the Medical Qepartment of the Navy, YEpfu~sentatives of the State Health Department, and the Commonwealth'sAttorneys of Norfolk, Norfolk County, NansemondCounty, Princess AnneCounty, and Portsmouth, Virginia. Thisconference was held as a resultof the report of Dr. MAST at Richmond, which was made on the morning ofOctober 15th, and as a result of rumors current inNorfolk at thistimeregarding possible invocation of the May Act, and was for the purposeof bringing to the attention of the Commonwealth'sAttorneys the needfor rigidenforcement and to explain to them the fallibility of medicalexaminations to determine the presence of venereal dieease.

    The above information was furnished to the writer by Dr.KIMBROUGH, whoisthe State Health Officer inCharge of Venoreel Disease

    Control for the Tidewater area.

    On Saturday night, October 1?, 19b2, three tourist cnmps inNorfolk County, within one ndle of the city limitsof Norfolk, wereraided by the>5vy Shore Patrol and the Norfolk Police Fepsrtmwnt, re~sulting inthe arrest of fifty women and 2number of ery personnel.These arrests were made as a result of activityon the pert of AdndrelSIWONSindeclaring these places out of hunds for Navy personnel.
